From the Desk of Director General

This issue of Narcontrol summarizes the fundamental proceedings at the Narcotics Control Bureau during the

second quarter of the calendar year 2015. The journal is intended for all the stakeholders in the field of Drug

Law Administration in India. Through this publication, the Bureau endeavours to apprise its readers regarding the

progress made by it in the areas of enforcement, coordination, capacity building and creating awareness among

the general public against drug abuse.

This issue reflects all the drug seizures, clandestine lab busts and illicit cultivation destructions effected by the

Bureau and other Drug Law Enforcement Agencies of India during the months of April, May and June, 2015. The

special feature highlights some important judgments passed by the courts in favour of the Bureau.

As in the past, Narcotics Control Bureau continues to focus on capacity building and training. During the period of

April to June 2015, the Bureau organized 118 Drug Law Enforcement training programmes wherein 4238 personnels

from different Central/ State agencies were trained. Alongwith enforcement ativity, emphasis was also given

to demand reduction and 20 awareness programmes were organized in various parts of the country to spread

awareness about the ill effects of drug abuse.

I hope the information provided herein proves to be useful and interesting for the readers. I look forward to your

valuable suggestions to enhance the quality of the journal in future.

• On10.05.2015,officersofNCB,AhmedabadZonalUnitseized3.004kgsofHashishatGeetaMandir,Ahmedabad.01 person was arrested in connection with the seizure.

• On 20.05.2015, officers of NCB, Ahmedabad Zonal Unit intercepted 24 parcels and seized 5260 tablets ofZolpidem, 48300 tablets ofAlprazolam, 4180 tablets/injects of Diazepam, 6470 tablets of Lorazepam, 6110tabletsofClonazepam,6.520kgsofKetamineHydrocloride-25injections,100tabletsofAcetaminophen&CodinePhosphate,Oxycodone,270tabletsofAcetaminophen,330tabletsofHydrocodoneDitartrate&Acetaminophenand770tabletsofZopiclone.03personswerearrestedinconnectionwiththeseizure.

Banglore Zone

• On22.04.2015,officersofNCB,BangaloreZonalUnitseized1.000kgofHeroinatBangalore.02personswerearrested in connection with the seizure.

• On24.05.2015, actingon informationprovidedbyNCB,Chennai ZonalUnit, theofficers ofNCB,HyderabadSubZoneseized1.056kgsofHeroinatL.B.Nagar,Hyderabad.02personswerearrestedinconnectionwiththeseizure.

• On15.06.2015,officersofNCB,AmritsarSubZoneseized650gramofHashishhandedoverbyRLODepartmentof Post, Amritsar which was booked from India and returned by Poland authorities.

Chennai Zone

• On 24.05.2015 officers of the Madurai Sub Zone seized 7.22 Kgs of Alprazolam powder at Thalavaipuram,Virudhnagar. 03 Indian nationals were arrested in the matter.

• On22.06.2015,officersofNCB,ChennaiZonalUnitseized2.350kgsofCocaineatChennaiInternationalAirport.01 Colombian national was arrested in connection with the seizure.

• On10.04.2015,officersofNCB,DelhiZonalUnitseized13kgsofPseudoEphedrineatIGIAirport,Terminal-3,NewDelhi.01Zimbabwenationalwasarrestedinconnectionwiththeseizure.Furtherinafollowupoperationanother 1.000 kg of Pseudo Ephedrine was seized during the search of the arrestee’s residence. The suspected destination of the seized drug was Johannesburg.

• On20.04.2015,officersofNCB,DelhiZonalUnitseized16.800kgsofPseudoEphedrineand1.910kgsofHeroinatIGIAirport,Terminal-3,NewDelhi.01SouthAfricannationalwasarrestedinconnectionwiththeseizure.

Guwahati Zone

• On02.04.2015,officersofNCB,GuwahatiZonalUnitseized2.490kgsofMorphinefromaresidentialHouseatNalaparaRoad,Opp.KalipathinGuwahati,Assam.01personwasarrestedinconnectionwiththeseizure.

• On13.05.2015,officersofNCB,IndoreZonalUnitseized670gramsofHeroinatDhar-IndoreRoad.Thedrugwasfound to be concealed in slippers. 02 persons were arrested in connection with the seizure.

• On12.06.2015,officersofNCB,IndoreZonalUnitarrestedanabsconderinconnectionwiththeCr.No.01/2015.

Jammu Zone

• On 15/16.04.2015, officers of NCB, Jammu Zonal Unit seized 6.522 kgs ofHashish from a residential house at Channi Himmat in Jammu along the National Highway at Nagrota. 02 persons were arrested in connection with the seizure.

• On23.05.2015,officersofNCB,JammuZonalUnitinterceptedavehicleatBanTollPlaza,Nagrota,Jammuandseized13.648kgsofHashish.02personswere arrested in connection with the seizure.

Jodhpur Zone

• On 24.04.2015, acting on information provided by NCB, Jodhpur Zonal Unit,ATS Rajasthan Police, Jodhpur(Rural)seized25kgsofOpiumnearBhilwara,Jodhpur.03personswerearrestedinconnectionwiththeseizure.

• On09.04.2015,officersofNCB,AjmerSubZoneseized315gramsofHashish&5.800kgsofGanjanearMitalHospital, Ajmer. 02 persons were arrested in connection with the seizure.

Lucknow Zone

• On24.04.2015,officersofNCB,LucknowZonalUnitseized65gramsofHeroinatBareillybusstand.02personswere arrested in connection with the seizure.

• On07.05.2015,officersofNCB,LucknowZonalUnitseized50gramsofHeroinatChinhatChauraha,Lucknow.02 persons were arrested in connection with the seizure.

13.648 Kg Charas seized in jute bags from a cavity in the truck coming from Kashmir Valley. Two persons were arrested and the

truck was also seized.

• On11.05.2015,officersofNCB,MumbaiZonalUnitinterceptedaparcelandseized600gramsofMescalineatM/sDHLExpressIndiaPvtLtd,Andheri(E),Mumbai.Thedrugwasconcealedbetweenthelayersofrectangularcardboard wrapped with laces.

Patna Zone

• On04.04.2015,officersofNCB,PatnaZonalUnitseized12.350kgsofGanjaatGhaiGhat,PatnaBihar.

• On14.04.2015,officersofthe87thBn.BSF,Amarkotseized20.015kgsofHeroinandhandedoverthesametoNCB’sAmritsarSubZoneforfurtherinvestigationundertheNDPSAct.Thesuspectedsourceoftheseizeddrugwas South West Asia.

Central Bureau of Narcotics (CBN)

• On12.05.2015,officersofCentralBureauofNarcotics,P&ICell,Ratlamseized4.430kgsofOpiumatMandsaur.02 persons were arrested in connection with the seizure.

• On25.06.2015,officersofCentralBureauofNarcotics,RajasthaninterceptedavehicleatNagaurandseized14.700kgsofOpium.Thedrugwasfoundtobeconcealedinasecretchamberofthevehicle.01personwasarrested in connection with the seizure.

Customs

• DuringthemonthofApril,2015,officersoftheCustoms,FPO,NewDelhiintercepted03parcelscontaining295gramsofHeroin&167gramsofKetamine.ThesuspecteddestinationsofseizeddrugswereNetherland,Malaysia&UnitedKingdom.

• DuringthemonthofMay,2015,officersoftheCustoms,FPO,NewDelhi intercepted03parcelscontainingatotalof500gramsofHeroin.ThesuspecteddestinationsofseizeddrugwereUnitedKingdom&Netherland.

Customs Preventive

• On28.04.2015,officersofCustomsPreventive,Amritsar seized2.000kgsofHeroinatAttariRailwayStationfrom68Dn.goodstrainarrivingfromPakistan.Thedrugwasfoundkeptinacylindricalcontraptionmadeofblackcloth(innerlayer)&wrappedwithbrownadhesivetapefurtherconcealedwithintheoverheadcavitieson the outer side of the wagon. The suspected source of the seized drug was South West Asia.

• On15.05.2015,officersofCustomsPreventiveDivison,Karimganjseized1727.300kgsofGanjaatTradeCentre,Sutarkandi. 02 persons were arrested in connection with the seizure.

Customs, Air Intelligence Unit

• On17.06.2015,officersofCustoms,AirIntelligenceUnit,Mumbaiseized74kgsofMethaqualoneatCSI,Airport,Mumbai. The drug was concealed in 03 checked in baggages. A Tanzanian national was arrested in connection with the seizure. The suspected destination of the seized drug was Tanzania.

Directorate of Revenue Intelligence (DRI)

• On 12.04.2015, officers of Directorate of Revenue Intelligence in associationwith SSB seized 32.800 kgs ofHashish at Sikta, West Champaran. The suspected source of the seized drug was Nepal.

• On17.06.2015,officersofDirectorateofRevenueIntelligence,Biharseized37.800kgsofHashishatMuzaffarpur.02 persons were arrested in connection with the seizure. The suspected source of the seized drug was Nepal.

Sashatra Seema Bal (SSB)

• DuringthemonthofApril,2015,officersoftheSashatraSeemaBal(SSB)seized48.100kgsofHashish,557.995kgsofGanja&419gramsofHeroininatotalof11 cases wherein 15 persons inclusive of 02 Nepalese nationals were arrested. The suspected source of the seized drugs in most of these cases was Nepal.

• DuringthemonthofMay,2015,officersoftheSashatraSeemaBal(SSB)seized14.770kgsofHashish,544.650kgsofGanja&64gramsofHeroininatotalof07casesandarrestedatotalof07personswhichincluded02Nepalesenationals.The suspected source of the seized drugs in most of these cases was Nepal.

• DuringthemonthofJune,2015,officersoftheSashatraSeemaBal(SSB)seized64.875kgsofHashish,1.500kgsofGanja,11.285kgsofOpium&101gramsofHeroin in a total of 14 cases and arrested 13 persons inclusive of 05 Nepalese nationals. The suspected source of the seized drugs in most of these cases was Nepal.

State Police (Delhi Police)

• On13.04.2015,officersofDelhiPoliceseized1.295kgsofCocaineatIGI,Airport,NewDelhi.APeruviannationalwas arrested in connection with the seizure. The drug was found concealed inside the iron rod of a trolley bag. The suspected source of the seized drug was Brazil.

State Police (Goa Police)

• On14.04.2015,officersofGoaPoliceseized2.7gramsofLSDliquidatBardez,Goa.ANigeriannationalwasarrested in connection with the seizure.

Computer Based Training module

NCB is organizing CBTs in capacity building for combating illicit trafficking of narcotics drugs and psychotropic

substances at CBT established centers at NCB Headquarters and threemetro Zones i.e. Kolkata, Mumbai and

Chennaisince2012.ThesoftwaremoduleisbasedonInternationalbestpracticesaspartofaprojectofUNODC

to strengthen the Drug Law Enforcement capacities in South Asia. It is a self-evaluation programme utilized for

enhancing the skills and knowledge of personnel on specific modules of drug law enforcement. With the approval

of the MHA, CBT Centers have also been opened in other zones namely Lucknow, Jodhpur, Ahmedabad, Chandigarh,

Jammu, Indore, Guwahati, Patna and Bangalore. The bar diagram below shows the number of personnel who

attended the CBT training from different organizations.

Computer Based Training Modules Conducted by NCB Zones

CBT has the following features:The modules cover all aspects of drug law enforcement including intelligence, investigation, precursor

trafficking and anti money laundering. It is possible to design a variety of courses ranging from few hours to

few days, weeks or months. The course content can thus be made specific to the target groups.The interactive

nature of the modules facilitates enhancement in retention capacity of the Learners.This module has pre and

post test facilities which enables the administrator to assess the impact of learning process.

02 ChandigarhZone 1.60acreslandhasbeenpurchasedfromGreaterMohaliAreaDevelopmentAuthority(GMADA)atthecostofRs.22.8080croresforconstructionofoffice-cum-residentialcomplexforNCBChandigarhZonalUnit.Fullandfinalpaymentwasmadeon29.10.2014.Proposalforobtainingadministrative&financialsanctionofRs.27,42,41,085/-forconstructionofoffice-cum-residentialcomplexforNCBChandigarhZonalUnitthroughWAPCOSLtd.forwardedtotheMHAvideUOdated26.02.2015.

03 DelhiZone DDAvideletterdated21.01.2014hasrequestedNCBforgivingitschoiceoflandbetweenRohiniandDwarkaZone.NCBhasexpresseditswillingnessforDwarkaZone.DDAhasofferedlandtoNCBDZUinSector-28ofRohini.Thelandis30KmsawayfromthepresentNCBofficeandalsoveryfarawayfromDwarka,UttamNagar,MahipalPur,Chhattarpur,Saket,DelhiAirportetc.,whichareprone to narcotics drugs activities. Hence, it has been decided to request the DDA to reconsider the matter and issue suitable land in Dwarka or South Delhi for smooth functioning of NCB.

04. LucknowZone Landpurchased–1.005(4066.69Sq,Mtrs.)acres.Rs.6,37,71,200/-hasbeenpaidtopaidtoLDA.Land registered in the name of NCB on 29.03.2012. Possession taken on 01.05.2012. Sanction of Rs.26,23,82,579/-receivedfromMHAvideOMdated16.02.2015forconstructionofOCRcomplexfromWAPCOSLtd.ZDhasrequestedWAPCOSvideletterdated25.02.2015thatpreparatorystepsbeinitiatedwellinadvancesothatprojectcouldbeundertakenimmediately.WAPCOSLtd.hassubmitteddraftMoUforthesaidworkstobeexecutedbytheofficersofbothNCBandWAPCOSLtd. and the same was forwarded to MHA for vetting and approval on 20.05.2015.

B. DDGEastRegion

01 PatnaZone Directorate of Estate, New Delhi vide letter dated 18.12.2014 has decided to declare the Narcotics ControlBureau,ZonalUnitPatnaeligibleforallotmentofGeneralPoolOfficeAccommodationinGPOABuildingatPatna.IthasalsobeendecidedtodeclaretheofficersandstaffoftheNCB,PatnaZonalUniteligibleforallotmentofGeneralPoolResidentialAccommodationatPatna.

02 GuwahatiZone Bank Draft for Rs.45,00,469/- was deposited vide DD No.908198 dated 13.05.2015 to DeputyCommissioner,KamrupfortransferoflandtoNCBGuwahatiinconnectionwithpurchaseofland3Bighas(43,200Sq.Ft.)fromAssamGovernment.Possessionoflandisunderprocess.

C. DDGSouth-WestRegion

01 BangaloreZone AdemanddraftNo.183563dated20.03.2014amountingtoRs.21,87,555/-infavourofTehsildartowardspaymentoffirst lease forpurchaseof land (25Gunta)was remitted to theKarnatakaGovernmenton29.03.2014.Possessionoflandhasbeencompleted.ZDvideletterdated08.05.2015hasinformedthatSmt.NarasammafiledanO.S.intheHon’bleCourtoftheSeniorCivilJudgeatDevanahallion05.11.2014andthenextdateofhearingison01.07.2015.MeanwhileWAPCOSLtd.has been requested for construction of boundary wall at the building site to prevent any activity of encroachment.

02. MumbaiZone LandhasbeenidentifiedandmatterisfollowedupwithGovt.ofMaharashtra.PolicyforallotmentoflandtoGovernmentagenciesareunderrevisionbytheMinistryofShipping.Theallotmentwillbe considered after of policy revision.

03 IndoreZone Landpurchased from IDAandpaymentofRs.9,08,73,624 for landmeasuring3490.91 Sq.Mtrs,(0.86acre)madeon20.09.2013.Possessiontakenon10.10.2013.WAPCOSlimitedwasapproachedandtheyhavesubmittedadraftestimateforRs.19.44croreforconstructionofofficecomplexforNCB,IndoreZone.Theproposalisunderconsideration.TheprocessofregistrationhasbeencompletedanddocumentsofregistrywillbereceivedsoonfromSub-RegistrarOffice.

04 AhmadabadZone Land purchased from AUDA and payment of Rs.14,57,55,000/- for land measuring 6478 Sq.Mtrs.(1.60acres)madeon12.11.2013.ThelandregisteredinthenameofNCBon11.06.2014.WAPCOSlimitedwasapproachedandtheyhavesubmittedadraftestimateforRs.16.71croresforconstructionofoffice-cum-residentialcomplexforNCB,AhmedabadZone.Theproposalisunderconsideration.
