As a part of the ongoing activities of the NCWD/JICA Project on Activation of Women Development Centres in Kano State, a capacity building workshop was conducted in Kano State Ministry of Women Affairs (SMWA) from 5 th -7 th August, 2008, the training was targeted at SMWA staffs, Heads of Department from 6 local governments (HOD), Women Development Officers (WDOs), Heads of Centre, and instructors of WDCs . The workshop which was aimed at establishing a uniformed standard enriching the curriculum of the women development centres (WDC) operation, and the building of the capacity of the target group in order to enhance their service delivery as well as ensure optimal utilization of Women Development centers in the state in line with the current expectation of the project. Papers were presented in key areas on business Education by resource persons from institutions such as SMEDAN, NAPEP, FREEDOM MICRO FINANCE BANK etc. It was also aimed at enriching the literacy programmes of the WDCs with the basic, skills in business education such as developing a business plan, introduction to basic book keeping, how to form co- operative societies, the role of Micro-finance and how to access the credit facilities from the responsible institutions. At the end of the workshop it is expected that participants will replicated all they have learnt throughout the duration of the programme at their respective WDCs inorder to enrich the programme content of the WDCs to the benefit of their students and graduates . As a part of the ongoing activities of the

NCWD/JICA Project on Activation of

Women Development Centres in Kano

State, a capacity building workshop was

conducted in Kano State Ministry of Women

Affairs (SMWA) from 5th-7th August, 2008,

the training was targeted at SMWA staffs,

Heads of Department from 6 local

governments (HOD), Women Development

Officers (WDOs), Heads of Centre, and

instructors of WDCs .

The workshop which was aimed at

establishing a uniformed standard enriching

the curriculum of the women development

centres (WDC) operation, and the building

of the capacity of the target group in order

to enhance their service delivery as well as

ensure optimal utilization of Women

Development centers in the state in line with

the current expectation of the project.

Papers were presented in key areas on

business Education by resource persons from

institutions such as SMEDAN, NAPEP,

FREEDOM MICRO FINANCE BANK etc.

It was also aimed at enriching the literacy

programmes of the WDCs with the basic,

skills in business education such as

developing a business plan, introduction to

basic book keeping, how to form co-

operative societies, the role of Micro-finance

and how to access the credit facilities from

the responsible institutions.

At the end of the workshop it is expected

that participants will replicated all they have

learnt throughout the duration of the

programme at their respective WDCs

inorder to enrich the programme content of

the WDCs to the benefit of their students

and graduates .

NCWD/JICA WDC Activation Project is a three year pilot project (2007-2010) for the activation of WDCs in six selected Local Government Areas (LGAs) in Kano State. The experiences from the Centres in the Local Gonverment in Nigeria coupled with the directives of National Council for Women Development is also expected to guide the Centre in developing a practical guideline on the Activation of Women Development Centres in Nigeria. Therefore this project continues to take positive and necessary measures to enhance the development of rural women, through access to credit facilities. We believe rural women are poor, and women often believe the best credit rating, that is why many micro-finance institutions often target women as customers. This has benefits for poverty

reduction and improvement of women’s status, both in their homes and in their communities when they are responsible for loans and for managing savings. Also when women control their own income, they gain a level of power that allows them to make decisions independently and command more respect. Women are also more likely to invest their earning on their families and thus raising the standard of living of the family, the community and their Nation. This edition will focus on the workshop on business Education, workshop on access to micro-credit facilities, activities carried out during the mid-term evaluation, and other activities that took place, especially the voices of the beneficiaries. In the word of the immediate past UN Secretary General- Mr. Kofi Anan: “Micro credit is a critical anti-

poverty tool- a wise investment in human capital. When the poorest, especially women, receive credit, they become economic actors with power. Power to improve not only their own lives but, in a widening circle of impact, the lives of their family, their communities and their nations….”

In furtherance of the determination to ensure positive impact of the NCWD-JICA Women Development Centre’s Activation project, an impact assessment survey was held from 8th to 18th, April, 2008 covering 6 pilot Local Government Ares of Kano State, namely, Dambatta, Bichi, Kumbotso, Gwale, Gezewa and Gaya.

The survey was conducted in line with the arrangement were assigned with researchers to interviewed the various group as

specified in the questionnaires · WDC participants · Non –WDC participants · Husbands of the participants · Community leaders

· Women Development Officers · Heads of WDCs In Compaison to the 1st monitoring in August, 2007, there is great improvement in each WDCs, because from the views of the

beneficiaries to their husbands downto the heads of community the story was the same. The project has actually impacted positively on the lives of the women, children, husbands and the entire community. it has boosted the economic base of women at the grassroots.

Poverty Eradication Programme (NAPEP) according to the resource person from SMEDAN he noted that the institution was established by the Act of 2003 to promote the development of the medium, small and micro enterprises (MSME) through the following services:

· Entrepreneurship and vocational

training

· Counseling of prospective

entrepreneurs

· Monitoring lectures to encourage beginners

· By encouraging networking between small and large business through business forum

· Through the improvement of

business environment, and promotion of linkages and access of MSMES to vital resources

SMEDAN he said was working with JICA to promote a new market known as OLOP (One Local Government One Product) or OVOP (One Village One Product). Schemes.

NAPEP was established in 2001 to address the challenges of poverty in Nigeria through:

· Ensuring mass participation in the economic development process

· Empowering the poor to have a voice and a way of expressing their ideas

· Involvement of communities, cooperatives and individuals by enhancing their capacity to become more productive

· Encouraging partnerships between the 3 tiers of Government, NGOs and other donor agencies.

Questions were asked as to how NAPEP can assist WDCs in the poverty reduction, and the benefits of WDC graduates from NAPEP.

In his response, the resource person noted that NAPEP can assist through provision of soft loans under micro-credit scheme for individuals or groups who can pay back. He noted NAPEP can be access directly or through Women Development Initiative (WDI) Dambatta Community Bank the only Micro-finance institution in Kano.

As a part of the ongoing NCWD-JICA WDC Activation Project in Kano State, a two-day graduates support workshop was held at the Ministry of Women Affairs, with a total of thirty participants including Heads of Departments, Women Development Officers, Heads of WDCs and instructors of the WDCs from the six selected LG, and project members from Kano Ministry of Women Affairs attending the workshop.

The Objectives of the workshop are:

· To improve the economic well-being

of WDCs graduates through support from JICA

· To raise awareness on the existence and access to Micro credit institutions

· To provide training on micro-credit

· To provide entrepreneurial skills to participants to disseminate to WDC students. At the workshop

What do you have to say of the impact of JICA on your WDC? Responses from the following beneficiaries from different WDC by Jummai Modu

This project has so much contributed to the development of a new site (WDC) for conducive learning at Gezawa, and has created positive recognition by many women and the community. Furthermore it has ginger our chairman to complete the new site. (HOC Gezawa)

JICA project have enormous impact, because of the positive changes on the WDC, before the place was use for other purposes like parking lot at night, wedding receptions, meetings and no working materials. But now the story is entirely different its just the opposite, we have sufficient materials, more women now recognized WDC as a place for skill acquisition with the support from JICA, God bless them. (WDO Gaya)

Thanks to Allah for sending JICA to save them from hardships, because with the coming of this project we have seen tremendous changes at our WDC, for example they can now file their documents in a cabinet which was provided by JICA, they can register for attendance, more enrolment into the centre is now recorded. Despite the set back caused by the fire incident the WDC is very active, and is due to JICA intervention to make sure that they back on their feet. We the instructors now work effectively, and have more working materials. Though they are still struggling to sustain to its activities. (Instructor Gwale)

In terms of the impact of this project, visiting all the 6 WDC, there is no doubt about the differences of the WDC of before and the present one, the difference is clear. The WDO & HOC know their job better, because they have been taught appropriate management system which they were lacking before. Now there are attendance register, cash note, and they keep records in their cabinets. They are keen for any workshops organized by JICA. In a nut shell JICA has built their capacity. Good practice in terms of project activities is the measures that produce positive impact on activation of WDCs. Any tiny impact to participants, husband and family, community people, WDC staff and LGA staff is included. The measure is analyzed in a way:

-what measure is functioning?

-how is it functioning?

-in what environment, is it functioning?

And also good practice is

categorized into four fields in accordance with the outputs of PDM of the project.

1. The role and function of WDC

2. Service quality of WDC

3. Positive recognition from the Community

4. Appropriate Management System

In addition the networking system of related organization and monitoring & evaluation system are planned to be included in the contents of grafted guideline on WDC activation.

The good practices collected in 6 WDCs in Kano State will be the basic information for formulating graft guideline. They are analyzed and categorized to plan the contents of the guideline. The good practices of Kano will be attached in the guideline as an example.

Q; What is your impression of the NCWD/JICA WDC Activation Project in your area so far?

A; The project has been very good because it has assisted women to establish their small scale businesses from the trainings they receive at the Women Development Centres (WDCs). Family income has improved because more women now compliment their husbands in providing for their families.

Q: Are you facing any challenges

concerning this project?

A: No, because the Local Government Chairman has been very supportive.

Q: Do you have any advise/suggestion to JICA, NCWD and the state Ministry of Women Affairs on this project?

A: The State Ministry of Women Affairs should carry out advocacy visits to the six Local Government

Chairmen, where the project is being implemented, to solicit for more of their support, so that the objectives of the project will be fully achieved.

Q: Do you have any advise/suggestion to JICA, NCWD and the state Ministry of Women Affairs on this project? A: JICA and the state Ministry of Women Affairs should supply more equipment to the WDC for training and introduce graduate support programme. They should also carry out advocacy visit to the Chairman and solicit for more of his support to the project.

Q: What is your impression of the NCWD/JICA WDC Activation Project in your area so far? A: The project is very important to our people because it is supporting women to be economically empowered. Q:Are you facing any challenges concerning this project? A: The challenges are only in providing enough finances for the proper development of the WDC.

A: The Chairman of the LGA has been cooperating, the Women Development Officer and the Head of the Centre are doing their jobs very well, so there has not been problems at all.

Q: Do you have any advise/suggestion to JICA, NCWD and the state Ministry of Women Affairs on this project?

A: JICA, NCWD and the state Ministry of Women Affairs should supply more

equipment for training as we make plans to expand.

Q: What is your impression of the NCWD/JICA WDC Activation Project in your area so far?

A: Beneficiaries of the project are happy and more women are willing to learn different skills at the WDC. Most of the graduates have already established their own businesses. The patronage of women to the Centre has increased, hence the need to expand the Centre. This project has made tremendous impact on the community and the LGA at large.

Q: What is your impression of the NCWD/JICA WDC Activation Project in your area so far?

A :The project is good. Through this project the LGA support for the Women Development Centre has improved. More women are becoming economically self

appreciated the programme and are very satisfied, for JICA’s effort at enhancing their capacity towards making good use of the machines for the better. Service delivery

After the assessment tour to determined the readiness and interest of the WDCs in the Sewing and Knitting Machines maintenance training, the short term JICA Expert (Ms Megumi Ueda) and one project member organized a training programme.

A skillful resource person was invited to train the participants and they were all excited about the whole idea and have shown their enthusiasm during the programme. At the end of the training all the participants generally

A: The state Ministry of Women Affairs should encourage other LGAs to establish similar projects in their places.

A: The project has been very good. It has motivated the LGA Chairman to support the establishment of a male centre. The women are empowered and they are happy. The LGA is also planning to establish a consumer shop where women could display their goods.

Q: What is your view about NCWD?

A: I am happy to see a wonderful place, especially when I am taking round to see all the facilities/structures in the Centre, which are similar to that of Japan.

Q: What is your advice as to move the Centre forward?

A: There is need for more publicity as to what the activities of the Centre are to the general public.

Provision of more periodicals at the library, and the need for the library to be computerize

NCWD should have Video/DVD corner so as to watch films relating to women e.g. domestic violence.

Q: What are your experiences at Kano?

A: People very friendly, with long history/culture.

There should be computers at WDC

Location of WDC is easy access to people .

Ms. Megumi Ueda JICA Short-term Expert in Jul.-Sep. 2008 Q: Have you ever been to Nigeria or Africa? A: No, it’s my first time Nigeria/Africa, and I’m very happy to be here because the impressions about Nigeria is entirely different from what I heard in Japan. I was told Nigerians are aggressive, self-centered but it was wrong! Q: What is your experiences at Kano? A: Life in Kano is sweet/nice, there is great difference with Abuja, for religion and history and people are friendly. I learnt some simple Hausa language like “sannu” meaning hi! and I was given a name kyauta,(gift). Q: what do you have to say about the JICA project team? A: the project is active and successful, compared to other JICA projects elsewhere. The team commitment is very high, they are enthusiastic to the project, their attitude is good. Q:do you have any advice or suggestions, as to move the project forward? A: I believe that the team members have abilities, but not fully exercised yet. They should work hard for the sustainability of the project. Thank you so much.

Question: As the project manager, and the Director PRS, the core Department that handles JICA project, what do you have to say? Responses: It is a privilege for the Department to handle the project and I congratulate the department and JICA Team for a job well done and for their dedication to see the success of the project. It is a project that is meant to benefit the women at the grassroots level, i.e. the main beneficiaries, and also my staff have equally llearned a lot from this project and the level of achievements, the project have binded members together as a family despite all obstacles we are able to achieve our goal.

Women at the grass level (beneficiaries), I always have passion for them, and working with them makes me happy to be involved. The structural and institutional bottle neck of this project are suppose to be supervised by the Kano State Ministry of Women Affairs, they don’t have the jurisdiction. JICA is one of the few projects that have stuffs for Women, with or without JICA it is the responsibility of the Federal Ministry of Women Affairs to empower women at the grassroots level. 3rd JCC Meeting on WDCs Activation Project, Held on the 21ST MAY, 2008 at NCWD By Muktar Usman

The Joint Committee and Coordination (JCC) comprises of leaders of organizations involved in the project and stakeholders like Federal Ministry of Women Affairs and National Planning Commission, is the think tank of the project. It is a body that reviews the activities of the project and plan its programmes, to ensure that the project stay focused.

The meeting was chaired by the Director General Dr, Aisha Mahmood, who was supported by co- chairman Mr. Kyojin Mima from JICA, and representatives from NPC, Kano State Ministry of Women Affairs and Social Development, and the six selected LGAs. Gezawa, Bichi, Gaya, Dambatta, Gwale and Kumbotso.

The Director General NCWD Dr. Aisha Mahmood in her remarks informed the members that, the purpose of the meeting was to access the situation on ground

concerning Women Empowerment Programme in Nigeria, and to also conform progress, achievements, identify problems of the project up to date and direct further necessary actions which include possible options for enhancing WDC activities, and support for graduates in six LGAs of Kano State. She further stated that a lot of progress has been recorded in building the capacity of the stakeholders in the project which includes the NCWD project team, staff of Kano State Ministry, Heads of Departments, Women Development Officer, instructors and Heads of Centre. The Resident Representatives of JICA, Mr. Kyojin Mima who was the Co-Chairman of the meeting in his remarks expressed his satisfaction and appreciation to the Nigerian Government, particularly the National Planning Commission for their strong Leadership and effective Coordination in implementing the JICA project. Stating that the project has shown a good progress in the last conducted monitoring and evaluation survey as well as skill up and management training programmes.he added that

the meeting should discuss the issue of budget disbursement and securing the counterpart fund for smooth implementations of the project. The Director Planning Research and Statistics, Dr. Fatima Adamu in her presentations, briefed that the problem and constraints of the project which include the following: -Insufficient and slow communication between NCWD and SMWA restrict the effective implementation of the project. -Disbursement of budget by NCWD was slow, which made implementation of activities difficult. INTERVIEW WITH THE DIRECTOR GENERAL NCWD. By jummai Modu Q: The JICA Project is a year and halve now, what do you have to say concerning the progress of the project so far? A: Well I' am so happy from the various activities carried out this year, I have seen the impact at the grassroots level, especially the issue of skill acquisition, literacy classes, innumeracy and most importantly the management training for the WDC staff. Now they can keep records properly, they now have attendance register. What I want to see is to encourage the development of day care facilities at each WDC if possible, this will make the women not to have divided minds during training, because most of these women can not afford nannies at home. I will also suggest if possible all the centers should include Religious knowledge in their curriculum. In a nutshell a great achievements have been made. Our project Team have improved, but more efforts should be made, because after series of training and training, they should be expert to train other staff that are not opportune to be part of the project, by organizing seminars/workshop on Research skills. I want reports on every activities carried out as soon as possible so that I will know where and when to arrest the situation. Thank you.

Objectives of the Mid-term evaluation workshop is to assess the followings: a. Achievements/impacts of the project on Women Development Centres, participants, family and community. b. Participants’ contributions to activate WDC’s c. Impacts of WDCs on individuals d. To reveal constraints/ challenges To make recommendations for the second phase of the project. The were some responses: · My objective of this workshop is that I will learn more and benefit more women and the state in general · I pray to God the meeting will end well and will learn more. · I pray that we will act on whatever we learn from here, we‘ll use it in our various Centres · My expectation for this workshop is to understand what is being done · I hope I will learn something to

improve the standard of my living and the rural women

Responses’ from the short film: · More women are now aware and interested in the activities of the centres, · Men and heads of communities are also interested. · We are now able to to plan activities, chart time tables, write reports and register members in to the centre’ this have help in knowing the number of participants at WDCs. · The activities have brought life back to the WDCs New marketing strategies have been learnt by the women, also packaging

As part of the NCWD/JICA WDC Activation project, two staff of National Centre forWomen Development Abuja (Emmanuel Onilearo and Aisha Mohammed) and two from the Ministry of Women Affairs Kano(Hajiya Aisha Atiku and ) attended a training programme in Japan from June 30th—August 1st, 2008. the titled of the programme is “ Training of Gender Sensitive and Reaasponsive Community Development Planning for Nigerian Women Development Centres” was held in Tokyo International Centre (TIC), Seinaiji Village and International Women Education Centre (NWEC) in Saitama Prefecture.

How it can be utilized in Nigeria Women Development Centre's- Lesson Learnt from the training. It open our eyes to various way of

facilitation and noticed that we share some few things in common, and still some aspects could be introduced to suit Nigerian context.

Also, it will help me to be responsible for paying attention to group behaviors and make me to use various techniques / tools in women development issues.

It will enable me to articulate the purpose of the discussion and its significance, to the group as well as time management.

The skills learnt have increased my sense of humor that will make the discussions lively as well as educational.

The survey will help me to identify economic potentials of my community for sustainable

development The knowledge will be helpful to train other

staff in my workplace. Also the method of photo mapping will help

me in planning and implementation of projects, especially Women Development Programmes Since monitoring enhances

transparency, it will help me in handling project properly.

It will enable me to ensure quality service delivery in executing project.

It will enable me to identify shortcomings and make adjustment at the right time.
