The service, Lost and Find Me, is an innovative solution which allows State Fair staff to quickly reunite lost children with their parent or guardian by scanning a bracelet with a unique QR code. Once scanned via any smartphone equipped with a QR code reader, the service sends a text message or email to the parent or guardian indicating the location of the child. In the event the individual does not have a smartphone, the code can be entered online at www.lostandfindme.com to notify the child’s parent or guardian. Indiana Interactive and the State Fair staff plan to offer the service at the 2013 Indiana State Fair. n The IN.gov Program Provides 50+ New Solutions In 2012 T he IN.gov Program, a partnership between the state of Indiana and Indiana Interactive, experienced an exceptional year of innovation and growth in 2012. From the deployment of more than 50 new or enhanced applications and websites, to showcasing an innovative tool that increases child safety, the IN.gov Program excelled at providing exceptional solutions and services for the Indiana constituency. In addition to the deployment of a vast variety of services, the IN.gov Program efficiently supported an existing library of more than 180 applications and 150 websites. Fulfilling more than 6,300 service requests from various agencies across the state, IN.gov staff worked diligently to maintain and update the portal services in order to provide the highest level of service possible. Throughout the year IN.gov focused on three primary goals. The first was to provide and support innovative solutions that streamlined citizen and business inter- action with the state of Indiana. The second goal was to reinvest in the technological infrastructure to ensure the successful growth of the portal. The third goal was to provide for the needs of the community through volunteer services and activism. The IN.gov Program was able to achieve each of these goals through the course of the year. This achievement was made possible by the partnership between the state of Indiana and Interactive, an extremely talented and dedicated staff, and the support of Indiana citizens by utilizing the new and existing services offered by IN.gov. n I

TheIndianaStatePolice(ISP)inspectsallschoolbusesthroughoutthestatetoensurethesafetyofschoolchildreninthestateofIndiana.Officersarenowable

tocompleteinspectionsusingatabletoranonlinemobile-optimizedWebapplication.Theobjectiveofthesystemistoincreaseefficiencyinthebusinspectionprocess,aswellasincreasedataentryaccuracyandreporting.TheBusInspectionapplicationallowsofficerstocomplete

multipleinspectionsinashorteramountoftimebyeliminatingthepaperprocess.Whileontheinspectionsite,whenaprevi-ouslyinspectedbusisfixed,theofficerisabletodoanimmediatereinspectiontoupdatethestatusofthebus.OnceanInternetconnectionisestablished,theofficersimplysyncsthetabletandthedataissenttothemasterdatabase.EachtimeanofficerlogsintothePlaybookheorshewillseeanybusesthathavehadaninitialinspectionbutdidnotpasstheinspectionduetoviola-tions.Thisfeatureinformsofficerswhichbusesshouldnotbeoperatingandwhichbusesrequirereinspectionswithin30days.Oncetheofficerreinspectsabusandperformsthesyncprocess,allapprovedbusesareremovedfromthedashboard.

ThesystemhasanonlineWebapplication.TheWebapplicationisusedbyschoolstofollowuponinspectionsandusedbyoffi-cerstorunreports,andtheycancompleteaninspectiononlineasopposedtousingthetablet.

TheBusInspectionapplicationprovidesonesourceforISPandschoolsaroundthestatetohaveanaccuratestatusonbusinspections.

Enterprise Model Delivers New Search FunctionalityheIN.govportalisoneofafewinthenationutilizingenterprisesolutions

thatcanbeleveragedbyallofstategovern-ment.Thebenefitsofanenterprisesolutioninclude,butarecertainlynotlimitedto,streamlinedupdatesacrosstheportal,asupportstaffthatcanfocusonasinglesolu-tiontobecomesubjectmatterexperts,andtheabilityforallparticipatingentitiestoutilizenewfeaturesandenhancements.

Internal SEOIn2012,theIndianaOfficeofTechnologypurchasedaGoogleSearchAppliance(GSA)inordertoimprovethequalityofsearchesperformedwithintheportal.WhiletheprevioussearchsolutionthroughGoogle,

GoogleCustomSearch,wasadequatelyservingtheneedsoftheportal,theGSAallowedforgreatercustomizationsandcontroloversearchresults.ThefirsttaskofIN.govimplementation

wastoeducatetheagenciesontheGoogleSearchAppliance.Overatwo-monthspan,weeklytrainingsessionswereheldtodiscusstheimplementationandexplainthegoaloftheInternalSearchEngineOpti-mization(SEO)initiative.EachagencywasaskedtoprovideKeyMatchandRelatedQuerytermstopopulateintotheGSA.Theagenciesthatparticipatedinthetrainingsessionsprovidedmorethan3,000terms,increasingtheeffectivenessoftheportalsearchengine.

InadditiontotheinclusionoftheKeyMatchandRelatedQueries,theIN.govportaltaggedmorethan60,000pagesofcontentwithspecificMETAtags.ThesetagsallowtheGSAtoorganizepagesbyAgencyNameandIN.govCategory.TheGSAthenusesthecategorizationstoallowuserstofiltertheirsearchresults.Sinceitsinception,theGSAhasbecome

avitalpartoftheIN.govportal.Ithassuccessfullyindexedmorethan800,000assetswithinIN.gov,andduringhigh-traffictimeframestheapplianceisrespondingtomorethan150searchqueriesperminute.AswithanyIN.govtool,theportaliscontinuingtoevaluatenewfeaturestoenhancethesearchexperiencein2013.n

Application Enhancements for the Indiana Department of Insurance Deliver ConvenienceCertificate of InsuranceThroughoutpreviousyears,entitiescompletedaPatient’sCompensationFund(PCF)CertificateofInsurance(COI)paperformandsentitviamailalongwithacheckpaymenttoIDOIforprocessing.TheprocessrequiresIDOItoperformadrawn-outsequenceofmanualstepstoensureeachcertificateisproperlyfilledoutanddocumented,andpaymentisreceived/deposited.Atthebeginningof2012,IN.gov

providedanelectronicfilingapplicationthateliminatesthemanualprocessingofcertificatesandanelectronicpaymentoptionthateliminatesthepapercheckprocess.AsofDecember2012,theapplicationisnowmandatoryforallCOIfilerstouse.Thankstoenhancementsdeployedinparallelwiththemandatoryonlinefiling

date,entitiescansubmitasingleuploadwithupto500recordsinonesubmission,ortheymaysubmitonerecordatatime.ThissystemhasreducedtheamountofmanualworkforIDOIandprovidesanonlinesolutionforcarriersandproducerstofile,payfor,andviewallcertificatesfiled.

Residential Real Estate Acquisition of Licensee Information and NumbersBeginningin2009,IndianaInteractive(II)andtheIndianaDepartmentofInsurancecollaboratedtodevelopanewResidentialRealEstateAcquisitionofLicenseeInfor-mationandNumbersDatabase(RREALIN).IncompliancewithIndianastatute,theRREALINdatabaseandapplicationserveasanelectronicsystemforthecollection

andstorageofinformationconcerningpeoplewhohaveparticipatedinorassistedwithasingle-familyresidentialfirstlienpurchasemoneymortgageorrefinancetransaction.In2012,IIcompletedathird-phaseenhancementoftheRREALINapplicationthatincludednewandimprovedreportingandnotifi-cationfunctionalitiesforadministrativeandstateagencyusers.Now,whenany

reportedtransactionincludesapersonwithanexpiredlicense,interestedstateagenciesandadministratorswillreceiveautomaticemailnotificationsofthetransactionsandcanultimatelyenforceanypenaltiesnecessaryforlicenseinfractions.n

CheckIN Achieves 39 Percent Online Adoption

TheIndianaDepartmentofNaturalResources’CheckINGamesystemisa

freeonlineapplicationthatallowshunterstochecktheirharvestedgamefromanydevicethatisconnectedtotheInternet.Hunterswhousethissystemreceiveaconfirmationnumberthattheywritedownonatemporarytransportationtagfortheharvestedgame.Inadditiontothefreeserviceonline,huntersalsohavetheoptiontochecktheirgameviaphoneforafeeof$3perharvestedgame.Previously,hunterswererequiredtogotooneofthegamecheckstationsthroughoutthestatetochecktheirgame.TheCheckINsystemgiveshunterstheoptiontochecktheirgameonline,viaphone,oratthetraditionalcheckstations.Duringthefall/winter2012deerhunting

seasonmorethan50,000deerwerecheckedusingtheonlinesystem.Comparedto2011harvesteddeercounts,thisismorethana39percentadoptionrate.AsdeerseasonconcludesinJanuary2013,theadoptionrateisexpectedtoincrease.HuntersfindtheonlinesystemeasytouseandhavegivenpositivefeedbacktoDNR.TheCheckINGamesystemisalsousedbystateconser-vationofficerstovalidatelicenses,typesofweaponsusedtohunt,andtoreducepoachingduringthehuntingseasons.Additionalenhancementsareplannedfor

2013thatwillenhancetheuserexperience,addtheabilitytoviewpreviouslycheckedgame,andallowhunterstoupdatetheircontactinformation.

TheIN.govPortalisavitalresourceforthestateofIndiana.Withmorethan150onlineapplicationsandmorethan60,000pagesofcontent,theportalisrapidlygrowingtobecomeacentralized

hubwhereindividualscanconductbusinesswithstategovernment.From2010to2012theportalexperiencedsteadygrowthinwebsitevisits

andhasshownsignificantgrowthinmobilevisitors.Reportsindicatea12percentincreaseinpageviewsduringthesameperiod,contributingtoatotalvisitorsincreaseof7.2percentandanewvisitorsincreaseof19.3percent.Additionally,mobileplatformvisitsexperiencedthemostsignificantincreasewitha404percentincreasefrom2010to2012.n

New Technology Invests in the Future

TechnologyisattheforefrontofallaspectsoftheIN.govprogram.In2012,thetechnicalinfrastructurewasenhancedtoensurethecontinuedandsteadygrowthoftheprogram.Someareasoffocusfortheinvestmenthaveincluded

software,hardware,andskilledresources.Oneareatohighlightofgreatimportanceinthiseffortisourdecisiontomigrate

fromaphysicalserverenvironmenttoamorerobustandnimblevirtualenvironment.Utilizingaplatformandextensivetoolset,ourfootprinthasdecreasedwhileourcapabilitiesandcapacityhavemorethantripled.Thesecapabilitiesalsowilllendtoourabilitiestoquicklyenableservicesinasecondaryfacilitythatwasprocuredin2012.Asignificantinvestmenthasalsobeenfocusedonthedatastorageenvironment.

Duringtheyear,anewstorageplatformwasprocuredandintroducedtotheenviron-ment.Thisplatformhasmorethandoubledourstoragecapacityandprovidestheabilitytocontinuetogrowwiththeportal.Anotherimpressiveaspectofthenewstorageplatformisrecognizedbythesystem’sout-of-the-boxabilitytoseamlesslyreplicatebetweenappliancesinmultipleenvironments.Thisfurthersolidifiestheeffortsbeingputintoplacefordisasterrecoverycapabilities.Furtheringourefforttoprovidethehighestuptimeandresponsivenessoftheportal,

werecentlychangedthewayIN.govandyourapplicationsconnecttoIOTandyourdatabases.Asoflate2012,theportalnowhasredundantdedicatedanddisparatecommu-nicationlines,furtherbridgingthegapbetweenthehostingfacilityandthestateofIndiana.Wearethrilledforallofthenewtechnologiesandinfrastructureadvancesthatwill

beaddedtotheprogramin2013.n

Mobile Compatibility Completed in 2012

ationwide,mobiledevicesarebecominganincreasinglypopularwayforconsumersto

accesstheWeb.Lastyearalone,mobilebrowsingincreasedtoapproximately10-11percentofthetotalwebsiteviewingaudiencenationwideandhasexperiencedrapidgrowthoverthepastseveralyears.Indianawasnodifferent.ReportsfortheIN.govportalwebsitesfoundthatmobileplatformtrafficincreased148percentfrom2010to2011,andanother103percentfrom2011to2012.Thisrepresentsanincreaseofmorethan7.4millionvisits,or404percentgrowth,inmobileplatformtrafficfrom2010to2012.AsmoreconsumerscontinuedtoaccesstheWebvia

devicesotherthantraditionalcomputers,itbecameincreasinglyimportantthattheIN.govwebsiteshavedesignsthatadapttousers’screenresolutions.IndianaInteractivedecidedtomeettheseincreasingmobilesitedemandsbyimplementingarespon-sivedesignacrossallIN.govstandardwebsitesandsubsites.ThebenefitofresponsivedesignisitsabilitytoadapttocurrentandfuturemobileandhandhelddevicesbydynamicallyrenderingtheWebpagebasedontheuser’sscreenresolution.ThiswouldallowtheIN.govwebsitestobeeasilyviewedusingawidevarietyofsmartphonesandhandhelddevices,removingtheneedforseparatemobilecontent.IndianaInteractivecompletedthedeploymentof

responsivedesignonallstandardIN.govwebsitesandsubsitesonDec.12,2012.Theprojectinvolvedthemigrationof149websitesandsubsites,consistingofmorethan60,000pagesofcontentwithintheIN.govcontentmanagementsystem,intoarespon-sivedesign.Deploymentwascompletedinthreephases,with107Phase1websitesreleasedinOctober2012.Thisfirstphasewasquicklyfollowedwith40Phase2websitesinearlyDecember.Theremaining,highlycustomizedPhase3websiteswerecompletedonDec.12.Agencyfeedbackhasbeenverypositive,promptingadditionalrequestsformobile-friendlywebsitesfromagencieswhodonotutilizeIN.gov’sstandardtemplates.n

increaseinTPEtransactionsispartlyduetotheBMVpaymentprocessingproject,whichdeployedinOctober2012.IN.govsawanincreaseofnearly51percentin2012overtransactionamounttotalsforTPEin2010.Since2010,IIhasincreasedthetotalTPEtransactionamountfrom$450millionto$678million.CDBtransactionsstayedsteadyin2012foratotalof4.9milliontransactionsinvolvingmorethan$29.6million.Intotal,IN.govcollected$708.2millionthroughTPEandCDBin2012.n

II Delivers Several New Solutions to BMVPayment ProcessingIndianaInteractiveisnowsuccessfullyprovidingpaymentprocessingservicestotheBMV.Thispaymentprocessingserviceprovidesfastandorganizedpaymentinformationforeachtransaction.InadditiontothestandardpaymentoptionsataBMVbranchoronline,anInteractiveVoiceResponse(IVR)systemwasalsodeveloped.TheIVRhandlesbothregistrationpaymentsandreinstatementsfortheBMV.Alongwiththepay-mentprocessing,IndianaInteractiveisprovidingnewcreditcardswipedevicestoallBMVbranchlocationsincoordinationwiththeBMV’sfocusonprovidingfast,easy,andsecurewaystodobusiness.

Confidential Plate RegistrationInadditiontothepaymentprocessinginitiative,IIworkedwiththeBMVandtheIndianaStatePoliceinmakingstridestostreamlinetheapplicationprocessforconfidentialdriver’slicenseplates.Confidentialplatesareissuedonlytovehiclesownedoroperatedbystate,local,orfederalinvestigativeagen-cies.Insteadofcontinuingtouseahardcopyapplication,theprocesswasdevelopedintoanonlineapplication.Theonlineapplicationprovidesagreatbenefittothelawenforcementagencybyreducingthetimeandnumberoferrorsonlicenseplateapplicationsubmissions,aswellaskeepingthemup-to-dateandorganizedontheapplicationsubmissions.TheBMVisabletooverseetheapplicationprocessandcancommunicatedirectlywiththeindividualwhosubmittedtheapplication.

ValiDate Fraud PreventionHoosiers’safetyisalwaysatoppriority,whichiswhyIN.govdeployedValiDatetofightagainstidentityfraud.ValiDateisafastandeasyonlinemethodforverifyingtheauthenticityofstate-issuedidentificationcards.ValiDateallowsdepositoryinsti-tutionstoefficientlyandeffectivelyverifyIndiana-issueddriver’slicenses,drivingprivilegecards,andstateidentificationcardspresentedatthetimeofservice.AuthorizedValiDateusersenterbasicinformationincludingIDnumber,name,anddateofbirth.TheValiDateservicewillthenchecktheinformationenteredwiththeinformationonfilewiththeBureauofMotorVehiclesandwilleitherconfirmordenythattheinformationmatches.Withoutadoubt,ValiDatewillhaveameaningfulimpactforcustomersbyputtingthemateasewhenitcomestoIDfraud.

Specialty Plate AuthorizationSeveralorganizationsinthestateofIndianaofferspecialtyplatesforapproveddrivers.Theseplatesrequireauthoriza-tionfromtheorganizationpriortoissuancebytheBureauofMotorVehicles.Thepreviousprocessrequireddriverstoobtainapaperformfromtheissuingorganization.Theformwouldbecompletedbythedriver,submittedtotheorganizationforreviewandapproval,andthenreturnedtoaBMVbranchprovingauthorization.ThenewapplicationallowsauthorizingorganizationstosubmitapproveddriversonlineandupdatesBMV’sinternalsystemsinstantly.ThisallowsthedrivertoordertheirplateinaBMVbranchwithouttheformand,moreimpor-tantly,onlineatmybmv.com.

CDL Skills TestAcrosstheStateofIndianaseveralapprovedCDLskillstestingfacilitiestestandscoreCDLpermitholdersinordertoobtainCDLlicensure.ThetestingfacilitiespreviouslyutilizedasoftwareapplicationinstalledonindividualPCs.Duetothelocalinstallation,itisverydifficultfortheBMVtodeployupdatesandenhancementstothesoftware.Inordertosolvethisissue,theCDLskillstestonlineapplicationwascreated.DeployedinDecember2012,theonlineapplicationprovidesasecurelogin,updateduserinterface,andseveralvalidationrulestoassisttheCDLinstructorsastheyinputdata.ThesystemautomaticallyprintscustomizedscoresheetswithCDLpermitholderinformationandtestingcriteriabasedoffoftheclass,endorsements,andrestrictionsoftheCDLpermit.Instructorsthenusetheprintedscoresheettotrackprogressofthein-fieldtest.Oncethetestiscomplete,theinstructorinputsthedetailedscoringresultsintothesystemforauto-maticprocessingbytheBMV.
