Chairman’s Report

‘Summer is cumin in’ We need to be more vigilant now as this is the time for the itinerant gardeners, the asp halters and the other occasional callers. We have a good list of local traders who can be trusted not to swindle, over charge or do work which is not needed. If you have callers offering services, please check them out, get a written estimate and if you are the least bit suspicious just say NO Thanks. Not Today. Generally they leave NW houses alone if you have the sign ‘We Do Not Buy from Doorstep Sellers’ in the window or door. If not you can get the signs from the community Office in the Barrington Centre.

It is ironic that I, who frequently warn others to be careful and not fall for the many scams that are around, fell victim to a scam in April. It was fairly late in the evening and I saw an email, which seemed to come from the Gail Team. It simply asked me to confirm that I had an active account with Google mail. Yes or No. Seemed genuine and harmless so I answered it, Yes. The next day I got a reply asking me to register my log-in details which foolishly I did. By the following afternoon all my contacts, some 120 in total, got an email message supposedly from me asking for money as I was allegedly in Greece, having been mugged and robbed. Fortunately none of my contacts were taken in by the message which was badly written and to those who know me not very credible. However I was locked out of my email account and put to a lot of bother rebuilding my contact lists. Be warned that this scam known as phishing is getting better all the time.

Finally I would make an appeal. We are in a situation where there will be a reduction in the Police and the role played by the N.W will be more important. We need to keep an active group here in Ferndown and we do need willing volunteers to help maintain the functions of the group. We are fortunate that we live in a safe neighbourhood but it is the work of the Police, of PACT and of the NW which helps to make it so safe. If you can help with just a couple of hours every three months please give me a call on 01202 896984.

NeW CONTACTWe are delighted to welcome Mr. Ray Willis who will be our new contact for Sector 4. He will take over the responsibility from Mr. Peter Edy who is now working overseas.

AgM RePORT22 members of the public attended the AGM which was rather disappointing considering that we have almost 3,000 members.

Unfortunately, the speaker from the Citizens Advice Bureau could not attend due to urgent personal business but our Chairman, Douglas Lock, was able to pass on some key points relating to CAB:

There were 3,500 clients in the area, an increase of 20% over the previous year. Problems mainly concerning debt,

housing and benefits. Of those clients who appealed against unfavourable decisions, 40% were passed unfit to work. About 500 different types of issue were dealt with by CAB including violence and abusive children.

The chairman reported that there had been an essay competition for 14/15 year olds on the theme of what young people could contribute to the well being of their community.

It was felt that this exchange of views had been valuable and should continue. Prizes were awarded for the best essays.

For those members who would like to receive “Ringmaster Reports” the new contact is Jessica Morton on 01202 226202.

Mr Lock has now been Chairman for twelve years and would like to vacate the office to a younger member. Anyone interested should contact Douglas on 01202 896984.

Our Treasurer, Wendy Hammett outlined the finances which were accepted following questions relating to Christmas cards usually sent to contacts and co-ordinators as recognition for the time spent delivering newsletters and collecting subscriptions.

It was proposed by Mr. Lock and seconded by Mr. Sams that £130 be given to Brian Frecknell at the Community Shop to purchase a hundred keychains. It was also proposed by Mrs.It was also proposed by Mrs. Schollar, seconded by Mrs. Doreen Dunnings, that £250 be given to Jenny Clarke of Woofability to assist in the half purchase of a dog.

PC Curtis reported that Dorset was a very safe place to live and that on Friday and Saturday nights more police cover was now available. A breakdown of twelve months’ crime was outlined. Diesel theft was a major concern and any suspicions should be reported. PCSO Rob Morris reported that one offender had been apprehended regarding graffiti. The “No Excuse” traffic campaign had been successful with 51 offences recorded in one day. Including speeders, not wearing seatbelts and use of phone while driving. Regarding anti-social behaviour, flowers had been destroyed and an egg thrown at someone’s home. Such behaviour should be reported to the police although they had limited power on private property. There was a new website www.dorsetforyou.com where problems could be reported.

It was proposed by Mr Lock and seconded by Mr. G. Dark

LACK OF COMMON SeNSe ! CyCLINgTwo adult cyclists were observed several times in West Parley, cycling alone New Road and Golf Links with a dog running in front on an extended lead. How totally irresponsible can this be? It only takes another animal to gain the attention of this dog and a very bad accident could happen. Both riders had yellow fluorescent jackets on….that helps a great deal !!!!

We cannot emphasise enough just how dangerous this practice is and we hope the local Police read this article.

THRee POINT TURNThe driver of a white van was observed carrying out a three–point-turn in Ringwood Rd, between the traffic lights. He had an ice lolly in one hand and was eating it while reversing the van with his elbows. The area was dense with traffic and at the best of times is not quite the place to carry out this manoeuvre even with both hands. Pedestrians gazed in amazement whilst he held up the traffic and continued eating his lolly!

SHORT CUTAs reported before, the lower level of Tesco car park is being used as a short cut by drivers trying to avoid the traffic lights. Unfortunately, many of them are driving at excess speed and could be a danger to others using the Car Park for legitimate reasons.

So, be careful when using this area.

TRAFFIC ISLANDUnfortunately there are still cars and motor cyclists who ignore the traffic island at Parley Cross and drive the wrong side of it simply to beat the queue of traffic waiting for the traffic lights to change.

This really is a dangerous practice because pedestrians use this island to cross the road and may not be looking to the left where traffic is not expected.

We have reported this issue so many times in the past. Clearly very little is being done about it.

The key times are during the day when traffic is at its maximum along New Road. So it’s not a matter of policing the area all day. (8am-9.30am and 4pm-5.30pm)

This message is a warning to those who cross the road at that point….look both ways!!

that Mr Stuart King be appointed Hon. Auditors and that the committee be re-elected.

Finally, Mrs. Jenny Clarke suggested that school children might attend the meeting in future. It was also suggested that the crime report could be scanned and sent to members.

The meeting closed at 9.10pm. The committee thanks all those members who found time to attend the AGM and would like to encourage more support at future meetings.

WHO ARe WOOFABILITy ?

They are a locally based organisation training assistance dogs for disabled people in Dorset, Hampshire and S. Wiltshire.

Studies show that 70-80,000 people in the UK could benefit from using an assistance dog, of which 3,500 are within our area of operation. Their aim is to train 20 dogs per year so they will eventually have 200 dogs in the community.

It takes a total of about two years to train a dog fully. They select puppies with the right temperament at 6 weeks old, they are socialised by a team of volunteer socialisers who teach them good manners and get them used to the sights and sounds they are likely to encounter during their day to day work. When they are about 18 months old, they go back to Woofability for their final training which lasts about 6 months; they are then ready to join a disabled person who will work with them for the next 10 years.

It costs £5,000 to buy and train a puppy for the first two years; they then support the partnerships with regular visits and back up for 10 years which costs a further £6,000. Because they are a local organisation staffed mainly by volunteers and with very low overheads, the costs involved in training and supporting the partnerships are much lower than the national charities. They receive no government funding and all costs have to be paid for through local fundraising and donations.

These special dogs do many tasks to help their disabled partner including emptying the washing machine, picking up the post, getting the telephone, helping to dress and undress, taking a purse to the till, pressing a button at traffic lights but by far the most important benefit is giving confidence to become more independent which leads to re-integration into society. Our dogs really do change lives for the better.

Neighbourhood Watch were delighted to offer a donation towards this worthy cause.

Please contact the Editor or Woofability on 01202 870067 if you would be interested in a Puppy Sponsorship Scheme.

Police Report

Unfortunately, we did not receive a report from Mike Darkin, East Dorset Sector Commander, due to excess work commitment. So we thought you would be interested in the Dorset Police Strategic Objectives for 2010/13:

Dorset Police Strategic Objectives 2010/13 To Make Dorset Safer

To Make Dorset Feel Safer

Our operational priorities and key capability improvement areas for 2010/11 that will help us to achieve our strategic objectives are to:

• Reduce serious violent crime This priority focuses on preventing homicide and serious violence, including bringing prolific and priority offenders to justice, tackling domestic violence and serious sexual offences and reducing the harm caused by alcohol and drugs. It recognises the difference between public and private violence and identifies appropriate strategies and tactics for each.

• Deal effectively with the crime and anti-social behaviour most affecting local communities This priority focuses on identifying and reducing the crime and anti-social behaviour most affecting local neighbourhoods, with specific emphasis on bringing prolific and priority offenders to justice and reducing the harm caused by alcohol and drugs. It recognises the importance of working with partners to ensure that community concerns are recognised and dealt with appropriately.

• Protect vulnerable people and communities This priority focuses on identifying and supporting those people and communities who are especially vulnerable and need particular protection.

• Tackle serious and organised criminals This priority focuses on working collaboratively with other forces and agencies to tackle criminals engaging in serious and organised crime that causes or has the potential to cause significant harm. It includes an emphasis on organised criminality relating to the supply of drugs, particularly heroin and crack cocaine.

• Counter terrorism and domestic extremism This priority focuses on tackling criminals who use violence and extreme forms of victimisation for the apparent advancement of a political or ideological position.

• Reduce road casualties This priority focuses on reducing the number of people killed or seriously injured on our roads, with a particular emphasis on the education of road users.

• Bring offenders to justice This priority focuses on improving the effectiveness and efficiency of the Criminal Justice System; bringing the most serious offenders to justice, enforcement of court orders, reducing the risk of re-offending and supporting victims and witnesses.

• Secure the trust and confidence of people in Dorset in their police force and its crime reduction and criminal justice partners This priority emphasises the vital importance of effective partnership working and of achieving the Single Confidence Target.

HeATHeRLANDS AND FeRNDOWN LINKS RePORTI am very glad to report that recorded crime in our area fell by over half in the month of April; there were six offences reported to police as opposed to 15 in March and 13 in January. The majority of our crime as always is criminal damage accounting for five of six offences, the other being the theft of a catalytic converter from a car on a garage forecourt. Of the damage three related to the activities of a single 17 year old youth who felt it would be a good idea to sign his name on other peoples property with a spray can, he was caught red handed and then confessed to several other offences of a similar nature. I arranged for him to clean off his handy work from the bus shelter at Turbary Court, the changing rooms on Ford Lane recreation ground and the side of Lidl’s supermarket on Ringwood Road one Saturday morning with an anti graffiti cleaning kit provided by Martha Perry at EDDC. Following the restorative justice he was given a Final Warning and hopefully has learnt the error of his ways. continued....

Through your vigilance we continue to maintain very low levels of domestic burglary on the patch although shed and garages remain the most frequently attacked targets. I recommend a visit to the Ferndown Police Community office in the Barrington centre for the latest security advice and products, the office is open most week days between 10 and 12.

At 6pm on 15th June 2011 there will be a joint public meeting hosted by Ferndown Town Council and the PACT (Partners and Communities Together) panel the main topic for discussion will be the plans for the future of the playground on Dugdell Close, the meeting will be held in the small hall at the centre and is open to everyone who wishes to attend. I will be at the centre from 2pm to allow visitors who are unable to attend the main meeting to register their opinion and concerns.

Some of you may already be aware of the scam whereby a person’s computer is hacked into and the e-mail account is taken over, the contacts list then used to send out begging messages for cash after an alleged misfortune in a forgiven country. Please do not respond to any e-mail you suspect is fraudulent and certainly don’t send monies, you can usually identify the hoax by the grammar and content of the style of the message and I’m sure anyone you know will have taken out adequate insurance and would not impose on friends and associates to bail them out.

Rob and I will continue to conduct street corner meetings we will drop leaflets in the area prior to the event, they have been a highly successful method of meeting the community and we look forward to meeting as many people as possible.

Regards, Julian Humphries tel 01202 226026

PACT NeWSFerndown is a small town with surrounding parishes. It has a vibrant town centre and several local schools as well as a large industrial estate. Although crime levels in the area are very low, Ferndown has suffered in the past from nuisance and anti social behaviour. As a result of excellent multi agency and PACT approach, we have been able to curb this behaviour and levels of anti social behaviour have fallen dramatically over the past year. Without the initial engagement from the public, the likelihood of this problem being identified and tackled on several front would have been far more time consuming and cost ineffective.

I would like to encourage anyone to contact the PACT group with any issues that are affecting the community and Ferndown Central. PACT will consider these as priorities. Your role as a member of the Ferndown community is integral to the success that the panel can achieve, and we will support you in the best way we can.

Our current priorities are:

1. Traffic Management at Ferndown First School

2. Anti Social use of vehicles at Cherry Grove and TESCO car park

3. Speeding Victoria Road, Church Road and Westwood Avenue

Previous priorities:

The car park on Cherry Grove was being used regularly by people in cars to meet up and cause a nuisance to local businesses and residents by playing loud music, as well as driving at speed and doing ‘doughnuts’ in their vehicles. To tackle this, regular, high-visibility patrols were carried out in the area at peak times. Whilst on patrol, we were speaking to the drivers and informing them that the way in which they drive could have a detrimental effect on the community. We have also been taking positive steps in the way of punishing those who still decide to break the law. Several Section 59s have been issued to drivers who drive their vehicle in a careless and inconsiderate manner, while causing alarm, harassment or distress to other members of the community. Because of these steps, we have seen an overall decrease in the amount of calls we are getting to this location. continued....

When talking to people in the community, it became apparent that the large majority believed crime figures were much higher than they actually were. This was largely down to the media coverage of recent events in relation to gang culture, reflecting in a negative way on young people in the community. To tackle this, we have used recent figures to show that East Dorset is the safest place to live in England and Wales. We have also set up Community GRIP (Gaining Respect In People), arranged for this year to improve the perception of young people in the community.

West Parley is an old parish that is well populated and has a good community spirit. West Parley is an affluent area and well located for travel to Bournemouth and Poole. It has an active and committed Parish Council and Residents Association who are currently working to put together a Parish Plan that will help to improve this already desirable community over the coming years. West Parley has an enthusiastic Neighbourhood Watch, and as such, very low crime levels.

I would like to encourage anyone to contact the PACT group with any issues that are affecting the community and West Parley PACT will consider these as priorities. Your role as a member of the West Parley community is integral to the

success that the panel can achieve, and we will support you in the best way we can.

Our current priorities are:

1. Speeding and the perception of speed throughout the West Parley area.

2. Parking outside the shops at Parley Cross for extended periods of time during week days, Parking issues on Glenmoor Road during school drop off and pick up times

3. The fear and perception of crime throughout the West Parley area

Previous priorities:

After receiving several complaints about the issue of anti-social behaviour and criminal damage in the area, a patrol plan was put into place by the local police and visited at the peak times. An environmental visual audit was also conducted of the area and target hardening advice was given on the hanging baskets, which were being vandalised on a regular basis. As well as this, enquiries were made with a local business about the possibility of extending the currently existing CCTV to outside. Unfortunately, this was not financially viable and we were unable to explore this possibility any further. However, since the visual audit and patrol plan have been implemented, I am pleased to report that there has not been a crime reported in the area for three months. Although the problem appears to have reduced substantially, we will continue to patrol the area on a regular basis to prevent the problem re-occurring.

To contact your local PACT, please call Dorset Police on 01202 222 222 and ask to talk to your local Safer Neighbourhood Officer

• This is a cautionary warning to local residents from the Ferndown Safer Neighbourhood Team. A flyer for driveways work has been handed to police in circumstances of concern. The company is called Forest Drives and the legitimacy of this company cannot be confirmed, however I would draw your attention to the head office address, 115 Victoria Rd, Ferndown- this is in fact, Barclays Bank! The postcode relates to an entirely different address in Ferndown. Both telephone numbers are messaging services.

Advertising using false information in this way is a criminal offence and, by association, brings into question the credentials of the company.

If anyone has received one of these flyers please bear this in mind before making any arrangements and treat flyers like this with extreme caution. To view the flyer, then please visit www.ferndownpact.com and click on Crime Reduction Advice section.
