Introduction:

The Indian Council of Agricultural Research under Department of Agricultural

Research and Education, Govt. of India as the national apex organization has been contributing to the productivity enhancement and diversification of Indian agriculture,

with its programmes and activities in research, education and frontline extension. The comprehensive initiatives of the National Agricultural Research and Education System

have enabled science-led and technology-driven growth and development of agriculture in the country, with continuous involvement of the members of farming community. With a view to address the emerging challenges of national resource

management, input use efficiency, impact of climate change, diversification, post-harvest losses, improving farmers’ incomes and improve efficiency at different stages

of ‘seed to market’, various approaches have been adopted by the system, with desired accomplishments.

To recognize the contributions as well as to stimulate further efforts, the DARE/ICARhas instituted different categories of awards. DARE/ICAR acknowledges

the outstanding contributions of Institutions, AIRCPs, KVKs, Scientists, Women Scientists, Students and Innovative Farmers every year by giving away cash award, citation and certificate. The awards initiated in 1956, have been reviewed periodically

to expand the categories and value of awards for both, individual and institutional excellence following changes in the context and approach by encompassing more

disciplines as well as bringing into fore the importance of teaching and extension along with research which are an integral part of the national agricultural system. It is in this context that the ICAR award scheme is continuously revisited with the

experience of the scheme over the years, inputs from various Judging Committees and the Committees constituted for the purpose by revising the scope of earlier

awards and instituting new awards.With this in view, a new award ‘Haldhar Organic Farmer Award’ was instituted to promote organic farming in the country from 2015.KVK Award has been subsumed into a new award Pandit Deendayal Upadhyay

Antyodaya Krishi Puruskar Rashtriya Krishi Vigyan Protsahan Puraskar initiated by the Govt. to promote healthy competition among Krishi Vigyan Kendras (KVKs) at

National level for application of science and technology in agriculture from 2016. To recognize the contributions of marginal, small and landless farmers for developing sustainable integrated models of farming, Pandit Deendayal Upadhyay Antyodaya

Krishi Puruskar has been initiated from 2016. The guidelines for ICAR- Rafi Ahmed Kidwai Award have also been revised suitably to also include nominations by various

competent authorities besides application by the eligible candidates. These national awards are open to researchers across the institutions and organizations, including overseas. It is expected that this would provide a platform for acknowledging the

contributions of researchers, teachers, extension specialists, farmers and students associated with agriculture alike, as also kindling interest in them towards taking on

to newer and bigger challenges facing the Indian agriculture. These awards and recognitions are also targeted at generating the spirit of healthy competition among

colleagues to strive for excellence in their respective fields in Agriculture and allied disciplines.

Recently, ICAR has undertaken an activity of consolidation of Awards Instituted

by Indian Council of Agricultural Research (ICAR), under Department of Agricultural Research and Education, in pursuance of communication to this affect received from Home Secretary requesting all Central Govt. Departments for transforming the entire

ecosystem of awards conferred by the Government of India for building credibility and trust by focusing on merit, objectivity, transparency, people-participation, simplicity,

efficiency and use of technology along-with a few suggestions wherein it was desired to prioritize and bring down the total number of awards as well as the number of the awards per category to an optimal level to enhance the stature as well as the

credibility of the awards. Accordingly, the proposal was developed for the consolidation of ICAR Awards which was discussed and finalized at the highest level in

DARE/ICAR after in-depth consultations. The proposal has also been approved by the Competent Authority of DARE/ICAR.

ICAR shall now host 16 awards in 4 major National Award Categories as under:

National Award for Excellence for Agricultural Institutions:

1.1 Sardar Patel Outstanding ICAR Institution Award 2020: To recognize

outstanding performance by the ICAR institutes, DUs of ICAR, CAUs and State Agricultural Universities, 3 Awards of Rs. 10.00 lakh each, Citation, Certificate and a

Shield shall be given to two ICAR Institutes/NRC/Project Directorates/ National Bureaus (one large and one small Institute each) and one State Agricultural University/DU/CAU. Applications/Nominations must be submitted in the

recommended format and should be duly authenticated/forwarded by the competent forwarding/Nominating authority. Self-nomination by the Director/ Vice

Chancellor supported by proper documentary evidence of the achievements claimed, shall also be permitted. (Category of Award: A-1).

1.2 Chaudhary Devi Lal Outstanding All India Coordinated Research Project Award, 2020: To incentivize the outstanding performance of AICRPs in terms of

linkages and research output and its impact, one annual award of Rs. 3.00 lakh (Rs. 2.00 lakh for the main coordinating unit and Rs. 1.00 lakh for the best coordinating Centre) in cash, Citation, Certificate and a plaque shall be given to the

selected AICRP(s). All the AICRPs, which have been in operation for at least 10 years can apply for the award. Applications/Nominations must be submitted in the

recommended format and should be duly authenticated/forwarded by the competent forwarding/Nominating authority who may give a clear-cut recommendation regarding the most significant achievements made by the AICRP

and the best coordinating Centre identified for the award. Self-nominations by the Project Coordinators supported by proper documentary evidence of the

achievements claimed, shall also be permitted. (Category of Award: A-2).

1.3 Pandit Deendayal Upadhyay Krishi Vigyan Protshahan Puraskar 2020: This award has been instituted to promote healthy competition among Krishi

Vigyan Kendras (KVKs) at National Level for application of science and technology in agriculture. All KVKs are eligible for the award. Three awards at National level

shall be given with total prize money of Rs.25.0 lakh (I-Rs.10.00 Lakhs, II-Rs.8.00 Lakhs, III-Rs.7.00 Lakhs) besides Shield, Certificate and Citation. The designated nominating authority may submit the applications/nominations in the

recommended format after authentication and giving clear-cut recommendation regarding the most significant contributions made by the concerned KVK. Self-

nomination by KVK Coordinator supported by proper documentary evidence of the achievements claimed, shall also be accepted. (Category of Award: A-2)

2: National Award for Excellence in Agricultural Research

2.1: ICAR Norman Borlaug Award: ICAR-Norman Borlaug Award has been instituted to recognize the outstanding achievements of a scientist, who may have provided a breakthrough in the field of agriculture and created high potential value

for the future transformation of the Agricultural sector in the country. Frequency of this award is once every 5 years. All Indian Scientists working in any discipline of

agricultural and allied sciences having reasonable time left for superannuation and not necessarily confined to National Agricultural Research System with original

path-breaking research output are eligible. The nominations for the awards shall be submitted in the prescribed pro-forma. The award carries a cash prize of Rs.10.00 lakh besides Memento, Certificate and Citation. Apart from this, the selected

scientist would be given a research contingency grant of Rs.30.00 lakh per year for carrying out challenge research project in an area identified mutually by the

scientist and the ICAR, which will have specified objectives and goals. Grant would be admissible for a maximum of five years, subject to annual review and favorable recommendation by a committee of experts set up for the project. (Category of

Award: A-1).

2.2: Rafi Ahmed Kidwai Award for Outstanding Research in Agricultural Sciences, 2020: This Award is open to Agricultural Scientists who may have made outstanding contributions in research in agricultural and allied sciences & is

basically aimed at incentivizing the excellence in agricultural research. A total of four awards, one in each broad discipline categories, viz; Crop & Horticultural

Sciences, Animal & Fisheries Sciences, Natural Resources Management & Agricultural Engineering and Social Sciences are to be given annually. Each award carries a cash prize of Rs. 5.00 lakh in addition to the Memento, Certificate &

Citation given annually. All Indian scientists engaged in agricultural research and overseas Indian scientists working in the areas relevant to Indian agriculture are

eligible. Competent forwarding/nominating authority may give precise statement of the most significant contributions made by the concerned scientist along with a clear-cut recommendation. Besides, self-nomination by the outstanding scientists,

supported by proper documentary evidence, shall also be permitted. (Category of Award: A-1).

2.3: Lal Bahadur Shastri Outstanding Young Scientist Award, 2020: This award is given to talented young scientists to recognize their outstanding original

research contribution. A total of four awards, one in each broad discipline categories, viz; Crop & Horticultural Sciences, Animal & Fisheries Sciences, Natural

Resources Management & Agricultural Engineering and Social Sciences are given annually under this award. An individual award of Rs.1.00 lakh in cash and a challenge project for three years with budgetary provision of Rs.10.00 lakh per

year+ Rs. 5.00 lakh for foreign training (upto 3 months), if deemed necessary by the ICAR is given in this award besides Certificate & Citation. The challenge project

and foreign training will be administered/monitored by the concerned subject matter Division of ICAR. All young scientists who possess a doctoral degree and are below forty years of age (on 1st January 2020) and hold a regular teaching,

research, extension education job in the ICAR-SAU system of institutions and engaged in research in agricultural and allied sciences for at least five years

continuously are eligible. Nominations/Applications may be submitted in the recommended format by the designated nominating/forwarding authority who may give clear cut recommendation regarding the most significant contributions made

by the nominated scientist. Besides, self-nomination by the outstanding scientists, supported by proper documentary evidence, shall also be permitted. (Category of

Award: A-2).

2.4: Panjabrao Deshmukh Outstanding Woman Scientist Award, 2020: This Award is exclusively meant for individual Women Scientists. One award shall be given annually to recognize the excellence by the outstanding Indian Woman

Scientist in any of the core areas of agricultural research. All women scientists engaged in research in agricultural and allied subjects /extension in a recognized

institution within and outside ICAR/NARS are eligible for this award. The award consists of Rs.1.00 lakh in cash, Certificate & Citation. Nominations/Applications may be submitted in the recommended format. The nominating/forwarding

authority may give clear cut recommendation regarding the most significant contributions made by the concerned woman scientist. Besides, self-nomination by

the outstanding scientists, supported by proper documentary evidence, shall also be permitted. (Category of Award: A-2).

2.5: Jawaharlal Nehru Award for P.G. Outstanding Doctoral Thesis Research in Agricultural and Allied Sciences, 2020: In order to promote high quality

doctoral thesis research in priority/frontier areas of agriculture and allied sciences, ICAR has instituted Jawaharlal Nehru Award for P.G. Outstanding Doctoral Thesis Research in Agricultural and Allied Sciences. The award, given annually, shall

comprise of 4 awards (From Crop/Horticulture, Natural Resources Management/Agricultural Engineering, Animal/ Fisheries Sciences, and Social

Sciences) of Rs. 50,000/-in cash, Citation, Certificate and silver medal (gold polished) each for the outstanding original doctoral research work in agriculture and allied sciences. This award is meant exclusively for the doctoral thesis related

to agricultural sciences from Indian Universities. The Ph.D. degree/provisional degree for this award must have been awarded during the year preceding the year

of the award i.e. 2019. Applicant must have evidence of publication of at least 2 good research papers from his/ her doctoral research work in the form of published

paper/ certificate of acceptance in a reputed journal having NAAS rating of ≥ 6. Applications/Nominations must be submitted in the recommended format together

with a copy of the Doctoral Thesis duly authenticated and forwarded by the competent forwarding/nominating authority who may give clear cut

recommendation regarding the most significant contributions made by the concerned scholar. Self-nomination by the outstanding scholars, with proper documentary evidence, shall also be permitted. (Category of Award: A-2).

3. National Award for Application of Agricultural Technologies

3.1 Nanaji Deshmukh ICAR Award for Outstanding Interdisciplinary Team

Research in Agricultural and Allied Sciences,2020: ICAR has constituted the

Nanaji Deshmukh ICAR Award for Outstanding Interdisciplinary Team Research in Agricultural and Allied Sciences to recognize, encourage and promote the

interdisciplinary research in the country. One award (across all streams of agricultural sciences) would be given annually. All agricultural scientists engaged in interdisciplinary team research in India in the specified subject areas are eligible.

The team must have scientist-level representation from a minimum of three well-recognized disciplines. They must have been working on an integrated research

project dealing with an inherently interdisciplinary problem in a system based, problem solving mode. The award is not limited to National Agricultural Research

System (NARS) and Agricultural Scientists outside NARS are also eligible. Award would carry a cash prize of Rs. 5.0 besides, Memento, Certification and Citation. Nominations must be submitted in the recommended format and should be duly

authenticated and forwarded by the competent forwarding authority who may give clear cut recommendation regarding the most significant contributions made by the

team of scientists. Self-nomination by the leaders of outstanding team of scientists, duly supported by proper documentary evidence, shall also be permitted. (Category of Award: A-2).

3.2 Fakhruddin Ali Ahmed Award for Outstanding Research in Tribal Farming

Systems, 2020: The award is primarily meant for any person or team (with two or three associates, if any) engaged in applied research and its applications in tribal areas of the country aimed at improving the biological resources and livelihoods or

in original work directly applicable to tribal farming system. One award with the value of Rs.1.00 lakh in cash, Memento, Certificate and Citation + provision of

equal amount for study on related subject in geographical area of work shall be given for a year. Nominations must be submitted in the recommended format and should be duly authenticated and forwarded by the competent forwarding authority

who may give clear cut recommendation regarding the most significant contributions made by the concerned scientist/team. Besides, self-nomination by

the outstanding scientists, supported by proper documentary evidence in support of the claimed achievements, shall also be permitted. (Category of Award: A-2).

3.3 Swami Sahajanand Saraswati Outstanding Extension Scientist Award, 2020: This award is exclusively meant for individual extension scientist/teacher for

excellence in agricultural extension methodology and education work. One individual award is to be given annually which consist of Rs.1.00 lakh in cash,

Certificate and Citation. The award has been assigned across the disciplines in agriculture & allied sciences. Nominations must be submitted in the recommended format and should be duly authenticated and forwarded by the competent

forwarding authority who may give clear cut recommendation regarding the most significant contributions made by the concerned scientist. Besides, self-nomination

by the outstanding scientists, with proper documentary evidence in support of the claimed achievements, shall also be permitted. (Category of Award: A-2).

3.4 Vasantrao Naik Award for Outstanding Research Application in Dry Land Farming Systems, 2020:Vasantrao Naik Award for Outstanding Research

Application in Dry Land Farming Systems is given annually to promote outstanding research and application in dry land farming systems & water conservation. One award is given which consists of Rs.1.00 lakh in cash, Memento, Certificate and

Citation. All agricultural and allied scientists engaged in research/ technology application work in dry land farming in India are eligible for the award. The award

is also open to inter-disciplinary team of the scientists consisting of up to six scientists. Applications must be submitted in the recommended format and should

be duly authenticated and forwarded by the competent forwarding authority who may give clear cut recommendation regarding the most significant contributions made by the concerned scientist. Besides, self-nomination by the outstanding

teams of scientists, with proper documentary evidence in support of the claimed achievements, shall also be permitted. (Category of Award: A-2).

4. National Award for Innovations and Technology Development by Farmers

4.1 Jagjivan Ram Abhinav Kisan Puruskar /Jagjivan Ram Innovative Farmer Award, 2020: To recognize the outstanding contributions of innovative farmers for

initiatives in development adoption, modification and dissemination of improved technology and practices for increased income with sustainability, 3 annual national awards are instituted with cash prize of Rs.1.00 lakh each besides Memento,

Certificate & Citation + equal amount of travel grants across the country to promote his achievement are given to farmers at national level. Designated

nominating/ forwarding authorities may nominate the farmers in their respective areas of jurisdiction and submit the duly completed and authenticated nomination to the Council. Nominating authority may provide a clear-cut recommendation

highlighting the contributions made by the nominee and giving full justification for the nomination. (Category of Award: A-2).

4.2 N.G. Ranga Farmer Award for Diversified Agriculture, 2020: To recognize outstanding contribution of innovative farmers for diversified agriculture, one

annual award of Rs.1.00 lakh in in cash besides Memento, Certificate & Citation in aspects related to the Diversification of Agriculture is given. Designated

nominating/ forwarding authorities may nominate the farmers in their respective areas of jurisdiction and submit the duly completed and authenticated nomination to the Council. All farmers selected for ICAR Awards earlier and meeting the

criteria of this award are also eligible. Nominating authority may provide a clear-cut recommendation highlighting the contributions made by the nominee and giving full

justification for the nomination. (Category of Award: A-2). 4.3 Haldhar Organic Farmer Award, 2020: To recognize outstanding contribution

of organic farmers ICAR has instituted an award titled Haldhar Organic Farmer Award. The award is annual in nature and carries cash award of Rs.1,00,000/-

(Rupees One Lakh only) besides Memento, Certificate & Citation. Any organic certified farmer/ grower in organic farming and related activities in field crops/ horticultural crops/ medicinal crops/ milk production etc., with an experience of 5

years in organic farming including certification period is eligible. Nominations must be submitted in the recommended format and should be duly authenticated and

forwarded by the competent forwarding authority who may give clear-cut recommendation highlighting the contributions made by the nominee and giving full

justification for the nomination. (Category of Award: A-2). 4.4. Pandit Deendayal Upadhyay Antyodaya Krishi Puruskar, 2020: To

recognize the contributions of marginal, small and landless farmers for developing sustainable integrated models of farming, the ICAR has instituted Pandit Deendayal

Upadhyay Antyodaya Krishi Puruskar annually. Three awards comprising of Rs.1,00,000/- (Rupees One Lakh only) besides Memento, Certificate & Citation are to be given annually. Nominating authority may put on record a clear-cut

recommendation highlighting the contributions made by the nominee and giving full justification for the nomination. (Category of Award: A-2).

It has further been decided to discontinue or merge 7 existing awards with other

ICAR/GOI awards. The media plan and the other details for operationalization of the

awards are as under:

i) Communications inviting suitable nominations shall be sent to All the Research Institutes/ Agricultural Universities/ Science Academies/ IITs/IIMs/ Secretaries of DBT, DST, Agriculture, Horticulture, Animal Husbandry, Fisheries, Rural

Development, Food Processing Industries of Central Government and all the concerned State Government Departments besides Commissioners of

Agriculture/ Horticulture & Animal Husbandry, GOI. ii) Awards shall be advertised in newspapers besides being hosted on ICAR & All

Institute Websites.

iii) The empowered Award Committees with a renowned domain expert as Chairman and other 4-5 eminent subject matter specialists as members

constituted at the level of Secretary, DARE & DG, ICAR shall scrutinize the online applications/nominations and submit the proceedings along with the

recommendations on the award winners under the confidential cover for the approval of the Hon’ble Minister.

iv) The Awards shall be given during the Foundation Day of ICAR on 16th July or other important occasions every year in a befitting Award Ceremony by the

President of India/ Vice President of India/ PM of India/ President ICAR or other high dignitaries.

v) The contributions of each individual awardee will be highlighted in media

including Newspapers/ Face book page/ Websites/ Television and Radio. vi) Nominations by other eligible nominating persons/agencies, self-nominations by

the eligible candidates/ institutions may also be accepted. The awards shall be widely publicized through press & media including ICAR website/ face book page and newspapers and Television media. Nominations shall be invited

during December-January-February each year.

NATIONAL AWARDS OF EXCELLENCE IN AGRICULTURE - OVERVIEW

DARE/ ICAR, Govt. of India has instituted 16 awards in 4 broad categories viz;

National Award of Excellence for Agricultural Institutions (3 Awards), National Award

for Excellence in Agriculture Research (5 awards), National Award for Application of

Agricultural Technologies (4 Awards) and National Award for Innovations and

Technology Development by Farmers (4 awards).

Each award provides individual prizes specified to a subject area/theme relevant to

the motto of the award. The different awards, number of prizes under each award,

cash amount for each prize and frequency are given in the following table.

The application /nomination form, eligibility criteria, evaluation procedures and

evaluation criteria are available in details with the guidelines of each award in the

subsequent chapters of the book.

The announcement of the awards shall be made through letters & personal mails

to the awardees before the Awards Presentation Ceremony to be held on the

Foundation Day of ICAR i.e. 16thJuly following the year of award or on any other

important occasion as decided by the competent authority.

The awardee shall give presentations on achievements before an audience

consisting of eminent agricultural and nonagricultural scientists besides other

invitees.

The achievements of the awardee institution shall be publicized widely through

press and electronic media and other communication channels.

TA/DA to the awardees shall be paid by the ICAR.

The awards will be administered by the ICAR through Award Cell of ICAR headed

by Assistant Director General (Technical Coordination).

I. National Awards of Excellence for Agricultural

Institutions

1). Sardar Patel Outstanding ICAR Institution Award

a) General Rules Governing the Award:

1. Name of the Award: Sardar Patel Outstanding ICAR Institution Award.

2. Sponsor: The Indian Council of Agricultural Research, New Delhi.

3. Objectives of the Award: To recognize outstanding performance by the ICAR institutes, DUs of ICAR,

CAU and State Agricultural Universities To provide incentive for outstanding institutional/University performance

To promote a sense of institutional pride in achievements

4. Nature of the Award

An individual award under the award consists of Rs. 10,00,000 in cash, a citation and a plaque for SAUs and DUs and for other ICAR Institutes.

A total of three individual awards have been provided. The three awards will be

given to the following three categories of institutions.

State/Central

Agricultural Universities and

Deemed Universities of ICAR

One award

ICAR Research Institutes

One sanctioned for large institutes (sanctioned scientific cadre strength more than 60)

One for small institutes, NRCs and Project Directorates etc.(sanctioned scientific cadre strength up to 60)

5. Utilization of the Award Money:

The funds shall be used by the Institute/University for institution building activities

including, for supporting participation of faculty in training/Seminar/Symposium in India or overseas, for the establishment/development of its staff welfare

programmes, for providing assistance to Ph.D students for participation in Seminar/training in India or any other activity decided by the Board of

Management or IMC of the Institution.

7. Eligibility Criteria

All the ICAR DUs, Research institutes, Project Directorates, National Research

Centres, National Bureaus, the Central Agricultural Universities and the State Agricultural Universities are eligible. The institution applying for the award must be in existence for at least 10 years. The award-winning institutions will not be

eligible to apply for this award for the next 5 years.

8. Administration of the Award A Judging Committee of 6 members, including the DG, ICAR as Chairman and at least one member from outside NARS and other Members appointed by the DG,

ICAR as per details given below shall evaluate all the applications, identify the award-winning institution and make appropriate recommendations to the Council.

The award under the award consists of Rs.3 lakh(Rs.2 lakh for the main coordinating

unit and Rs.1 lakh for the best centre) in cash, a citation and a plaque as an

institutional award for Partnership Research for most significant contribution to

agricultural productivity. Apart from Coordinating Cell, the identified outstanding

cooperating centre will also receive citation and share cash award in equal proportion.

The funds shall be used by the AICRP for institution building activities including, for supporting participation of faculty in training/Seminar/Symposium, for the establishment/development of its staff welfare programmes, or any other

activity decided by the AICRP Management.

3) ICAR- Pandit Deendayal Upadhyay Rashtriya Krishi

Vigyan Protsahan Puraskar

a) General Rules Governing the Award:

1. ICAR has constituted National award Pandit Deendayal Upadhyay Rashtriya Krishi Vigyan Protsahan Puraskar to recognize the

outstanding performance of Krishi Vigyan Kendras at the Country Level.

2. The objectives of the Awards:

To promote healthy competition among Krishi Vigyan Kendras (KVKs) at National Level for application of science and technology in agriculture.

To provide incentives for improving the efficiency and performance of

KVKs for espousing the cause of farming community. To promote a sense of Institutional pride among KVKs for large scale

application of scientific methods and appropriate technologies for enhanced productivity, profitability and sustainability of farming

systems.

3. Nature of Award:

Three Awards at National level (I Award for Rs 10.0 Lakhs, II Award worth

Rs. 8.0 Lakhs and III award worth Rs. 7.00 Lakhs besides Shield, Certificate &

Citationwill be given every year. The funds shall be used by the KVK for

institution building activities including, for supporting participation of faculty

in training/Seminar/Symposium, for the establishment/development of its staff welfare programmes, or any other activity decided by the KVK

Management/ Director of ATARI concerned/ DDG, Extension.

4.Frequency:Annual

5. Eligibility of KVKs for the awards:

All KVKs in the country who have the experience of working at least

seven completed years.

There will be a cooling off period of 5 years for the awardee KVKs.

The Judging Committee will screen the nominations, identify outstanding

entries, and make recommendations based on their objective evaluation to the council along with the draft citations.

6. Evaluation Criteria (relative score):

The KVK will be judged based on work done during the year last 5 years

including the year of award according to the following criteria:

(i) The organizational development and proof of functioning of KVK as a knowledge and resource centre of agricultural technology (5).

(ii) Output, outcome and socio-economic impact of the various programmes and activities of the KVK on farming community (15).

(iii) The nature and quality of interaction and convergence with different stake holders of agricultural development in the district (7.5)

(iv) Publications of extension literature, popular articles, research papers and other knowledge management tools brought out by KVK staff

during the year (7.5) (v) Productivity, profitability and income enhancement of farmers as well

as their improved livelihood security (7.5) (vi) Work done on promotion of production of pulses and oilseeds in the

district (5).

(vii) Creation of job opportunities and self-employment among rural youth through skill enhancement and entrepreneurship development (7.5).

(viii) Success Stories and case studies documented (5). (ix) Mobilization of external funding,revolving fund generated, and utilized

for strengthening the KVK infrastructure and activities (5). (x) Innovations introduced in overall functioning of KVKs and execution of

different programmes (10). (xi) Production and availability of technology products/inputs to farming

7. Procedure:Applications/Nominations for the award will be invited

during Dec/Jan/Feb once every year. Nominations in the prescribed format

will be made online. Agricultural Production Commissioners

/Secretaries/Directors of Agri./Hort./A.H./Fisheries/Sericulture, Vice-Chancellors of agricultural universities/ Directors of ICAR Institutes,

renowned NGOs will identify and nominate the farmers in their area of jurisdiction and forward the authentic information to the Council. Self-

nominations backed by proper documentary evidence shall also be

permitted. The Judging Committee will scrutinize the claims and decide the

award on merit. If no outstanding entries have been received, no award will be awarded.

To identify a scientist, who shall have provided a breakthrough for agriculture

through a new insight that has created high potential value for the future of

Agricultural Research and Development.

4. Objective

i. To recognize the elements of a genius in a scientist who has conducted path-

breaking research.

ii. To recognize, incentivize and award a scientist of truly exceptional ability and

originality of thinking.

5. Nature of the Award

This award is meant for a scientist of any discipline of agricultural and allied

sciences and not necessarily confined to NARS. The research work must be of a

rare quality and involving original thinking and path breaking in nature. The

award would be of Rs.10.00 lakh in cash. Apart from this, the selected scientist

would be given a research contingency grant of Rs.30.00 lakh per year for

carrying out research in an area identified mutually by the scientist and the

ICAR, which will have specified objectives and goals. Grant would be admissible

for a maximum of five years, subject to annual review and favorable

recommendation by a committee of agricultural and non-agricultural scientists

set up for the project. The research grant would, however, be given only if

awardees have enough and reasonable period of service left at the time of

award.

6. Frequency of Awards: Once in five years.

7. Eligibility Criteria:

The award is open to any Indian scientist working in India who may have

enough, and reasonable period of service left at the time of award. The

applicant for this award should necessarily be nominated by the Presidents of

Science Academies, Present or Former Secretaries of Science Departments,

Vice Chancellors of Agricultural Universities, Directors of Research Institutes/

IITs/IIMs or any other Internationally Recognized Agricultural Scientists. The

research work should be defined by its originality in thinking, its path-breaking

nature and its high potential value for the future. The person nominated should

have made significant innovation which could have considerable socio-economic

and environmental impact. Self-nominations supported by matching

documentary evidence may also be accepted.

8. Administration of the Award:

Award judging committee will consist of 5 members and will be chaired by the

President of a Science Academy in India. DG, ICAR and at least one National

Professor will also be the members of the committee. In addition, two

members, one of whom will be from outside NARES, would be nominated by

DG, ICAR. Minimum presence necessary for holding the meeting of the award

committee would be 3 including the Chairman, DG ICAR and a member outside

NARS if Chairman of the committee is also from within NARES. Wherever

necessary; the judging committee may invite non-member experts for advice

and evaluation. Award will be given only if all the award criteria are

satisfactorily met. Post award grants administration will be monitored by

Agricultural Education Division

The award is exclusively meant for individual young scientists. A total of four individual awards have been provided. An individual award under the award

will consist of Rs.100,000 in cash besides Memento, Certificate and Citation, a challenge project for three years with budgetary provision of Rs.10.0 lakh per year+ Rs.5.0 lakh for foreign training (3 months). The challenge project and

foreign training will be administered/monitored by the Concerned Subject Matter Division of ICAR. The foreign training would be sponsored only if it is

considered necessary by the ICAR and will be limited to the extent of Rs.5 lakhs.

There shall be a Judging Committee consisting of 9 members, with one member from outside the NARS, including the Chairperson appointed by the DG, ICAR.

All agricultural scientists engaged in interdisciplinary team research in India in the specified subject areas are eligible. The team must have scientist-level

representation from a minimum of three well-recognized disciplines and may also have technical officers (T6 and above). They must have been working on an integrated research project dealing with an inherently interdisciplinary

problem in a system based, problem solving mode. Agricultural Scientists outside NARS are also eligible if they meet the eligibility criteria as mentioned

above.

8. Administration of the Award A judging committee consisting of at least two members from outside NARS,

shall be constituted by DG, ICAR to evaluate the nominations, identify outstanding entries and makerecommendations to the Council. The team

leader will get 25% of the award money, if he/she is not director of the institute. At least 10% of the award money should be reserved for the nonscientist assistants. Remaining scientists share the award equally. If

5. Eligibility Criteria: All agricultural and allied scientists engaged in research/ technology application

work in dry land farming in India are eligible for the award. The research technology application work submitted for the award must have been undertaken under a well-designed research/application project with well-

defined goals and milestones. The final phase of the work including its held validation and impact assessment must have been completed during the five

years preceding the year of the award. The research/ application work must have made a significant scientific, technological, developmental contribution to the improvement of dry land farming systems. The award is open to

individuals as well as small inter-disciplinary team of the scientists comprising up to six scientists.
