Many cases have been recorded where money generated through the drugs trade has been used to fund various insurgent and terrorist movements in Punjab, Jammu and Kashmir and the Northeast. Trans-border crimes

preventing i l legal crossing. Crossing by people and goods takes place through designate land customs stations and immigration check posts situated along the borders. With its high rate of growth, the Indian economy has been attracting a huge amount of trade and investment as well as the increased movement of people and cargo across the borders in recent years. Bearing these in mind, attention is being given to facilitate the smooth flow of legitimate goods and people while at the same time keeping a record of such crossings. In this regard, three land customs stations are in various stages of being upgraded as integrated check posts. These integrated check posts house, under a single roof, representatives from all the regulatory and security agencies such as the customs, immigration, narcotics, phytosanitary and state police, making the clearance of passengers and cargo easier and hassle free.

Developing the border areas

To address the developmental needs of the border population, to wean them away from indulging in illegal activities as well as to instill a sense of security in them, various border development programmes have been undertaken by the government. The most important of these has been the Border Areas Development Programme, which covers 358 blocks in 96 border districts of 17 states. In addition, border t rade is a lso being encouraged as an alternative means of livelihood for the border people. The idea is to allow the border people to trade their surplus produce in exchange for essential commodities.

Hindi has been suggested in our Constitution as the link language for Central and official purposes. As I have said earlier, I want English to continue here for many purposes, and it may even be a link language, for example, between individual thinkers, literary men and authors. But the normal link language for India cannot be English. The normal link language has to be an Indian language, and of all the Indian languages, only Hindi is feasible. the borders. Towards this end, strategic roads are being constructed along different borders: 804 km along the India-China border, 1377 km along the India-Nepal border and 3 13 km along the India-Bhutan border.

In addition, various road and rail links which got severed during partition or during the subsequent wars with Pakistan have also being restored. These include the Munabao-Khokhrapar rail line, the Dhaka-Agartala rail link, the Muzzafarabad-Srinagar road link, and the Moreh Kalemyo road link. A number of new trans-border roads and railways projects such as the Trilateral and the Asian Highways have also been initiated to improve cross-border connectivity.

Cooperation with Neighbours

To effectively guard and manage the borders, it is important to solicit the cooperation of neighbours. In this regard, India has been interacting with neighbouring countries at various levels through institutionalized interactions. These interactions are held between ministers, government officials, border guarding forces and surveyors general of India and neighbouring countries regularly. For example, home secretaries meet annually to discuss bilateral border security and management issues. Similarly, the Directors General of the Border Security Force and the Pakistan Rangers as well as the Coast Guard of India regularly interact with the Pakistan Rangers and the Maritime Security Agency respectively, to discuss and resolve various issues relating to border management and coastal security.

In addition, to discuss various border disputes and to provide a framework for the solution of these problems India and its neighbours have constituted Joint Boundary Working Groups. For instance, India has constituted two Joint Boundary Working Groups with Bangladesh, one to look after the demarcation issue and another to look into the issue of enclaves and adverse possessions. Similarly, India constituted the Joint Technical Level Boundary Committee (JTLBC) with Nepal in 1981, and it has been successful in delineating 98 per cent of the India-Nepal border. These bilateral interactions have been quite effective in sensitizing India's neighbours about threats and challenges that India faces from across the border and eliciting support to address them.

37TH ANNIVERSARY CELEBRATION OF THE NEHRU PLANETARIUM

To mark the 37th Anniversary of the Nehru Planetarium, following contests were organized. Given below were the results of various competitions held during 25 February 2014 to 1 March 2014. The concluding function of the 37th Anniversary Celebrations of Nehru Planetarium was held on Sunday, 2 March 2014 at 5 pm. at Hall of Quest, Basement Nehru Planetarium.

Padmashree Dr. Ramakrishna v. Hosur, Director, UoM-DAE Centre for Excellence in Basic Science (CEBS), University of Mumbai Campus, Kalina, Mumbai, was the Chief Guest. He addressed the winners and gave away the prizes. Mr. Satish Sahney, Chief Executive, Nehru Centre; Mr. S. K. Kulkarni, Director (Finance and Administration), Nehru Centre and Mr. Arvind Paranjpye, Director Nehru Planetarium were also present.

In the month of April 2014, Jupiter, the gas giant and the largest planet of our solar system can be seen right overhead as soon as it gets dark.

In Roman mythology Jupiter is the king of gods and god of sky and thunder. It is called Bruhaspati or Guru in India and known as Deva-guru or Guru of gods. Bruhaspati is also the “lord of prayer and devotion”. This planet has a very special place in history of not just astronomy but also of science. In the month of January, 1610 Galileo Galilee, the Italian astronomer became the first man to observe this planet using a telescope and discovered it’s four moons or satellites. This was the period when the scientists had started questioning if indeed the Earth was the centre of the universe or the centre lies at the Sun. Galileo’s observations of the Moons of Jupiter

was the beginning of the observational evidences suggesting that the Earth is not the centre of the universe. (That the Universe has no centre was realized much later.) The mass of this fifth planet from the Sun is about two and a half times the mass of all the other planets in the Solar System combined. But its own mass is just about one-thousandth of the solar mass. Jupiter has 67 satellites but its fifth one, Amalthea, was discovered in 1892 nearly 300 years after the discovery of first four moon by Galileo. These four moon – Io, Europa, Ganymede and Calisto can be seen easily using simple amateur telescopes. Composition of Jupiter is very similar to that of the Sun. It is nearly 90% hydrogen (molecular) and about 10% helium with small amount of methane, ammonia, hydrogen sulphide, etc. (all put together amounts to less than half a percent).

One can also observe atmospheric bands on the disk of the planet. When the sky is clear one can see as many as four bands from a city like Mumbai. The most interesting feature on the surface of Jupiter is its Great Red Spot is what is termed as an anticyclonic storm. It is nearly twice as big as the Earth. It is not known how or why it started but it has been observed for last 200 years.

LDR is a multimedia performance that deals with the rootlessness and lack of sense of belonging of those that choose displacement for themselves-either going abroad for better economic prospects, divided by time and circumstance from their moorings and loved ones.

LIBRARYThe library, since it has been newly revamped, is fast emerging into a popular resource centre amongst a variety of people from students, scholars and researchers to casual visitors who come to see the Discovery of India exposition. We have got excellent feedback from most readers. They have appreciated the efforts of the Centre to create an outstanding one-stop resource centre where people can read books, journals or newspapers, listen to audios, watch videos or browse the Internet. There is special interest among readers for the online catalogue as it apprises them in detail about the library’s collection. There is a lot of interest in our efforts to reach out to readers all over the world through the use of technology in the Web Online Public Access Catalogue. Students are happy that they can refer to the catalogue from their homes before coming to the library for reference work. Post graduate students have started using the specially created research areas in the reading room.

There is an overall positive feedback not only from the citizens of Mumbai, but also from other parts of the country and abroad.
