1.1 REFERENCES

The publication listed below forms a part of this specification to theextent referenced. The publication is referred to within the text by thebasic designation only.

DOD UNIFIED FACILITIES CRITERIA (UFC)

UFC 1-300-08 (2004) Criteria for Transfer andAcceptance of Military Real Property

1.2 SUBMITTALS

**************************************************************************NOTE: Submittals must be limited to those necessaryfor adequate quality control. The importance of anitem in the project should be one of the primaryfactors in determining if a submittal for the itemshould be required.

A “G” following a submittal item indicates that thesubmittal requires Government approval. Somesubmittals are already marked with a “G”. Onlydelete an existing “G” if the submittal item is notcomplex and can be reviewed through the Contractor’sQuality Control system. Only add a “G” if thesubmittal is sufficiently important or complex incontext of the project.

For submittals requiring Government approval on Armyprojects, a code of up to three characters withinthe submittal tags may be used following the "G"designation to indicate the approving authority.Codes for Army projects using the ResidentManagement System (RMS) are: "AE" forArchitect-Engineer; "DO" for District Office(Engineering Division or other organization in theDistrict Office); "AO" for Area Office; "RO" forResident Office; and "PO" for Project Office. Codesfollowing the "G" typically are not used for Navyprojects.

Submittal items not designated with a "G" areconsidered as being for information only for Armyprojects and for Contractor Quality Control approvalfor Navy projects.

1.3 Certification of EPA Designated Items

Submit the Certification of EPA Designated Items as required by FAR52.223-9, "Certification and Estimate of Percentage of Recovered MaterialContent for EPA Designated Items".

1.4 TRANSFER AND ACCEPTANCE OF MILITARY REAL PROPERTY (DD FORM 1354)

Submit Form DD Form 1354, filled out in accordance with the requirements ofUFC 1-300-08.

1.5 PROJECT RECORD DOCUMENTS

1.5.1 As-Built Drawings

"FAC 5252.236-9310, Record Drawings." [In addition to the requirements ofFAC 5252.236-9310, the Contractor shall survey the horizontal and verticallocation of all underground utilities to within 30 mm 0.1 feet [_____]relative to the station datum. All pipe utilities shall be surveyed ateach fitting and every 10 m 100 LF [_____] of run length. Electrical andcommunication ductbank, direct buried conduit, and direct buried conductorshall be surveyed every 10 m 100 LF [_____] and at each change ofdirection. 1.5.2 As-Built Record of Materials

**************************************************************************NOTE: This paragraph is intended to provide dataand details on equipment and materials incorporatedin the construction that cannot readily bedetermined after construction is completed. Thedata is expected to be invaluable in maintenance,alteration, and repair where opening of theconstruction would otherwise be necessary prior todesign or preparation of work orders. TheGovernment should predetermine the items on whichdata is required and list them in the "MaterialsDesignation" column of the form. A typical list ofitems would include such things as: Roofing,insulation, and special wall coverings.

Furnish a record of materials.

Where several manufacturers' brands, types, or classes of the item listedhave been used in the project, designate specific areas where each item wasused. Designations shall be keyed to the areas and spaces depicted on thecontract drawing. Furnish the record of materials used in the followingformat:

1.5.3 TRANSFER AND ACCEPTANCE OF MILITARY REAL PROPERTY RECORDS (DD FORM1354)

At the completion of the Project, but prior to final acceptance, prepare,under the direction of the Contracting Officer, all accounting of installedproperty on DD Form 1354 and other necessary information as required byUFC 1-300-08, except use the NAVFAC Washington Building Information Check List in lieu o Draft DD Form 1354 , if required, will be forwarded by the AE to thecontractor at the completion of the design. Submit Interim DD Form 1354 21 Days prior to BOD. [1.6 EQUIPMENT/PRODUCT WARRANTIES

1.6.1 Equipment/Product Warranty List

Furnish to the Contracting Officer a bound and indexed notebook containingwritten warranties for equipment/products furnished under the contract, andprepare a complete listing of such equipment/products. Theequipment/products list shall state the specification section applicable tothe equipment/product, duration of the warranty therefor, start date of thewarranty, ending date of the warranty, and the point of contact forfulfillment of the warranty. The warranty period shall begin on the samedate as project acceptance and shall continue for the full product warrantyperiod. Execute the full list and deliver to the Contracting Officer prior

to final acceptance of the facility.

1.6.2 Equipment Warranty Tags and Guarantor's Local Representative

Furnish with each warranty the name, address, and telephone number of theguarantor's representative nearest to the location where the equipment andappliances are installed. The guarantor's representative, upon request ofthe station representative, shall honor the warranty during the warrantyperiod, and shall provide the services prescribed by the terms of thewarranty. At the time of installation, tag each item of warrantedequipment with a durable, oil- and water-resistant tag approved by theContracting Officer. Attach tag with copper wire and spray with a clearsilicone waterproof coating. Leave the date of acceptance and QC'ssignature blank until project is accepted for beneficial occupancy. Tagshall show the following information:

All contract requirements of Section [ 23 09 53.00 20N SPACE TEMPERATURECONTROL SYSTEMS] [ 23 09 54.00 20 DIRECT DIGITAL CONTROL SYSTEMS] shall befully completed, including all testing, prior to contract completion date.In addition, all contract requirements of Section 23 08 00.00 20 HVACTESTING/ADJUSTING/BALANCING shall be fully completed, including testing andinspection, prior to contract completion date, except as noted otherwise inSection 23 08 00.00 20 . The time required to complete all work and testingas prescribed by Sections [ 23 09 53.00 20 ] [ 23 09 54.00 20 ] and23 08 00.00 20 is included in the allotted calendar days for completion.

]1.8 CLEANUP

Leave premises "broom clean." Clean interior and exterior glass surfacesexposed to view; remove temporary labels, stains and foreign substances;polish transparent and glossy surfaces; vacuum carpeted and soft surfaces.Clean equipment and fixtures to a sanitary condition. [Clean] [Replace]filters of operating equipment. Clean debris from roofs, gutters,

downspouts and drainage systems. Sweep paved areas and rake cleanlandscaped areas. Remove waste and surplus materials, rubbish andconstruction facilities from the site.
