Die nächste Generalversammlung der Internationalen Kommission fürStadtgeschichte findet auf Einladung von Professor Dr. Peter JOHANEK vom 22.-25.September 2004 in Münster statt. Die begleitende Fachtagung wird zusammen mitdem Institut für vergleichende Stadtgeschichte an der Universität Münsterorganisiert. Kommissionsmitglieder, die Interesse haben, in Münster zu unsermFünf-Jahres-Thema Imago urbis einen Vortrag zu halten, sind gebeten sich mit Prof.Dr. P. Johanek direkt in Verbindung zu setzen. Voraussichtlich wird die Tagung amMittwoch, den 25. September gegen Mittag beginnen und am Samstag mit einerExkursion abschließen, so dass der Sonntag, 26. September 2004 Abreisetag seinwird. Das genaue Programm wird den Kommissionsmitgliedern später zugestelltwerden.

La prochaine assemblée générale de la Commission internationale pour l’histoiredes villes aura lieu sur invitation du professeur Peter Johanek du 22 au 25septembre 2004 à Munster (RFA). La conférence scientifique sera organisée encoopération avec le Institut für vergleichende Stadtgeschichte à l’université deMunster. Des membres de notre commission qui voudraient présenter unecommunication sur notre thème quinquennal Imago urbis sont priés de contacterdirectement le professeur Johanek. Le colloque débutera sans doute le mercredi 22septembre vers midi et se clôturera le samedi par une excursion. Le jour desdéparts sera donc le dimanche, 26 septembre 2004. Le programme détaillé seracommuniqué aux membres de la commission dès que possible.

The next general assembly of the International Commission for Urban History willtake place in Munster (Germany) by invitation of professor Peter Johanek from 22nd

to 25th septembre 2004. The website of the Commission historiaurbium.org is almost ready. The largestpart completed is in English. Francesca Bocchi requests everyone’s cooperation inorder to complete the home page for each member and the national bibliographies.

Registration of personal data and bibliography

On this page, reserved only for members of the Commission, each member mayadd his or her own curriculum and bibliography, inserting the User ID (yoursurname) and the Password which are assigned to each one. These data will thenappear in the on-line pages of the site. If a member does not wish to make publicany personal data, he or she should not insert it.

Registration of national bibliographies

Again, by means of one's own User ID (your surname) and one's own Password,each member of the Commission may insert titles of recent publications on thehistory of cities relative to one's own country. In this way, we will begin to collectnational bibliographies, thereby creating that instrument of work which the foundersof the Commission had proposed almost a half century ago, and which has not beenpossible to carry to completion because of the difficulties intrinsic to a work of suchgreat dimension and of such enormous editorial costs.

Enregistrement de données personnelles et de bibliographie :

Sur cette page, réservée aux membres de la Commission, chaque membre peutajouter sa notice biographique et sa bibliographie subjective, en utilisant le codepersonnel (User ID) (=votre nom de famille) et le mot de passe (password)assignés à chacun. Ces données apparaîtront alors sur les pages en ligne du sitede la Commission. Si un membre ne veut pas rendre publiques ses données, il nedoit rien entrer.

Enregistrement de bibliographies nationales

De nouveau il faut utiliser son code personnel et son mot de passe et alors toutmembre de la Commission peut ajouter des titres de publications récentes surl’histoire des villes de son pays. Ainsi nous commencerons à constituer unecollection de bibliographies nationales et un instrument de travail que les fondateursde notre Commission avaient proposé de créer il y a un demi-siècle, mais que lesdifficultés intrinsèques à ce genre de travail immense et coûteux avait empêché dese réaliser en version papier.

1) Commémoration de collègues défunts

Le président ouvre la séance par une minute de recueillement en mémoire de notreprésident d’honneur Adriaan Verhulst décédé le 12 novembre 2002.

2) Composition de la commission

L’assemblée reçoit comme nouveaux membres de la commission, sur propositiondu bureau qui a analysé leurs dossiers de candidature, les personnes suivantes :

Les mandats des membres élus en 1993/1998 qui sont venus à expiration au termede 5 ans sont tous renouvelés sauf celui de José Ignacio Fortea Perez (Espagne)pour manque d’intérêt aux activités de la commission.

3) Rapport du trésorier

Le rapport annuel du trésorier Franz Irsigler (voir p. 14) est approuvé paracclamation.

4) Prochaines réunions

Giorgio Chittolini a dû informer le bureau que contrairement à ses intentions il nepourra pas organiser comme prévu l’assemblée générale en 2004. En signe desolidarité avec l’Institut für vergleichende Städtegeschichte, dont l’existence estmenacée (voir § 8), l’assemblée propose à Peter Johanek de l’organiser à Munster.Celui-ci accepte sous réserve de pouvoir réunir les fonds nécessaires.

Cette question est d’ordre général. Vu l’augmentation du nombre des membres dela CIHV à la suite de la création de nouveaux pays, notamment en Europe centrale,il devient de plus en plus difficile aux organisateurs de prendre en chargel’ensemble des frais que constitue l’hébergement et la restauration des membres dela commission. Les volontaires se font donc de plus en plus rares. Pour sortir decette impasse l’assemblée propose aux futurs organisateurs de demander auxparticipants le payement de frais d’inscription, souvent remboursés à l’instar desfrais de route par les organismes universitaires dont ils dépendent.

Pour 2005, année du cinquantenaire de la CIHV, quand aura lieu le Congrèsinternational des sciences historiques à Sydney en Australie, le président envisage– étant donné que peu de membres vont sans doute faire le déplacement – uneréunion de la commission à Lübeck (RFA).

5) Modifications des statuts

Sur proposition du bureau l’assemblée adopte à l’unanimité la modification del’article 5.4 des statuts.

La modification de l’article 3.2 donne lieu à des discussions sur la question desavoir s’il faut instaurer une limite d’âge pour les membres réellement actifs afin defavoriser un rajeunissement de la commission. Le texte tel que proposé par lebureau (sans limitation) trouve une majorité de 37 sur 2 contre et une abstention.L’introduction d’une limite d’âge est refusée dans un vote séparé par 30 voix, 5 pouret 5 abstentions. (voir nouveau texte des statuts p. 16)

6) Site internet de la CIHV

Sous les applaudissements de l’assemblée Francesca Bocchi présente le siteinternet qu’elle a mis en place à l’adresse www.historiaurbium.org pour présenterles activités de la commission.

Elle fait appel aux membres afin qu’ils collaborent en y publiant leur curriculum, leurbibliographie personnelle et la bibliographie courante d’histoire urbaine de leur pays.Ces données peuvent être introduits grâce à un accès réservé aux membres dont laclé sera prochainement communiquée par Francesca Bocchi aux membresdisposant d’une adresse électronique. Il est en effet impossible de charger un(e)membre de la saisie de toutes ces données. Par contre une actualisation régulièrede ses données personnelles et nationales ne causera de travail insurmontable àpersonne.

Des documents WORD avec des articles intéressants écrits par un membre de laCIHV concernant l’histoire urbaine ou des bibliographies rétrospectives pourronttoujours être envoyées à Francesca Bocchi qui se chargera de leur publication surle web. De même on pourra lui signaler des liens avec des sites, comportant p. ex.une bibliographie d’histoire urbaine nationale, évitant ainsi le double emploi.

7) Atlas historiques de villes

Anngret Simms présente le rapport du groupe de travail ad hoc. Plusieurs membresinforment de progrès réalisés dans la publication d’atlas historiques nationaux. Laprogression des travaux peut être suivie sur la home-page des Archives de Vienne(http://www.magwien.gv.at/ma08/dt_leit.htm), accessible également à partir de notresite www.historiaurbium.org, qui contient la liste complète des atlas historiques devilles.

Une réunion des éditeurs d’atlas historiques de villes est prévue pour débattre del’exploitation scientifique de ces atlas.

8) Appui à l’Institut für vergleichende Städtegeschichte à Munster (RFA)

L’assemblée appuie à l’unanimité une lettre préparée par le bureau et destinée à laministre des sciences et de la formation du Land de Rhénanie et de Nord-Westphalie afin d’exprimer nos inquiétudes quant à son intention de mettre fin auxressources financières de cet institut de recherche qui depuis 1970 réalise leprogramme de la CIHV de manière exemplaire. (voir texte de la lettre à la p. 17)

9) Divers

a) Peter Clark informe la commission de la prochaine réunion de l’EuropeanUrban History Association qui aura lieu fin octobre 2004 à Athènes et souligne lacomplémentarité de cette association avec la CIHV.

b) Le secrétaire général invite les membres à réfléchir à un thème général quipourrait occuper la CIHV durant la période 2006-2010. Des propositions,accompagnées d’un canevas et d’un questionnaire, pourraient utilement êtrediscutées lors de la réunion de 2004 pour que le programme puisse démarrer dès lelendemain de l’assemblée de 2005. Tous les membres sont invités à envoyer entemps utile leur proposition au secrétaire général qui s’occupera de leur diffusion.

1) Commemoration of deceased colleagues

The meeting began with a minute’s silence in memory of our Honorary PresidentAdriaan Verhulst, who had died on November 12th, 2002.

2) Composition of the Commission

Having studied their files of candidature, the bureau proposed the following newmembers of the Commission, who were coopted by the General Assembly:

P.R. of China: Zhu Shiguang (Shaanxi Normal University, Xi’an)

Croatia: Neven Budak (University of Zagreb)

Estonia: Juhan Kreem (Tallin City Archives)

The mandates of the members elected in 1998 and expiring in 2003 were renewedfor another five years with exception of that of José Ignacio Fortea Perez (Spain)because of his lack of engagement in the activities of the Commission.

3) Report of the Treasurer

The annual report of the treasurer Franz Irsigler (see p. 13) was accepted withacclamation.

4) Coming meetings

Giorgio Chittolini had had to inform the bureau that much against his wishes he willbe unable to arrange the General Assembly in 2004. As a token of solidarity with theInstitut für vergleichende Städtegeschichte whose existence is menaced (see item8), the Assembly asked Peter Johanek to organize it at Münster. The latter acceptsthe charge on condition of adequate funding.

This raises an issue of general importance. Due to the creation of new states,especially in Central Europe, the number of members of the CIHV has increased.For this reason, but also because of a better attendance by members , it isbecoming ever more difficult to raise the necessary funds for the members’accommodation and meals. Consequently, volunteers as organizers become rarer.As a remedy the General Assembly suggests that future organizers could chargethe participants with an inscription fee, which often can be reimbursed by themembers’ institutions as it is already the case with the travel costs.

For 2005, golden jubilee of the CIHV, in the same year as the InternationalCongress of Historical Sciences in Sydney (Australia), the President considers ameeting of the CIHV at Lübeck (Germany), as very few members will be able toattend the Congress at Sydney.

5) Revision of the statutes

On proposal from the bureau the Assembly adopted the modification of § 5.4unanimously.

The proposed change of the text of § 3.2 led to a discussion whether or not theCIHV should introduce an age limit for really active members in order to facilitate thecooptation of younger colleagues. The text proposed by the bureau (no limitation ofthe number mandates) obtained a majority of 37 against 2 votes with oneabstention. By another vote, the introduction of an age limit was rejected by 30against 5 votes and 5 abstentions (see the new text of the statutes p.16).

6) Homepage of the CIHV

As a token of gratitude, the Assembly acclaimed Francesca Bocchi’s presentation ofthe internet-site (Address: www.historiaurbium.org) where the activities of the CIHVwill be described. She invited members to collaborate with her in using it forpublication of their curriculum vitae, their personal bibliography as well as thecurrent bibliography on their country’s urban history. This information can beintroduced by a special way of access, whose password will be presentlycommunicated to members by Francesca Bocchi. Actually, it is impossible for oneperson to trace and edit this amount of dates. On the other hand, the burden of thetask will not be unduly heavy, if regularly every member reviews her/his personaland national dates. Members were, moreover, invited to publish articles on urbanhistory or retrospective bibliographies on the web; they should be sent as WORDdocuments to Francesca Bocchi, who will take care of their publication. One canfurther create links with other internet-sites, e.g. a national bibliography of urbanhistory in order to avoid doing double work.

7) Atlases of Historic Towns

Anngret Simms informed the Assembly on the activity of the Atlas Working Group.Several members could report on progress in the publication of national atlases.The state of activities can be seen on the home-page of the City Archives of Vienna(http://www.magwien.gv.at/ma08/dt_leit.htm), which contains the complete list ofpublished atlases (also accessible by way of our internet-sitewww.historiaurbium.org).

The editors of historic atlas plan a meeting in order to discuss the use of the atlasesin research.

8) Support for the Institut für vergleichende Städtegeschichte in Münster(Germany)

Unanimously, the Assembly approved the text of a draft prepared by the bureau tothe intention of the Minister of Research and Education of the BundeslandNordrhein-Westphalen. In this letter, the CIHV expresses its concern at the proposalto end the financial support of the mentioned institute which realizes the programmeof the CIHV in an exemplary way since 1970 (see the text of the letter p. 17).

9) Any competent business

a) Peter Clark informed the CIHV that the coming meeting of the European UrbanHistory Association will take place at Athens towards the end of October 2004. Hefurther stressed the complementarity of this association with the CIHV.

b) The secretary general invited members to think of a subject for our work duringthe years 2006-2010. It would be useful to discuss propositions (with a sketch of themain points and a “questionnaire”) already at the meeting of 2004, which wouldallow us to begin work immediately after the assembly of 2005. All members areinvited to send as soon as possible their proposals to the secretary general, who willcommunicate them to the members.

1) Memento für verstorbene Kommissionsmitglieder

Der Präsident eröffnet die Sitzung mit einer Gedenkminute für denEhrenpräsidenten Adriaan Verhult, der am 12. November 2002 verstorben ist.

2) Zusammensetzung der Kommission

Die Generalversammlung nimmt auf Vorschlag des Vorstands, der die Kandidaturengeprüft hat, folgende neue Mitglieder auf:

4) Kommende Versammlungen

Giorgio Chittolini ließ den Vorstand wissen, dass er nicht wie geplant dieGeneralversammlung der Kommission 2004 organisieren kann. Aus Solidarität mitdem Institut für vergleichende Städtegeschichte in Munster, dessen Fortbestehenbedroht ist (vgl. § 8), schlägt die Versammlung Peter Johanek vor, die nächsteGeneralversammlung in Munster zu organisieren. Dieser nimmt an unter demVorbehalt, die notwendigen Finanzmittel auftreiben zu können.

Letztere Frage ist allgemeiner Natur. Angesichts der steigenden Zahl derKommissionsmitglieder infolge der Zunahme neuer Staaten, insbesondere inOsteuropa, wird es für die Organisatoren immer schwieriger, alle Kosten zuübernehmen, die sich aus Beherbergung und Beköstigung derKommissionsmitglieder ergeben. Freiwillige Organisatoren werden aus diesemGrund immer seltener. Um einen Ausweg zu finden, schlägt die Versammlung vor,künftige Organisatoren sollten eine Einschreibegebühr erheben, die oft von denuniversitären Gremien, an denen sie angestellt sind, wie die Reisekostenzurückbezahlt werden.

Zum 50. Jahrestag der Kommissionsgründung im Jahr 2005, wenn derInternationale Historikerkongress in Sydney stattfindet, an dem wohl kaum vieleMitglieder teilnehmen werden, erwägt der Präsident eine Kommissionstagung inLübeck (BRD).

5) Statutenänderungen

Auf Vorschlag des Vorstands wird die Statutenänderung zu § 5.4 einstimmigangenommen.

Die Änderung von § 3.2 führt zu einer Debatte über die Frage, ob eine Altersgrenzefür aktive Kommissionsmitglieder eingeführt werden soll, um eine Verjüngung derKommission zu fördern. Der vom Vorstand vorgeschlagene neue Statutentext (ohneAltersgrenze) findet eine Mehrheit von 37 zu 2 Stimmen bei einer Enthaltug. In einerseparaten Abstimmung wird die Einführung einer Altersgrenze mit 30 gegen 5Stimmen bei 5 Enthaltungen abgelehnt. (Siehe neuen Statutentext S. 16)

6) Internet Site der Kommission

Unter dem Applaus der Versammlung stellt Francesca Bocchi die Homepage derKommission vor, die unter der Adresse www.historiaurbium.org die Aktivitäten derKommission präsentiert.

Francesca Bocchi appelliert an die Mitglieder an der Gestaltung mitzuarbeiten,indem sie ihren Curriculum, ihre persönliche Bibliographie und Länderbibliographiendort veröffentlichen. Diese Angaben können mittels Schlüssel von jedem Mitgliedselbst eingegeben werden. Francesca Bocchi wird diesen persönlichen Schlüsseljedem Mitglied, der über eine Internetadresse verfügt, selbst mitteilen. Es wärezuviel verlangt, ein Kommissionsmitglied mit der Erfassung alle dieser Angaben zubeauftragen. Eine regelmäßige Aktualisierung der persönlichen und nationalenDaten wird hingegen niemanden überfordern.

WORD-Dokumente mit interessanten Beiträgen eines Mitglieds der Kommissionbetreffend die Stadtgeschichte oder retrospektive Bibliographien können jederzeitan Francesca Bocchi geschickt werden, die sie ins Netz stellen wird. Die Mitgliedersind auch eingeladen, ihr die Adressen interessanter Homepages mizuteilen, mitdenen ein Link hergestellt werden kann; das gilt z. B. für bestehende nationaleBibliographien zur Stadtgeschichte, um Doppelarnbeit zu vermeiden.

7) Historische Städteatlanten

8) Unterstützung für das Institut für vergleichende Städtegeschichte inMunster

Die Versammlung unterstützt einstimmig einen Brief, den der Vorstandausgearbeitet hat an die Adresse der Wissenschaftsministerin von Nordrhein-Westfalen, um unsere Sorgen über den Fortbestand des Instuts auszudrücken,angesichts ihrer Absicht ihm jede Finanzmittel zu streichen. Das Institut verwirklichtnämlich auf exemplarische Weise das Programm unserer Kommission (vgl. Brief S.17).

9) Verschiedenes

a) Peter Clark informiert die Kommission darüber, dass die nächste Tagung derEuropean Urban History Association Ende Oktober 2004 in Athen stattfinden wirdund unterstreicht die Komplementarität der beiden Vereinigungen.

b) Der Generalsekretär lädt alle Mitglieder ein, über ein neues Fünf-Jahres-Thema für den Zeitraum 2006-2010 nachzudenken. Vorschläge mit Kurztfassungund Fragebogen sollten bei unserer Tagung 2004 diskutiert werden, damit dieArbeiten sofort nacjh der Tagung von 2005 beginnen können. Die Mitglieder sindgebeten, ihre Vorschäge an den Sekretär zu senden, der sich um ihre Verbreitungkümmern wird.

Sehr geehrte Frau Ministerin,

Die Internationale Kommission für Städtegeschichte, die sich vom 1. bis 4. Oktober2003 in Wien zu ihrer Jahrestagung traf, hat mich beauftragt, Ihnen ihre Besorgnisgegen die geplante Streichung der Finanzmittel für das Institut für vergleichendeStädtegeschichte an der Westfälischen Wilhelms-Universität in Münster zuübermitteln.

Das genannte Institut ist weltweit eines der führenden Institute, die sichepochenübergreifend mit der Stadtgeschichtsforschung beschäftigen. SeineLeistungen sind ohnegleichen: Seit seiner Gründung im Jahr 1970 hat es 33Kolloquien organisiert, 68 Bände herausgegeben, 111 Kartenwerke angefertigt undveröffentlicht. Der Deutsche und der Westfälische Städteatlas werden hierkoordiniert und ediert. Die Städtebücher der einzelnen Länder sind leider längstvergriffen; doch ihre Weiterführung für die neuen Bundesländer wurde vor kurzem inAngriff genommen. Die Buchreihe ‚Städteforschung’, in der sowohl Tagungsbändeals auch Quellen-sammlungen und Bibliographien veröffentlicht werden, erscheint ineinem international angesehenen Verlag und gilt als unabkömmlichePublikationsreihe für ForscherInnen, die sich mit deutscher und europäischerStadtgeschichte beschäftigen. Die Tagungen sind stets ein internationalesDiskussionsforum und zeitigen fruchtbare Ergebnisse, die von andernForschungsinstituten bzw. ForscherInnen aufgegriffen und weiterentwickelt werden.

Unsere Kommission, zu deren Mitbegründern Heinz Stoob gehörte, der ebenfallslange Jahre Leiter des Münsteraner Instituts war, hat dieses enorme Arbeitspensummit umso größerem Wohlwollen begleitet, als es genau dem entspricht, was vonunseren VorgängerInnen in der Kommission als internationales Standardprogrammformuliert wurde: Städteatlas, Städtebuch, Städtebibliographie für jedesMitgliedsland. Falls das Institut seine Arbeit wesentlich einschränken oder gareinstellen müsste, würde Deutschland in einem seit 1955 existierendeninternationalen Forschungsprogramm und –verbund ohne Ansprechpartner dastehen.

Es ist bei allem Respekt für die finanziellen Sorgen Ihres Landes für unsunverständlich, dass das Land Nordrhein-Westfalen seinen guten Ruf aufs Spielsetzt und diese weltweit bekannte und anerkannte Forschungseinrichtung nichtmehr tragen will.

Namens der Vollversammlung unserer Kommission möchte ich Sie daher bitten,von der Schließung des Instituts für vergleichende Städtegeschichte abzusehen undmit den Verantwortlichen eine tragbare Lösung zu suchen. Ich wäre Ihnen zugroßem Dank verpflichtet, wenn Sie mich und die Internationale Kommission fürStädtegeschichte über die Ergebnisse solcher Gespräche auf dem Laufendenhalten könnten.

Tagung (Wien, 1.-3. Oktober 2003)

„Bild und Wahrnehmung der Stadt“

Im Rahmen der Generalversammlung unserer Kommission in Wien (4. Oktober2003) fand vom 1.-3. Oktober 2003 auch die internationale Tagung „Bild undWahrnehmung der StadtImage and Perception of Towns“ statt. Sie wurde inZusammenarbeit zwischen dem Österreichischen Arbeitskreis fürStadtgeschichtsforschung, dem Wiener Stadt- und Landesarchiv, dem Ludwig-Boltzmann-Institut für Stadtgeschichtsforschung, dem Verein für Geschichte derStadt Wien und unserer Commission internationale pour l’Histoire des Villes in denRäumlichkeiten des genannten Archivs veranstaltet. 14 Referentinnen undReferenten aus zehn Ländern, darunter auch aus Japan, lieferten zu dieser iminternationalen Forschungsdiskurs seit längerem intensiv erörterten ThematikBeiträge. Die TeilnehmerInnen an der Konferenz kamen aus insgesamt 24 Ländern.

Das Bild derungarischen Stadt vom späten Mittelalter bis zur Mitte des 16. Jahrhunderts – Josef_emli_ka, Praha/Prag: Die böhmisch-mährische Stadt in den Bild- undQuellenzeugnissen des Mittelalters und der Frühen Neuzeit) spannten einen breitenBogen, und dies sowohl in chronologischer wie geographischer Hinsicht als auch imHinblick auf den gewählten Zugang zum Thema. Selbstverständlich stand dietatsächliche Auseinandersetzung mit überlieferten Bildquellen im Vordergrund, unddies reichte vom späten Mittelalter bis zur Fotodokumentation modernerStadtarchive. Der Überlieferungsbegriff war weit gespannt, und so wurden auchKatasterpläne am Beispiel von Stadtteilen im kroatischen Zagreb in den Blickgenommen. Zwei Beiträge widmeten sich der Bedeutung von Städtedarstellungenauf Siegelbildern und deren Aussagekraft für das tatsächliche ältere Stadtaussehen.Neben diesen Vorträgen, die sich mit dem Bild im eigentlichen Sinn beschäftigten,konzentrierten sich mehrere andere ReferentInnen auf die Frage, wie denn dieStadt und ihr Aussehen, der Stadtcharakter und dessen eigentliche Prägung vonZeitgenossen wahrgenommen wurden. Dabei richtete sich das Augenmerk sowohlauf die Sicht von Innen wie von Außen, bezog somit auf der einen Seite dieSehweise der Bewohner der jeweiligen Stadt, auf der anderen die der Besucher vonaußen, handelte es sich nun um Landsleute oder auch tatsächliche Fremde, mit in

die Überlegungen ein. Wenn dabei Fragen wie die nach dem Selbstverständnis derBürger wie auch nach dem Verhältnis zwischen der Einwohnerschaft eines ganzenLandes und der Hauptstadt dieses Bereichs aufgeworfen wurden, so trug man damitgerade auch dem für den Tagungstitel gewählten Begriff der „Wahrnehmung“entsprechend Rechnung.

Die Referate der Tagung gemeinsam mit Kurzfassungen in englischer bzw.deutscher Sprache werden gleichzeitig in den Buchreichen des ÖsterreichischenArbeitskreises für Stadtgeschichtsforschung „Beiträge zur Geschichte der StädteMitteleuropas“ sowie den durch den Verein für Geschichte der Stadt Wienherausgegebenen „Forschungen und Beiträgen zur Wiener Stadtgeschichte“2004/05 veröffentlicht werden.

International Conference (Vienna, October 1-3, 2003)

„Image and Perception of Towns“

Together with the Annual Meeting of our Commission in Vienna (October 4, 2003)the international conference „Image and Perception of Towns“ was organised by thejoint efforts of the Austrian Association for Historical Urban Research(Österreichischer Arbeitskreis für Stadtgeschichtsforschung), the Municipal andProvincial Archives of Vienna (Wiener Stadt- und Landesarchiv), the Ludwig-Boltzmann-Institute for Historical Urban Research (Ludwig-Boltzmann-Institut fürStadtgeschichtsforschung), the Society for the History of Vienna (Verein fürGeschichte der Stadt Wien) and our International Commission for the History ofTowns at the location of the Municipal and Provincial Archives of Vienna. 14colleagues coming from 10 countries including Japan gave a series of papersregarding that topic being discussed very intensively on an international level at themoment. The participants of the Conference came from 24 different countries.

Obviously the main focus was directed to the pictorial

sources, including the late medieval period until the photographical documentationof modern City Archives. Sources were defined in a broad sense, and so evencadastral maps of parts of the Croatian City of Zagreb were analysed. Twocontributions dealt with the phenomenon of pictorial representations on urban sealsand their testimony for the realistic appearance of the City in former times. Othercolleagues were dealing with the questions how the City and its appearance, itscharacter and its formation was perceived by the contemporaries. In these regardsthe focus was as well on the look from outside as from the inside, so the perceptionof the inhabitants and that of strangers coming from the same country or fromabroad was taken into consideration. The phenomenon of the ”Perception of Towns”was analysed not only in the framework of self-conception but also of the relationsbetween the inhabitants of the whole country and its capital.

The papers of the Conference will be published together with their summaries inEnglish or German jointly in the publication-series of the Austrian Association forHistorical Urban Research/Österreichischer Arbeitskreis fürStadtgeschichtsforschung (”Beiträge zur Geschichte der Städte Mitteleuropas“) andthe Society for the History of Vienna/Verein für Geschichte der Stadt Wien(”Forschungen und Beiträge zur Wiener Stadtgeschichte“) in 2004/05.

Themen für 2006-2010

Bislang haben der Präsident bzw. der Sekretär zwei Themenvorschläge für dieArbeiten der Kommission in den nächsten fünf Jahre erhalten. Weitere Vorschlägesind willkommen. Alle werden auf der nächsten Generalversammlung diskutiertwerden.

1. Vorschlag von Ferdinand Opll/Wien und Martina Stercken/Zürich:

"Denkmäler im städtischen Kontext“

Denkmäler sind seit den Anfängen menschlicher Kulturen besondere Orte derErinnerung, bilden einen wesentlichen Fokus des kollektiven Bewusstseins undGedächtnisses. Sie sind politische Artefakte, die Auskunft geben über gegenwärtigeund vergangene Ideologien wie auch über die diese vertretenden Personen odersozialen Gruppierungen. Sie sind nicht allein Kunstwerk, sondern prägen auchRäume im Siedlungsgefüge. Durch ihre Inszenierung im Stadtraum werdenSchauplätze des politisch-kulturellen wie auch kultischen Lebens und bedeutendeOrte der Identifikation geschaffen.

Eine Auseinandersetzung mit den Beweggründen für die Errichtung vonDenkmälern (Gedenken an Ereignisse u. politische Prozesse, Ehrung vonPersönlichkeiten, Repräsentation von Gruppen, Monumente für Tote, für historischeGestalten etc.), mit den besonderen Darstellungsformen (Skulpturen, Architekturen,Anlagen, Strassennamen etc.) wie auch mit ihrer Platzierung im städtischenBaugefüge bietet Einblicke in die jeweilig zeitspezifisch tonangebendenGeisteshaltungen sowie Mentalitäten der städtischen Gesellschaft und ermöglichtzugleich ein tieferes Verständnis für die ästhetische und soziale Bewertung desStadtraums.

Die Frage nach Denkmälern im Stadtraum ist in allen Epochen (von der Antike bisins 20. Jahrhundert) sowie in allen Kulturen von großer Relevanz und eignet sichdaher ganz hervorragend als Thematik im Rahmen des wissenschaftlichenProgramms der Commission internationale pour l’histoire des villes. FolgendeAspekte könnten in diesem Zusammenhang behandelt werden:

ÿ Typen städtischer Denkmäler

ÿ Wer oder was ist denkmalswürdig? Wer errichtet Denkmäler? Wann sindDenkmäler nötig ? Was bedeuten Denkmalszerstörungen?

ÿ Denkmäler und Städtebau

ÿ Gibt es das spezifisch städtische Denkmal?

Der/die OrganisatorIn einer 5-Jahres-Thematik im Rahmen der CIHV kann de factokeine Verpflichtung übernehmen, bei sämtlichen Generalversammlungen eineTagung samt ReferentInnen und auch nachfolgender Publikation zu organisieren.Der/die OrganisatorIn kann seine/ihre Rolle nur in Form der wissenschaftlichenKonzeption und Anregung verstehen, wobei in seinen/ihren Aufgabenbereichdurchaus die Zusammenfassung der Ergebnisse von Einzeltagungen im Rahmendes Internationalen Historikerkongresses 2010 fallen könnte.

2. Vorschlag von Michel Pauly (Luxemburg)

„Stadt und Hospital“

Die Hospitalgeschichte erlebt seit etlichen Jahren einen neuen Aufschwung.Tagungen in Münster (1994), Florenz (1995), Nice (1996), Venedig (1998), Alzey(1999), Saumur-en-Auxois (2000), Bern (2001), Gent/Brüssel/Namur (2002),Reichenau (2002), Siegen (2002), Amiens (2002), Paris (2003) u. a. befassten sichmit Teilaspekten. Die wenigsten stellten den Zusammenhang von Stadt undHospital in den Vordergrund. Es fehlt auch an epochenübergreifendenLängsschnitten und internationalen Vergleichen. Unsere Kommission wäre derrichtige Ort, um diese systematische Untersuchung in die Wege zu leiten.

Da ich von 1997-2002 zusammen mit Franz Irsigler im Rahmen eines SFB an derUniversität Trier ein Teilprojekt über Hospitäler und Leprosorien vom 6. bis zum 15.Jahrhundert zwischen Rhein und Maas geleitet habe, wäre es möglich die hiergesammelten Erfahrungen in ein solches weltweites Projekt einzubringen. Geradeauch der Vergleich mit außereuropäischen Städten scheint hier sehr reizvoll.

Als provisorischer Arbeitsplan wird folgender Fragekatalog vorgeschlagen:

- wann und wo entstanden Hospitäler? (räumlich-zeitliche Verteilung)

- wer gründete wann und warum ein Hospital? (Gründungs- undStiftungsumstände und Motive)

- wozu dienten Hospitäler? (Multifunktionalität und Funktionswandel)

Themes for 2006-2010Up to now two possible topics for the scientific discussions of the InternationalCommission for the History of Towns in the years 2006-2010 have been presentedto the president or the secretary. Other proposals are welcome. All will be discussedat the next general assembly.

1. Proposal by Ferdinand Opll/Vienna and Martina Stercken/Zurich:

“Monuments in an urban context”

Since the beginning of human culture monuments have been special places ofmemory, forming a central focus of collective consciousness and remembrance.They are political artefacts providing information about actual and past ideologies aswell as about persons or social groups representing these ideologies. They are notonly masterpieces of art, but they also characterize certain spaces within asettlement’s pattern. By their mise en scène amidst the urban environment theyconstitute a stage for political, cultural and religious life as well as a place ofidentification.

A discussion about the motives for the erection of monuments (the memory ofevents and/or political trials, the honouring of personalities, the presentation ofgroups, memorials for the deceased, for historical characters etc.) together with theirspecific representations (sculptures, architectures, constructions, streetnames etc.)and their placement within the urban structures provides insight into the respectiveand predominant attitudes of mind and mentalities of urban societies and facilitatesa deeper understanding for the aesthetic and social evaluation of urban space.

The topic “Monuments in an urban context” is of great importance for all historicperiods (from antiquity to the 20th century) and is therefore excellently suited fortreatment within the framework of the scientific programme of the InternationalCommission for the History of Towns. The following aspects could be discussed inthis regard:

ÿ Types of urban monuments

ÿ Who or what provides the reason for the construction of a monument? Whosets up monuments? When were monuments thought to be necessary? Whatmeaning lies in the destruction of monuments?

ÿ Monuments and town-planning

ÿ Is there something like a specifically urban monument?

The organizer(s) of a topic under discussion for a five-year-period within theframework of the International Commission for the History of Towns can neither beobliged to organize respective conferences including the speakers during everysingle General Assembly nor to guarantee for the subsequent publication(s). Therole of the organizers should be to concentrate on the scientific conception andimpulse, nevertheless they would be willing to provide for the summary of all theindividual conferences during the International Congress of Historical Sciences2010.

„Town and Hospital“

The history of hospitals has seen a revival for quite some years. Conferences inMünster (1994), Florence (1995), Nice (1996), Venice (1998), Alzey (1999),Saumur-en-Auxois (2000), Bern (2001), Ghent/Brussels/Namur (2002), Reichenau(2002), Siegen (2002), Amiens (2002), Paris (2003) and elsewhere dealt with manyparticular aspects. However, only a few of them gave special emphasis to therelationship between town and hospital. So far there has neither been enoughcross-period research nor sufficient international comparison. Our commission couldbe the suitable institution to pave the way for a systematical research in this area.

From 1997 to 2002 Franz Irsigler and myself had been in charge of a researchproject within the scope of a “Sonderforschungsbereich” at the University of Trierdealing with hospitals and leper houses from the 6th to the 15th century in the regionbetween the Rhine and the Maas. Therefore we could contribute with ourexperience to this type of a worldwide research project. Moreover the comparisonwith non-European towns seems to be a very tempting task.

I would propose the following set of questions as a provisional work schedule:

- When and where have hospitals developed? (spatial – temporal development)

- Who founded a hospital, when and why? (conditions and motives for thefoundation)

- What purpose did hospitals serve for? (multi-functionality and change of functions)

- How did the towns become able to take over the social responsibility? (municipaladministration, conflicts and declericalisation)

- When did states begin to take influence on hospitals and charitable agencies?What were the consequences for the previous possessors/administrators? (dividingup of responsibilities between private initiatives, municipalities and state)

- Where in towns were hospitals located? Where were situated their urbanpossessions? (spatial structures of the township)

- Where were situated their suburban and rural possessions? Which places in thesurrounding countryside were connected to a town by a hospital? (central functions)

- What kind of pastoral care did hospitals offer? What were the consequences forthe town? (ecclesiastical spatial structures)

- Who were the hospitals’ patron saints? Where and when? (research on patronage)

- Did there exist networks of hospitals? (hospital orders, interrelationships)

The answers to these questions will allow us to,

- define different types of hospitals,

- ascertain the proportion between offer and demand,

- prove elements of modernization resp. the simultaneity of un-simultaneity.

D’autres propositions sont les bienvenues. Toutessertont discutées lors de la prochaine assemblée générale.

Dès l'aube de la civilisation, les monuments sont des lieux de mémoire etd'expression particulière de la conscience collective. Ce sont des objets d'art quimettent en forme des contenus politiques, qui renseignent sur les idéologiesprésentes et passées de même que sur les acteurs individuels ou collectifs quireprésentent les idéologies. Les monuments ne sont pas seulement des artefactsisolés, ils constituent aussi des espaces signicatifs dans le tissu urbain. Par leurprésence scénographique dans l'espace urbain ils créent un cadre pour les activitéspolitiques et culturelles et offrent également un support important pour la productiondes identités sociales. Etudier les raisons qui ont motivé l'érection de monuments(évènements, processus politiques, hommages à des personnalités illustres, rituelsfunéraires, portraits de figures historiques individuelles ou collectives, etc.), étudierla variété des formes de représentation (sculpture, architecture, aménagements del'espace public, dénomination de rues etc.) et les logiques d'implantation dans lecontexte urbain ouvre la voie vers une meilleure compréhension de la mentalité dessociétés urbaines et des échelles de valeurs

esthétiques, civiles, etc.) qu'elles appliquent à la gestion de l'espace urbain. Du faitque les monuments remplissent une fonction importante dans la ville de l'antiquité

à nos jours et dans toutes les aires culturelles, ils offrent une problématiquescientifique idéale dans le cadre de la Commission internationale pour l'histoire desvilles. Les aspects suivants pourraient être focalisés:

- Les types de monuments dans la ville

- Qui ou quoi mérite un monument ? Qui établit des monuments ? Quand a-t'on

besoin des monuments ? Que signifient les déstructions de monuments ?

- Monuments et urbanisme

- Existe-t-il un monument urbain ?

L'organisatrice/l'organisateur du programme quinquennal dans le cadre de la CIHVne peut pas prendre en charge la mise sur pied d'un colloque lors de chaqueassemblée générale et s'occuper de la publication des contributions.L'organisatrice/l'organisateur ne peut que contribuer à la conception scientifique etéventuellement procéder à la synthèse des résultats lors du Congrès internationaldes historiens de 2010.

L’hôpital et la ville

L’histoire des hôpitaux connaît un regain d’intérêt manifeste dont témoignent touteune série de colloque à Munster (1994), Florence (1995), Nice (1996), Venise(1998), Alzey (1999), Saumur-en-Auxois (2000), Berne (2001),Gand/Bruxelles/Namur (2002), Reichenau (2002), Siegen (2002), Amiens (2002),Paris (2003) e. a. qui se sont penchés sur tel ou tel aspect. Rares ont été lestravaux se concentrant sur les liens entre la ville et l’hôpital. Manquent aussi desétudes longitudinales transgressant les différentes époques historiques et pratiquantdes comparaisons internationales. Notre commision serait certainement le lieu idéalpour entamer des recherches systématiques.

Comme j’ai pu diriger de 1997 à 2002 à l’université de Trèves, ensemble vec FranzIrsigler un projet de recherche sur les hôpitaux et les léproseries entre Meruse etRghin du 6e au 15e siècle, il serait possible de construire sur cette expérience unprojet aux dimensions mondiales. Surtout la comparaison avec des villes extra-européennes me paraît très alléchante.

Comme plan de travail provisoire je propose le questionnaire suivant :

- quand et où furent fondés des hôpitaux (distribution spatio-temporelle)

- qui a fondé quand et pour quels motifs des hôpitaux? (circonstances de lafondation, histoire des mentalités

- à quoi servaient les hôpitaux? (multifonctionalité et évolution des fonctions)

- comment les villes réussirent-elles à prendre leurs responsabilités sur le plansocial? (politique municipale, conflits, décléricalisation)

- quand l’État se mit-il à prendre des responsabilités dans les institutionshospitalières? avec quelles conséquences pour les responsables d’auparavant?(partage des responsabilités privées/municipales/nationales)

- où se situaient les hôpitaux dans le plan de la ville? où se concentraient sespropriétés intraurbaines? (structures spatiales)

- où se situaient ses propriétés extraurbaines? quel arrière-pays était lié à la villegrâce à l’hôpital? (fonctions centrales)

- quelle était l’offre sprituelle des hôpitaux, avec quelles conséquences pour leséglises/temples urbains? (structures religieuses)

- quels étaient les saints patrons des hôpitaux, où et quand?

- y avait-il des réseaux d’hôpitaux? (ordres hospitaliers, relations disperses).

En répondant à ces questions il devrait être possible de

- définir des types d’hôpitaux et de villes

- d’évaluer le rapport entre l’offre et les besoins

- d’apprécier l’apport de modernisation ou de monter la contemporanéité dephénomènes divergents.

Présentation générale

La ville n’est pas une catégorie immuable, elle se transforme perpétuellement. Elleest un palimpseste d’expériences historiques qui, à chaque fois, redéfinissent lesinterrelations qui se tissent entre formes urbaines et pratiques sociales. Cesexpériences historiques sont analysées dans leurs diversités, depuis la naissancedes cités en Grèce ou en Italie archaïque jusqu'à l’application des grands desseinsbaroques de l’art de construire les villes, en passant par l’étonnante floraison quicaractérise les XIIe et XIIIe siècles, des mutations nées de l’industrialisation auxbouleversements politiques de la fin du XXe siècle.

Dans les villes, s’est élaborée une forme originale de pouvoir politique. Là s’estconstruite l’Europe intellectuelle et culturelle et se sont mis en place les nouveauxrapports entre pouvoirs urbains et pouvoirs étatiques en gestation. La genèse desvilles européennes a bien été la genèse de l’Europe.

Au XIXe siècle, la diffusion différenciée des processus d’industrialisationvigoureuse et d’urbanisation accélérée a accentué la diversité du monde urbain. Ences temps de grandes mutations, se sont élaborés de nouveaux savoirs et pouvoirsurbains. Parallèlement, la puissance européenne influence nombre de villes endehors du vieux continent. L’Europe a exporté différents modèles métropolitains, enfonction des lieux et des époques : les modes de vie ou les manières de penser etde construire la ville ne sont pas les mêmes à Batavia ou à Delhi, à Buenos Aires,Freetown ou Manille.

Le XXe siècle, en sa seconde moitié, n’a-t-il pas remis en cause, par lesnouvelles différenciations de l’Europe urbaine (croissance au Sud, régime socialisteà l’Est), les principes de fonctionnement des villes européennes? Aujourd’hui, lamondialisation n’en remet-elle pas en cause les configurations morphologiques etpatrimoniales, ainsi que les solidarités sociales ?
