Memorandum of Understanding (MOU)
a. Formerly governed by Project Definition MOU and MOU Sub-Phase One and
Two of the Design and Development Phase of the NILE Project
2. NILE Nations currently conducting In-Service Support (ISS) under
MOU (effective Jul 2002) Amendment 3 (effective June 2007)
3. Spain replaced Netherlands as part of the NILE ISS Phase in 2004
a. Both phases had seven active participants
b. During the ISS Phase, Spain’s contribution was initially higher to compensate
other participants for previous D&D Phase contributions.

6. Objective
a. “Design a New Tactical Data Link System (Link 22) consisting of a
computer-to-computer digital data link among tactical data systems
equipped ships, submarines, aircraft and shore sites which will meet
the requirements of the NATO Staff Requirement, dated 9 March 1990”
b. Develop flexible and operational Beyond Line Of Sight (BLOS) means
to exchange Tactical Data amongst platforms and to obtain better
overall tactical connectivity and coordination

b. NILE Nation sponsors and sends to the NILE PMO “Request to Transfer NILE
Products” for technical review/processing
c. NILE PMO sends reviewed application to the NILE Nations for approval
d. After unanimous NILE SC approval, requesting Nation becomes a NILE 3PS
Nation
e. 3PS Nation can begin the acquisition of NILE Products
5. Fee Calculation
a. Levy / Maintenance fees calculated as part of sale
b. Levy required for each Link 22 system (SNC software or NRS)
c. Maintenance fee required by 3PS Nation annually
d. Sponsoring Nation responsible for collecting and distributing both Levies and

Approving Procedure for C&IWG Attendance 1. Any Nation can request attendance to C&IWG, but there are
different processes for approving/denying those requests
a. NATO Nations Government/NATO Organization
i. Requests of Official Reps of NATO Nations Governments/NATO Organizations will
automatically approved after verification of the requestor
ii. Requests to be submitted to the NILE PMO or to a NILE Nation for this automatic
approval after verification of the requestor
b. Non-NATO Nations Government
i. If a NILE Nation or the NILE PMO receives a request from an Official Rep of a Non-NATO
Nations Government, the request will be forwarded to the SC for approval/denial
ii. Notification of approval or denial will be either the responsibility of the NILE PMO or of
the NILE Nation which has received the request
c. Contractor of a Nation not represented in the Link 22 C&IWG
i. If a NILE Nation or the NILE PMO receives a request from a Contractor of a Nation not
represented in the Link 22 C&IWG by at least one Official Rep, the request will
automatically be denied
2. Approved Requestors can attend the meetings and will have full access to the Link 22 C&IWG Portal
