Board of Directors Report – M. Murphy (Director State Administration)

MOVED Newcastle seconded Nelson Bay that presentation of the Board report be spilt so each Director can speak to own section of report CARRIED Newcastle - regarding Finance Report, noted that the third column on page 74 of

meeting papers has no heading and asked that it be disclosed.

o J. Hahn (Director Finance) - column heading should be Variances to Budget.

Sutherland – With regards 2010 ANL, request the removal of the word “ideally” from

Team 2 (Blues) paragraph. Rationale for the removal is that it would then allow broader

selection. Last year players were only selected from the Waratah Cup, so that is a

material change.

o M. Murphy (Director State Administration) - not necessary to change the ANL

selection process at this time as the process for 2010 is now in place and will be

reviewed at the end of the year as part of the Board’s annual review.

Young - ? Date/time for Constitution Forum

o M. Murphy (Director State Administration) – Tuesday 30 March at ACC commencing at 7.30pm

9. General Business

(i) Presentation by Kath Tetley re OCF Partnership and Liz Ellis Foundation (ii) Northern Suburbs – would like to personally acknowledge Wendy Archer and everyone

from netball for their support in recent months. Pleased to advise Norths have registered this year 600 Netta players. Also like to introduce the new President – Maureen Sinclair

(iii) Manly – would like to acknowledge and congratulate Lyn Quinn on her OAM

(iv) Sapphire Coast – disappointed have lost part time Regional Co ordinators and now have

only 3 regional co-ordinators. Whilst applauding full-time Regional Co-ordinators, there is so much to be done and Sapphire Coast registered its disappointment that, despite great feedback, there is a lack of local regional support (Regional Co-ordinator based in Wagga).

- C. Campbell (General Manager) confirmed that one full time co-ordinator would be taking over 2 regions, formerly two 20 hour part timers, now one full-timer. Benefits of this decision include economies of scale and no diminished service, formerly part time employees were often doing work after hours and often with other netball responsibilities. Disappointed to hear that there is perception of diminished service.

Page 9: NEW SOUTH WALES NETBALL ASSOCIATION LIMITED NOTICE … · 2017-10-06 · Page 1 of 41 NEW SOUTH WALES NETBALL ASSOCIATION LIMITED NOTICE OF THE MAY COUNCIL MEETING Notice is hereby

www.netballnsw.com

(v) Sapphire Coast – are more full-time coordinators planned? Former part time co-

ordinators often worked more than 20 hours a week and Sapphire Coast would like their

dedication to be acknowledged.

- C. Campbell (General Manager) - Netball NSW was constrained by its commercial and

budget limitations

(vi) Sapphire Coast - note change that we now only select ANL players from Division 1 and

Division 2. Players, who because of grading problem are now in Division 3, are now

unable to try out for ANL and this is leading to leakage of members to other

associations.

- C. Campbell (General Manager) - there was broad consultation from the High

Performance Reference Panel but as previously advised this concept would be reviewed.

(vii) Hawkesbury - request a glossary of terms/acronyms, or same published on website,

(viii) Hawkesbury - disappointment that 17s Home and Away competition was not conducted

as Hawkesbury was looking to use the home and away concept to promote the growth

of State League. Would like to request Div 8 State League be played on a home and away

basis.

- W. Archer (President) – could not accept a motion for this suggestion as rules are

discussed at the November Council meeting and that is appropriate forum.

(ix) Northern Suburbs – congratulated NNSW on the successful Biennial Conference,

however based on cost, could the Conference Registration fee be split into different

elements, (pay per session concept) $330 fee is steep if only wishing to attend a couple

of sessions.

- C. Campbell (General Manager) - Netball NSW would take the suggestion into

consideration when planning for next conference.

(x) Eastwood Ryde - Can times of S/L games be notified to allow planning for player playing

in other competitions.

- L. Quinn OAM (Director Championship & Competitions) - advised that under the rules

of competition, Div 8 commences at 9am, other commencement times are 10.30, 1.30,

3pm, 4.30pm

(xi) Sutherland – at last rules forum advised by NNSW that a further forum would be held to

review the new grading process – has a date been set?

- W. Archer (President) - Board will discuss on Tuesday night; once dates are decided

Districts will be notified.

The President declared the meeting closed at 12.05pm

New South Wales Netball Association

Board of Directors Report to May Meeting

REVIEW OF NETBALL NSW CONSTITUTION The Constitution forum was going to be held on Tuesday 30 March but the gods (and Energy Australia) conspired against us and it was ultimately held on Tuesday 13 April. There were 15 District Association’s represented and the presentation and Q&A have been posted on our website. It is intended now to make the presentation across the regional and zone meetings during 2010, with further forums at the ACC scheduled for Tuesday 1 June and at the State Championships at 10am on Sunday 13 June. This will maximise opportunities for all Districts to gain a first hand understanding of the proposed new Constitution and hopefully, will eliminate individual interpretations being made regarding the document. From the Board’s perspective, it is pleasing to note that whilst discussion has been plentiful, all Directors have agreed the need for this new document as a whole and the individual clauses contained therein to provide the guidance for our company as we continue to move forward and strive to meet all our needs.

BOARD APPOINTMENTS The Board of Directors has made the following appointments following the March Annual General Meeting: NSW Olympic Committee Wendy Archer AM (President) and Neita Matthews OAM NSW Commonwealth Games Association Carol Murphy Sports Federation NSW Lyn Quinn OAM Umpires Operating Panel Alan Melville, Jason Baker, Lyn Pudarich, Rachel Hughes, Ann Tomaszweski, Duncan Lang, Collette Brennan, Allison Gill

Technical Services Strategic Panel The Board made the decision that the Technical Services Strategic Panel was not required to be appointed in 2010 as NNSW has in place the High Performance Reference Group and the newly restructured MOUT to meet the strategic needs of the Board and the Association. UMEC Representative to Netball Australia Jan Simpson Honorary Historian Lyn Burgess Tribunal Panel(s) Current members were reappointed for 2010. The Board appointments to each Tribunal, are Rodney Watson – Appeals Tribunal and John Hahn – Discipline Tribunal. BOARD SUB COMMITTEES PERFORMANCE AND REMUNERATION: - M. Murphy, J. Hahn, W. Archer, C. Campbell AUDIT & RISK: - W. Archer, R. Watson, M. Murphy

EDUCATION & SERVICE DELIVERY - R. Watson, J. Hahn, L. Quinn, R. Havrlent

STRATEGIC DEVELOPMENT & CORPORATE COMMUNICATION - W. Archer, C. Murphy, M. Murphy NETBALL NSW NEW FACILITY Over the past 3-4 years we have been working to obtain funding for a new “home of netball” in the Blacktown area. Council has received periodic updates on the work done on our “Netball in the Park” concept but finally we have to admit defeat and we have revised our plans. Netball in NSW deserves a home that will meet its needs and the needs of our members. As such, and following discussions with the Minister for Sport, we have received a “warmish” but positive response for funding to re-develop the Anne Clark Centre. Working in partnership with Parramatta Auburn Association, we are looking at a full re-development which will include 5 indoor courts plus a stadium show court and outside courts to meet Parramatta Auburn’s ongoing needs. Additionally, we are including state of the art player facilities and also administration and social facilities. We are also conscious of the need to ensure our new facility in sustainable and we have had preliminary discussions with Scott Carver Pty Ltd, architects engaged to develop preliminary concept plans, regarding air circulation and the use of natural light. In all we are excited about this new plan and right now we are holding meetings with the Minister to get a firm commitment to obtain funding for this project before once again meeting with Parramatta Auburn to develop a formal arrangement moving forward. Again our position is that no levy or such

Page 17: NEW SOUTH WALES NETBALL ASSOCIATION LIMITED NOTICE … · 2017-10-06 · Page 1 of 41 NEW SOUTH WALES NETBALL ASSOCIATION LIMITED NOTICE OF THE MAY COUNCIL MEETING Notice is hereby

www.netballnsw.com

will be placed on any member to pay for this re-development, but that it will be fully funded and culminate in a facility that will take us forward for the next 30 years. THE NSW SWIFTS RISE AGAIN What a great start to the season our NSW Swift are having. Four wins from four games and great crowds supporting the home games in Sydney and Newcastle. Our new players, NSW Assistant Coach and new Manager are all working well led by Head Coach Julie Fitzgerald and Captain Catherine Cox. We can only wish them continuing success and give our vocal support at every opportunity including our next home game on Sunday 2 May against the Melbourne Vixens. 2010 STATE TEAMS The 17 & Under and 19 & Under teams competed at the National Championships in April with both teams reaching the grand finals. The 17’s were narrowly defeated 23-24 in the dying minutes of the game by Victoria and the 19’s were also unlucky going down to Queensland 24-27. Our players performed fantastically well and the following were selected into the Australian Squads: Anita Blanco (Penrith) Hannah Lee (Sutherland Shire), Taylah Davies (Illawarra), Amy Sommerville (Eastwood Ryde) and Courtney Torpy (Blacktown) were selected in the 17 & Under squad of 20. Nicola Gray, Sophie Metcalfe (Manly-Warringah), Samantha Poolman (Newcastle), Verity Simmons (Grafton), Gabi Simpson (Randwick) and Melissa Tallent (Sutherland Shire) were selected in the 19 & Under squad of 20. 2010 STATE AND STATE AGE CHAMPIONSHIPS The dates draw near for the State and State Age Championships and our host Associations, Campbelltown, and the Hunter are working hard to ensure that once again these events run smoothly. Entries for the State Championships have closed and grading is proceeding. The Head of Venue for this event will be Michele Murphy with John Hahn Convenor of the Discipline Panel and Rodney Watson Convenor of the Appeals Panel. The State Age Championships continues to grow and this year we have expanded to four venues. Logistically a challenge but as an organization we will succeed. Again, we will have a Head of Avenue at each site supported by both the Championships & Competitions Committee and our staff. REPORT TO MAY COUNCIL MEETING APPOINTMENTS PANEL – W. ARCHER (PRESIDENT) CONVENOR

No appointments made by Panel since March report The 2010 ANL appointments for the Assistant Coach and Manager have commenced with the close of EOI’s. Interviews will be conducted in the latter part of May. REPORT TO MAY COUNCIL MEETING CHAMPIONSHIPS & COMPETITIONS COMMITTEE – L. QUINN CONVENOR

As advised through the last report there is now a National Accreditation scheme in place for timers and scorers. This scheme consists of three levels – Level 1 for State League, Level 2 for National competitions and Level 3 for International competitions. Lynn Quinn and Yvonne Richardson attended the Presenters and Assessors course in Melbourne on February 27 2010. It is intended to phase in the new scheme over the next two years as there is a higher level of experience needed to attain the accreditation levels. Netball NSW approved courses were held at Anne Clark Centre on the following dates and approximately 150 people were in attendance - Wednesday 24 February, Wednesday 10 March, Thursday 18 March, Wednesday 14 April, Wednesday 28 April Although there have been a large number of people who have attended the “approved” course over the past four years, it would appear that districts are still having problems with providing personnel for the score benches each week. There is a $50 fine for not supplying a qualified person for score bench duties when allocated. This includes that the bench personnel must wear correct footwear – there are still a number of personnel who turn up in thongs or high heels. Anyone one wishing to achieve the new National Accreditation should advise of their interest and arrangement can be made to start a training program during the current State League competition. Committee members are on duty each night and every Saturday during the State League season so speak to them if you wish further information.

ANZ Championship

The ANZ Championship season has commenced and the score bench personnel are in place and servicing this competition. REPORT TO MAY COUNCIL MEETING FINANCE COMMITTEE – J. HAHN CONVENOR

NIL REPORT REPORT TO MAY COUNCIL MEETING SPORTS MARKETING COMMITTEE – C MURPHY CONVENOR

Our last meeting was held 17th February 2010, with discussion focusing on ways to fulfil the Committee’s objectives of promoting netball in NSW and assisting Districts in attracting and keeping volunteers. We were very pleased with the number of Districts who supported the ‘letsplaynetball’ campaign, with a number of Districts actually purchasing a second banner on top of the one provided free of charge from Netball NSW. We believe this initiative is a big step forward in attracting members to netball, and greatly appreciate the support and implementation of the idea from the Marketing and Communications Manager and her team. To see our vision become a reality and to hear Kim Green

doing the ads on radio was a great boost for everyone involved with netball, and the Marketing team have decided to promote this campaign again early in 2011. Our next project is to create a questionnaire to send to Districts to ask their experience in dealing with 3 specific areas of netball: Volunteers, Sponsorship and Marketing. When the Committee receive the answers to these questions, we plan to put together a brochure incorporating ideas from all over the State which can be used by Districts to assist them in the areas mentioned above. We have met with Kath Tetley, and her team are putting together some information to assist us in making this questionnaire viable. There was also discussion on whether there should be a new level of volunteer acknowledgement from Netball NSW, but on talking this over with the Board it was decided that each District has the ability to acknowledge their volunteers in their own way. Finance Report Council Meeting

May 2010.

At the end of March 2010 we have approx 17,175 registered members on the NMAS data base. A number of Associations have already registered a majority of their members on the NMAS system. I would ask that Associations whom have not registered any members please do so as soon as possible. The NMAS training program has been held in a number of regions already this year and will be ongoing in 2010 to educate associations on the system. This is in preparation for all member registrations to be on the NMAS system in 2011. The Profit and Loss report to the end of March shows that income and expenditure cost centre’s are within budget forecasts. Director Finance John Hahn

It is with pleasure to present you the following report for the period between March and May 2010. It has been a wonderful start to the netball season for all. The NSW Swifts are burning up the court in the ANZ Championship, our Underage State Teams finishing second at Nationals in Adelaide and the commencement of the DOOLEYS State League competition. With the netball season now well and truly under way we have thousands of Coaches, Umpires and Players taking to the courts each week. I would like to take this opportunity to wish you all the best for the season ahead. DOOLEY’S State League Grading Sutherland Shire Netball Association requested a legal review as per 5.2.3 of the Appeal Tribunal Policy and Procedures. I facilitated this review through a solicitor appointed to the Netball NSW Legal Panel. The solicitor found that there was no evidence submitted by Sutherland to ‘prove’ that there has been a denial of natural justice and/or procedural fairness in the Appeals Tribunals process. 2010 HOLDEN State Championships 2010 State Championships – June 12, 13, 14

After the success of the recent Sydney 2009 World Masters Games, which saw Netball NSW host the 120-team strong netball tournament, it is apparent that there is an opportunity to capitalise on the “Masters” event concept and add to the playing opportunities available to our members aged 35 years and older. The Netball NSW Masters Event will be separate to the existing Netball NSW State Championships event. It will focus on creating social opportunities and by deliberately placing an emphasis of the tournament on participation, as opposed to fostering a tournament atmosphere that focuses on winning and results. The proposed Masters event is designed to balance equally the playing of netball and the competition aspect of the tournament with opportunities for competitors to socialise and enjoy the tournament away from the netball court.

Date: Saturday 23 & 24 October 2010

Anne Clark Centre, Lidcombe

Social evening – Saturday 23 October – Free for competitors

The event is open to any player who is a financial member of Netball NSW or relevant Netball Australia member organisation who meets the minimum age requirement.

The Competition played in three division – Over 35, Over 40 and Over 45

Cost: $70.00 per player

Expressions of interest for teams close Friday 30 July.

Discussions with NSW Sport & Recreation regarding the Barwon Darling Netball Club who eventually wish to become an Association have taken place. Bourke Association have agreed to allow Barwon Darling to affiliate with them until such time as they are ready to apply to Council to become an Association in their own right. Below is an explanation of discussions between Barwon Darling and Bourke Netball Association. The Barwon Darling Sports Committee would like to become an affiliated netball club with the Bourke Netball Association. As a result, the Barwon Darling players can be registered, through the Bourke Association, with Netball NSW. The Barwon Darling Sports Committee can help the players apply for Murdi Paaki Small Grants. Grant applications can be made up of the Bourke Netball Association fees, Netball NSW registration fees and travel expenses. Barwon Darling presentation of Model Association. Barwon Darling Sports Committee is a team of people and agencies working to strengthen communities through sport and education. Barwon Darling Sports Committee is presenting a model for a sporting Association that is supported by Regional Assembly. Towns include Bourke, Brewarrina, Lightning Ridge, Goodooga, Warren, Collarenebri, Walgett, Coonamble, and Gulargambone. Each community would set up a Barwon Darling Sports Committee with representatives from each existing sporting clubs, young leaders, community members, Duke of Edinburgh participants, Community Working Party member and anyone the community wishes to have on the committee. Existing Sporting Clubs in Lightning Ridge are Gymnastics, football, soccer, swimming, golf, cricket and motorbike. This committee would be looking out for the best interests of all sports and be a sub – committee of the newly formed Barwon Darling Association. It will have elected President, Vice President, Secretary, Treasurer, etc and a representative to sit on the Barwon Darling Association. The Barwon Darling Association will be incorporated with Regional Assembly. Regional Assembly will provide secretariat and grant support and a constitution. The community sub – committees will have the power to add their own by-laws that will work in their town. Advantages to being part of the association are: Insurance is covered by Regional Assembly for sports not affiliated with their peak sporting body. Inter – town competitions will be easier to organise, increasing participation opportunities for community members and stop different sports being on the same weekends in different locations. Help with sourcing grants and funding (grants are looked upon more favourably when there is a united community that has prioritised their needs) A united committee is stronger force when dealing with government agencies. Transport arrangements will become easier and more cost effective National Championships National Championships has just concluded with both the 19/U & 17/U State Teams returning home as runners up in their respective age groups.

State League 5 – 8 Division 5-8 Umpire allocations been complete, and have been sent to all associations involved in these divisions. The Umpires allocation for Divisions 5-8 will also be on our website under DOOLEYS State League fixture; “Division 5 – 8 DOOLEYS State League Umpires fixture” Umpires will never be allocated to their own associations so if you see this in the fixtures please contact Jan Simpson as soon as possible so we can make the appropriate changes. Marketing & Communications Council Meeting Report May 2010 Association News We would like to thank all Associations who have been providing us with news and updates from “grass roots” netball. Whether they are clinic stories, milestones such as Association or club birthdays, or record breaking registrations, they are all very welcome and make for great content both online and for local news. Please keep them coming. State Age and the Oncology Children’s Foundation Thank you to those Associations who have participated in the “teddy bear” fundraising initiative with the State Age Championships and official charity partner the Oncology Children’s Foundation (www.ocf.com.au). It is not too late to place an order with OCF directly by calling (02) 8394 7777. Almost every day we receive an enquiry from the public regarding the initiative which is testament to the spirit of our wonderful sport. 2010 State Age and HOLDEN State Championship Merchandise The 2010 ranges are available to order and view online. I encourage all participants to order their merchandise online now, for either early delivery or PICK UP at the specific event. Pre-purchasing will save you time and energy at the event itself. www.netballnsw.com > online shop > 2010 MyNetball My Netball will again provide members with benefits in 2010. Netball NSW and Netball Australia will take part in both on online (e-news mail out) and a hard mail out (for those we do not email addresses for) to registered netballers in 2010. MyNetball is an evolving program and all feedback is very welcome – please direct your comments and thoughts to Rosa Comis ([email protected]) Alumni Program Our first edition of the Netball NSW Alumni magazine has been produced and postal mailed. I would like to take this opportunity to thank Susan Pratley for her hard work and passion for this project – it is a huge task and one which will have many challenges. game on Sunday 2 May. We hope that they are a huge success and can start the continued expansion of the program and its activities with our important Alumnus. Our challenge for the program is finding and starting to communicate with people who form the Netball NSW Alumni – players, coaches, umpires and officials of NSW state teams, ESSO league, mobile league, CBT and ANZ Championship teams. To help this we have even create a FACEbook page – in order to encourage interaction.

Appeals Tribunal REPORT TO MAY COUNCIL MEETING – 11 MAY 2010

1. Following the lodgement of late registrations by Sutherland Shire Netball Association and Hills District Netball Association both District Associations sought a review of the grading of their teams as follows:

2. (i) Sutherland Shire sought regrading from Division 3 to Division 2, (ii) Hills District sought confirmation of grading in Division 2, and (iii) Sutherland Shire sought regrading from Division 4 to Division 3.

3. As a consequence of these requests the Grading Panel convened on 26 March 2010 and in accordance with Clause 25 of the Grading Procedures made the following grading decisions:

(i) The Sutherland Shire team currently graded in Division 3 was regraded into Division 2. (ii) The Hills District team currently graded in Division 2 was confirmed as being in Division

2. (iii) Having regard to Clause 5 of the Grading Procedures the Illawarra Division 2 team was

regraded into Division 3. (iv) The Sutherland Shire team currently graded in Division 4 was regraded into Division 3. (v) Having regard to Clause 5 of the Grading Procedures the Camden and District team

graded in Division 3 was regraded into Division 4.

4. Clause 25 of the rules states:

“There shall be no late registration of players accepted between the close of entries and one week before the commencement of the competition. Any late registrations received before the commencement of the competition will result in a re-assessment of the grading for that team. Where a team is re-graded that decision is non-appellable.”

Clause 5 of the rules states:

“Ten (10) teams will be graded into the top five (5) open divisions. For the remaining open divisions there is to be a minimum of eight (8) teams graded into each Division having regard to the provision of a balanced competition. Where it is not possible to grade a minimum of eight (8) teams in an open division those teams unable to be graded will be balloted out.”

5. Illawarra Netball Association sought to appeal the decision of the Grading Panel and in doing so claimed precedent for 11 teams to be included in Division 2 of the competition.

6. As Clauses 5 and 25 are absolute the appeal was not accepted.

1. Meeting with ANZ MO CEO/GM in relation to the TPA – further discussions in relation to wording of particular clauses. Wording to be forwarded to Sparke Helmore for final consideration.

2. AGM Wanda Sipa from the Australian Sports Commission was welcomed to the meeting.

President’s Address was given highlighting the successes of 2009 – Under 21’s World Champions, Melbourne Vixens (ANZ Champions), Melbourne Fury (ANL Champions), NSW (19’s and 21’s Champions), SA (17’s Champions), the release of the Crawford Report, Hall of Fame Inductees, Anne Clark, Lorna McConchie, Gwen Benzie, Jill McIntosh, Gaye Teede, Michelle den Dekker; the Australian Diamonds 3-2 test series win over the Kiwis. Financial reports were received and the Directors remuneration for the coming year was confirmed without change. KPMG confirmed as Auditor. Election of President – Noeleen Dix confirmed. Election of Director – Jan Sutherland confirmed. An election was held for each position even though there was only one nomination for each position.

3. Strategic Forum - Saturday AIS Program / 21’s / ANL Natalie Wright-Boyd presented on the AIS Program. Suffice to say it is very different and a move away from what has been the program in the past. We have requested a copy of the presentation in totality so that our High Performance Coaching Group to meet and discuss the program and provide the Board with their input on the program to be passed back to NA. There was discussion again around the 21’s and its place in the pathway. The majority of MO’s (7 from 8) indicated that they would be entering a team in 2010. There was not the same certainty for the competition after this year. The future of the 21’s will be decided by 10th July this year. ANL – there doesn’t appear to be a lot of certainty around the future format of the ANL and little information was given. There was lengthy discussion on the membership categories – with particular reference to Netta / Modified / NetSetGo / Junior – there is to be further work and consultation done on these categories.

It was noted that NA will be bidding for the 2015 World Championships.

4. Strategic Forum – Sunday Sue Kelsell facilitated the day with the workshop on the next three year cycle 2011-2014. A very comprehensive workshop with the following priorities being listed for the next cycle. This list does not include the continuing work on “One Brand” and “NetSetGo” and is in no particular order: - broaden membership - schools program - online community - netball infrastructure - volunteers A full report will be provided by NA on the weekend and the strategic plan moving forward following the work done.
