The growing economy and increased expectations of citizens has, undeniably, put a pressure on the servicing departments to meet their demands effectively and timely. New Delhi Municipal Corporation (NDMC) besides providing basic municipal services also provides electric and water services to its citizens. Globally private sector companies have extensively adopted information technology to increase their efficiencies and to reduce the cost of servicing their customers. This has increased the level of expectations of the citizens and today they demand the same level of services from the Government departments as they receive from the private sector companies. They consider better services from the Government department as their right against the tax that they pay to the central and state governments.
In order to serve its citizens better and to meet the expectations of the citizens, NDMC has taken up an ambitious project of automation of power distribution network. The project on one hand would help NDMC improve its service delivery and strengthen, systematically augment, plug in revenue leakages and reduce overall losses on other hand.
This technical proposal is in response to the request for proposal (RFP) floated by NDMC. We consider it our privilege to participate in this bidding process and we believe that this association would help NDMC create benchmarks for other Government departments.

Our understanding of power distribution organization is it is decentralized in its operations and centralized in its decision making. The corporate decisions are taken from the information that is generated at the field offices. Majority of the information is generated at sub division stage which moves through various administrative offices to the Head Office.
The organization depends heavily on the data / information that is generated at the field offices for taking corporate / strategic decisions. Therefore, we also emphasize heavily on the quality of information generated at the sub division level, i.e., at the source itself. The information from the computer system is based on GIGO philosophy, which also brings us back to the same point that information collected at the sub division (source point) has to be accurate, and complete to take informed and right decision.

Understanding of business requirements
The main source for data generation is a sub division office and we request NDMC officials that the focus of the project implementation be at sub division offices. The historical data that is available in digital or manual form needs to be migrated into the proposed system. The digital data will be migrated through our data migration strategy (proposed separately) and the manual data would be digitized through data digitization strategy.
We are aware that the project does not involve implementation of
software as per the tender specifications but installation of necessary hardware at data center, creation of disaster recovery site, creation of test and development environment, creation of network and security infrastructure and most importantly change management.
The technical infrastructure for wide area network, customer care center, disaster recovery site all requires meticulous planning and thoughtfully defined bill of material. We, as a technology organization, believe that this can not be done unilaterally and requires continuous discussions and reference citations to protect the investment.
We are submitting this technical proposal with high level requirements keeping all the requirements in mind so that project success is ensured.
It is not possible to define all the requirements at this stage and we propose to have joint interactions with your management and IT personnel to finalize other business requirements for successful implementation of the project.

As per the RFP document the following activities are in the scope of vendor
a) Delivery, Installation, Implementation, Commissioning and User Acceptance Test Criteria of operational systems on turn-key basis.
b) The onsite support has to be made available unconditionally for a period of 4 year from the date of Go-Live for each module.
c) The firm shall inform NDMC for additional hardware, networking & such other It products required for implementation of the project.
d) Installation of all the hardware and software required for implementation of services shall be sole responsibility of the firm. However, NDMC will procure recommended Hardware and operating system separately or from the successful bidder.
e) Vendor shall undertake to sign a Service Level Agreement with NDMC ensuring the High-availability and throughputs of the implemented system.

New Delhi Municipal Council (NDMC) looks forward to automate its distribution system. We propose to deploy an integrated application suite from Oracle Utilities.

Asset Management Module
The Asset Management module can store the data for assets down to the component level. It is designed to handle all types of assets including Fixed Assets using the parent-child relationship and linear assets using the node-to-node connectivity. An unlimited number of asset types and categories can be tracked with user-defined attributes relating to each type.
In addition, each asset record tracks very detailed information, including a unique identifier, description, history of inspection results, bills of materials, related documents and procedures, permits, Preventive Maintenance (PM) schedules, history of all work order, depreciation, related assets and hierarchy, downtime history and accounting information.
Work Management Module:
It supports the periodic, preventive, corrective, emergency, fleet and shutdown maintenance and construction activities. Work can be requested and routed for

approval, work orders with appropriate material and labor resources can be planned and scheduled and schedule summaries can be printed for maintenance supervisors. Detailed history of all completed work and project tasks with supporting cost information is also captured and maintained. These Asset History records provide a valuable aid to maintenance program analysts for monitoring and evaluating the performance and condition of individual pieces of equipment and systems, as well as evaluating the effectiveness of the various maintenance programs.
Inventory Control Module:
It identifies and manages the processing of all parts and materials necessary for maintenance. It manages multiple warehouses, tracks all receipt and issue transactions, supports identification and checkouts of required spare parts for emergency repairs, planned maintenance or construction and maintains stock status information in Master Catalogue.
Purchasing Module:
It maintains purchasing requirements, including replenishment methods, contractor services and direct purchase materials. Requisitions can be generated from various sources to initiate the purchasing process, including directly from the work order or based on reorder analysis of storeroom quantities.
It provides a gateway to an interface that provides maintenance users with a seamless work process for ordering parts for jobs.
The Purchasing module comprises of these sub-modules:
Purchase Orders Requisitions Requests for Quotes (RFQ) Blanket Purchase Orders Change Orders Service Contracts Invoicing Expedite Purchase Order Vendor information, including Performance Analysis Blanket to Purchase Order.

Oracle Utilities Work and Asset Management is a web-based solution. Users work via a standard web browser.

It is a web-based "N-tier" client server application with the following tiers:
Client – A Web Browser based "thin" client which contains the user interface to the product utilizing JavaScript and XML to provide a dynamic interactive user experience
Web Application Server - A Web Server that consists of several layers. It provides the pages that are displayed on the client Web Browser and act as a conduit to the business objects. Some data is cached on the web server for efficiency in the page loading. The Web Application Server also has load balancing capabilities and an external XML application integration engine to deliver XML requests from external applications for the business objects to process

Business Application Server - A J2EE application housing the business layer of the application which can be deployed either with the Web Application Server or within a separate container. It is responsible for the underlying business objects that handle the actual business processing. Business objects are written in Java and can support user exits or plug-ins that are also written in Java. It also handles the communication and connection pooling to the Database Server via Hibernate and C3P0
Database Server – A database management system that is responsible for retrieval and storage of product data.

This integration provides the data required for field technicians to perform service requests and work orders. Field work orders are created in Oracle Utilities Work and Asset Management and then sent to Oracle Utilities Mobile Workforce Management, which handles the scheduling, dispatching, tracking and completion of the orders as well as communication with mobile devices used by field technicians.Oracle Utilities Mobile Workforce Management also supports the gathering of charges and timekeeping information related to the work orders and transfers that information back to Oracle Utilities Work and Asset Management. The information is then available in the form of asset and work history, which can be used to track key metrics, aid in scoping/estimating new work and support repair-versus-replace decision making.
3. Oracle Utilities Work and Asset Management & Oracle Utilities Mobile Workforce Management:
This integration allows capturing supply chain, asset and cost information as users enter work into either system. One time user entry of information in one system results in the ability to access that information in either system. This provides product based end-to-end process integration for work management and asset management business processes. It includes Finance (Account, Budget and General Ledger), Human Resources (Employee and Employee Wage Rate), Purchasing (Requisition, Purchase Order, Invoice, etc.) and Inventory (Catalogue, Storeroom, Material Request, etc.) integrations.

Module: Oracle Utilities Meter Data Management
Brief description
Meter Data Management comprises of the loading, controlling, validation, editing, and estimation related to Advanced Metering Infrastructure and traditional Meters.
MDM (utilities) processes inbound meter data from any meter manufacturer, validates and corrects the data. The processed data is stored into the respective repository for use by the Users.
MDM provides basic data for further processing by the Billing, settlement, load research, pricing, forecasting and revenue management
Oracle Utilities Meter Data Management Overview
Oracle Utilities Meter Data Management, illustrated in the diagram below, integrates with multiple AMI/meter solutions shown on the left hand side. The Oracle Utilities Meter Data Management application in the centre acts as the central data repository for all information providing validated “clean” data for downstream systems such as CIS and Billing systems shown below.

Integration with Data Collection Systems – Loading Usage and Event
Interfacing with the metering head end systems that includes traditional systems and AMI/smart meters that employ two way communication infrastructures. Event and Exception Management
This functionality enables the user to view the meter events such as outage, theft etc., usage exceptions and process errors. The application automatically route these errors to work queues for manual resolution.
The event resides in MDM tables and has the possibility for generating work queues for user interaction. Work Queues functionality is a product component intended for manual work assigned to a user or group of users. The user is also provided with hints and workflow to assist in accessing information. An example of this would be when viewing a Work Queues hint for a usage spike failure; the user is taken to an interval data editor for that meter reading. There the user would have the option to change the data. Once the data is corrected (or not), the user will have the option to re-validate the reading or approve (verify) the reading with no further validations.
In addition to exception management, the Work Queues functionality provides approval capabilities. Work Queues/Approvals allow problems to be directed to the appropriate user or team for rapid resolution. It includes a set of system administrator and management tools including reporting to monitor progress for each queue.

Bill Determinants and Dynamic Tariffs
Oracle Utilities Meter Data Management can implement virtually any billing determinant rule including Time of Use (TOU), Critical Peak Pricing (CPP), and net metering using Oracle Utilities Rules Language. Oracle Utilities Rules Language, a scripting language, can be applied differently to different meters based on any meter attribute or rate schedule. Tariff information can be associated to accounts and the software can calculate bill determinants based on the available metering data for downstream billing systems. In most cases, utilities want to show customer usage on their existing portal along with billing data, rate information, and payment information from their Customer Information System (CIS). To address this, Oracle Utilities Meter Data Management provides web services that can be used to present usage and other Oracle Utilities Meter Data Management data on the client’s portal. Web services APIs allow portals and presentment tools easy access to the data without having to replicate the data in their repository. The Oracle Utilities Meter Data Management web services include security to prevent unauthorised access to the data.
Revenue Protection
Oracle Utilities Meter Data Management also provides functionality to track and manage both tamper and theft situations. These situations can be identified by VEE exceptions, meter events, or a combination of both. Examples of these revenue protection activities include tilt, reverse rotations, tamper alerts, zero consumption, and low usage when compared to historical usage or low usage when compared to a profile. Additional, client- specific rules can be added, as required.
The application provides screens and reports to perform analysis on these occurrences. In addition, the application can also perform average daily usage (ADU) tolerance checks by comparing the ADU for a meter reading to an assigned meter profile. Users are provided screens to graphical compare the two readings and to search for possible reasons for this anomaly. An example of this is shown below. When an energy discrepancy is found, the screen can show the actual usage (green curve), the profile usage (red), and the variance (blue). The detection rules can be configured to trigger service orders for field inspection or just exceptions for users to investigate the identified anomalies.

Real time mobile dispatch and management, using the industry standard wireless and web-based functionality.
AVL functionality with GPS support, with access to up-to-the-minute crew locations visually on map displays.
Appointment booking, including the ability to view real-time crew availability, schedule (or reschedule) and confirm appointment, and allocate work to best available resource based on availability, skills, equipment status and work rules
Crew scheduling, with rules-based, configurable automated processes to improve productivity and efficiency, streamline work assignments, change schedules and priorities as needed, reduce planning, and minimise unproductive crew time
Reviews to balance the workload (“work force-to-work order” ratio) Support for status reports and updates from field crews Street-level routing, including the ability to route workers efficiently based

Explanation of proposed network architecture
Internet bandwidth from 2 different ISP’s from internet routers will be load balanced by Link load balancer and routed to the IPS for first level of security check. The proposed IPS will first inspect the packet from layer-4 to layer-7.After inspection of the intrusion DOS, DDOS etc the traffic will come for the second level of security check to the external firewall. It will inspect for the malicious, junk traffic and drop the infected which can create the problem for the entire network. Then the third level of security check will be done at the internal firewall after this the trusted and authorized users can come and access the resources of the DC through internet. The proposed external firewall will also check and authenticate the MPLS users & traffic for datacenter intranet access. The web users and traffic which are coming to use the DMZ will be routed to DMZ (De-Militarize zone) of the datacenter and access the resources and server placed in the DMZ or internet Zone of the complete datacenter.Proposed components are fully capable of handing the load of the latest available application and databases. All the servers are suggested to proposed with HIPS security.

Complete data of the datacenter will reside at a common SAN storage and will be backed up at Tape backup device. suggested storage is also scalable as per the future requirement. The proposed SLB will distribute the load on the web and application servers as per the availability and performance of the servers. We can create a logical segmenting on the SLB for the DMZ and MZ, if approved by NDMC.
NOTE
These recommendations are preliminary in nature, based on limited information, and should be used for budgetary purposes only. The actual size of hardware depends on many parameters specific to New Delhi Municipal Council’s (NDMC’s) environment. A thorough investigation will be conducted during implementation time before ordering production hardware.
Note that hardware and system operation software is dependent on specific environment and configuration for NDMC. Vayam however recommends that NDMC consults its existing hardware vendor, if any, and conduct further examination to validate the estimates. The beginning of the implementation phase will start with a workshop to help determine the infrastructure requirements for NDMC.
Whilst all care and attention has been made to provide the best possible recommendation, Vayam will not be responsible for the performance of the production hardware and Vayam does not undertake or commit to providing any hardware in connection with this proposal in this cost. If Vayam is selected as the preferred vendor, NDMC is free to procure hardware directly from a third party provider or may give us a separate work order.

In order to In order to complete a complex, multidisciplinary project of this
nature, Vayam brings in its proven approach and adapt the same to the domain

Consultative – we will consult with the teams who actually operate the process

project plan may require fine tuning after gaining additional knowledge of
NDMC. In case of any modification in the project plan, we would formally bring
the same to the notice of management highlighting the need and the benefits.
We would also identify project constraints, practical impediments if any during

We will organize a Kick –off meeting where we would present our understanding
of the project, project plan, project organization, our approach & methodology,
activity schedule and delivery milestones. There will be an opportunity to
introduce the team members and the organizations.

What you will learn
This course provides a general overview of working with the LodeStar Load
Research (Load Analysis) application and how it applies to the Load Research
business process. Attendees learn how to import, manage, validate data

produce analysis statistics data. This course focuses on providing a solid
understanding of the basic functionality of the LodeStar Load Research
application.
This course include exercises that span a variety of business applications.
Attendees participate in hands-on exercises
based on the typical Load Research processes starting from loading data into
the system to generating analysis
statistics.
Working with Load Analysis (LodeStar product) consists of five (5) sections:
Overview of the LodeStar Functionality - This section covers the general
review of the functionality provided by the application, navigation of the
user interface and discussion of interfaces.
Administrative and Configuration Options - This section covers the setup and
configuration of options within the application. This includes one time set up
items as well as configuration options that can be changed or modified

Statistical Analysis Programs - This section covers the various ways users
