NEW RESIDENTIAL CONSTRUCTION BUILDING PERMIT APPLICATION

CHECKLIST This handout is a guide only and does not contain all of the requirements of the

Minnesota State Building Code or City Ordinances.

WELCOME TO THE CITY OF BUFFALO To facilitate your building project and the City’s permit process as well as to provide a consistent level of customer service, submittals for building permit must be complete at the time of application. The following documents are required at time of permit submittal so that all City departments can complete their plan reviews and grant approval for your project. Permitting time will depend on the complexity of the work and the completeness of the plan submittals. Two to five working days will typically be required for new buildings and major additions / remodels. If you have questions or concerns at this stage of your project, we will be happy to speak with your design team to answer questions and assist you in completing the application process. TWO COMPLETE SETS OF PLANS, SPECIFICATIONS AND SUBMITTAL DOCUMENTS ARE REQUIRED AT THE TIME OF PERMIT APPLICTION:

□ Completed and signed Building Permit application.

□ Certificate of Survey showing proposed building structure, proposed elevations, and percent of impervious surface coverage.

□ Complete Building Plans (foundation plans, floor plans, building elevations, and cross sections

drawn to scale). Be sure to show all headers and beams sizes on plans. Provide R-values for entire building envelope.

□ New Construction Energy Code N1101.8 Compliance Certificate (attached).

□ A radon detail showing how the radon system will be installed in the home.

□ Erosion Control for Homebuilders and Small Construction Sites form (attached).

□ Pictures of site showing that all erosion control is in place (silt fence/bio-rolls, rock entrance

and inlet protection). Submit pictures after permit is received but prior to any footing excavation or land disturbance. Email pictures to: [email protected]

□ Any other information deemed necessary by the City and / or Building Inspector to ensure

code compliance.

August 4, 2017 Notice to All New Home Builders

This notice is being provided to inform builders of procedural updates regarding erosion control requirements and escrow payments. The City of Buffalo has updated procedures for these items in response to audit recommendations made by the Minnesota Pollution Control Agency.

Erosion Control

1. Erosion control measures (silt fence/bio-rolls, rock entrance and inlet protection) reviewed prior to any site work being completed - Photos of erosion control in place prior to land disturbance have been required for some time, but the City will now be enforcing this requirement.

2. Send photos of erosion control measures to [email protected] prior to beginning site work. If a builder believes their lot requires specific exception to this requirement, please contact [email protected] to discuss your request.

3. Lack of adequate erosion control measures may delay inspections until installation. 4. Staff will respond to complaints regarding lack of erosion control measures including issuing stop work

orders where needed.

Escrow Accounts/Certificate of Occupancy

1. All checks submitted for escrow payments will be cashed by the City of Buffalo. If funds remain after work is fully completed within required timeframes, funds will be returned following final completion.

2. During the regular building season between June-October, completion of driveway/sidewalk, grading work including submittal of certificate of grade and as-built survey will be required prior to issuance of certificate of occupancy. Escrows can be submitted for seed/sod of yard and planting of at least two trees in the front/side yard, but these checks will be cashed and erosion control measures must remain in place to prevent erosion of soils prior to installation of yards.

3. During off-season months of November-May, escrow checks may be submitted for site work not yet completed when seeking a certificate of occupancy. As with all escrow checks, these will be cashed and funds returned if/when all work is completed on the property within 6 months of issuance of CO. Escrow funds may be forfeited if work is not completed within required timeframes.

4. Escrow payments when required are $1,500 for grading/site work, $1,500 for driveway/sidewalk install, and $1,500 for lawn/landscaping/tree requirements.

By controlling erosion from your site you help protect water quality

in streams, lakes and ponds. Proper erosion control also helps to

keep taxes-fees low and increase the marketability of your project.

Who needs to provide Erosion Control?

The building permit holder for all construction sites must provide

onsite erosion control measures until the site is fully vegetated. In

most cases this will be permitted through the Subdivision Registra-

tion process of the National Pollutant Discharge Elimination System

(NPDES). This is done through the original permit which is held by

the owner of the overall development. Learn more here

Additionally, any site larger than 1 acre that is not part of a larger

NPDES permitted project is required to have its own NPDES permit.

What needs to be done to comply to get inspections and to get the Certificate of Occupancy?

Provide documentation of NPDES permit coverage when applying for the building permit.

(Copies of the MPCA Subdivision Registration form can be obtained from the developer of a subdivision.)

* Install perimeter and structure protection erosion control devices BEFORE excavation begins (WINTER INCLUDED).

Install 1-1/2” washed rock at 4” minimum depth, 25 foot minimum length rock driveway, per approved plans at time of

excavation.

Maintain and protect all erosion control measures (both existing and new) throughout the project life.

Instruct subcontractors of their responsibility to comply with erosion control measures.

The permit holder shall inspect the site after all ½” or more rainfalls and perform repairs within 24 hours of

discovery or notice of deficiency.

File NPDES Notice of Termination form with the MPCA and supply to the new homeowner the MPCA fact sheet Sediment and

Erosion Control for New Homeowners. (Copies of the NPDES Notice of Termination form and the fact sheet for Sediment and

Erosion Control for New Homeowners can be obtained from the above website.)

THAT ALL SILT FENCE, BIO-ROLLS, ROCK CONSTRUCTION ENTRANCE AND INLET PROTECTION IS IN

PLACE PRIOR TO FOOTING EXCAVATION.

NO BUILDING INSPECTION will be performed or City Services (i.e. water, sewer, electric) will be available without the appro-

priate erosion control.

APPLICABLE CITY CODES

Section 7.07 sub 3 Dumping on Streets (Paraphrased): It is a misdemeanor for any person to throw or deposit any dirt on any street.

It is also a violation to place or store any building material or waste resulting from building construction or demolition on any street.

Section 11.17 sub 5 Drainage Plans (Paraphrased): No land shall be developed and no use shall be permitted that results in water run

-off causing flooding, erosion or deposit of minerals on adjacent properties.

are in conformance with the approved grading plan. If there are any exceptions, they must be approved by

the Engineering Department prior to the submittal of this certificate.

1. Spot elevations as shown on the AS-BUILT grading plan and AS-BUILT certificate of survey is within

two tenths of a foot (+/- 0.2 feet).

City of Buffalo: Water and Sewer Services

Sewer and Water Installation

As of June 2006, water services are not allowed in the driveway. If the service stub is placed into the lot before home plans are

known, it shall be the responsibility of the homeowner or developer to adjust the building plans or to move the water service to

enable the property to come into compliance with the City's policy. This must be done before a certificate of occupancy will be

issued for the home.

It is the City policy, that the basement/foundation must be capped before installing sewer and water services. The only

exemptions to this policy are homes that are slab on grade or a basement/foundation that is walkout. Basements/foundations

must be capped from March 1st through October 15th, before sewer and water services may be installed. Any services put in

before the basement/foundation is capped are in violation of the City ordinance. This has been established to protect the

health, safety and integrity of our water and wastewater systems.

Water service lines maybe K copper or AWWA approved blue PE pipe 200 psi. Must be a minimum of 1 inch in size; larger

services must be shown and stated in engineer approved plans.

Sewer service lines must be schedule 40 material, 4 inch in size, unless otherwise stated in engineer approved plans. A cleanout

must be at a minimum every 100 lineal feet. The sanitary sewer lateral should be installed 3 feet away from the water lateral,

on the sewer downstream side.

Tracer wire must be installed on all water and sewer service lines. Sanitary sewer services must have a tracer wire attached to

the sewer service line, brought up and attached to a sewer tracer wire access box. The tracer wire standard is 12AWG solid CCS

with 30 mil HDPE rated 30 volt, direct bury only.

Curbstop boxes and tracer wire access boxes must be protected and kept marked during construction. If a subcontractor

damages any of these boxes or service lines, it is the general contractor's responsibility to make sure they are repaired. It is

also the general contractor's responsibility to make sure the curbstop boxes and tracer wire access boxes are brought up to

final grade. Spoil piles should not be placed on top of curbstop boxes and tracer wire access boxes. Curbstop boxes must be

blocked and contain a rod.

Surveys

Surveys for water and sewer hookups need to be arranged through the City Center, 763-682-1001. A 24 hour notice is required

to ensure a survey at your requested time. Surveys in NO WAY relieve the contractor from any liability associated with the

installation of the service lines, including water leaks.

Water Meters

Water meters are paid for when the building permit is issued. Residential meters are 3/4". One inch meters are also available

and in stock. Any other meters need to be ordered and are subject to a 2 day to a 4 week delivery. Once the meter comes in it

will be delivered to the City Center 212 Central Avenue, 763-682-1181 for pick up.

NOTE: This summary is to assist in answering frequently asked questions regarding sanitary sewer and water services. This

CITY OF BUFFALO SPECIFICATIONS FOR UNDERGROUND ELECTRICAL DISTRIBUTION TO INDUSTRIAL, COMMERCIAL, MULTI-RESIDENTIAL STRUCTURES

AND SUBDIVISION DEVELOPMENT Temporary Electrical Service: If electrical service has been installed to the property line, the Builder's electrician may install a temporary service in accordance with NEC requirements and City specifications. The Builder will be charged a connection fee of $75.00 when the temporary service is connected and billed on first utility bill. In order to energize service, the utility must have the blue copy of Minnesota State Board of Electricity affidavit. If a temporary extension of the City's electrical system is required to provide temporary service for construction or other purposes, the Builder or Developer shall request the Director of Utilities to make such extensions. If the Director of Utilities determines that the extension project is feasible, the City shall install such temporary facilities as are needed. The contractor or developer shall pay for all costs of labor and equipment necessary to install, maintain, and remove the temporary facilities, and for the costs of lost or unusable materials. Permanent Underground Electrical Service: Electrical service shall be installed in accordance with NEC requirements and City specifications. If electrical primary service is to be installed into the property with a pad mount transformer near the building, contact the Director of Utilities to make arrangements for service installation. The developer, general contractor or property owner will be charged 50% of the cost of these facilities upon completion of the work. The contractor shall provide and install the concrete transformer pad and any secondary wiring, including the connections within the transformer. Any contracted or site specific special construction needs or equipment; such as directional borings; jet cranes; etc. will be billed at a 100%. Electrical Metering: All other meter sockets shall meet City specifications for the type of service being metered and shall be furnished and installed by the electrical contractor. If current transformers (CT's) are required, the City will provide them. The CT compartment shall be furnished and installed by the electrician, who shall also install the CT's. Electric meters and CT wiring shall be furnished and installed by the City. Site Requirements: Underground electric facilities will not be installed until curb and gutter and boulevard grading have been completed, and lot corner monuments have been installed. Also, on industrial and commercial projects all site grading along the cable route must be completed prior to installation. Frost Conditions: In general, the City will not install underground electric facilities during the months when frost exists or when a freeze-thaw cycle is occurring. However, when circumstances exist that require such installation, the Utilities Director will determine one of the following: A. Install temporary overhead facilities to provide power to only those structures that will be constructed during the winter. The developer will then pay for installation and removal of temporary facilities. Occupancy permits will not be issued for any structure being served with temporary facilities. B. Install permanent underground electric facilities, using frost breaking equipment, after completion of curb and gutter, grading, and installation of lot corners (see Site Requirements above.) The service requester will then pay additional winter construction charges of one of the following options; Option I. An additional per lineal foot charge of $3.00 per foot over and above the normal summer construction costs. Option II. Any contracted or site specific special construction needs or equipment such as directional borings will be billed at a 100%. C. Postpone installation until the next spring. D. A workable combination of A, B, and/or C above.
