Beverly Bailey is President & CEO ofStronghold Engineering, Inc., a quality drivengeneral contractor. Stronghold specializes inthe design-build, electrical, general, and civilconstruction for Federal and Public Worksagencies.

Stronghold is not a typical constructioncompany. Developing a close-knitorganization with an ethical and professionalculture has always been at the center ofBeverly’s approach. Debbie Cabreira-Johnson has been directingthe Los Angeles County Office of SmallBusiness & Procurement Technical AssistanceCenter (OSB/PTAC) since 2000. Debbie’s teamconducts training classes on governmentcontracting and certification procedures,including the County of Los Angeles and theDepartment of Defense.

In 2008, the LA County OSB/PTAC recordedapproximately 93 million in contract awardsfor small business clients.

The OSB/PTAC is the County’s premieragency for small business outreach,education and advocacy, serving all 88 citiesof Los Angeles County. Outreach is focusedon addressing the needs of small,disadvantaged, veteran, service-disabledveteran, women, and minority ownedbusinesses.

Under cooperative agreement with theU.S. Department of Defense LogisticsAgency, this office helps local businessesobtain federal, state and local governmentcontracts. It also serves as a resource centerfor all types of business assistance includingcertification, financing and export/importinformation.

The Office offers counseling, trainingcourses and bid matching services to itsclients at the prime and sub-tier levels andadministers the County’s local smallbusiness certification program which givescertified firms a 5% bid preference and a 15-day prompt pay turnaround on invoices.

Margot Dorfman, the CEO of the U.S.Women's Chamber of Commerce, is avisionary leader who has dedicated herselfto promoting the economic and leadershipinterest of women. Her extensivebackground in business, businessownership, publishing and nonprofitleadership has prepared Ms. Dorfman to setthe vision for the U.S. Women's Chamber ofCommerce. Dorfman founded ArizonaWomen's News, Hispana News and theGreater Phoenix Chamber BusinessConnection. She holds a Master's Educationfrom Lesley University and a B.S. inEducation from Northeastern University.Additionally, her experience includes overten years in executive positions with GeneralMills and other Fortune 500 firms.

Brenda DeGraffenreidSenior Procurement Analyst, OSDBU

Brenda DeGraffenreid has spent 20+ yearsworking on behalf of small businesses, withFederal agencies that support smallbusiness contracting and Federal agenciesand organizations that assist individuals instarting and expanding their businesses.Further, she has used her skills in workingdirectly for small businesses and owning herown small business.

In her current capacity as SeniorProcurement Analyst with the Office of Smalland Disadvantaged Business Utilization(OSDBU), United States Department of Energy,she works with all types of small businesses,primarily 8(a), small disadvantaged, andwomen-owned, businesses. She assists smallbusinesses in identifying contracting andsubcontracting opportunities in variousdepartmental disciplines, with a focus onenvironmental services, nuclear energy, andradioactive waste.

In her Analyst role, Ms. DeGraffenreid workswith program and procurement personnel toestablish initiatives to increase opportunities forsmall companies. She has managed andpromotes the use of DOE’s 8(a) Pilot Programand Mentor-Protégé Program, as well as therSmall Business Administration’s Mentor-Protégé Program. Her work with the Mentor-Protégé Program provides an opportunity forher to promote her special focus of providingopportunities for small businesses to expandtheir technical capabilities, including throughtechnology transfer.

Nick DemerSenior Procurement Analyst, DOE

Paul R. FastVice President, Business DevelopmentManager, Science Applications InternationalCorporation [SAIC]

Paul Fast leads the outreach management taskas part of SAIC’s support to the NASA AmesResearch Center’s Simulation Laboratories onMoffett Field in Northern California. Paul is alsoa vice president and business developmentmanager in SAIC’s Systems Engineering,Training and Security Operation ($70M revenueper year) within the Science & SystemsEngineering Solutions Business Unit ($500Mrevenue per year).

Paul received a Bachelors of Science inBusiness Administration from Miami University(Ohio) in 1991, and a Masters of BusinessAdministration from the University of Phoenixin 2005. After serving nine years as an activeduty Air Battle Manager in the U.S. Air Force,Paul became an active USAF reservist in 2001,and was hired by SAIC and has held severalpositions.

The most recent move was in May, 2007when Paul accepted a new challenge of leadingthe new business and outreach activities forSAIC’s $70M contract with NASA SimLabs inNorthern California. Paul is also a member ofSAIC’s new Strategy for the Advancement ofInternal Leadership (SAIL) Program, a programdesigned to identify and grow future seniorleaders within SAIC.

Dan FreemanDeputy District Director – MaintenanceCalifornia DOT (Caltrans)

Mr. Dan Freeman, Caltrans Deputy DistrictDirector for Maintenance, has supervised thework of over 1,000 employees responsible forthe maintenance, upkeep, restoration andmaintenance design of the California StateHighway System in Los Angeles and VenturaCounties since 2005. Mr. Freeman currentlyoversees the maintenance of 42 statefreeways and highways in the two-countyDistrict. On average, over 100 million milesare traveled daily in District 7.

Prior to assuming his present role inMaintenance, Freeman, a registered CivilEngineer, held positions at Caltrans as aConstruction engineer with a background inbridge and structures construction; as anOffice Chief in Highway Construction; and asa Traffic Operations Chief as the DistrictTraffic Safety Engineer.

Mr. Freeman graduated from San JoseState University with a degree in engineering.Some career highlights include: As SeniorBridge Engineer, he oversaw structures(bridge) construction of the I-105/I-110Interchange project; he supervisedconstruction of the 4,000-foot HighOccupancy Vehicle (HOV), or carpool lane,connector at the SR-91/SR-57 interchange;and he currently serves as Director of theEmergency Operations Center, overseeingthe District’s emergency response efforts inLos Angeles and Ventura Counties.

Paula R. Gibson, M.S.Manager, Strategic PartnershipsCalifornia Manufacturing TechnologyConsulting - CMTC

As Manger of Strategic Partnerships forCalifornia Manufacturing TechnologyConsulting, Paula Gibson partners withassociations, community colleges andeconomic development agencies to providemanufacturers with support to ensure thatthey remain healthy and competitive withinthe state of California. Paula has more than12 years of experience in marketing andpublic relations for both non-profit and for-profit businesses. Prior to her position with

CMTC Ms. Gibson founded, GibsonConcepts, a consulting firm assisting smallnonprofit start-ups with fundraising andbusiness development needs. From 1999 tolate 2000 Ms. Gibson worked as CreativeServices Manager for The CaliforniaEndowment, a philanthropic organization.Following this position Ms. Gibson took an18-month sabbatical, teaching life scienceand physics to 7th and 8th gradersconsidered to be “at risk” in the Los AngelesUnified School District. In the early years ofMs. Gibson’s career she worked in the fieldof toxicology research in Vienna, VA. PaulaGibson holds a Bachelor of Science inBiology from Old Dominion University inNorfolk, VA and a Master’s of Science inBusiness Management from National LouisUniversity in McLean, VA.

Kent L. HibbenContracting officer representativeEnergy Efficiency and Renewable Energy

Kent L. Hibben serves as a contractingofficer representative (COR) for a numberof support service contracts which assistboth the Research and Development (R&D),and the Business Administration sides of theDepartment of Energy's (DOE) EnergyEfficiency and Renewable Energy (EERE)Office. These contracts are for a range ofbusiness sizes and ownership structures,including 8(a) firms, small, and Mentor-Protégé teaming arrangements.

As COR, Mr. Hibben is responsible formanaging the day-to-day challenges of thecontracts, mediating issues between theparties on the contract, and ensuring theirfiscal health is maintained. As a member ofthe EERE Procurement Team, he is alsoresponsible for fielding queries from allmanner of potential contractors, andassisting EERE socio-economic policy goalsin the recommendation of firms as potentialbusiness partners of DOE.

Prior experience includes: legalassistant, program analyst and specialinvestigator for the DOE Office of Hearingsand Appeals; budget analyst for EERE; andsmall business defense contractor.

Gladys Hurtado has over 25 years of businessexperience with particular focus on marketing,procurement and business developmentinitiatives for small to medium size businesses.She also spent 25 years in purchasing,procurement and quality control in large Fortune500 companies such as Northrop Grumman asa Quality Assurance Analyst II and Raytheonas a Procurement Buyer where she developedher skills and gained considerable experiencein management and procurement.

Frank LeeContracting Officer and the Small BusinessUtilization Development Specialist, US Fishand Wildlife Service

Frank Lee is Contracting Officer and the SmallBusiness Utilization Development Specialist forRegions 1 and 8 encompassing Washington,Idaho, Oregon, California, Nevada, and thePacific Islands, including Guam. He has beena Contract Specialist for 2 years for the US Fishand Wildlife Service. Prior to that he worked asa Supply Technician for the Department ofVeterans Affairs.

Gary LyttekBusiness Resource ManagerNational Nuclear Security Administration

Mr. Gary G. Lyttek is the National NuclearSecurity Administration’s Headquarters’ SmallBusiness Program Manager, U.S. Departmentof Energy. He is responsible for all smallbusiness program efforts nationwide for thisdefense-oriented organization with obligationsvalued over $9 billion dollars annually.Through his leadership, he has expanded theuse of small businesses three-fold over thepast five years with FY2008 small businessobligations of $378 million. In FY2007 &FY2008 alone, he guided over $1.4 billion innew contract awards to small businessesemphasizing work in some of the mostdemanding and technically sensitive functionalareas of the agency. He has been recognizedfor his innovation and achievements twice asthe Department of Energy’s Headquarters’Small Business Program Manager of the Yearas well as for receiving the DOE’s FY 2008Federal Small Business Achievement Awardand FY 2006 Federal Small BusinessInnovation Award. In addition, Mr. Lyttek isalso the lead program consultant for all NNSAacquisitions on the Energy SystemsAcquisitions Advisory Board on majorconstruction projects, as well as the financialmanager for the Office of Acquisition andSupply Management.

Michelle NolenDeputy, SPAWAR/PEO Small BusinessProgram, Mentor Protégé Mgr/NMCI LiaisonSpace and Naval Warfare SystemsCommand, US Dept of the Navy

Ms. Nolen joined SPAWAR System CommandAugust 2004 and assumed responsibility forthe NMCI Small Business Program and theMentor Protégé Program.

Additionally, she administers the SmallBusiness Program to assure small, smalldisadvantaged, woman-owned, HUB Zonesmall business concerns, veteran-owned smallbusinesses and Historically Black Collegesand Universities receive a fair proportion of theCenter’s purchases. The robust Programentails training and outreach functions, as wellas guidance to contractors and Centerpersonnel on Program objectives and policy.The Small Business Office acts as liaison and

Prior to joining SPAWAR SystemsCommand, Michelle was a ContractingOfficer with the Naval Facilities EngineeringCommand for over 20 years.

Michelle holds a Masters in ManagementOrganization and BA in Business Administration.She is a member of National ContractManagement Association, Board member of theDoD Western Regional Council for SmallBusiness Education and Advocacy. She is anactive member of the San Diego SupplierDevelopment Council, promoting smallbusiness awareness in the San Diego area.

Joe OchabSmall Business Advocate, EnvironmentalProtection Agency Region 9

Joe Ochab has been working as aManagement and Program Analyst for theU.S. Environmental Protection Agency since1995 where he has provided liaison,environmental compliance, andprocurement assistance services to smallbusinesses within EPA’s Pacific SouthwestRegion (9). This EPA Region serves thestates of Arizona, California, Nevada, andHawaii, the Outer Pacific Islands, and TribalNations. As EPA Region 9's DisadvantagedBusiness Enterprise Coordinator, Joecurrently monitors efforts by the Agency’sgrant recipients to reach out to and utilizeminority-owned, women-owned and otherdisadvantaged-owned businesses whenthose grant recipients are buying supplies,equipment, construction, and other servicesfor their EPA-funded projects. Joe is alsothe Region’s Small Business Advocate,promoting the use of small anddisadvantaged businesses in EPA Region9's direct procurement activities as well asadvising small firms on how to market theirproducts and services to the Agency.

Dee PerrySmall Business Program Manager,Vandenberg AFB, CAUS Air Force

When business owners talk to Dee Perryabout their endeavors – she understands,not only as the Small Business Program

Manager for Vandenberg AFB, but as anentrepreneur herself. She owned and operateda service business in Phoenix, AZ for five years.She is the 30th Space Wing “go-to” person todiscover the varied contracting and commercialopportunities the base. With 20 years of federal business experience.Ron has years of experience navigating the evercontinuing changes of government contracting toinclude; HUB Zone, Service

Disabled Vet, and Women Owned. Ron is oneof only two Natives Americans who has been thepresident/CEO of both an individually owned 8(a)company and the president of an Alaska NativeCorporation. Ron is president of the National 8(a)Association (www.national8aassociation.org) andplayed an active role in the inception of thisorganization. Chuck Roy is the Director for Office of Budget andFinancial Management in the Office of the Assistant

Theresa Alvillar-Speake was appointedby President George W. Bush andconfirmed by the U.S. Senate as Directorof the Office of Minority Economic Impactand Diversity at the U.S. Department ofEnergy in August of 2001. Ms. Speake isthe first Hispanic ever to head the office.In that position she provides guidance

and direction to the Secretary of Energy onthe impact of energy policies, proceduresand programs on minor i t ies, minor i tyinstitutions and minority businesses andalso on policy development and programimplementation in the area of Small andSmall Disadvantaged Business Utilizationand Civil Rights. She is also responsible forprovid ing agency support to minor i tyeducational institutions, minority banks andfor promoting diversity within the agencyand its contractors.
