Stocks take 2nd biggest jump in 7 years, turnover 12-month high
The country’s prime bourse on Sunday gained 3.71%, the second biggest since the broad
index was introduced seven years ago, under the impacts of post office savings tools rate cut
and banks' special fund for stock market.
DSEX, the key index of Dhaka Stock Exchange (DSE), gained 169.54 points or 3.71% on the
day to end at 4,734.15 points.
The index was launched on January 27, 2013 with 4,056 as base points. The first biggest gain
of the index in a single day was 234.23 points on January 19, 2020.
Sunday's turnover stood at Tk916 crore, up by 25% over previous day’s mark of Tk730 crore.
It happens to be the biggest single-day transaction in the last 12 months since February 14,
last year, when the turnover totaled a record Tk932 crore.
Market insiders said the central bank’s supportive measures coupled with government moves
to divest shares of selected state-owned entities boosted investor’ confidence in the market.

The news that Asian Development Bank (ADB) would lend $170 million more to assist the
country’s ongoing capital market reforms also encouraged the investors, they said.
High official of top brokerage houses, talking to Dhaka Tribune, as the interest rate on
savings in post office was halved, people would feel encouraged to invest in stock market.
Bangladesh Bank on February 10 issued a circular, allowing scheduled banks to form a
special fund of Tk200crore each for investment in the capital market.
The fund can be drawn from the bank’s own resources or borrowing money from the central
bank through Treasury bill or bond repurchase agreements or repos at a 5% interest rate.
These initiatives opened up an opportunity to bring a fresh investment of Tk12,000 crore
from all 60 banks in the country, market operators said.
Beside, the Asian Development Bank (ADB) on Saturday approved a second tranche loan of
$170 million to conclude the Third Capital Market Development Program in Bangladesh.
UCB Capital Management Limited in its daily market commentary said that the market
advanced 3.7% riding on large caps such as Brac Bank, Square Pharma and BATBC.
“Liquidity support fund by the Bangladesh Bank and interest rate slash on fixed deposit of
post office has paved the way for new investment in the market,” it also said.
All major sectors including bank, pharmaceuticals, telecommunication, food, energy, textile,
engineering and life insurance increased on Sunday.
The market-cap of the DSE also rose by Tk8,465 crore to Tk3,55,531 crore, from Tk3,47,066
crore in the previous session.
EBL Securities Limited in its daily market commentary said that the market gained further
momentum on Sunday as investors showed frenetic enthusiasm to inject new funds in the
market in the hope of capital gain in the ongoing bull run.
Two other indices of Dhaka bourse also ended higher. The DS30 index, comprising blue
chips, rose 169.54 points to finish at 1,592 and the DSE Shariah Index soared 29.92 points to
close at 1,045.
Among the traded issues, 293 gained, 40 declined and 23 remained unchanged during the
session in DSE.
LafargeHolcim Bangladesh Limited secured the leadership position on the top turnover chart.
Orion Infusion Limited secured the highest gain of 10% during the session. Alltex Industries
turned out to be the worst loser with its price declining 7.86%.
The port city’s bourse, Chittagong Stock Exchange, also ended in upswing mood. The
selected index, CSCX, and all share price index, CASPI, advanced by 325.7 and 533.7 points
respectively.

DSE, CSE managing directors hold meeting
in Dhaka

Chittagong Stock Exchange (CSE) managing director (MD) Mamun-ur-Rashid paid a
courtesy call on Dhaka Stock Exchange (DSE) MD Kazi Sanaul Haque at latter's office in
Dhaka.
In the meeting held at DSE office in the capital city's Nikunja area on Sunday, they discussed
various issues related to the country's stock market, said a press release.
The top executives of DSE and CSE agreed to do their tasks in the DSE and CSE in
cooperate with each other for the development of share market.
Both of them also reached a consensus that they will boost up such mutual cooperation
regarding the issues.

Stocks jump 3.7% on further liquidity drive

It seems investors have been flocking to the stock market to buy shares, which has helped the
market see over a Tk900-crore transaction after more than a year.
As a result, DSEX, the benchmark index of the Dhaka Stock Exchange, rose 3.71 percent to
close the day at 4,734 points.
But analysts questioned: Will this buoyancy continue or will it fade away like it did several
times in the last few years?
"Some recent steps taken by the government might have encouraged investors – both
individual and institutional – to pour their money into the market," said a senior official of a
merchant bank.
"Also, the prices of many shares were very lucrative for purchase," he added.
The government decision to halve the interest rate against postal savings schemes within 6
percent has played an important role to this end. Investors believe the reduced return in the
popular savings instrument will drive more money into stocks in the future.
The boost comes on top of a recent formula by the Bangladesh Bank to equip each
commercial bank with an opportunity to put up to Tk200 crore into the capital market until
February 2025.

This new investment, to be made through their own portfolios and that of other market
intermediaries who will borrow from the special fund, will be excluded from banks' regular
market exposure.
Sunday witnessed the key appetite for stocks among retail investors, who jumped to grab
some shares at any cost.
Meanwhile, buy orders from institutional portfolios have had a disciplined growth instead of
sharp spikes, said floor traders.
The Business Standard spoke to some top equity research teams who expressed their cautious
optimism on the market scenario.
"It has been a liquidity driven rally till now. We are facing the same qualitative problems
within the banking sector and no significant improvement is apparent in the fundamental
front," said a research team member who is also a Chartered Financial Analyst.
He added that they are cautiously analysing phenomena such as the possible impact of
interest rate capping on both the banks' profitability and on the economy, government
borrowing and private sector credit growth, government's move for deposition of idle money
in state entities, and more importantly, external events that may impact the economy and
corporate profitability.
"It is too early to comment on the points. We are observing banks' appetites for putting new
money into stocks based on the Bangladesh Bank outline," the expert said seeking
anonymity.
He grossly agrees to the undervalued situation discourse, but is interested to focus on
fundamentally sound shares and stay away from short term hypes.
"We are mindful that any sudden overheating results in correction," another market analyst at
a different brokerage firm explained his view on the sustainability of the current rally. He
prefers to see market movements in gradual phases.
The blue-chip index DS30 increased 3.62 percent while the Shariah Index DSES lagged
behind with a 2.86 percent daily hike.
The premier bourse recorded a turnover of Tk916.26 crore. Daily turnover crossed Tk900
crore for the first time since February 14 last year.
Meanwhile, despite above average activities, the Chittagong Stock Exchange saw a slump in
trading on Sunday because of a big spike in the previous session. All the indices at the port
city bourse gained more than 3 percent on Sunday.
No sectors lost market capital on Sunday and banking stocks gained the maximum at 5.73
percent, followed by IT, textile, service and real estate, engineering and pharmaceuticals.

Securities regulator rejects 3 IPO
applications

The Bangladesh Securities and Exchange Commission (BSEC) has recently rejected the
Initial Public Offering (IPO) applications of three companies.
The companies are PEB Steel Alliance Ltd, Achia Sea Foods Ltd and Union Insurance
Company Ltd.
Besides, Meera Agro Inputs Ltd – a small-cap company – withdrew its IPO application last
week.
BSEC officials said the companies did not comply with the Public Issue Rules and
Companies Act-1994.
They also violated rules while preparing their audited financial statements, which were
submitted with the IPO application, the securities regulator said.
Related issue managers claimed that the problems identified by the BSEC are solvable but
the securities regulator rejected their applications all together. So these companies have to
apply again.
PEB Steel Alliance
On October 21, 2018, PEB Steel Alliance Ltd applied to BSEC for raising Tk15 crore as
capital by issuing 1.50 crore ordinary shares in the capital market.
The company wanted to procure machinery, expand its factory and repay bank loans with the
raised capital.

BSEC sources said the company did not comply with the International Accounting Standard-
16 while preparing the financial statements. Specifically, the company did not evaluate
property, plant and equipment depreciation as per the rules.
The company also violated the Companies Act 1994 by not referring to its foreign branch's
information in the audited financial statements.
PEB Steel Alliance specialises in design, fabrication, and erection of pre-engineered steel
buildings for factories, warehouses, showrooms, commercial, trade centers, supermarkets,
sports stadiums, exhibition halls, and aircraft hangars, etc.
Achia Sea Foods
Achia Sea Foods Ltd submitted an application to the BSEC to issue 2 crore ordinary shares at
face value for raising Tk20 crore as capital. It wanted to procure machinery and equipment,
develop land and repay bank loans with that fund.
The company could not submit the valid certificate from the Department of Environment and
some other necessary documents.
Achia is a shrimp producer in the frozen food processing industry of Bangladesh. It was
launched on December 27, 1993 as a private limited company.
Union Insurance
Union Insurance Company Ltd applied to the securities regulator for raising Tk16 crore
capital by issuing 1.60 crore ordinary shares in the capital market.
The company aimed to invest in FDR (fixed deposit receipts), in the capital market and
purchase floor space.
But the insurance company's present paid-up capital is Tk25.55 crore and its proposed IPO
size was Tk16 crore, which would have resulted in a post-IPO paid-up capital amounting to
Tk41.55 crore. This does not comply with the amended Public Issue Rule 2019.
According to amended rule, a company's offer has to be at least an amount equivalent to 10
percent of its paid-up capital or Tk30 crore at par value – whichever is higher – provided that
post-IPO paid-up capital shall not be less than Tk50 crore.
"Recently we submitted the application to the securities commission with relevant
documents. But till we did not get any letter about this matter," said Emam Hossain, Union
Insurance's issue manager and managing director of Sonar Bangla Capital Management.
Union Insurance Company Ltd was launched in Bangladesh as a public limited company on
August 24, 2000.
The company's principal products and services are insurance for fire accidental damage on
property, marine cargo, motor, liability and engineering projects.

The Meera Agro Inputs Ltd, a seed processing company, applied to the securities regulator
for raising capital Tk5 crore through Dhaka Stock Exchange's small-cap board by issuing 50
lakh ordinary shares.
The company wanted to utilise the fund for land development, working capital and business
development of its existing projects.
But the company submitted a fake audit financial statement to the regulator, claimed a DSE
source.
Before the securities regulator's action in this regard, the company has withdrawn its
Qualified Investor Offering (QIO) proposal from the BSEC.
Meera Agro sells seeds of rice, maize, cauliflower, cabbage, carrot, bitter gourd, tomato,
watermelon, cucumber, chili, kohlrabi, and radish in the local market.
