Subscribers and utilities get rid of forgotten payment of bills or follow-up of last payment dates and will have a fixed price guarantee. Subscribers may install purchased credits easily to your meters and do not get effected by energy and water price increases.

Subscribers may buy as much credit as they want and whenever you want from credit sales points.

Smart Card enables information transfer between authority company and the meter. Purchased credit information is transfered from authority to the meter and consumption information is transfered from meter to the authority. Provides a better customer service for the authorities. • CUT OFF UNITMeter has a cut off unit for usage control. Cut off unit is a relay in electricity meter, valve in heat, gas and water meters. When credit finishes or unauthorized intervention take place, cut off unit is activated, consumption is stopped automatically.

• Occupancy rate of battery is reported to the subscriber by the LCD. Occupancy rate of the battery is also reported to the authority by the smart card. This way, ran out batteries are followed up and changed by the service.

• When battery runs out,consumption information is saved to the non volatile memory. Elektromed prepayment water and gas meters shutdown itself and stop consumption when the battery runs out. Elektromed prepayment electricity meter use network energy when the battery runs out.

• Meters have two security switches. These switches are under main body cover and battery cover. If any of these covers are opened by unauthorized personnel, meter record these intervention details (date, time, type etc.) in to the memory and active cutoff unit to close itself and stop energy and water consumption. In this case, meter only opens by the auhority service.

• There are two locations in meter memory for credit information: Main Credit and Backup Credit. Backup credit system is developed for subscribers to be able continue using energy and water in case of credit finishing out of office hours and weekends where they can not buy new credit. Backup credit is defined by the authorities according to the longest holiday time.

• When subscribers purchase credit, purschased credit is installed to subscriber’s smart card. This credit istransfered to the meter when the smart card is inserted to the meter. Transfered credit is first loaded to the backup credit location in the memory, then remaining credit is loaded as main credit.

• Meter starts to use backup credit after main credit ends. When the main credit ends, meter close valve/relay and stop consumption. In order to use the backup credit subscriber have insert the smart card to the meter. Meter will open itself for consumption. This way subscriber is warned and reminded to buy new credit.

• When the backup credit ends before the subscriber loads new credit, meter will close valve/relay and stop energy and water consumption.

• Subscriber may purchase and load new credit before the credit ends. New loaded credit will be added to the remaining credit in the meter.

• Every subscriber have their own smart card. One subscriber can not use other subscriber’s smart card. Subscriber’s meter does not accept other subscriber’s smart card.

Subscriber’s meter and smart card is one to one matched.

• Every smart card has an authority defined unique ID number. Meter checks for this ID number in each process and compares with the matching of the meter number.

• Subscribers apply to the authority when they loose their smart card and get a new smart card whose ID is matched with their meter. Lost smart card is canceled by the authority. Even if the subscriber find the lost card, it can not be used.

• If subscribers want to return smart card and the purchased credit for any reason, they apply to the authority. Authority transfer the loaded credit in the meter by using “RETURN CARD” process and receive back the credit at the sales point. Returned credit value is paid back to the subscriber. After this process no credit is left at the meter.

• All the electronic units of the meter are isolated from mechanical units. Meter’s batteries are also isolated from the mechanical units.

• Meter’s energy source is 3.6V Lithium battery. Lithium battery life is around 10 years.

• Subscriber can not change the battery. They have to call the service. There is security switch under the meter’s battery cover. When the cover is open, meter closes itself. “PENALTY” message is displayed on the screen.

• When the service personnel remove the battery from the meter, data in the meter’s memory is protected. No data loss takes place.

• All the information in the memory is safe during the battery cover.

• “PENALTY” message continues till battery cover is closed. This message requires authority intervention to the meter.

• Subscriber understands the necessity of battery change from the “BATTERY LOW” message on the screen.

• If the battery change operation is not done one time, battery runs out and “BATTERY FINISHED” message is displayed on the screen. Energy and water consumptions is stoped.

15. Authority may apply different tariffs at different zones. Authorities tariff changes are transfered to all sales point instantly and tariff informations are updated.

16. Subscribers have the fixed price waranty in the prepayment system. Subscribers are not effected by price increases till the previously purchased credits end.

17. Meter messages are displayed on the LCD. “ Credit Low, Buy Credit, Control, Service, Penalty, Battery, Battery Low, Battery Off, Cancelled, Wrong, Error” etc.

18. Smart card system provides below benefits to the authorities:

LCD MESSAGES

SERVICE: Implies a problem about the valve. Valve could not finish operation on the required time. Subscriber should call the service.

PENALTY: Unauthorized intervention took place. It can be cleared by Authority card prepared for that subscriber.

BATTERY LOW: Battery voltage is low. Subscriber should call service.

BATTERY END: Battery is out of order. Subscriber should call service.

CANCEL: Meter is canceled by the authority temporarily. Credit and consumption information is stored. It can be solved by authority card prepared for that subscriber by the authority service.

CREDIT LOW: Credit amount is below a predefined critical limit.

BUY CREDIT: Credit finished. Cutoff unit(valve/relay) is activated. Subscriber should buy credit.

ERROR: Smart card read by the meter do not match. Card’s error coefficient is decreased by 1. If this error happens 4 times card is blocked and can not be used again.

1) AUTHORITY CARDS

A) CANCEL CARD : Used when authority decide to close a meter for any reason. In this case subscriber can not use energy or water. In order to activate meter, authority must use Open Card.

B) OPEN CARD: On the cases that meter is closed with “Penalty”, “Service” messages, this card is used to activate the meter. After that subscriber may use energy and water.

C) RETURN CARD: If the subscriber request the purchased credit amount on the smart card or meter back , this card is used.

D) CONTROL CARD: Used by authorities to control all units of the meter periodically. Control card, record all information of meter ( battery level, valve/relay problems etc.) and these information is send to the servicemanagement.

2) SUBSCRIBER CARDS

• SUBSCRIBER CARD: The card used by the subscriber to purchace credit and load to their meters. Meter number and smart card numbers are matched. Main and backup credit information is transfered by smart card. Smart Cards are fully compatible with ISO 7816-3 standard security protocols.

STRUCTURE OF COMPUTER SYSTEM

• In the structure Elektromed prepayment smart card operated systems there are two main servers. One of them is the master and the other is bridge or backup server. System uses Oracle or SQL database on NT system.

• In the system main servers on the authority center are always online connected to the Credit Sales Points (POS).

• Computers in the system are as follows: 1 - Two servers at the authority center 2 - Computers at the Credit Sales Centers 3 - Computers at the Credit Sales Points (POS)

• Main computer is named as “server”. All information is stored at main computer and credit sales points and centers are controled by the servers.

• Second computer at the authority center supports the main computer. All sales information is stored in the second computer. These information is transfered to the main computer. Second computer operates as a bridge between main computer and sales points and centers. To provide data flow, second computer has Digiboard multiplexer and other special softwares.

• Connection between second computer and terminals are performed by modems that terminals have.

• All sales terminals have card reader and smart card credit loading unit. Credit loading, credit returning, adding new subscription, subscriber follow-up operaitons are done by these units. Authority is informed about all the operations.

C- CREDIT SALES CENTERS AND CREDIT SALES POINTS

• Credit loading units where credit sales is performed are Credit Sales Centers and Credit Sales Points (POS). Authorities form credit sales centers with at least 4 credit sales terminals (computers). At these centers credit sales amounts are higher.Credit Sales Points (POS) are consist of one credit loading computer. Credit sales points are at banks, small shops and entrance of other authority buildings.

• Computers with smart card reader and credit loading devices at credit sales points are fully compatible with authority center servers.

• When subscriber goes to the credit sales point to buy credit, all information are visible at the sales pointcomputers. After the payment subscriber get his smart card back with load credit.

• All computers at credit sales centers and credit sales points are connected to authority central servers. All operations between subscriber and sales unit are transmitted to the central servers by modems. Operational cost saving and high security is provided.

• High tech, high process speed computers are used in the system. According to the developments incomputer technology, new computers are added to the system and operational speed is increased.

• System is protected by 3 level security system. These are as follows; a) Process level security codes b) Credit Sales Terminal level security codes c) System software level, highest security level codes

This way system is procted against internal and external unauthorized interventions.
