BİLGEM’s (Informatics and Information Security Research Center) story started 45 years ago. The center was first established within ODTÜ (Middle East Technical University) under the name of Electronics Research Center. It was thanks to the five researchers of this Electronics Research Center that BİLGEM, with its 6 institutes and staff exceeding 1500, was founded as the biggest R&D Center of TÜBİTAK and Turkey. As for today, we have the honor and excitement of being the successor of such people.

We provide our country with innovative and national solutions for its technological needs thanks to our researches in the fields of informatics, information security and advanced electronics. With our entirely domestic, military and civilian technologies developed in highly secure operating environment, BİLGEM contributes to our national security. Additionally, the Center supports the country’s competitive power through its products being exported to the NATO and the international arena. With our qualified staff, we take firm steps in directing the current technological developments both

at home and abroad and in shaping the future’s technology.

In the forthcoming term, we aspire to enhance cooperation with foreign countries. Thus, we aim at providing the friendly countries with high-technology products through the selling and technology transfer of the mentioned products. In the same vein, we aim at establishing closer ties with industry and contributing more to our economy and R&D experiences. We highly believe in the fact that these goals will further strengthen success of the country escalating to become a world power) in technological fields.

In this catalogue, we wanted to share our new organizational structure and vision with our highly esteemed shareholders. In the new term as well, we proceed with further Researches and Developments with great determination and enthusiasm.

BİLGEMInformatics and Information Security Research Center

The need for information systems is increasing more and more. This need has reached such an extent that their absence is hardly imaginable. In this information age, we, someway or another, have to use an electronic device or system in order to maintain our lives.

That’s why, it is of utmost importance that processes on/through electronic devices are carried out under safe and secure conditions. In this sense, security and integrity of the information processed are of topmost importance. Additionally, one has to be sure about the source and reliability of such information. Another important issue is the necessity of information systems that have to present secure and innovative solutions maintaining business continuity and enhancing institutional performance.

Preservation and transfer of the military and civilian information under secure conditions are important not only for countries but also for institutions. To maintain this security, some countries reserve big budgets while others are unaware of their security needs.

It is only when the institutional information solutions are viewed and designed as a whole that will provide the expected goals. That’s why, we have adopted a holistic approach in developing our solutions instead of focusing only on the features of new technology or devices. Among our priorities in this direction are human factors, institutions’ habits and the usability of new technology and devices, which all have huge infl uence in all processes.

The right approach in this regard includes correct analysis of the service and security (that are the expected results of information systems and solutions) and also deciding on the system architecture with a comprehensive risk analysis.

TÜBİTAK BİLGEM does not present a prototype solutions for informatics and security needs of its customers both from the public and private sector. But instead, BİLGEM adopts the principle of providing each of its customer with tailor-made solutions.

R&D Organization

Consisting of more than 1600 staff , more than 80% of whom are R&D staff , TÜBİTAK BİLGEM operates on information technology, information security and advanced electronics. Based upon its experience exceeding 40 years, the center is now one of the most competent R&D centers of Turkey.

Boundaries

The institutions within BİLGEM have so far attained hundreds of project achievements in the fi elds of information security, software and telecommunication. These institutions are namely the National Research Institute of Electronics and Cryptology (UEKAE), the Information Technologies Institute (BTE), The Advanced Technologies Research Institute (İLTAREN), The Cyber Security Institute (SGE) and The Software Technologies Research Institute (YTE). Thanks to the projects of the afore-mentioned institutes, Turkey has become one of the few countries declaring its technological independence in the fi elds of information security and informatics.

Products and solutions developed by BİLGEM have gone beyond the country’s border, being used by many European and Asian countries and NATO as well.

In other words, Turkey is no more a country which only imports informatics and information security; but also competes with the world’s leading countries in this regard.

Technology Transfer and Commercialization

The Department of Technology Transfer and Commercialization aims at optimizing resource usage while attaching utmost importance to customer’s satisfaction.

The Department of Technology Transfer and Commercialization was established in 2012 within TÜBİTAK BİLGEM as one of the vice presidency. The department is responsible for the following units: Product Development Support, Integration and Test, Preproduction and Prototype Realization, and Integrated Logistics and Customer Support, which are all aids in enhancing the developed technology and products. Each and every one of these units off ers services for all R&D groups and aims for more effi cient use of resources.

Additionally, The Commercialization and Technology Transfer Offi ce has newly emerged. The Offi ce builds opportunities for companies to reach technology and products developed within the center. The main purpose of the Offi ce is to maximize TÜBİTAK-Industry collaboration in order for Turkey to have more value-added products in the global market.

The Unit of Integrated Logistics and Customer Support provides centralized follow-up of all products, including consolidated service support and logistic support after selling. Thus, utilizing high quality services, customer satisfaction is the main target of the unit.

The Commercialization and Technology Transfer Offi ce The Commercialization and Technology Transfer Offi ce conducts transfer activities with domestic producers for the purpose of the products, technology and fi ndings of BILGEM.

The Offi ce also carries out the following activities: Informing investors about transfer and commercialization activities, building relationships with the market, developing cooperation plans for new technology companies, commercializing, licensing intellectual property rights and managing royalty income.

Product Development and SupportProduct Development and Support carries out industrial and mechanical design activities needed by product development design groups within the scope of their projects. The unit also conducts the activities of industrial and mechanical design, printed circuit design, safety tests, mechanical prototype manufacture and printed circuit production.

Integration and Test Unit Integration and Test Unit mainly deals with activities during the design of products. Within this scope, the unit provides production and validation of design prototypes, conduct of the system and also acceptance tests. Furthermore, the unit carries out functional and performance tests for software projects while it presents product function tests, electric testing and performance tests for hardware projects.

Preproduction and Prototype RealizationThe unit provides the production of technology and products, which have completed their design and development processes, as a fi rst product concept. It also conducts support activities within this respect. Moreover, quality control and acceptance tests are carried out within this unit.

Integrated Logistics and Customer SupportThe unit carries out the activities of integrated logistics and customer support for the products and technology which are of critical importance, and developed and enhanced by BILGEM.

Among the main responsibilities of this unit are spare parts stock management, fi eld assembly, technical services, training of technical personnel and fault notifi cation management.

Strategic Planning, Business Development, Program and Technology Management

Strategic Planning and Process Management, Business Development and Customer Relations, Program Management, Technology Management and The Trend Analysis departments are gathered under one roof in the frameworks new strategic vision.

The newly formed Strategic Planning, Business Development, Program and Technology Management Vice Presidency aims to have all departments and institutes are working as a single entity in a productive and customer-centered way in line with strategic aims.

The Strategic Planning and Process Management DepartmentThe Strategic Planning and Process Management Department coordinates the activities for the improvement of the strategic plan and supervises the application of these planned activities. In addition, the department makes sure that all the activities performed in the institution are in line with determined strategies and all the strategic aims and targets are internalized by every individual.

While performing internal and external analyses with great participation, the department present the scorecard of the institution in terms of stakeholder-focus, processes, learning and progress aspects. Formation of activity plans and performance program processes which are the means of coordination towards strategic aims and targets; analyses of measurements of how the strategic plans are applied via monitoring and evaluation processes; reporting and follow-up of any suggestions and needs regarding improvements, changes and updates of plans are within the main responsibilities of the department.

THE TECHNOLOGY MANAGEMENT AND TREND ANALYSIS DEPARTMENT WAS ESTABLISHED TO COORDINATE R&D AND INNOVATION MANAGEMENT ACTIVITIES, AND TO PREPARE CONSISTENT AND ACCURATE FORESIGHT AND FORECASTS REGARDING FUTURE TECHNOLOGY.

The Business Development and Customer Relations UnitThe Business Development and Customer Relations Unit introduces the products and solutions brought to customers by BILGEM technology. The unit conducts negotiations with customers, does pricing and cost analysis, prepares proposals and contracts. Designing catalogs and product brochures, exhibitions and trade show participation are also carried out by the unit.

The unit collects demands of the military and civilian agencies, commercial organizations and all public institutions, makes in-house guidance towards a solution, realizes analysis and results-oriented studies to increase customer satisfaction.

The Program Management DirectorateThe main responsibility of the Program Management Directorate is to track and report multidisciplinary projects where more than one institute exist, and establish coordination between institutes and the stakeholders. On this basis, our Program Managers have to confront with all the stakeholders in a Program.

Program Managers continuously track a healthy information fl ow between stakeholders, avoid repetitive tasks between institutes, and manage projects belonging to the Program for the lifecycle of their to length prevent manageable risks.

In addition to the aspects above, Program Managers establish a bridge between the Customers and the Institutes as well as acting the role of Account Manager, resulting in high quality BİLGEM products.

The Technology Management and Trend Analysis DepartmentThe Technology Management and Trend Analysis Department was established to coordinate R&D and innovation as management activities in the technological fi elds of BİLGEM and to prepare consistent and accurate foresight and forecasts regarding future technology.

The department scans technological innovations and improvements for determining new viable technology competencies for BİLGEM. The main activity fi elds of the department are technology management, technology foresight, technology planning and development of technological competition strategies.

Testing and Evaluation

The Vice Presidency for Testing and Evaluation (VPTE) is responsible for the coordination of 6 test and evaluation laboratories, 4 of which are on information security.

VPTE consists of the following units, namely being ‘TEMPEST’, ‘Cryptanalysis’, ‘COMSEC’, ‘Common Criteria’, ‘Software Test and Quality Evaluation Center’, and ‘The Radar Performance and Signature Analysis Center’.

Testing, evaluation and analysis units within BİLGEM have been gathered under a single entity, thereby leading to an operating environment independent from product development and design teams. Additionally, thanks to this unifi cation, evaluation processes have attained a holistic approach. Here, the main emphasis has been given on establishing coordination among the units, more eff ective usage of resources and customer satisfaction through more effi cient services.

TEMPEST

The TEMPEST Test Laboratory conducts tests on equipment, systems and platform level in compliance with the National MST 401-1 (A) and NATO SDIP 27/1 TEMPEST test standards. Additionally, it carries out TEMPEST installation surveys of the facilities and infrastructures of both public and private institutions in accordance with the National MY 401-4 and NATO SDIP 29/1 Directives. In the same vein, TEMPEST Test Laboratories perform the following activities: Development of test and analysis systems (Automatic TEMPEST Testing and Compromising Emanations Detection System, VDU Leakage Detection System and Facility Zoning System), training (TEMPEST Tests, Basic TEMPEST Training and Basic TEMPEST Installation Guide), consultancy at equipment, system and installation level, and compromising emanations analyses.

Cryptanalysis

The Cryptanalysis Laboratory deals with the cryptanalysis and evaluation of cryptographic algorithms and protocols, which are used for security services like confi dentiality, integrity, identifi cation and authentication in information security equipment. Likewise, the mentioned laboratory carries out cryptanalysis and evaluation activities of key generation and distribution mechanisms. Within the scope of these analyses, cryptographic mechanisms are tested and analyzed to fi nd out whether they show any vulnerability against active or passive attacks.

The Cryptanalysis Laboratory also conducting the following activities: Cryptographic risk analysis of information security systems prior to their development process, representation of Turkey before NATO security working groups, conduct of research activities for the improvement of cryptanalysis abilities and provisioning for both public and private sectors by training on cryptology.

COMSEC

The COMSEC (Communications Security) Laboratory analyses the risk of unauthorized data disclosure from information security equipment. In other words, it analyses the possibility on which conditions information security falls into danger. COMSEC Laboratory tests whether crypto security is maintained in the target equipment, whether the equipment causes any side channel information leakage to the outside world and whether physical security of the device is maintained. Similarly, in order to control the potential risks, the laboratory checks whether the design principles are applied or not.

OKTEM

Any software or hardware incorporating security functions has to be evaluated from a view other than that of the software or hardware developers. BİLGEM guarantees security of information technology products with the international standard known as The Common Criteria (CC) or ISO/IEC 15408. The Common Criteria Test Center (OKTEM) performs CC security tests for a wide range of products including fi rewalls, smart card integrated circuits, security implementation software and encrypted fl ash disks. Conducted Tests are reported to the Turkish Standards Institute (TSE), which is the CC certifi cate authority of Turkey. Following the successful completion of tests, products are granted by the universally valid CC Certifi cate of TSE.

Apart from testing of information technology products, OKTEM off ers consultancy for defi nition of security requirements of critical products and prepares Protection Profi les that are compatible with international standards.

YTKDM

The Software Test and Quality Evaluation Center (YTKDM) was established in 2010 with the support of the State Planning Organization. In the software sector, it is of high importance for companies to meet their software requirements in the expected time and cost and with high quality, reliable and proper software. In this context, YTKDM aims at determining whether software meets these requirements, and the expected quality and standards are maintained. Therefore, by making use of its know-how and experience attained from national and international projects, YTKDM carries out software test and quality evaluation, thereby serving the software sector.

RAPSİM

Wind energy, which is one of the most effi cient means of renewable energy production, has recently attracted great attention all over the world as well as in Turkey. However, some degrading eff ects on the performance of systems propagating electromagnetic energy have been raised by the presence of rotating turbines employed in the wind farms. RAPSİM, bring its name from the acronym of the Turkish title corresponding to ‘Radar Performance and Signature Analysis Centre’, was founded for the examination of wind turbine eff ects on military and civilian electronic systems. Within the scope of RAPSİM, the simulation of several electronic systems such as radar, navigation and communications systems can be performed by using real terrain characteristics and operating parameters and results are gathered in a simulation environment. All electronic systems are considered and modeled using high-fi delity engineering techniques. The results of the simulation and performance analyses are presented via a high-level graphical user interface and automatic report generating tools.

RAPSİM also provides solutions on the radar cross section (RCS) evaluation, the inverse synthetic aperture radar (ISAR) image construction related to several platforms, and RCS reduction or enhancement methods with the help of the afore-developed software, called RASES.

Government services are becoming much easier to obtain at your home or offi ce with just a tiny little token that is made by The Government Certifi cation Authority.

Owing to the perfection of BİLGEM on data security and the technology of electronic signature, the Government Certifi cation Authority known as “KAMU SM” which is the unique government CA, serves accordingly The Electronic Signature Law No.5070 within BİLGEM.

e-Signature (QC)

According to the Electronic Signature Law No.5070 published on January 15, 2004, secure electronic signatures are given by authorized Electronic Certifi cate Service Providers will have the same legal eff ect as that of a handwritten signature. The e-signature certifi cate that was issued in accordance with the relevant law, makes ratifi cation procedures performed on computer or in electronic form have a legal basis, and eliminates paper. People who want to check on declaration of intent, the institution’s electronic fi le system, online services, e-government services can use e-signatures. Using an electronic signature, ensures online transactions have as much legal basis as of paperwork. Institutions or persons with QC take advantage of using an electronic signature by saving time, money and eff ort.

Evaluation Service

The Government Certifi cation Authority, supervises government entities’s compliance for Qualifi ed Electronic Certifi cate (QC) or mobile signature on request.

Dated April 19, 2006 and 2006/13 numbered “Procedures and Principals for Government Certifi cation Services” charged Government Certifi cation Authority to audit government entities for their compliance over e-signature applications. Legislation predicts that government entities should be evaluated with respect to some certain technical details. Evaluating the compliance of the applicant government entities related to their e-signature applications or mobile signature applications should be performed in accordance with international technical standards. The Government Certifi cation Authority takes this obligation as its substantive responsibility in order to spread e-signature utilization. The Government Certifi cation Authority, also provides a technical consulting service for integrating e-signature libraries and a training service for institutional clients.

Corporate Seal Certificates

The Corporate Seal Electronic Certificate Server was founded and operated by The Government Certification Authority in order to provide electronic certificates to legal entities, corporations and institutions on account of Revenue Administration (GİB). Corporate Seal Certificates are used for financial arrangements regarding Tax Law and guarantee an institutional data’s integrity, sources and content. Confidentiality and security is ensured in the process of saving and sending data. Government Certification Authority issues two types of Corporate Seal Certificates that are Fiscal Seal Certificate (FSC) and Security Services Certificate (SSC). The certificates, which include a user title and taxpayer ID, have the ability to seal and encipher data such as e-bills and other documents allowed by the legislation. Seal Certificates are used on e-Bill, e-Register and e-Ticket portals.

Timestamp

The timestamp service, provided by Kamu SM in accordance with the Electronic Signature Law No.5070, is a digital data method that verifies the exact time when the data is created, changed, sent, delivered or saved by using Qualified Electronic Certificate. The Government Certificate Authority provides a timestamping service to anyone who requests.

Timestamping proves if certain data exists at a certain time and ensures it cannot be changed by using a Public Key Infrastructure which proves the existence and integrity of the data. In today’s life it is vital to prove the time for some business applications, e- government and e-commerce. In addition to this, a drawing, design, photography, thoughts, research, formulas, algorithm, like a book which need to obtain the right to use intellectual property and intellectual property for all kinds of electronic data can be time-stamped.

SSL (Secure Sockets Layer)

The SSL (Secure Sockets Layer) certificate provides secure communication on the Internet or on the Intranet server and the terminal computer. The SSL certificate prevents monitoring by third parties and provides confidentiality. SSL certificate is used by many institutions’ web pages by using cryptographic algorithm bags. SSL protects the personal information of users to be captured by another person or to be changed and it is used as a barrier to prevent fraud. The most common usage of SSL certificates can be listed as online shopping, banking, e-government applications, web mail applications that require high security for data transmission. SSL (Secure Socket Layer), is a technology which provides encrypted connection between the client and the server. This technology ensures integrity of the data sent and received over the link.

Cryptology

Cryptology is the science of providing information security through mathematical methods. Security services such as data confi dentiality, data integrity, non-repudiation, authentication and access control are achieved through cryptographic mechanisms. Cryptology Division carries its activities mainly in the design and analysis of proprietary cryptographic algorithms and protocols in diverse environments ranging from smart cards to satellites, from network devices to sensors, wherever information security is essential. With many qualifi ed researchers specialized in various disciplines, Cryptology Division carries an inter-disciplinary work in information security. In addition to its expertise in modern cryptology applications, the division works on quantum crypto systems that are projected to provide unconditional security. Cryptology Division proved its scientifi c quality by producing numerous scientifi c publications and by housing EuroCrypt 2008, RFIDSec 2010, LightSec 2011, and LightSec 2013 conferences.

Within the scope of European Union FP7 wireless communication systems and lightweight security project ICE (Integration of Crypto-D to ERA), qualifi ed researchers were recruited and joint research activities were carried out with scientists and engineers worldwide with expertise in their fi elds. During the project, over 30 academic papers were published and 5 international training projects were organized.

The design of cryptographic algorithms and protocols, confi dentiality, privacy, authentication, security solutions for resource-constrained systems (e.g. RFIDs, sensor networks), quantum cryptology and key distribution systems are some of the activity fi elds that the Cryptology Division deals with. Cryptology Division also gives technical support to The Vice-Presidency of Test and Evaluation.

Electronic Identity Verification System

The new national identity card, which is based on smartcard technology, will replace the paper based identity card soon. With this new card, secure access will be provided to online services offered by public institutions and private enterprises. Thus, the quality and the quantity of online services will increase. Secure access to these online services is provided by the Electronic Identity Verification System (EKDS) developed by UEKAE.

The Republic of Turkey National Identity CardThe Republic of Turkey National Identity Card is a proof of Turkish citizenship. It contains visual and electronic security features used both for personal identity verification and secure access to online services. The electronic security features of the card are provided by the national smartcard integrated circuit (UKTÜM) and the national smartcard operating system (AKİS). The national identity card contains identity information, photographic and biometric data (finger print, finger vein print and palm print) of the cardholder.

Secure Card Access Devices (KEC)KEC is the terminal device of the Electronic Identity Verification System (EKDS). It has been developed to verify that the identity card was given by the authorized institution and that the card belongs to the right person to access online services. KEC ensures that the service requester (citizen) and the person providing the service (staff) are at the place of operation at the same time. Using a Secure Access Module (GEM) developed by UEKAE, KEC establishes secure channel with the identity card to access personal message and biometric data fields in which access is impossible with a standard card reader. Three different types of secure card access devices are developed to fulfill different operational purposes, namely Institutional, Personal and KİOSK KEC.

Identity Verification ServerIt is the central server where identity verification assertions generated by KEC are verified and stored.

Identity Verification Policy ServerEKDS supports different security levels (electronic certificate, digital photograph, PIN, biometrics, etc.). Depending on the service offered, the policy and the security level can be determined by the identity verification policy server.

Software APIsApplications are integrated to EKDS through application software interfaces. The interface software may run on the client or the server depending on the service infrastructure.

Established in 1983, The Semiconductor Technologies Research Laboratory (YİTAL) focuses on the design, process development and microfabrication of strategic integrated circuits required for national applications.

The integrated circuits fabricated in-house with YİTAL’s CMOS technology are used in critical devices designed and produced by UEKAE.

In addition to CMOS technology, YITAL is also developing its own 0.25um SiGe HBT BiCMOS technology in-house.

As part of its mission YITAL designs and fabricates sensors and smartcard ICs for national identity cards.

Communication Technologies

Signal IntelligenceUEKAE has done R&D and delivered products on signal intelligence since 1997. With qualifi ed experts in signal processing, signal analysis and RF design, hardware and software components of signal intelligence systems can be completely designed and manufactured within the institute. Signal Intelligence systems consist of three primary components: signal processing, signal analysis and direction fi nding.

UEAKE developed products in all of the components of signal intelligence systems including very high-speed (at least 15 GHz/sec) and ultra-wideband (up to 18 GHz) spectrum surveillance systems, systems capable of recording and playing a portion of the spectrum, and HF/VHF/UHF DF systems that can fi nd the direction of the recorded signals detected in the spectrum.

In the Signal Intelligence Division, protocol analysis and demodulation of the recorded signals are also being studied. Within the scope of protocol analysis, identifi cation of error coding, interleaver structure and frame features of any type of protocols are performed. Varied Media Communication SystemsIn a tactical area especially at the sea, where the communication is troublesome, radio is preferred as the main voice communication channel over satellite communication due to its low cost. To provide a reliable communication in fi elds where wired communication is very diffi cult to establish, the required hardware and software components as well as necessary protocols of radio communication are developed.

Secure Messaging SystemsUEKAE develops client and server software products for messaging requirements of the military and government agencies in which reliability and security are essential. The developed messaging system software can be customized along with the policies of customer agencies and are fully compliant with the military and commercial standards, providing end-to-end secure messaging platform.

All components of a messaging system (X.400/SMTP-based Messaging Servers, X.500/LDAP-based Directory Server, Administration Units, Military–based Messaging Components, tactical messaging/directory components at client and gateway levels, User Agents and Access Units) are nationally and platform-independently are developed in compliance with the international standards including STANAG 4406 Ed.2.

Optoelectronics The Optoelectronics Division develops high sensitivity optical measurement technology and carries out projects by using this technology.

National Marker SystemsUsing the devices developed in UEKAE, the concentration, characteristic features and imitations of National Marker can be detected from fuel samples and other relevant information (location etc.) of samples are sent to central servers.

National Marker Detection DeviceThese devices are developed to prevent fuel oil smuggling which is an important problem in Turkey. Since 2007, they have been used by the police and coast guards during the inspection of petrol stations, tankers and fuel tanks to detect smuggled fuel.

The device uses diff erent optic spectroscopic techniques together to make the measurement and delivers the results instantly to the data collection center. The results are regularly used in statistical analyses. Since the start of the project, hundreds of these devices have been used successfully in the fi eld to prevent billions of lira of tax loss every year.

Spectroscopic SystemsThe UEKAE develops spectroscopic measurement systems for industrial, scientific and military uses. Optical retardation based on industrial and laboratory-type stress measurement systems are currently being used in our country as well as companies abroad that are leaders in their fields. These systems, which have been designed to work in severe working conditions, provide the best resolution among their class and offer the widest working range.

The reflection coefficient, which is an important parameter in critical systems, can be measured at a very high accuracy (99,995%) with the measuring devices developed in the Optoelectronics Division. These devices also measure reflectance, transmittance and scattering at a high accuracy (10ppm). Infrared vision and characterization are among other developed systems.

Document Examination DevicesForensic XP-4010D and MSS-2D devices have been developed in order to assist with scientifically exposing forgery on official documents such as money and other bills, checks and passports in criminal laboratories. With Forensic XP-4010D and MSS-2D, hyperspectral imaging technology has been used for the first time in document examination, making it possible to solve many problems that were previously impossible to solve with existing methods and devices.

Components that are being developed in order to accompany these devices include 3D forensic view and measuring software, hyperspectral imaging software, 3D laser scanner systems, and high resolution 2D stitching software. These components may also be used in other investigative areas. Forensic XP-4010D and MSS-2D are used in all of Turkey’s border crossings, airports and main criminal laboratories. Additionally, forensic institutions, document examination labs and security forces of many countries use the document examination devices developed by UEKAE.

BTEInformation Technologies Institute

The Information Technologies Institute aims to improve the welfare and security of the public through the realization of projects in the areas of Intelligent Transportation Systems, Homeland Security, Defense Technologies, and Sensor and Radar Systems.

In 1991, the departments of software engineering, artifi cial intelligence, computer aided design and robotics were formed under the leadership of the Assistant Director of Information Technologies. In 1995, these departments were consolidated to form The Information Technologies Institute (BTE) under the Marmara Research Center.

In 2010, BTE was transferred to the TUBITAK BILGEM organization where it continued its mission of applied research and project work.

The Institute has to date realized many projects for both the private and public sectors, universities and research institutes, and has made notable contributions to the information technologies sector.

BTE follows a policy of meeting the needs and requirements of our customers, employees, suppliers and partners at an international level of quality by developing advanced technology based on research, by pursuing creative and innovative approaches towards our goals, and by a continuous improvement of our business processes.

In accordance with the BILGEM mission, BTE has adopted a customer driven project based philosophy. After bringing its processes in line with the CMMI standards and passing a SCAMPI Class A evaluation the institute acquired CMMI Level 3 certifi cation.

At the same time BTE is one of a few organizations possessing NATO AQAP 160 (NATO Integrated Quality Requirements for Software Throughout the Life Cycle) certifi cation.

The Strategic Planning and Support Offi ce (SPDO) of the institute works in a coordinated fashion with comparable departments under other BILGEM assistant directorships to provide systems engineering and other services and resources to BTE groups.

The Technology Management and Trend Analysis Unit (TYB) of the institute performs technology forecasting, planning, provides coordination and guidance, and provides recommendations to departments on technical skills planning.

The unit works in a coordinated fashion with equivalent departments in other BILGEM assistant directorships.

The Project Monitoring and Evaluation Offi ce (PIDO) was formed to evaluate the needs of projects, to make early identifi cation of problem areas and risks, and to provide support for project monitoring and reporting.

The Information Technologies Institute carries out work in four main areas: Homeland Security, Decision Support and Intelligent Transportation, Defense Technology, and Sensor and Radar Systems. Each area is lead by an assistant director.

Speech and Language Technology

BTE’s infrastructure contributes to the creation of a substantial volume of acoustic and speech database via simulation of diff erent acoustic environments. This infrastructure provides capabilities to researchers in developing critical speech and language technology –especially focused on the Turkish language- such as large volume continuous speech recognition, speaker recognition and tracking, multi-lingual voice-to-voice automatic machine translation, voice command systems, etc. With the accumulation of this experience, BTE achieved notable success in international machine translation and speaker recognition evaluations.

BTE can perform studies and quality tests on all kinds of electronic communication systems, specifi cally in Turkish at RW-TÜV certifi ed semi-anechoic Acoustic Recording and Subjective Evaluation Laboratory, which is unique in Turkey.

In addition, BTE leads in the creation of innovative and high-tech approaches on multi-media archiving and data mining, content management, semantic inquiry, digital libraries, assisted living environment, preservation of cultural heritage, and homeland security areas.

Evidence photos and videos are examined in terms of presence of degradation which prevents further investigation. If these kinds of eff ects are identifi ed, within the framework of scientifi c methods, IYON can be used to minimize the negative eff ects of such degradation.

TAKSISSpecial Purpose Tactical Operations Training SystemTAKSIS is intended for use in training Special Forces for tactical operation in urban areas. A training environment very similar to the actual operational conditions is provided.. Weapons, ammunition, hand grenades, sound bomb and booby trap simulations, and closed indoor positioning the system components are available in system .

Evaluation of video recordings and comparison of numerical data after training sessions, and the facility to develop tactical operation strategies are some of the features of the system.

Broadcasting Systems Department

The Broadcasting Department has been established for the production and implementation of new technology and the development of technological solutions in line with the needs of the broadcasting industry. BTE has gained importance national and international markets by the Department’s achievements.

SKAAS - 1/2Digital Recording Archive and Analysis System has been developed for Radio and Television Supreme Council (RTÜK). System archives satellite, cable, terrestrial and internet broadcasting digital television and radio channels and performs audio and image analysis on records.

Local TV and radio broadcasts in diff erent cities and towns in Turkey are transferred to the main center, and then are recorded, archived and analyzed.

The system currently serves more than 185 TV broadcast companies. The system has a network infrastructure to store and replay 400 TV and 1500 radio broadcast stations.

A TRAINING ENVIRONMENT VERY SIMILAR TO THE ACTUAL OPERATIONAL CONDITIONS IS PROVIDED.

Defence Technology

A New Real Time Operating System Rising Up from TURKEY, GISGIS is the fi rst and only hard real-time operating system (RTOS) developed in Turkey at TUBITAK. GIS is intended to improve current avionics system design and integration capabilities that are part of safety critical systems.

GIS aims to fi ll the technological gap in RTOS industry for Turkey. It is developed to be used by a wide range of applications. Therefore, it has the required elasticity and scalability to work on diff erent platforms. GIS consists of several architectural modules which enable it to easily modify and integrate to various platforms including military and civil embedded system applications.

“Meets the requirements of safety critical systems”GIS was developed from ground-up according to the guidelines of DO-178B Level A. GIS can be used both in ARINC-653 mode which supports safety critical application interfaces, and also in PSE-51, PSE-52 or PSE-53 modes defi ned by POSIX. GIS comes with an integrated development environment called TGO. TGO is an Eclipse based integrated development environment which provides system integrators with features like application development, mode selection, debugging, event analysis and simulation.

“Integration to diff erent architectures”GIS has a modular design with Architecture Support Package (ASP) and Board Support Package (BSP) layers, which enables it to be easily ported to run on diff erent micro-processor families or diff erent boards. It also has a safety critical graphics library, OPENGL SC, to meet the needs of graphics based applicatons.

“Compatibility with ARINC 653 and POSIX Standards”ARINC 653 and POSIX compliances are tested with a wide a range of applications and test suites. POSIX compliance tests have been performed with the POSIX Test Suite which is procured by OpenGroup. ARINC 653 compliance tests have been executed by means of an in-house developed ARINC 653 Test Suite. ARINC 653 Test Suite was developed according to the Part 3 “Compliance Test” of ARINC 653 standards. The system tests included cooperation with other real time operating systems running on other boards. These tests confi rmed the compliance of the standards. GIS will become prevalent by replacing other real time operating systems running safety critical systems.

ETMTS-2The ETMTS-2 is a new generation dual sensor hand-held mine detection system containing both Metal Detector (EMI) and Ground Penetrating Radar (GPR). The system is capable of operating in challenging military conditions.

ETMTS-2 device has two modes: one for detection and another for identifi cation. Audio warnings about the detection of buried targets are given to the operator by headphone or an external speaker, and visual warnings are shown on LCD screen. Therefore, the user may create his own decision through the audio-visual information produced by the system.

There is a built in test (BIT) both on start up and during operation, which provides reliability. Data from the sensors, system warnings and battery level status are displayed on the screen. The system can communicate with the outer world through an Ethernet port if needed.

The operator can detect and localize both metallic and non-metallic buried mines or IEDs along a scanning path, he can visualize suspicious territory and generate a prediction about the type of the buried objects utilizing automatic classifi cation software.

The search head is designed optimally to obtain high antenna gain and high metal detection sensitivity. Thus, underground visualization can be obtained and small metallic parts can be detected.

The system is compatible with the military standards MIL STD 810G and MIL STD 461F.

DRT TableDRT Table is a computer-based plotting table, situated within the Combat Information Center (CIC), and used for providing tactical and navigational information.

The system includes a wide-screen display allowing the imaging, tracking and plotting of the course of Own Ship and other targets on a digital map.

Digital Plotting Table acquires the location, speed, heading and course information of Own Ship from navigational sensors and displays them on the screen.

Information on contacts obtained from the navigational radar can be displayed on-screen alongside the ship’s location.

The system uses S-57 format digital maps. All data originating from the sensors are displayed on the map at their actual positions.

Underwater TelephoneUnderwater Telephone is a microprocessor-controlled communication system that enables underwater communication between surface- and underwater-vessels via underwater acoustic waves.

Communication can be achieved in telephony- or telegraphy-mode. Underwater Telephones are made in two diff erent model-lines; the regular type for MILGEM/New Type Patrol Boats and the portable type for Rescue Vessels.

SONOBUOYSonobuoys, being important elements of anti-submarine warfare, are devices used to determine the positions of naval platforms.

They are used by being dropped from helicopters after the setting of their operating parameters (operating-time,

–depth and –channel).

Degaussing SystemsThe purpose Degaussing Systems is to generate a magnetic fi eld that is equal in strength but opposite in direction to that of the Ship, thereby cancelling the disturbance caused by the Ship’s presence in the Earth’s magnetic fi eld.

Research and development in the areas of Intelligent Transportation (Air, Ground, Sea and Rail), Decision Support and Disaster Management are being realized to improve the welfare and quality of life of our public.

Rail Transport Systems

TRENSIMThe National Simulation System (TRENSIM) is a locomotive operator trainer using advanced simulation technologies. The system supports basic locomotive operator training in a virtual environment as well as train driving techniques under varied climate and rail conditions, development of hazard and risk avoidance skills, monitoring of operator performance and progress, based on a E43000 locomotive cab simulation.

UDSPA signalling system has been developed by the National Railway Signalling Project (UDSP) which addresses the technical requirements and needs of Turkish State Railways. It is cost effective, flexible, COTS hardware based and consistent with international standards, for eventual widespread deployment across the nation.

The system which is comprised of a Centralized Traffic Control system providing the command interface and an Interlocking System assuring system safety, was deployed at a pilot site at Mithatpasa/Sakarya rail station.

Playing a key role in train dispatching and management; the Interlocking System is a fail-safe system providing for the safety and integrity of the rail line. The Interlocking System allows the dispatcher to control switches, signals, track circuits and level crossings while blocking unsafe dispatcher commands.

Air Transport Systems

ATC-SIMThe Air Traffic Control Simulation System (ATC-SIM) provides basic, refresher, adaptation and advanced level simulator training. This system has been developed to improve air traffic controller skills and emergency-readiness, and to provide operational training for adaptation to new airspace configurations or new operational procedures.

ATCSESThe Air Traffic Controller Selection Software (ATCSES) is a safe computer based environment which may be used to evaluate the skills of air traffic controller candidates. The software comprises of 17 test applications and 1 personality test evaluating 9 varied skills (conceptualization, visual memory, reasoning, cross checking, multiple task, aural memory, psychomotor, mathematics, English language).

KUSRAD - Bird-Aircraft Strike Avoidance RadarKUSRAD (Bird-Aircraft Strike Avoidance Radar) system is composed of an S-band horizontal scanning pulse radar and an X-band vertical scanning FMCW radar. The system can detect birds, fl ocks of birds and aircrafts. Range, altitude, direction, speed and track information of the targets can also be obtained in the range of a 40 km perimeter without any interruption. There are 3D volume detection/tracking and target analysis modes in the system. KUSRAD will be used in civil airports to detect and track soaring migratory birds and then to determine convenient periods for scheduled fl ights.

HATSLow altitude aircraft in VFR fl ight such as helicopters are not trackable by RADAR systems. Helicopter accidents in years past have underlined the need to track and locate such low altitude fl ights. The Aircraft Tracking System (HATS) being developed is expected to aid in the quick location of aircraft after accidents.

The Aircraft Tracking System consists of tracking equipment fi tted to the aircraft, and a monitoring center on the ground. Aircraft location, speed and altitude data is periodically transmitted to the monitoring center where it is displayed on a map. Aircrafts in distress are highlighted on the monitoring center map display and an audio warning is sounded. Voice communication between the aircraft unit and the monitoring center is made possible using GPRS.

As both GSM and satellite links are used for communications, this system is both cost eff ective and reliable.

Even if the aircraft unit discontinues functioning after a crash, the last reported location will greatly aid search and rescue eff orts.

It is expected that all aircraft fl ying in VFR mode in Turkish airspace be fi tted with this system.

THE AIRCRAFT TRACKING SYSTEM (HATS) WILL AID IN THE TIMELY SEARCH AND RESCUE EFFORTS OF AIRCRAFTS IN EMERGENCIES.

Integrated Warning and Alarm SystemThis project will result in the development of public siren units capable of producing varied siren sounds and supporting voice broadcasts. The system may be deployed in any region of the country, and consists of a Main Command Center and Local Command Centers equipped with wired, VHF/UHF, and satellite communications equipment, and Electronic Siren Units deployed in various parts of a region.

The system will support existing warning and alarm systems and will make use of GSM infrastructure to reach areas otherwise out of range.

The three subsystems comprising of the integrated whole system are:

Uninterruptable Secure Communications

SystemThe aim of this project is to develop systems for disaster and emergency management which will eventually be installed across the country:

• The deployment of information systems capable of uninterrupted reliable operation in disaster and emergency situations in 4 provinces

• The creation of news broadcasts, warnings and alarms, early warnings, and uninterruptable reliable communication infrastructures in 4 provinces

• An uninterruptable, reliable and secure fast communication infrastructure comprised of varied technologies (wired, satellite, 3G) allowing organizations involved in disaster and emergency management to coordinate activities.

EASThe Wreckage Search System (EAS) allows rescue teams to locate persons trapped in wrecked structures with a high level of precision. The system locates persons trapped in a wreck by means of a personal location unit which is worn by the person. The system can provide location and status data of persons wearing the personal location unit to rescue teams by means of a visual computer interface. EAS is a patented system.

The Deputy Directorate of Sensor and Radar Systems consists of Radar Systems, Sensor Systems and RF Systems departments. There are also various studies to establish the infrastructures of Cathode and Microwave Vacuum Tubes (KAMTAM), Antenna Tests (ATAM) and Mine Countermeasures (MEKTAM). The establishment of these strategic infrastructures is supported by Turkish Ministry of Development. , In this directorate, innovative solutions are exhibited for defense and civil sector projects requiring sensor, radar and RF systems.

RF-ARGE SRC400 Microwave Digital Radio Link EquipmentThe SRC400 system is a next generation, high capacity, mixed mode radio link equipment allowing point-to-point communication between two terminals using PDH/SDH and gigabit Ethernet interfaces. The system has fl exible hardware and software features, providing requirements of current trends. The SRC 400 system may also be used in classical GSM networks/ telecom infrastructures and it is convenient for very high speed packet transmission of future’s LTE/4G networks. The radio operates at standard licensed ITU bands such as 7, 8, 15 and 26 GHz. Ongoing Network Management Software (NMS) project that related with the SRC400 enables to control all radios within the network.

KAMTAM- Cathode and Microwave Vacuum Tube Technologies Research Center

KAMTAM is an infrastructure establishment project supported by the Turkish Ministry of Development. It is aimed to build a national facility to design and produce vacuum tube sources, such as TWT, Magnetron, etc., which are the most critical and basic devices of GEO satellite communication, electronic warfare and high power radar applications. Thermionic cathodes, electron guns and vacuum-electron devices will be developed in this facility after completion of the infrastructure.

ATAM- Antenna Test and Research Center

ATAM is an infrastructure establishment project supported by the Turkish Ministry of Development. It is planned to perform design, test and conduct measurement studies meeting national requirements about antenna systems. Antennas up to 6 m x 6 m x 6 m and 4 tons weight can be studied in the facility. Radar Cross Section (RCS) measurements of objects can also be made both in the anechoic chamber and open field. ATAM is cooperating with universities and industries to meet the requirements of customers.

MEKTAM - Mine and Improvised Explosive Devices (IED) Countermeasure Test and Research Center

The MEKTAM project is supported by the Turkish Ministry of Development and it aims to establish indoor and outdoor test sites along with development laboratories dedicated to mine and IED countermeasures. It is planned to conduct R&D and test activities against landmines and IED’s in the scope of homeland and border security. The field performance of detection systems will be obtained through standardized test sites and national test procedures for hand-held and vehicle-mounted systems. Demanding institutions will also be brought together and scientific activities will be performed in the scope of MEKTAM studies.

TBAEFundamental Sciences Research Institute

The Fundamental Sciences Research Institute (TBAE) was established in 1968 under the name of Applied Mathematics Unit. TBAE was renamed as TBAE with the decision taken by the TUBITAK Science Committee in June 1981 and has become an institute.

The aim of the institute was defi ned with the Regulation of TÜBİTAK TBAE accepted in April 1982 “to put forward, to analyze or to help solve the problems of fundemental and applied research in the fi eld of fundemental sciences.”

According to the protocol between the Fundamental Sciences Research Institute and Bosphorus University in 1996, mathematics and physics departments of the institute moved to Bosphorus University Kandilli Campus. The institute moved back to the Gebze Campus by the decision of the TUBITAK Science Committee in 2011 and currently continues to work as an institution under TUBITAK BILGEM.

Advanced Technologies Research Institute (ILTAREN) is an institute operating under the TUBITAK Center of Research for Advanced Technologies of Informatics and Information Security (BILGEM), conducting research activities in Electronic Warfare (EW).

On November 4th of 1999, a protocol was signed between the Turkish Armed Forces and TUBITAK with the objective of establishing an Advanced Technologies Research Institute to conduct research and development activities in the EW fi eld.

On February the 1st 2002, a second protocol was signed to form ILTAREN research group as a department under TUBITAK National Electronics and Cryptology Research Institute (UEKAE).

As of May 5th 2012 TUBITAK institutes went through a re-organization process and ILTAREN became an independent institute under the administrative authority of BILGEM

Fields of Activity

ILTAREN performs design and integration of tests, measurements, analysis and assessment infrastructures and utilizes those infrastructures in a wide range of EW applications; it carries out research activities on EW related software, hardware and equipment prototypes and novel technologies; develops methodologies and processes for development and assessment of EW technics &tactics .

In ILTAREN, various modeling and simulation software infrastructures and applications are developed for performance assessment of systems operating in radio frequency (RF), infrared (IR) and optical bands under different environmental conditions . In addition to software models, hardware emulators and systems prototypes of various EW systems are also developed. In order to facilitate the aforementioned activities through data collection, scientific analysis, validation and verification processes, measurement and assessment systems are developed capable of operating both in the field and in laboratories.

Hardware in the Loop

To achieve more detailed and accurate behavioral analysis of complex systems operating in RF and IR bands , Hardware in the Loop (HITL) Laboratories are constructed. Analyses carried out in these laboratories are enhanced and validated via results obtained from open field test and measurement trials.

Test and Measurement

In order to analyze various RF and IR systems under various environmental conditions and scenarios, fixed and mobile open field test and measurement systems and laboratories are developed.

Modeling and Simulation

İLTAREN offers a core set of software components that collectively provide a robust infrastructure for building a wide range of Simulation and Modeling applications. Among those components Simulation Modeling Architecture (SiMA) is an industrial-quality implementation of Discrete Event System Specification (DEVS) formalism with some extensions. Together with SiMA, Sahne (a 3D environment construction and management toolkit), ILTAREN GIS (a GIS toolkit) and KODO (a code generation toolkit) offer an integrated programming environment.

SIMA – Simulation Modeling InfrastructureSiMA is a simulation modeling and execution framework that aims to significantly reduce the development time of simulation applications. SiMA provides both an abstraction for system modeling and a protocol for executing and synchronizing the simulation of the modeled system. The simulation modeling abstraction used by SiMA is based on an extended form of the Discrete Event System Specification (DEVS) Formalism, which provides a well-defined approach for constructing modular and hierarchical models of complex systems. SiMA is primarily written for .NET environments but can interface to pure C++ simulation model code. In addition, SiMA includes a Distributed Simulation Module that can act as an adapter to various external distributed simulation infrastructures such as HLA.

KODO – Code GeneratorKODO is a code generation toolkit that helps build data structures required for building SiMA simulation models. The fl ow of data across the SiMA layers in conformance to the constraints imposed by the simulation information space requires the implementation of conversion and transfer logic. Digital Computation Electronic Attack Concept System (CS)Proof of concept systems are being developed in order to analyze the eff ectiveness of various EA technics. A recent system for instance, employs a DRFM based advanced technical processor with a very low delay response time. The system is capable of fi nding the threat direction and polarization and has the ability to track a target with a camera and shift the antenna polarization both in receive and transmit mode. It can be used for land and naval applications, against modern search and track radar systems resistant to electronic jamming and deception.

Development of EW Data Management Systems (DMS)Command specifi c and joint EW Databases and related data access data curation and analysis tools are being developed. Through EW DMS, a threat which is identifi ed by any ES system can be made readily available to other ES systems accessing the data repository, thereby ensuring the progressive update and thus utility of EW data.

F16-PFMG (Prefl ight Message Generator) SoftwareDuring an operation, to have F-16 combat planes acknowledge the threats and parry those threats in a most suitable way; F-16 PFMG Software has been developed which is used in operation data fi le preparation. Also Air Forces EW database has been constructed in which threats and counter measures about F-16 fi ghters exist.

Electronic Support

DDA (Digital Pulse Analyzer) Prototype SystemThe prototype system consists of various processing components, that identify and extract critical parameters of Radars in the vicinity and displays those parameters to the operators of the ES system. In addition to a typical set of ED system capabilities, the processing and identifi cation algorithms are also capable of rapidly detecting and classifying fast threats such as guided missiles within a dense populated emitter environment. The emitter identifi cation process is able to access both central and operator specifi c data.

Using a Contact Log, contact records are matched instantly with GPS and GYRO data. Contact logs can be used to generate an analysis fi le for post processing purposes.

RIP (Radar Identification Processor) RIP is a high performance implementation of radar identification algorithms on FPGAs capable of calculating RF, PRI and SCAN parameters. RIP brings about significant improvement in processing power as well as power consumption rate compared to more conventional Electronic Support systems. İLTAREN has a considerable amount of technical knowledge on submarine tactical/operational training and acoustic counter measure systems. The topics of interest include submarine combat management systems, submarine active/passive sonars, expendable acoustic counter measure effectors and systems, light/heavy weight torpedo models and dynamics modelling, In addition, the development of decision support systems targeting torpedo involving tactical pictures, solution of the fire-control problem in submarines and Target Motion Analysis are also among our major activity areas.

Torpedo Involved Tactical SimulationOur tactical simulation system allows us to create a number of different underwater environments, and to configure the parameters for the evading platform, the

evading platform sonars, acoustic decoys and jammers and lightweight and/or heavy weight torpedoes.

The simulator is designed to run parametrically in terms of both scenario and tactics. The scenario is comprised of the types and initial positions of the evading platform (submarine or surface), torpedoes and acoustic countermeasures. The acoustic underwater environment is also a component of the scenario and is defined via sound speed profile, bathymetry and bottom types (mud, sand and rock). This parametric definition feature of the system allows to evaluate the performance of new systems (both countermeasures and torpedoes) at early design stages and thus optimizing their design. The system is capable of operating the predefined scenario and tactics in both single and multiple runs, to allow for extensive performance analysis options.

Decision Support Algorithms in Torpedo Involved Tactical PictureIn a real world tactical picture where the own ship and the attacking torpedo is involved, it is vital for the commander to make a rapid decision on the required evasion manoeuver and what countermeasures to deploy. The decision support algorithms designed and implemented at İLTAREN operate in real time and are driven by data from the ship’s central data management bus. The aim

is to offer the optimum tactical advice to the commander by searching the tactical database.

Products

IR-DMASThe recording, management and analysis of IR data in a systematic way can be challenging for reasons often well known to relevant community. One issue is that the product (recording) process of the IR data is often temporally and spatially detached from the analysis process of the same data. Another issue is that the recorded data is raw and proprietary analysis software does not provide exhaustive and satisfactory features for users. Also the descriptive metadata for the operating environment and other vital auxiliary information remain fragmented and uncorrelated requiring manual intervention and use of multiple non-interoperable software components, resulting in ad-hoc, error-prone analysis methodologies.

During recent years in which the importance of information technology has become inevitable, a new dimension has become prominent: IT systems security. Cyber space which is composed of IT systems that are continuously connected is an infrastructure that should be handled by countries with top priority in terms of security in political, military and strategic aspects.

The activities of Cyber Security Institute (CSI) which was fi rstly established as the IT Systems Security Division under the National Electronics and Cryptology Research Institute, was aimed at the improvement of the national cyber security capacity in 1997. Since 2012, it has been operating as a separate institute under TÜBİTAK BİLGEM.

The Cyber Security Institute provides information systems and security consultancy services to the public, private and military organizations and conducts research and development activities. The Cyber Security Institute has contributed to the development of IT security know-how through its many successful projects.

System Security Test and Audit

Cyber Security Institute one of the main jobs of the is to perform penetration tests and security audits to both public and private corporations. Penetration tests and security audits include the whole components in the IT infrastructure. After every test detailed reports and executive summaries are supported to the tested organizations. In addition to the technical tests, social engineering tests are performed to increase the security awareness of employees.

To perform more effi ciently and new techniques of high standard tests to abuse vulnerabilities (exploitation) in the IT infrastructure are researched by the researchers of CSI.

In parallel with emerging technologies, the security of mobile platforms and applications, critical information system infrastructures, intelligent network systems and cloud-based infrastructures are researched.

Another purpose in this area is information sharing. In addition to penetration tests and security audits to public and private corporations, studies are carried out to improve the quality of these kinds of tests in the sector. To determine the scope and depth of the tests and also to make the tests more objective and of high quality, several workshops are organized and joint projects with regularity bodies are performed.

Securing Information Systems

The Cyber Security Institute carries out secure design, secure installation and secure confi guration works on information systems independent on any brand and model. In this context, the Cyber Security Institute provides consulting services to governmental organizations about inspection of their infrastructures according to a security point of view, determining the shortcomings of the security countermeasures according to their security poliicies, designing necessary security countermeasures and installation and confi guring secure information systems infrastructures. Consulting services include: security information and event management systems, log management systems, data loss prevention systems, antivirus management systems, fi rewalls, intrusion detection & prevention systems, content fi ltering systems.

Information Security Management

The Cyber Security Institute has experienced advisors, providing consultancy services to institutions and companies in the fi eld of Information Security Management Systems. Within the scope of consultancy, institutions are assisted during the risk analysis of IT systems and preparation of institutional policies conforming to international information security and business continuity standards. Consultancy may be extended to cover the full cycle of ISMS activities, including certifi cation of the ISMS, depending on the requirement of the institution.

Security is not an add-on feature that should be added to the system or software towards the end of the project but rather it must be built into the software or system. It is easy and effective to apply security functions in each phase of the development or installation. The Cyber Security Institute supports critical government and military organizations by:

IT Product Security

IT Product Security oriented studies are carried out at the IT Product Security Laboratory of Cyber Security Institute. Security analysis of the IT products is achieved by evaluating, testing and attacking the vulnerabilities and weaknesses of the security functions. Risk and vulnerability assessment tests are carried out for smart cards, storage units, smart card readers, hardware security modules, network security products, security application software products and trusted environment modules, etc.

The IT Product Security Laboratory tracks state of the art related research fields and develops new attack techniques to detect security vulnerabilities.

The IT Product Security Laboratory has demonstrated at the same level as international leading laboratories on passive and active side channel analysis and reverse engineering attacks especially on smart card and crypto chips. The IT Product Security Laboratory gives technical support to OKTEM Common Criteria Laboratory for the ISO/IEC 15408 standards workout.

Malware Analysis

The most encountered cyber-security threats especially at the level of end users are viruses, trojan horses, backdoors and worms. Nowadays, malicious software is not only used for money or fame but also to obtain confidential information and to hamper the accessibility of services.

Developed countries that have a good grasp of importance of the issue, make significant investments to keep their protection mechanisms updated. Regarding this issue, the Cyber Security Institute Malware Analysis Unit closely follows the current malware trends and analyses malware which may become a threat to the critical infrastructures of Turkey. The results and counter measures obtained from the analyses are shared with relevant institutions through information sharing platforms.

Malicious software can also pose a different kind of threat when used for cyber espionage, which is commonly named as the Advanced Persistent Threat (APT). Countries use malware to affect critical infrastructures of other countries or to gather intelligence. When requested by critical government institutions or private corporations that can be refered to as critical infrastructures, CSI is able to perform investigations in order to detect sensitive data leakage in an uncontrolled manner.

Digital Forensics

Digital forensics is an important area which is developing with the improvements of the information technology sector in our country and in the world. The Digital Forensic Laboratory does analysis to clarify forensic investigations and cases with recent digital forensic techniques and tools. Furthermore, when a cyber-attack happens, detailed investigations are offered by The Digital Forensic Laboratory as a service to identify the source of the attack, how the system was compromised and what was done in the system.

Research and development activities that are performed in both corporate networks as well as controlled test environments for fast and efficient digital forensic analysis are also carried out by The Digital Forensics Laboratory. Products developed are always updated and made available to judicial bodies for their needs.

Detection and Prevention Systems

In recent years, most countries have been exposed to various kinds of cyber-attacks and critical infrastructures were affected. These attacks have proved that the internet is the new war platform and countries should invest in cyber-attack and defense mechanisms. In Turkey, TUBITAK BILGEM Cyber Security Institute focuses on national cyber surveillance, detection and prevention technology. Researchers in this group are working on a number of projects like firewalls and an efficient Threat Monitoring and Analyzing System which are supposed to protect national infrastructures and services.

Data Privacy

Protecting private and sensitive data is one of the most challenging problems for information and communication technology. Rising facilities of e-government services and spreading usage of social media and networking sites present new logical boundaries instead of conventional physical boundaries. Protecting private and individual data within these logical boundaries becomes more complicated. The Cyber Security Institute focuses on the solutions to prevent the leakage of personally sensitive or commercially valuable data. Data Leakage Prevention Systems, developed by Cyber Security Institute, also play an important role on reducing the effects of advanced persistent threats (APT) leaking sensitive data to unauthorized parties. The Data Leakage Prevention System aims to protect produced data in end user computers (data-in-use), transferred data in enterprise gateway systems (data-in-motion) or stored data in enterprise storage systems (data-at-rest). Besides international data definition standards, DLP system can also recognize the data patterns specified for Turkey and realize morphological and semantic analysis on Turkish words and structures. The Cyber Security Institute also provides consultancy services of privacy preserved data sharing and privacy preserved data mining for inter-organizational data sharing and analysis issues.

CERT

The Computer Emergency Response Team (CERT) is an international organization that handles computer security incidents. The CERT Turkey division (TR-CERT) was founded under TUBITAK BILGEM Cyber Security Institute according to the 2006-2010 Turkey Information Society Strategy Plan article 88. TR-CERT is the NATO computer incident contact point in Turkey and coordinates counter-actions to be performed if the source or the target of the incident is in Turkey.

TR-CERT also warns organizations before and during a cyber-attack and supports them in order to prevent against possible incidents. National cyber security exercises and information security workshops are organized by TR-CERT in order to improve cyber defense capabilities of public and private sector companies as well as governmental organizations. TR-CERT also publishes information security related websites and press releases to increase security awareness. Cyber security youth camps and training are coordinated to guide students and IT professionals.

Information Security Training

The CSI wishes to share the experience that was accumulated during many years of R&D, consultancy and CERT activities in the fi eld of information security with institutions and companies that feel the need to elevate their understanding in this topic. Training sessions are planned and realized upon the request of institutions which express their desire to get training.

The experience of the CSI in the fi eld of training has been enriched through training delivered to public institutions, military institutions and companies from the private sector as well as experts from international institutions and nations who are Turkey’s stakeholders.

Training delivered by CSI covers almost all topics of information security. The training of CSI ranges from major information security topics (such as security in computer networks, operating systems, application software and databases) to expert training on specifi c topics such as “Side channel analysis of smart cards”. Course material is designed to enhance students’ involvement in training by way of examples and hands-on applications. Training is delivered by CSI experts who are practitioners in their fi eld, eager to share their experience with the students.

Integrated Social Assistance Services ProjectWith this reformist project, a country-wide software system will be utilized through the distribution of public social aids.

Development Agencies Management System ProjectThe Turkish Government has established Development Agencies to accelerate sustainable local development and to eliminate inter-regional development gaps. With this project, a software platform that will increase the technological capacities of these agencies will be developed. This system will facilitate the activities of these agencies to be more transparent, traceable and controllable.

EPDK Information System Development ProjectThis project is going to render the safe and eff ective central management of all data related to the energy market (electricity, natural gas, oil and LPG) which will also help to determine fuel smuggling. The system will provide the Turkish Energy Market Regulatory Authority (EPDK) an information infrastructure, through which data analyses and more effi cient controlling, as well as monitoring, of the market will be possible.

Scoring Formula Assessment Project for Defi ning Right Benefi ciaries of Social AidsWith this project, which will serve as a guide for decision makers, it is planned to setup a new applicable scoring formula, which is based on objective and impartial benchmarks, to defi ne the rightful benefi ciaries of the social aids and benefi ts.

e-Transformation Analysis and Technical Support and Consultancy Services for the State Supply Offi ceWithin the scope of this project, the current-situation of the State Supply Offi ce has been analyzed, and a course of action has been defi ned for the Offi ce to meet the needs to reach its targets..

Technical Consultancy Services and Geographical Archive and Information System for the Provincial Bank Provincial Bank plans to develop a geographical archive and information system to manage and share country-wide signifi cant spatial data produced and used by Provincial Bank. With this consultancy project, the current-situation has been analyzed and technical needs to build-up that the system has been defi ned.
