Continued on Page 11 A day after its soldier was apprehended by the Indian Army in eastern Ladakh, China on Tuesday appealed for his early release. The two sides are engaged in a face-off for the past five months in Ladakh. The Indian agencies interro- gated the Chinese corporal and have not found anything suspicious so far. He is likely to be handed over to the Chinese in a few days after thorough questioning. Giving this information here on Tuesday, sources said Corporal Wang Ya was looked after well by the Indian Army after he was caught on Monday morning in Demchok area. He was provided medical aid and warm clothes to protect him from extreme altitude and harsh climatic conditions. The Corporal is an armourer in the People’s Liberation Army (PLA) and hails from Shangxizhen town of central Zhejiang province, China. He was carrying his identity card at the time of his capture, they added. Taking up his case, Chinese Foreign Ministry spokesperson Zhao Lijian said in Beijing on Tuesday, “We hope Indian side will keep its promise and return the missing soldier as soon as possible, and work with China to promote the consensus reached at 7th round of India- China commander-level talks.” Similar appeal was made by the Chinese Army on Monday evening. It said the Chinese military hopes India will make good on its pledge to swiftly return a Chinese soldier found lost along their moun- tainous border where the sides have been locked in a tense standoff. The Chinese Defense Ministry said the soldier had been helping herders round up yaks when he lost his way on Sunday evening. The Chinese side informed the Indian coun- terparts about the missing indi- vidual and was informed short- ly afterward that he had been found and would be returned after undergoing a medical checkup, a spokesperson for the Western Theater Command, Zhang Shuili, was quoted as saying. The decline is significant considering the number of total tests on the day was in excess of 10 lakh, which has been the daily average for some time now, except on Sunday when it was below nine lakh. 46,790 new coronavirus cases are less than what were registered on July 28 when for two consecutive days the tally of fresh cases was 47,703 and 48,513, before it shot up to an alarming high of 97,894 on September 17. While the number of tests stood at 10.32 lakh, up from Monday’s 8.60 lakh, the recov- ery rate stands at 88.26 per cent and the fatality rate at 1.52 per cent, Union Health Secretary Rajesh Bhushan said at a press briefing here. The total case load is expected to breach the 76- lakh mark shortly even as the death toll stands at 1.15 lakh. The number of active cases in the country has dipped below 7.5 lakh as recoveries continued to outpace the rise in daily new cases. In past 24 hours, 69,720 patients were declared cured of Covid, taking the total recoveries to 67.33 lakh, said the official. During the same period, 587 Covid- related deaths were reported. Around 78 per cent of the new recovered cases are observed to be concentrated in 10 States/UTs and 75 per cent of the new confirmed cases are from 10 States and UTs. Maharashtra, Karnataka and Kerala each are contributing more than 5,000 new con- firmed cases. With health experts fearing a rise in Covid-19 cases during the upcoming festivals and the winter season, Bhushan assert- ed that the Government is in a “comfortable position” as far as availability of oxygen is con- sidered to meet any medical emergency for serious patients. “There has been no scarci- ty in oxygen supply in the last 10 months with the daily pro- duction capacity enhanced to 6,862 metric tonnes by September and projected to further increase to 7,191 met- ric tonnes by the end of October,” he said. Giving the details of the preparations, he said, the Centre has initiated the process of installing 246 oxygen gen- eration plants in 18 States and UTs in the first phase. In his special address to the nation, his seventh since the Covid-19 outbreak, the Prime Minister said though the hus- tle-bustle is back in the market, the economy is picking up and people have put their lives back on track, the virus has not gone and the battle against it would continue unless it is fin- ished to the last. He said many countries, including India, are working on credible vaccine and the Government is readying itself to ensure its speedy delivery to every one in the country. Modi’s address this time round came in view of the fes- tival season which could dis- rupt the coronavirus code of conduct, particularly that of social distancing and wearing of masks, thus potentially spik- ing up the cases manifold. The ongoing campaign for Bihar elections and bypolls to the 28- odd Assembly seats across the country, especially in Madhya Pradesh, also has the potential to contribute to the increase in the virus infections through public meeting, rallies or one- to-one contact. “India is succeeding in sav- ing more and more lives of its citizens and fares better than developed nations in combat- ing the virus but we need to continue the fight against the virus till the vaccine comes. As against 25,000 persons in a population of 10 lakh getting infected in the US and Brazil, only 5,500 persons in a similar size here were infected in India. As against over 600 deaths per 10 lakh population in countries like the US, Spain, Britain and Brazil, India registered 83 deaths for a similar size group,” he outlined. He also cited the expansion of the large network and activ- ities in the last few months to combat coronavirus. He said 90 lakh beds have been put in place for coronavirus patients, 12,000 quarantine centres have been installed, 2,000 testing labs established and “soon our testing will be crossing the 10 crore mark”. But at the same time, he pointed out, pictures and videos have, of late, emerged showing that many people have either stopped following pre- cautions like wearing masks or have become negligent. “This is absolutely not right. Those who have become negligent and are moving around with- out masks are putting them- selves and their families, including children and elderly, at risk. Ye bilkul theek nahin hai (This attitude is absolutely wrong),” he said, adding in the last eight-month selfless health workers and many others have stabilised the situation in the country which should not be allowed to deteriorate. Citing couplets of saint Kabir and from “Ramcharitmanas”, Modi said one should not rest or feel too happy unless the last mile of success is reached as he requested people to “wear mask, keep distance and wash hands with soap”. He asked all sections of the society and sectors, particularly media, to create awareness about the need to fight the coronavirus pandemic till the last. According to the Government, in the last 30 days since Covid-19 cases peaked in India, the growth rate of infec- tions has more than halved- from 92 per cent in the month prior to September 18 to 42 per cent since then. The move will be signifi- cant since India, like most countries, does not formally recognise Taiwan because of Beijing’s “One China” principle under which the democratic island is its “integral” part. However, in the last six months, China’s aggression against India along the LAC in Ladakh has pushed New Delhi to review its foreign policy in the region and its approach towards the Chinese Communist Party (CCP) regime. The CCP has been threat- ening to invade Taiwan but President Tsai Ing-wen recent- ly warned it against any such move. Incidentally, on Taiwan’s National Day celebrations early this month, Tsai had announced that Taipei will play an active role in estab- lishing a new regional and international order in the face of the Chinese aggression against democracies. Tsai’s statement had come days after the foreign ministry level meeting of the Quad — Japan, Australia, US and India — in Tokyo where US Secretary of State Mike Pompeo lashed out at China’s military moves against India, Taiwan and in South China Sea. The Quad has also been discussing global over depen- dence on China’s supply chains for manufactured products. India and Taiwan signed a bilateral investment agreement in 2018. The cancer institute established in Lucknow is built on the lines of the famous Tata Memorial Centre in Mumbai in collab- oration with the Tata Trusts. It aims at providing treatment to the patients with all the modern facilities in Lucknow. On Tuesday, Defence Minister Rajnath Singh and Chief Minister Yo g i Adityanath launched the surgical oncology, radiation oncology and indoor patient wards of this new cancer institute which has come up at CG City on Sultanpur Road. Apart from this, the foundation stone of the institute’s residential com- plex was also laid and the OPD services were dedicated to the public. The chief minister, while inaugurating the medical facility, said the biggest lesson learnt in the COVID-19 era was the need for better med- ical facilities. “This cancer institute established in Lucknow with the cooperation of Tata Trusts will be a big facility for the whole of Uttar Pradesh. The capacity of the can- cer hospital is 54 beds at the beginning, and it will soon be upgraded to a capacity of 750 beds,” he said, adding that the target was to take up the capacity to 1,250 beds in the next phase. Before this, a cancer hos- pital was started in Varanasi, the parliamentary con- stituency of Prime Minister Narendra Modi. Reiterating the resolve to provide better medical facil- ities to the people, the chief minister said that initiatives like Ayushman Yojana and Mukhya Mantri Jan Arogya Yojana had proved the gov- ernment’s steadfastness to provide high quality medical facilities in the country and this sequence would contin- ue. The defence minister and the chief minister also gave gifts of two flyovers to the cit- izens of Lucknow to ease the flow of road traffic. The three-lane flyover between Hussainganj Crossing and DAV College and a 908-metre-long fly- over from Haiderganj Tiraha to Meena Bakery, construct- ed at a cost of 64.47 crore, will be a major solution to the traffic jams witnessed in these areas of the state capital Lucknow. The 1528-metre-long Hussainganj Crossing- Bansmandi crossing-Naka Hindola crossing-DAV College has been constructed at a cost of 133 crore. “The flyovers will prove to be great facilitators for the nearly 20 lakh population of Lucknow,” Yogi said. The chief minister also thanked Defence Minister Rajnath Singh for his dedi- cation and necessary guid- ance for the development of Lucknow as an MP.

    Lucknow (PNS): The Central Bureau of Investigation (CBI) has taken over thecontroversial case related to TRP manipulation. The CBI has taken over the caseon an FIR registered in Lucknow, sources here said on Tuesday. The Uttar Pradeshgovernment had recommended a CBI probe into the case as the issue was linkedwith several states, sources claimed. The FIR was registered at the Hazratganj policestation, reportedly on the complaint of an advertising company promoter. Later ,the UP government recommended the transfer of the case to the CBI. As per thesources, the complainant has alleged that TRPs are manipulated in lieu of payment.The FIR was registered at the Hazratganj police station by one Kamal Sharma ofIndira Nagar three days back under sections 468, 465, 463, 420, 409, 406 and 120Bof the Indian Penal Code.

    Aiming to provide cheapfinance to the micro, smalland medium enterprises(MSME) sector, the state gov-ernment is mulling to set upasset-based lending to mitigatethe financial crunch faced bythem due to the COVID-19pandemic.

    The new financial armwill be a joint venture (JV)between UP IndustrialConsultants Limited (UPICO)and UP Laghu Udyog NigamLimited. The new entity, tobe supported by the NationalSmall Industries Corporation(NSIC), will offer loans atattractive rates to small andmedium enterprises.

    The ABL or asset-basedfinancing, is the business ofoffering credit, secured by col-lateral by way of inventory,receivables, equipment or otherproperty owned by the borrow-er.

    “We are working with theNSIC for a proposed asset-based lending entity. A conceptpaper is being prepared in thisregard. The Board of UP LaghuUdyog Nigam Limited has alsocleared the proposal for settingup the ABL for the benefit ofthe MSME sector,” AdditionalChief Secretary (MSME andExport Promotion) NavneetSehgal said in Lucknow onTuesday.

    Further, the governmenthas decided to push for devel-oping industrial enclaves span-ning 5-50 acres under publicprivate partnership (PPP)model to boost local economy

    in UP.Following the lockdown,

    the state’s MSME sector cameto a virtual standstill, barringthose engaged in producingand supplying essential com-modities viz. food, medicinesetc.

    The government has beentaking measures to facilitatespeedy revival of economicactivities.

    During lockdown, the stategovernment, through variousmeasures, arranged workingcapital credit of more than Rs26,000 crore to about 10 lakhMSME units.

    The beneficiariescomprised nearly 4.35 lakhexisting and 5.4 lakh newunits across different seg-ments.

    Meanwhile, UP LaghuUdyog Nigam’s Board alsoapproved the proposal for set-

    ting up of flatted or vertical fac-tory complexes in four districtsat an investment of Rs 345crore.

    The flatted factory conceptis about an industrial buildingof more than one storey. Thecomplex is subdivided intoseparately occupied units usedfor manufacturing, assemblyand associated storage func-tions.

    Flatted factory complexeswill be set up in Gorakhpur,Ghaziabad, Agra and Lucknowfor non-polluting industrialunits. It is expected to over-come the scarcity of space fornew industries and to pro-mote start-ups.

    The blueprint for Agraflatted factory complex hasalready been drawn and it willentail investment of Rs 185crore and accommodate 245units.

    Aseven-year-old boy, who went miss-ing since Monday morning, waskidnapped and murdered in Banda. Hisbody was recovered on Tuesday after-noon. As per reports, Prince (7) ofChaisand hamlet of Bisanda (Banda) wasplaying outside his house on Mondaymorning when he disappeared. Hisfather Rajesh Kushwaha and other kinsearched for him but failed to get any clue.His uncle Rakesh Kushwaha later sealedall roads exiting the village and the localsalso searched in the fields but to no avail.Later they informed the local police sta-tion about the boy’s disappearance.

    Surprisingly, the cops came to makeenquiries seven hours after the incidentwas reported. They also returned with-out making any in-depth inquiry thoughthe family members expressed theirapprehension that someone kidnappedthe boy. On Tuesday afternoon, a localwoman spotted the slippers of a boy lyingon the fringes of the village and informed

    the family about it. The family membersrushed to the scene and were shocked tofind the boy’s body lying under a heap ofstraw. He had been put there to concealthe crime. Upon learning about therecovery of the body, senior district andpolice officials reached the spot andsupervised investigation. The body wassent for autopsy and a case was registeredin this connection.

    Meanwhile, in Shahganj area ofJaunpur, a couple torched themselves overa dispute leading to the death of thewoman and serious burn injuries to thehusband on Tuesday. As per reports,Ashok Kumar (50) and his wife Suman(48) of Bharauli village in ShahganjKotwali area, had an altercation onMonday night. Things got out of handsand the couple doused themselves withkerosene and set themselves afire, suffer-ing serious burns. Hearing their screams,their neighbours rushed in and took themto a hospital where Suman succumbed toher injuries while a critical Ashok wasundergoing treatment.

    Earlier on Monday, the ADGhad said that the government’sefforts in this direction ensured deathpenalty for 14 accused in 11 cases ofcrime against women in the last oneyear.

    “Death penalty is a rarity.However, prompt prosecution result-

    ed in a large number of convictionsalong with death sentences. Efforts ofChief Minister Yogi Adityanath haveled us to improve and strengthen oursystem, ensuring speedy justice tofemale victims,” he said.

    Pandey further said that due togovernment efforts, 14 sexual offend-ers were served death sentences, 11got life imprisonment and eight wereserved with imprisonment and fines.“Similarly, in 88 cases, bails of 117accused were cancelled due to effec-tive perusal by the Prosecutiondepartment and 41 offenders wereexterned from their home districts forsix months,” he said.

    Pandey clarified that the trial ofcases in which death penalty wasserved was completed along withother cases. He said the state toppedin uploading details of prosecution one-prosecution portal of theGovernment of India.

    “We have been able to performwell because of real-time monitoringwork of all 2,000 prosecutorsthrough e-prosecution sites inthe state and continuous video-con-ferencing,” the ADG (Prosecution)said.

    Chief Minister YogiAdityanath said that hisgovernment was committedto procuring all paddyproduce from the farmers onminimum support price(MSP).

    He directed all the districtmagistrates to carry out theprocess smoothly and ensurethat the farmers did not faceproblems at the purchase cen-tres.

    “The district magistrateswill be held responsible if anylaxity is found in the procure-ment process,” the chief minis-ter said in a statement issued inLucknow on Tuesday.

    So far, the state govern-ment has procured more thanone lakh tons of paddy in2020 as compared to 10,000metric tons of paddy pur-chased in the correspondingperiod last year.

    To ensure that the purchaseprocess is carried out smooth-ly, the government hasincreased the number of pur-chase centres to 4,000 from theearlier 3,000.

    The chief minister alsoasked the officials to ensurethat payment for paddywas transferred in the accountsof the farmers within 72hours.

    Paddy purchase in the statestarted from October 1 and thesupport price for common(variety) of paddy was fixed atRs 1,868 per quintal and Rs1,888 per quintal for Grade-Apaddy.

    Meanwhile, to help thefarmers sell paddy at theminimum support price,the government has approveda proposal to provideadvance loans to purchasingagencies.

    The second Covid-19 wavemay hit after 2-3 months,albeit with less intensity, thanksto a large number of cases wit-nessed so far. A senior healthofficial said looking into theEuropean countries where thesecond wave has struck after 2-3 months, the story could besimilar here. However, he saidunlike European countries, thesecond wave would be lessintense in UP.

    “This is because theEuropean countries have notbeen able to contain the infec-tion the manner in which wehave. However, we need towatch out as the situationunfolds. Lucknow has wit-nessed a large number of casesand the immunity levels will behigh due to which the secondwave would be less intense,” hepointed out.

    On Tuesday, 250 new casesemerged in the state capitalwhile 2,351 across the state. Asmany as 462 patients recov-ered, taking the total recovery

    figures in Lucknow to 56,302 while the death tollreached 831.

    The new patients included25 from Gomtinagar, 22 fromIndiranagar, 19 from Ashiyana,17 from Rae Bareli road, 15from Hazratganj, 12 fromMahanagar 13 from Chinhat,11 from Talkatora, and 10each from Madiaon,Alambagh, Cantt & Chowk.Six patients died in the city,including two from Lucknowitself while others from Sitapur,Barabanki, Siddharthnagar andAyodhya.

    There were 30 deathsacross the state, taking thedeath toll to 6,714 cases evenas 3,339 patients recovered,taking the recoveries to4,22,024.

    The official said in thewake of the downward trend,they were now focusing on re-training the medical officers,specialist doctors and fine-tun-ing the strategy and guide-lines. “In the state, the numberof active cases is 30,000 whichwill come down to 20,000 in a

    month’s time. The second wavewill not come immediately. Wewant to use this time to prepareafresh,” he said. He added thatthe orientation of training ofdoctors would be handling ofthe ICUs, revised guidelines fortreatment of Covid-19.Regarding schools re-opening,he said they were not appre-hensive because they had giventhe parents choice.Commenting on the current sit-uation, he said the coronavirusgraph was going down and waslikely to stabilise after sometime.

    Campaigning for the bypollsto seven UP Assembly con-stituencies has picked up. Thebypolls are perceived as a semi-final before the 2022 Assemblyelections in the state.

    The CBI has booked Tiwariand his wife Rita Tiwari in con-nection with an alleged bankfraud to the tune of Rs 754.25crore done by a company inwhich they are directors.

    The case was registered on

    a complaint by Bank of Indiaagainst two private companies -Gangotri Enterprises and RoyalMarketing Pvt Ltd based inLucknow and Noida, its direc-tors and other unknown personsfor committing misappropria-tion, cheating and causing a lossof Rs 754.24 crore to a consor-tium of banks. The MLA and hiswife are the second-largestshareholders of the company.

    The complainant allegedthat directors of GangotriEnterprises misappropriatedbank funds and diverted themfor purposes other than forwhich the loan was taken. Thecompany with its corporateoffice in Mahanagar area ofLucknow is engaged in con-struction of roads, bridges, fly-overs, etc.

    An eight-year-old boy wasbooked for allegedly sexu-ally assaulting a six-year-oldgirl in his neighbourhood inAligarh and booked under sec-tions of Protection of Childrenfrom Sexual Offences(POCSO) Act on Tuesday.

    As per reports, the girl’sparents alleged in an FIR thatwhile their daughter was play-ing outside their home onOctober 12, the boy entered thepremises on the pretext of get-ting a ball and later sexuallyassaulted her. The police saidthat both the minors are fromthe same community and arefinancially weak.

    SP (Aligarh City) Abhisheksaid, “We are not yet sureabout the actual age of the boy,but we can confirm he is below10 years. For now, we have lefthim with his parents and willpresent him before a juvenilecourt and do whatever thecourt directs us. The case issensitive and everything will bedone as per juvenile justice law.”

    Meanwhile in Amethi, an11-year-old girl was raped by

    two persons, one of the accusedbeing her uncle, at a village inMusafirkhana police stationarea on Friday. The accused laterthreatened the victim’s familynot to complain to the police.But the family finally musteredcourage and lodged an FIR,three days later, on Monday.Both accused were later arrest-ed.

    Elsewhere in Chitrakoot,four persons, including awoman, were arrested in con-nection with the gang rape ofa 35-year-old woman onTuesday. Based on the woman'scomplaint, a case was registeredagainst two men for gang rapeand three others for criminalconspiracy.

    As per the complaint filedon October 18, the woman wastaken by the two men to anaide’s house in Karwi police sta-tion area of Chitrakoot onSeptember 28 and raped.     ��������Lucknow (PNS): A man wantedin connection with the Rs 3,500-crore ‘Bike Bot’ scam was arrest-ed by Special Task Force (STF)from Shiv Nadar University inGreater Noida around 10.30 pmon Monday. The accused carrieda reward of Rs 50,000 on his head.

    Lalit Bhati faced 56 caseslinked to the scam at a police sta-tion in Greater Noida. ED sleuthshad also registered a case in thematter and raided the premisesand business establishment of theaccused. Bhati was arrested byNoida unit of the STF and officialsof Economic Offences Wing(EOW) of Meerut police onMonday night. The accused waslodged at Dadri police station,where FIRs in connection withBike Bot case were registered.

    On October 7, the STF hadarrested three men, including aretired Army personnel and abrother of scam mastermindSanjay Bhati. In 2018, GarvitInnovative Promoters Limited(GIPL), a company registered inNoida, had came out with a multi-level marketing scheme ‘Bike Bot’and lured investors promising todouble returns in a year.     ABanaras Hindu University(BHU) team led by theHead of Molecular BiologyUnit (MBU), Institute ofMedical Sciences (IMS), ProfSunit Kumar Singh has report-ed that Japanese Encephalitis(JE) Virus suppresses the hostimmune response and repli-cates inside the microglial cells.The study has been publishedin an International ScientificJournal ‘BBA - GeneRegulatory Mechanisms’ in itsrecent edition. JE is one of theleading causes of viralencephalitis i.e. it causes severeinflammation in the brain bykilling the neurons and activat-ing the microglial cells.

    The Japanese EncephalitisVirus (JEV) is spread by theCulex mosquitoes. Symptomsof JEV infection range from

    mild-to severe like fever,headache, nausea. In severeconditions, it may lead toencephalitis, coma, tremors orconvulsions and often lead todeath. Children and old agepeople are more prone to JEVinfection. In India, Assam,Karnataka, Uttar Pradesh,Bihar and Jharkhand are the

    endemic regions.The pro-inflammatory

    responses help in clearing theinfection from the body, alert-ing the other immune-relatedcells to protect and warn fromthe invading pathogens. ProfSingh reported that a smallmolecule, microRNA-155 sup-press the pellino 1 (PELI1) pro-tein and inhibits the pro-inflammatory responses whichhelps in JEV immune evasionand viral replication. Theyhave also demonstrated that byusing the inhibitors againstmicoRNA-155, the hostimmune response can berestored to normal and JEVreplication is suppressed.Therefore, this mechanism canbe exploited for the develop-ment of microRNA-baseddrugs against JEV infection.

    The rate of infected personshas reduced considerably asagainst the screening of Covidinfection in the district. OnMonday, a total of 4,915 sam-ples were collected for theCovid test and of them, 148infected persons were detected.

    Owners of about 13 lakhvehicles running on theroads of the district will nowhave to install high securityplates on their vehicles. Thesenumber plates will be levied onagencies of vehicle companies.People will also have to pay afee for the number plate.

    Divisional TransportOfficer RK Singh said thatthere are about 13 lakh vehiclesin the district, in which high

    security number plates are to beinstalled. These number plateswill be levied on agencies ofvehicle companies. For this,agencies along with vehiclecompanies have also beendirected by the government.

    He said that when the vehi-cle owner goes to the agency toinstall a high security plate, thedetails of the same will bemade available to the onlineTransport department. It isnecessary to provide completedetails online to the agency

    operator. With this, the depart-ment will continue to know thedaily details of how many peo-ple finally got number plates.

    The Transport departmenthas also fixed the fee and timefor installation of high securi-ty number plates. Only after thenumber plate is installed will allthe work be done in the RTOoffice. For installing a highsecurity number plate, a fee of� 500 to Rs 1000 has been fixedfor a four-wheeler and � 200 to�500 for a two-wheeler.

    Vehicles that preceded April 1,2005 will have to replace thenumber plate in four months.For vehicles which are betweenApril 1, 2005 and March 31,2010, a period of six monthshas been prescribed.

    The district has inched closeto the 16K-mark as 71 newCOVID-19 patients have beendetected here on Tuesday,increasing the total number ofcases to 15,958. The day alsosaw one more death, increasingthe toll to 255. During the day,the follow-up negative reportsincluded 140 patients. Out ofthem, 131 have been recoveredfrom home isolation, whilenine patients discharged fromthe hospitals, increasing thenumber to 12,029 and 2,790respectively. The total numberof patients who have been

    recovered so far is 14,819, leav-ing 884 active cases. The recov-ery rate has improved slightlyto 92.86 per cent but the mor-tality rate remained at 1.59 percent.

    Earlier, Chief MedicalOfficer (CMO) Dr VB Singhhas informed that in the firstreport of the day, 42 positivepatients were found out of3,912 reports received. Tillthen, the total test reportsreceived were 2,87,526 and theresults of 2,035 are awaited. Outof them, 2,71,597 were nega-tive, while 15,929 positive. Thetotal number of samples col-lected was 3,03,966. With the

    addition of five new red zones,the total number of hotspotshas increased to 2,246 includ-ing 259 red zones. As many as12 green zones have been con-verted into red zones again.There are 1,987 green zoneswith 23 new ones.

    Under ongoing mass/group antigen tests, two per-sons out of 515 tests was detect-ed positive at Shree Shiv PrasadGupta (SSPG) Hospital,Kabirchaura, while all the 343tests at adjacent GovernmentWomen’s Hospital, 190 atShivpur CHC and 537 at SSHBHU were found negative.However, one out of 118 tests

    The Ramgarh Tal police arrest-ed two accused in connectionwith a loot case and recovered apistol, a cartridge, a knife, a pass-book and �800 from them. Thepolice on being tipped off by aninformer arrested the duo fromRampur Tiraha, Hanuman tem-ple, late on Sunday night.Theywere later identified as VishalNishad, a resident of Mohaddipurunder the Cantt police station andKrishna Mohan, a resident of anarea under the Pipraich police sta-tion.     Director, MSMEDevelopment Institute,Kanpur, LBS Yadav, whileaddressing a webinar held inassociation with MahilaManch, said in the times ofCOVID-19 when lakhs of peo-ple were affected economical-ly, a platform was needed toprovide emancipation to thewomen who were the worst hit.

    He said the scheme pro-vided for a government grantof up to 30 percent of the totalproject cost as appraised bylending institutions.

    Discussing the MahilaUdyam Nidhi Scheme, he saidit was initiated primarily tooffer financial assistance up to� 10 lakh, to small-scale busi-ness models and this schemeaimed to help women set upnew projects and promotedupgrading and modernisa-tion of existing projects.

    Chief Medical Officer DrAnil Mishra said it wasvery encouraging that theCOVID-19 recovery rate inKanpur Nagar had crossed the91 per cent-mark.

    He said it appeared that thenovel coronavirus (SARS-CoV-2) was weakening grad-ually as was evident from thefast rising recovery rate. Hesaid home isolation had alsoproved highly successful.

    The CMO, however, addedthat this was not the time to
