In addition to providing fresh food, schoolgardens serve as a breeding ground for discoveringnew ideas, building relationships, and having fun.Lawrence Public Schools continue to expand thenumber of school gardens, enabling more studentsto plant, observe, nurture, and grow their own food.

Twelve school gardens currently providelearning opportunities for all ages. Gardeninghelps students develop strong leadership skills andencourages teamwork. Schools use their gardensas outdoor classrooms for teaching math, science,and other skills and concepts. Gardens also producefood for the school cafeterias, farmers markets, andCommunity Supported Agriculture. One of thedistrict’s goals for the Farm to School program isto help young people start making healthier foodchoices for themselves at an early age.

Public meetings begin at 7 p.m. on the second and fourthMondays of the month, unless otherwise announced, at 110McDonald Drive. The Kansas State Department of Health andEnvironment has issued new regulations forimmunizations required for the 2016-2017 school year.As per Kansas Statute 72-5209, all children upon entryto school must be appropriately vaccinated. If youneed a copy of your child’s current immunizations youmay access their records through Skyward Family Accessat www.usd497.org or by contacting your school nurse.

Please note the following additions/changes inimmunization requirements for the 2016-17 school year:DTaP: Five doses required. No changes in

requirementsTdap: Booster dose of Tdap is required for

students in grades 7-12 if no previoushistory of Tdap vaccination. If pertussis iscontraindicated, KCI Form B MedicalExemption should be completed by aphysician.

POLIO: Four doses are required, three dosesacceptable. No changes in requirements.

MMR: Two doses required. No changes inrequirements

VARICELLA: TWO doses required for students in gradesK-12 OR documentation of varicella(chickenpox) disease by a LICENSEDHEALTH CARE PROVIDER.

HEPATITIS B: Three doses required for students in gradesK-12

Tips for Staying Safe on the School Bus• Follow the directions of the bus driver.• Arrive at the bus stop five minutes before the scheduled time.• Stay clear of the roadway while waiting for the bus.• Dress appropriately for weather conditions while waiting for or riding the bus.• During the extreme heat of August, parents may send water bottles with students for the bus ride.• Wait for the bus to stop before boarding.• Wait for the driver to motion to you if crossing the road to board the bus.• Always cross at least ten feet in front of the bus.• Use the handrails when boarding the bus.• Be extra careful when weather is wet or icy, as bus steps can become slippery.• Store your personal belongings in your lap.• Keep your area clean.• Treat bus equipment with respect.• Refrain from horseplay and speak softly while on the bus.• Remain quiet at all railroad crossings, so the driver may listen for warning signals.• Use electronic devices with headphones only.• Keep hands, head, and other body parts inside the bus at all times.• Treat the bus driver with respect.• Remain seated until the bus comes to a complete stop.• Obtain written permission from the school office to leave the bus at adestination other than your regular stop.

Parents must sign and review with their students the Safetyand Behavior Code for Bus Riders on the back of their student’s

transportation enrollment form. Riding the school bus is a privilegethat may be revoked if a student violates safety rules.

Dear School Families,The state of Kansas provides student transportationfunding for students living more than 2.5 milesfrom school by the usually traveled route fromthe residence of the pupil (K.S.A. 72-8302). State-reimbursed transportation is the only busingprovided by First Student for students of the LawrencePublic Schools.*

Eligible families may enroll for the 2016-17 studenttransportation program through First Student,1548 E. 23rd Street, Suite C, during business hours:Monday-Friday 9 a.m.-2:30 p.m. Enrollment forms,available at First Student and at www.usd497.org,may be faxed to (785) 841-4388. A New Leaderfor a New School Year

Kyle Hayden hit the ground running whenhe became superintendent of LawrencePublic Schools on July 1. As assistantsuperintendent of business and operationssince 2011, he already has a breadth ofknowledge about and experience with thenuts and bolts of leading Lawrence schools.

“I think the primary challenge of beingsuperintendent will be to keep everyonerowing in the same direction and focusedon what’s most important – our students,”said Hayden. “We all want what is best forstudents, though we may not always agreeon what is best.”

To begin building consensus aroundwhat is best for students, Hayden begana listening tour during the final weeks ofthe 2015-16 school year. He met withcommunity members, student groups,and leadership teams in all 21 Lawrenceschools. Hayden used these state-of-the-district conversations to gather feedbackabout the district’s work toward itsexcellence, equity, and engagement goals,as well as to collect input about areas offocus for the future.

Working with Laurie Folsom, presidentof the Lawrence Education Association,the local teachers’ organization, Haydenbrought together 40 teacher, classified staffand parent representatives in mid-May for agoal-setting and evaluation workshop. Thismeeting facilitated similar discussion andthe collection of more feedback. In addition,Hayden worked with a third-party consultantto conduct a workplace climate survey opento all teachers and staff. During the finalten days of the school year, 944 employeesparticipated in the online survey, sharingtheir opinions, anonymously, about workingin Lawrence schools, current academicinitiatives, and the level of communicationand support they receive from the district.

Hayden plans toshare the informationgathered during hislistening tour, thegoals workshop, andthe climate surveywith the Lawrence

Board of Education. The school board willbegin its discussion of goals for the 2016-17school year in August.

“It’s exciting for me to have theseopportunities to talk to more people moreoften about more things, especially student-centered things,” saidHayden. “Connectingwith students inschools – that’s thereason I went intoeducation.”

BUSINESS &OPERATIONSBACKGROUND

As an assistantsuperintendent,Hayden has workedbehind the scenes onthe business aspectsof district operations.He has had oversightof budgeting, finance,human resources, legal services, facilitiesand maintenance, food service, purchasing,printing, enrollment, transportation,safety, negotiations, school boundaries,athletics, and activities. As a member ofthe Superintendent’s Leadership Team, hehelped to supervise and evaluate schoolprincipals and collaborated with assistantsuperintendents Angelique Nedved and JerriKemble on goals relating to the divisionsof teaching and learning, and educationalprograms and technology.

Hayden shepherded the district’s$92.5 million bond issue from the initialplanning and development stages throughconstruction. The community’s support ofthe 2013 bond issue has enabled the districtto improve facilities, enhance technology,

and expand career and technical educationopportunities for students. With 15 of21 bond projects completed, includingupgrades at all central and east Lawrenceelementary schools and the construction ofthe Lawrence College and Career Center,work began this summer on the final fourprojects: facility improvements at BrokenArrow, Prairie Park, Sunflower, and PinckneyElementary Schools. With an eye towardthe future, the district has already starteda facilities master planning process aimedat updating Lawrence High School and theother secondary schools.

THE PERSONAL TOUCHProviding teachers and students 21st-

century learning environments supportsthe district’s goal to personalize studentlearning. This year the district will supportmore than 400 teachers in blending thebest of teacher-directed instruction withhigh-quality digital and online learning tosupport individual student strengths, needs,and interests. Teachers using the blendedlearning instructional strategy give studentsvoice and choice in the path, pace, andplace of their learning. They empowerstudents to take ownership of theireducational goals.

“Our challenge is to commit to ensuringevery child is future-ready,” said Hayden.“We are supporting our schools in being

creative and resourceful and engagingstudents through meaningful and relevantlearning. We are preparing our students with21st-century skills and strategies so theycan compete globally.”

EQUITYTo foster personalized learning, the

school board has committed to providingstudents equitable access to instructionaltechnology. The board approved a planto distribute iPads this year to all middleschool students and to conduct a limited 1:1device pilot project at the high schools. Highschool staff teams continue to investigate,plan, visit other schools, attend training, andexplore various learning tools. They will usethis research to make a recommendationto the board about providing 1:1 accessto instructional technology for students ingrades 9-12 next year.

In addition to its commitment to addressequitable access to instructional technology,the district’s work toward its equity goalhas provided Beyond Diversity trainingto about 1,500 staff and communitypartners, including all teachers who arenew to Lawrence schools. A District EquityLeadership Team guides the district’sEducational Equity and Excellence Plan.School board members, administrators,teachers, and staff have participated inprofessional development activities todeepen their individual understanding ofinstitutionalized racism and its impacton student learning. Each school has anE-Team charged with building racial equityleadership capacity among staff andstudents and supporting culturally relevantteaching.

Hayden has led the engagement ofclassified staff, including secretaries andcustodial and food service personnel, inthe district’s racial equity transformationprocess. Support staff make up abouthalf of the 1,850 employees in LawrencePublic Schools. Hayden’s mother workedas a secretary for 25 years at Sabetha HighSchool. He traces his reasons for becoming

involved with public education to hischildhood.

SCHOOL: A SECOND HOME“I remember when I was about six

years old, taking the bus from theelementary school to the high school,where my mom worked. Getting to goto the big kids’ school, I thought, wasreally cool. I got to interact with a lot ofteachers and high school students ata pretty young age and became reallycomfortable around teachers and all ofthe people who worked in the school.I took to school. It felt very much like ahome to me,” Hayden said.

When he was in high school, Haydengot a summer job doing custodial andmaintenance work for the schools. “Both ofthose things – having a mom who workedfor the school, and who wasn’t a teacher,and doing that summer work had animpact on me. I realized that every personwas important and an integral part of thesuccess of the school. I think that has mademe a better leader,” he said.

After graduating from Sabetha HighSchool in 1990, Hayden earned a bachelor’sdegree from Tabor College, his master’sfrom Emporia State University, and hisdistrict leadership license from Fort HaysState University. He plans to begin workingtoward his Ed.D. this year through St. LouisUniversity.

This is Hayden’s thirdstint as a superintendent.He previously led schooldistricts in Tonganoxieand Ellis, Kan. In additionto working for a year asan assistant principal atLawrence High, he servedas a principal, assistantprincipal, social studiesteacher, and coach inEllis, Blue Rapids, Udall,Cheney, and OverlandPark, Kan. and Granburyand Marble Falls, Texas.

Hayden, his wife, Katy, who teacheshistory at Lawrence Free State High School,and their three children now call Lawrencehome. “I have built strong relationships inLawrence. I understand the communityand embrace those things that make itunique and special. Without question, I ampersonally and professionally invested in thisschool district and proudly reflect on howmuch progress has been made,” he said.

“My 21-year career has been filled withunexpected and exciting opportunitiesfor leadership. The challenges in publiceducation will continue, and I am preparedto inspire others to work with me to furtherstrengthen the Lawrence Public Schoolsand enhance the educational experiences ofour children,” Hayden said.

LAWRENCE PUBLIC SCHOOLS’ ANNUAL PARENT NOTICESFamily Educational Rightsand Privacy Act(Release of Student DirectoryInformation to the Public and/orMilitary Recruiters)

The Family EducationalRights and Privacy Act (FERPA)affords parents* certain rights withrespect to their student’s educationrecords. These rights are:

(1) The right to inspect andreview the student’s educationrecords within 45 days of the daythe school receives a request foraccess. Parents* should submitto the school principal a writtenrequest that identifies the record(s)they wish to inspect. The schoolwill make arrangements for accessand notify the parent* of the timeand place where the records may beinspected.

(2) The right to request theamendment of the student’seducation records that the parent*believes are inaccurate. Parents* mayask the school to amend a recordthat they believe is inaccurate. Theyshould write the school principal,clearly identify the part of the recordthey want changed, and specify whyit is inaccurate. If the school decidesnot to amend the record as requestedby the parents,* the school willnotify the parents* of the decisionand advise them of their right to ahearing regarding the request foramendment.

(3) The right to consent todisclosures of personally identifiableinformation contained in thestudent’s education records, exceptto the extent that FERPA authorizesdisclosure without consent.

One exception, which permitsdisclosure without consent, isdisclosure to school officials withlegitimate educational interests. Aschool official is a person employedby the school as an administrator,supervisor, instructor, or supportstaff member (including health ormedical staff and law enforcementunit personnel); a person servingon the school board; a person orcompany with whom the schoolhas contracted to perform a specialtask (such as an attorney, auditor,medical consultant, or therapist);or a parent or student serving onan official committee, such as adisciplinary or grievance committee,or assisting another school official inperforming his or her tasks. A school

official has a legitimate educationalinterest if the official needs to reviewan education record in order to fulfillhis or her professional responsibility.Upon request, the school discloseseducation records without consentto officials of another school districtin which a student seeks or intendsto enroll.

For purposes of FERPA, USD 497has designated certain informationas “directory information,” whichmay be disclosed for any purposewithout prior consent. The primarypurpose of this designation is fordistrict use of the informationin school publications, such asnewsletters, drama playbills,recognition listings, graduationprograms, sports team rosters andyearbooks. USD 497 considers thefollowing “directory information:”student name, address, telephonenumber, date and place of birth,participation in officially recognizedactivities and sports, weight andheight of members of teams, datesof attendance, honors received,the most recent previous schoolattended, class designation andphotographs.

Release of Student DirectoryInformation to Military Recruiters

In addition, two federal laws:Section 9528 of ESEA (20 U.S.C.7908), as amended by the No ChildLeft Behind Act of 2001 (P.L. 107-110), and 10 U.S.C. 503, as amendedby section 544, the NationalDefense Authorization Act for FiscalYear 2002 (P.L. 107-107), requireeducational agencies to providemilitary recruiters, upon request,students’ names, addresses andtelephone listings.

Parents* wishing to withdrawconsent for release of directoryinformation must complete a Non-Disclosure of Student DirectoryInformation form availableupon request at any school, thedistrict office and www.usd497.org. USD 497 assumes there is noobjection to the release of directoryinformation if this signed form isnot returned to the school uponenrollment.

4) The right to file a complaintwith the U.S. Department ofEducation concerning allegedfailures by USD 497 to complywith these requirements. Thename and address of the office that

Protection of Pupil RightsAmendment (PPRA)

PPRA affords parents certainrights regarding conduct of surveys,collection and use of informationfor marketing purposes, and certainphysical exams. These include theright to:

Consent before students arerequired to submit to a survey thatconcerns one or more of the followingprotected areas if the survey is fundedin whole or in part by a program ofthe U.S. Department of Education:

1. Political affiliations orbeliefs of the student orstudent’s parent;

2. Mental or psychologicalproblems of the student orstudent’s family;

3. Sex behavior or attitudes;4. Illegal, anti-social, self

incriminating, or demeaningbehavior;

5. Critical appraisals of otherswith whom respondentshave close familyrelationships;

6. Legally recognized privilegedrelationships, such as withlawyers, doctors, orministers;

7. Religious practices,affiliations, or beliefs of thestudent or parents; or

8. Income, other than asrequired by law to determineprogram eligibility.

Receive notice and an opportunity toopt a student out of –

1. Any other protectedinformation survey,regardless of funding;

2. Any non-emergency,invasive physical exam orscreening requiredas a condition of attendance,administered by the schoolor its agent, and notnecessary to protect theimmediate health and safetyof a student, except forhearing, vision, scoliosisscreenings, or any physicalexam or screening permittedor required under state law;and

3. Activities involvingcollection, disclosure, or useof personal informationobtained from students formarketing or to sell orotherwise distribute theinformation to others.

Inspect, upon request and beforeadministration or use – protectedinformation surveys of students;instruments used to collect personalinformation from students for any ofthe above marketing, sales, orother distribution purposes; andinstructional material used as part ofthe educational curriculum.

These rights transfer from theparents to a student who is 18 yearsold or an emancipated minor understate law.

Lawrence Public Schools USD 497has developed and adopted policies,in consultation with parents,regarding these rights, as well asarrangements to protect studentprivacy in the administration ofprotected information surveys andthe collection, disclosure, or use ofpersonal information for marketing,sales, or other distribution purposes.

USD 497 will directly notifyparents of these policies at leastannually at the start of each schoolyear and after any substantivechanges. USD 497 will also directlynotify parents of students whoare scheduled to participate in thespecific activities or surveys and willprovide an opportunity to reviewany pertinent surveys.

Parents who believe their rightshave been violated may file acomplaint with: Family PolicyCompliance Office, U.S. Departmentof Education, 400 Maryland AvenueSW, Washington, D.C. 20202-5901.

Early Childhood ScreeningsLawrence Public Schools will

Annual Notice of AuthorizedStudent Data Disclosures

In accordance with the StudentData Privacy Act and board policyIDEA, student data submittedto or maintained in a statewidelongitudinal data system may onlybe disclosed as follows. Such datamay be disclosed to:

• the authorized personnel ofan educational agency or thestate board of regents whorequire disclosures toperform assignedduties; and

• the student and the parentor legal guardian of thestudent, provided the datapertains solely to thestudent.

Student data may be disclosed toauthorized personnel of any stateagency, or to a service provider ofa state agency, educational agency,or school performing instruction,assessment, or longitudinalreporting, provided a data-sharingagreement between the educationalagency and other state agencyor service provider provides thefollowing:

• purpose, scope and durationof the data-sharingagreement;

• recipient of student data usesuch information solely for

the purposes specified inagreement;

• recipient shall comply withdata access, use, and securityrestrictions specificallydescribed in agreement; and

• student data shall bedestroyed when no longernecessary for purposes of thedata-sharing agreement orupon expiration of theagreement, whicheveroccurs first.

A service provider engaged toperform a function of instructionmay be allowed to retain studenttranscripts as required by applicablelaws and rules and regulations.

Unless an adult student or parentor guardian of a minor studentprovides written consent to disclosepersonally identifiable studentdata, student data may only bedisclosed to a governmental entitynot specified above or any publicor private audit and evaluation orresearch organization if the datais aggregate data. “Aggregate data”means data collected or reported atthe group, cohort, or institutionallevel and which contains nopersonally identifiable student data.

The district may disclose:• student directory

informationpursuant to FERPA;

• any information requiringdisclosure pursuant to statestatutes;

• student data pursuant to anylawful subpoena or courtorder directing suchdisclosures; and

• student data to a public orprivate postsecondaryeducational institution forpurposes of application oradmission of a student tosuch postsecondaryeducational institution withthe student’s writtenconsent.
