In the last academic year, IPS continued its development as an increasingly professionalized and competitive two- year policy program. I think our program offers students three distinct advantages over our competition. First, since we are smaller than most other serious policy programs, we are able to provide students with more personalized faculty and staff attention than they might get elsewhere. She is a specialist on contemporary Russia and has authored two books: Resisting the State: Reform and Retrenchment in Post-Soviet Russia (Cambridge, 2006), and Local Heroes: The Political Economy of Russian Regional Governance (Princeton, 1997). She is also co-editor of After the Collapse of Communism: Comparative Lessons of Transitions (Cambridge, 2004). Professor Stoner-Weiss received a BA and MA in Political Science from the University of Toronto, and a PhD in Government from Harvard University.

HERE ARE STUDENTS’ IMPRESSIONS:

Juxtaposed against the vibrant and jostling city of Istanbul, the layout, structures and atmosphere of *0+(8%!7*%5(87*6(R2:%"%($%,+(#//(%(.+2.+(#/(/#"&%57*6(%23(7&!#"*%28+'((S!#2(%""7,72$(%*(*0+(#/48+(#/(="7&+(Minister Erdogan, we were ushered right in. After a few minutes, the prime minister joined us with his advisors. In his speech, he touched on the progress Turkey had made in its EU accession negotiations, the unique advantage Turkey had due to its strategic location to effectively mediate between Europe and the Middle East, and Turkey­US relations.

At one point, an aide whispered to Mr. Erdogan that he would have to excuse himself to take a call from the president of Syria. Given that the prime minister had started off with some harsh words about the US House Foreign Affairs Committee’s resolution on the Armenian genocide, we were impressed that he came back to continue talking to us.

9075+( C+( 37.81..+3( %( 21&B+"( #/( 37//+"+2*(foreign policy issues ­ from Armenia to pipeline politics to EU accession ­ one of the most valuable aspects of our meetings was the variation

in opinion. For example, when we met with the prime minister, he provided his ,7+C(#/( *0+(R"&+27%2(8#2<78*(in light of tension in US­Turkish relations. In contrast, Professor Hasan Koni in the Law Department at Bahcesehir University provided the 07.*#"78%5(B%.7.(/#"(*0+(8#2<78*(%.(C+55( %.( %( 5+$%5( J1.*748%*7#2(for avoiding the term genocide. This legal argument was made repeatedly at a number of think tanks and universities.

I2( $+2+"%5>( *0+( 5+,+5( #/( 2%*7#2%57.&( C%.( .*"7:72$'( ( 9+( +28#12*+"+3( ,+"6( 57**5+( 37..+2*( "+$%"372$(government action. However, the meeting with Dr. Cem Kozlu of the Foreign Economic Relations Board stood out in this regard. According to Dr. Kozlu, a Stanford Graduate School of Business alumnus and former member of the Turkish Grand Assembly, chairman and CEO of Turkish Airlines, and president of Coca­Cola Central Europe and Eurasia, the EU process will damage Turkey as a whole. economic perspective, he believes most of the value in accession will come from the process rather than from membership itself. In his view, the backlash from EU countries against Turkey will have long­term negative effects on regional relations, as well as relations within Turkey. This was not a perspective we had been given, as the current government is running on a platform that relies primarily on the accession process.

Our meetings provided a valuable opportunity to see the “interdisciplinary” approach to policy, as well as the similarities and differences in policymaking in a country with a different history, culture, and values. Meeting with the president’s energy advisor, Professor Volkan Ediger, was a huge highlight. The US focuses on climate change and energy incentive programs and weatherization. Yet for the most part Turkey has enacted very little

legislation to deal with these issues on a domestic level. Instead, energy seemed to be a foreign policy issue (not surprising given Turkey’s geography), with an emphasis on pipeline relations and oil and natural gas in neighboring countries.

At Stanford we have so many opportunities to attend lectures or conferences on a certain country or topic, but we rarely, if ever, get the opportunity to gain so many different, relevant perspectives.

Outgoing IPS Director Stephen Stedman Hosts Hillary Clinton for National Security Strategy Discussion

Professor Steve Stedman, outgoing IPS director and co­director of the Managing Global Insecurity project, hosted Secretary of State Hillary Clinton for a conversation on the Obama Administration’s National Security Strategy (NSS) at the Brookings Institution on May 27, 2010. Managing Global Insecurity is a joint effort between Stanford, Brookings, and New York University. After an introduction by Brookings President Strobe Talbott, Secretary

Clinton outlined the major points of the NSS, including preventing nuclear proliferation, terrorism and al Qaeda, use of military force, development, and diplomacy. Following are her opening remarks:“One of our goals coming into the administration was to do exactly

what Strobe said: To begin to make the case that defense, diplomacy and development were not separate entities, either in substance or process, but that indeed they had to be viewed as part of an integrated whole and that the whole of government then had to be enlisted in their pursuit. So I am very pleased that I have this opportunity. There are so many old friends and important thinkers and talkers about American foreign policy who are here today along with members of the diplomatic community, and we’re very pleased to see all of you.This is a comprehensive national security strategy that integrates

our strength here at home, our commitment to Homeland Security, our national defense, and our foreign policy. Steve Stedman and Roz Naylor were awarded funding in 2009 from Stanford’s Presidential Fund for Innovation in International Studies for research to develop a course studying the linkages between climate 80%2$+( %23( 8#2<78*'( =%"*( #/( )*%2/#"3-.( I2*+"2%*7#2%5( I27*7%*7,+>( *0+(fund seeks solutions to worldwide challenges involving international security, governance, and human well­being. PRACTICUM

In the two­quarter practicum directed by Professor of the Practice of Public Policy Joe Nation, teams of IPS and Public Policy second­year master’s students conduct policy analyses for client organizations. Class of 2010 students’ practicum reports were well received by clients, but their impact went beyond the client organizations themselves.

Three public funds administer the pensions of 2.6 million Californians. Between June 2008 and June 2009, these three pension funds lost a combined $109.7 billion in portfolio value. In their policy brief, the students estimated the current funding shortfall of CalPERS, CalSTRS, and UCRS at $525 billion over the next 16 years. The students also

recommended a combination of higher contributions, investment in less "7.:6(%..+*.>(%23(5#C+"(B+2+4*(5+,+5.(*#(0+5!("+,+".+(*0+(81""+2*(*"+23(%23(!"+,+2*(/1*1"+(.0#"*/%55.'((K%*%(C+"+(3"%C2(!"7&%"756(/"#&(*0+(42%287%5(reports of each fund. In addition, experts at Stanford University and other institutions were consulted to support the analysis and conclusions.Following the report’s release in April, Governor Arnold

Schwarzenegger commented, “This study reinforces the immediate need to address our staggering pension debt. In December 2009, President Barack Obama announced an expanded counterinsurgency strategy requiring the commitment of additional troops from the US and NATO, as well as international resources to improve Afghan government capacity. The strategy also redirected priorities from combating insurgents to protecting civilian populations, providing economic development aid, promoting governance and institution building, and developing strategic communications with the aim of increasing Afghan public support for both the US­led International Security Assistance Force (ISAF) coalition and the Afghan government. The students examined factors driving changes in insurgent violence

against Afghan civilians. Their analysis concludes that increases in anti­civilian violence were most clearly tied to the initiation of ISAF security initiatives, and further that the quality of Afghan governance and rule of 5%C(%"+(57:+56(7&!#"*%2*(/%8*#".(72<1+2872$(5#8%5(.1!!#"*(/#"(72.1"$+2*.'(T#02(97$5+>(E07+/(#/(*0+(9#"53C73+(I2873+2*.(;+%&(%*(*0+(Q%*7#2%5(

Global climate change requires an international response, a responsibility conventionally assigned to nation­states. Recently, however, subnational governments have stepped beyond domestic borders to cooperate internationally. The students examined the

effectiveness of subnational climate collaborations through literature reviews and extensive interviews.R88#"372$(*#(*0+(*+%&-.(42372$.>(.1B2%*7#2%5(8#55%B#"%*7#2.(N)QE.O(

offer unique contributions toward meeting climate change policy goals. These contributions include experience implementing climate policy, serving as policy “laboratories,” pressuring national governments to strengthen climate efforts, and sharing knowledge. California Penal Code §17(b) provides prosecutors and judges with the discretion to reduce certain crimes, known as wobblers, from felonies to misdemeanors. The students’ study focuses on the exercise of prosecutorial discretion under §17(b)(4), which includes, among other offenses, methamphetamine possession. Through district attorney interviews and quantitative analysis, the

team determined that individuals with prior offenses were less likely to receive a misdemeanor charge. Age, gender, and race did not appear *#( 72<1+28+(80%"$72$(!#5786'( (@#"+(X57B+"%5Y(8#12*7+.>(%.(&+%.1"+3(B6(voting history, had a record of fewer felony charges. The students recommended a policy of structured discretion through

a combination of the status quo and transparency. Under the status quo, DAs exercise their discretion under §17(b)(4) based primarily on case­related factors and community interests. Increasing transparency by publishing explicit and detailed DA guidelines would hold DAs accountable to standards that they set themselves and provide uniformity and fairness in charging within a county. !

At my organization, the Israel­Palestine Center for Research and Information (IPCRI), I worked on a project that attempted to assess the needs and priorities of two critical minority groups: Israeli settlers and Palestinian refugees. The study’s objective was to identify ways to better incorporate the needs of these two groups into current policy, particularly with regard to the peace process. As a researcher on the settler­refugee project, I helped develop interview questionnaires, reached out to interested stakeholders, and did background research. I also went out in *0+(4+53(%23(8#2318*+3(72*+",7+C.(C7*0(.+**5+".(%23("+/1$++.>(+,+2*1%556(becoming the lead interviewer for Palestinian refugees.My experience was fantastic both because I worked on exactly the

At least twice a day I commuted from one side of “the wall” to the other, through an Israeli military checkpoint. Movement across this barrier is extremely restricted for Palestinians ­ who need special permits to pass ­ and forbidden for Israelis not on active military duty. Many of the other interns at IPCRI could not have this same experience because their schools’ funding would not allow them to live or work in the Palestinian Territories due to the standing US State Department travel warning. @6(.1&&+"(72(I."%+5(%23(*0+(9+.*(V%2:(C%.(57/+(80%2$72$'( (V6(

straddling two worlds and inserting myself directly into the heart of *0+( 8#2<78*>( I( /+5*( 72(&%26(C%6.( *0%*( I(C%.( %B5+( *#(&#,+( B+6#23(the headlines and see what life was really like for both Israelis and Palestinians. As deputy manager of the Accelerated Microenterprise Advancement Project Business Development Services Knowledge and Practice task order, Andrea helped develop papers on best practices in value chain development and market and impact assessment. From 2007 to 2008, she was posted in Zagreb as the senior tourism advisor for USAID’s Enhancing Small and Medium Enterprise Performance Project in Croatia. In the past year, Andrea has completed consulting assignments in Serbia, Indonesia, Ghana, Moldova, Haiti, Georgia, Kosovo, and acted as Senior tourism advisor for the USAID/Cambodia MSME project. Andrea advised students to market their foreign language, quantitative

modeling, and writing and communication skills. She highlighted two distinct paths to advance in a career as a technical specialist in international development. Economic Development in East Africa: Integrating Gender Into TechnoServe Programs

TechnoServe’s programs in East Africa focus on agricultural value chain development and entrepreneurship development. The aim of Kelly’s project was to identify

ways for TechnoServe to enhance women’s !%"*787!%*7#2( 72(%23(B+2+4*( /"#&(;+802#.+",+-.(

programs. In general, women in Africa work longer hours than men, 3+"7,+(5+..(B+2+4*(/"#&(*0+7"(+//#"*.>(%23(%"+(37.%3,%2*%$+3(31+(*#(5#C+"(education and literacy levels. At the same time, data suggest that women generally respond better to training opportunities, are more responsible C7*0(&78"#8"+37*("+!%6&+2*.>(%23(0%,+(%(5#2$+"Z*+"&(42%287%5(#1*5##:'Kelly’s project analyzed academic articles and reports; interviewed

university professors, NGOs, private sector representatives and TechnoServe staff in the US, Tanzania, Kenya, and Uganda; and held interviews and focus groups with more than 90 farmers and entrepreneurs participating in TechnoServe programs in 10 East African cities and towns. Kelly found that increasing household incomes does not necessarily

B+2+4*( 7237,731%5( 0#1.+0#53( &+&B+".( +]1%556'( ( I2.*+%3>( 72*+",+2*7#2.(that do not consider the distribution of power and control of income within a household can, in some contexts, actually harm women. In #"3+"( *#( 7&!"#,+(C#&+2-.(!%"*787!%*7#2( 72( %23(B+2+4*( /"#&(+8#2#&78(development programs, gender concerns need to be incorporated into each stage of a project ­ choosing the site, publicizing the intervention, selecting local leaders, training participants, distributing resources,

monitoring impact, etc. Recommendations included the formation of a TechnoServe East Africa gender council, gender sensitivity training for staff and program participants, integration of gender concerns into TechnoServe proposals and workplans, and the development of gender metrics to track the organization’s impact in this area. As a result of Kelly’s project, TechnoServe has adopted gender

integration as a key part of its overall strategy and is now utilizing the detailed gender toolkits she developed as its organization­wide approach to gender integration. TechnoServe is also investing in the development and rollout of gender sensitivity training, in collaboration with an organization with deep expertise in this area.

Questions and Answers with Condoleezza Rice

Condoleezza Rice, Professor of Political Science, Senior Fellow on Public Policy at the Hoover Institution, and former US Secretary of State, joined IPS for lunch on February 25, FGHG'((="#/+..#"(L78+(4+53+3(]1+.*7#2.(/"#&(*07"*6Z4,+(.*13+2*.(#2(7..1+.("%2$72$(/"#&(2185+%"(proliferation to the wars in Afghanistan and Iraq and US relations with Japan, Korea, Europe, and a host of other countries and regions. A student in Professor Rice’s course on Challenges and Dilemmas in American Foreign Policy asked her to grade the Obama Administration on its conduct of foreign policy to date. Professor Rice politely declined, suggesting she would not have wanted her predecessors to comment during her tenure. In any case, she noted, the Obama Administration was continuing a number of the previous administration’s policies. !

Over the last two years, our class has learned a lot from our Stanford experience, a lot from each other. And being committed policy students, it seems only right that we should try to !"#$"%&'(%)&(!*%+",,"(%,-#.%)"%/&'.*%0,1%2%34'("*%0,%504-,%+"%'6"/'!%,&%7#66%&.%6&5"%&/%&'(%lessons learned to those who will follow us. So, some pieces of advice ­ eight, to be exact ­ for the incoming IPS Class of 2012:

H(Z(W&B"%8+(6#1"(37,+".7*6'((;%:+(7*(/"#&(#1"(85%..d(I*(7.(%($##3(*072$'(9+(0%,+(%(.&%55(8#0#"*(­ there are only 21 of us ­ but between us, we represent 11 different countries, have worked on six different continents, have experience in various sectors of the economy, and bring to Stanford broadly different skills. And yet, even with all these differences, we are a unit. More than maybe any other !"#$"%&(0+"+>(C+(4*( *#$+*0+"'( ()#>(E5%..(#/(FGHF>( J1.*(:2#C(that your class’s diversity will be not only your strength, but also your glue.

2 ­ Take golf, fencing, scuba diving, kickball, a day off – something, anything, that will keep you fresh. Take advantage of the fact that you live in one of the most beautiful places in the world. You are in California. California is awesome. Don’t waste it.

3 ­ Recognize that you will need your classmates; if you are doing this alone, you are not doing it right. In our class, we are each better for having known each other; we are each better from having learned from one another. Stick together, because, really, you don’t want to get lost in the sea of Stanford engineers.

4 ­ Take a breath and take stock. At some point, you will think you are stupid, feel under­prepared %23(#,+"Z&%*80+3>(B1*(6#1(C755(B+(C"#2$'((K1"72$(#1"(4".*(]1%"*+"(%*()*%2/#"3>(C+(%55(/+5*(%(57**5+(#,+"C0+5&+3>(%(57**5+(3+.!+"%*+>(42372$(.#5%8+(72(57**5+(+5.+(B+6#23(our statistics textbook that was ­ no kidding ­ full of cartoons. But the source of our discomfort was not stupidity ­ it was growth. Use it. Don’t panic. It’ll only sting for a little bit.

5 ­ Go to San Francisco. It is much cooler than Palo Alto. Plus, it’ll keep you away from undergraduate frat parties.

6 ­ Forget about your GPA … because everyone else will. If you only take classes that play to your strengths, if you only focus on what you think you want to know, you will have missed the point. This is an interdisciplinary program; you %"+(0+"+(*#(B"#%3+2(6#1"(!+".!+8*7,+>(2#*(*#(8#24"&(7*'((I2(#1"(class, each and every one of us challenged ourselves, and in doing so, succeeded in proving our worth in a way that GPA will never capture.

7 ­ Go to math camp, despite the fact that it is exactly as cool as it sounds. You will get to meet your classmates, get free food, and maybe re­learn some calculus. Also, come better prepared than I did. I was armed with only my Math for Dummies book and a drugstore calculator. Purchase a TI­83 ­ trust me on this.

8 ­ Think about your future, but don’t let ambition sabotage you. At Stanford, you will be surrounded by people ­ students and faculty alike ­ who have had brilliant careers and who seem to have been destined to achieve great things. But remember: they became great because they were good at what they did, not what they were going to do. Don’t be so anxious about becoming something

better than you are now, when what you do today will make you who you are in the future.

There are lots of other bits of advice, like get a bike with gears for the Law School hill … live in Rains or be friends with someone who does … ask Professor Bulow to throw out the orange juice before his pricing class … or plan a study trip to somewhere you never thought you wanted to go. Obviously, with two years of material, I could go on. But, in the spirit of keeping this short, let me just close by
