Introduction on livestock policy

making process

• Lao Government is implementing National Food Security and Commercialized Production Program:

• Rice project • Livestock production project (9 sub-projects)

• The government requires MAF to develop ”Agricultural Development Strategy“ to support these program.

• This strategy consists : goals of the agricultural sector up to 2020 & 2025 and its visions to 2030.

• The DLF is responsible for developing national policies for promoting livestock production.

Policy making process

1. Set up a working group for developing national policy on livestock

2. Identify the key issues that impede livestock development

3. Set the frame and structure of the policy

4. Present in the meeting of National Committee on Food Security and Commercialized production.

5. Issue the 1st draft and seek comments and recommendation from concerning parties and make adjustment (on going).

6. Present to government’s meeting in May 2015 and enter National Assembly Session in June 2015 for approval.

To ensure the availability of food animals and safe

animal products for domestic consumption.

To promote market oriented livestock production of

farmers and enterprises.

There are 8 policies

Objectives of the policy

1. Policy on Land use for livestock and

aquaculture

The government will regulate the use of natural pasture for large animal production and the use of land for animal feed crops (maize, soybean...)

Provide incentives for individual and enterprises who use the land for breeding animals and animal feed crops

Overlook the use of land that may cause environmental impacts

• Government will carry out registration of labours who are working in livestock and aquatic farms, slaughterhouse and animal product processing factory.

• Develop capacity and skills for labours by providing training

• Improve social welfare system for labours

2. Policy on labours in livestock sector

3. Policy on finance • Government provide financial support to 9 prioritized sub-

projects: 1. Large animal breeding project (native cattle and buffalo)

2. Small animal breeding project

3. Fish and aquatic animal breeding project

4. Animal vaccine and veterinary drug production project

5. Animal disease control project (Animal disease free zone)

6. Diagnostic and analysis capacity improvement project (animal disease,

residue and contamination)

7. Animal feed quality control project

8. Human resource development project

9. Veterinary and Fishery School improvement project.

• Government provide long term loan ad suitable interest rate for

private sector

• Establish livestock development fund to ensure the risk of

diseases an the fall of price

Government will subsidize electric fee for livestock farms,

processing factories and factory for livestock production

inputs

4. Policy on energy

Support the improvement of slaughterhouse to meet

international standard.

Facilitate private sector in establishing processing factory

Develop regulations to govern the slaughterhouse and

processing factories

5. Policy for promoting livestock processing

6. Policy on livestock trading

Develop effective livestock marketing information system

Facilitate the establishment of animal auction in the area with

animal density

Create environment for trading animal with neighboring countries.

7. Policy on livestock and livestock product

transportation

Provide incentive for individual and enterprises who run

buniness in transportation of animal and animal products in

accordance with the government’s guidelines.

Government will give priority to the construction of roads that

access to farm sites.

Establish veterinary school and improve existing

curriculum.

Promote vocational training schools to develop livestock

and veterinary curriculum.

Provide scholarships to develop veterinary officers with

bachelor degree.

Create employment opportunity for new gradates by

offering job in government institutions and private

sector.

Livestock farmers will get benefit from the

policy and will boost animal production in

general

The policy is related to defferent sectors and

requires strong cooperation with each other

Role of DLF

DLF is one of the technical organization under MAF play

the role to develop & management of 3 main activities:

livestock production, veterinary services and fisheries

management of the country

To translate policies, strategies of MAF (2 Programs) into

action plan and projects to support development of

livestock, veterinary and fisheries sector entire country.

Formulate the draft law and regulations of Veterinary,

Livestock and Fisheries

Strengthen the animal and fish production and animal and

fish health services ( Capacity building)

Strength and weakness of current capacity

Strength:

Strong organizational structure and networking.

Legal tools (Livestock and Veterinary law,

regulations)

Weakness:

Lack of human resources

Lack of experience in policy making

Lack of budget

Priority areas and institutions for policy analysis

Building capacity for staff at national and local

levels

Continue to develop national policy for

promoting livestock production.

Seek cooperation with countries in the region to

develop livestock industry in the country

International supportable policies

1. CBD:The government of Lao PDR acceded to the International Convention on Biological Diversity , CBD) (also known as the Rio Convention) in 1996.

2. CGRFA :Commission on Genetic Resources for Food and Agriculture The State of the World’s Animal Genetic Resources for Food and Agriculture (1st & 2nd) and ITD.AnGR

3. NBSAP: In 2004, Laos produced the first National Biodiversity Strategy and Action Plan (NBSAP) looking ahead to 2020,and Action Plan to 2010.

4. NABP: National Agricultural Biodiversity Programme

5. IR-ABS: (International Regime on Access and Benefit-Sharing).
