Islamabad—The Launching Ceremony of “Nihao-Salam” an E-Magazine by Pakistan China Institute and Chinese Language Classes by Roots School System in Pakistan to mark the 60 years of Pakistan China Friendship was held at PNCA Islamabad where in Vice Minister of International Department, Communist Party of China, Ai Ping, was the chief guest at the launching ceremony here.

Addressing the ceremony, the Chinese Vice Minister highlighted importance of learning each other’s language in promoting people to people understanding and friendship between Pakistan and China. He lauded the launch of Chinese language classes at Roots School System. He said the initiative will further help in promoting all weather friendship between Pakistan and his country.

Chairman, Pakistan – China Institute, Mr Mushahid Hussain Sayed said Pakistan and China have declared year 2011 as the “Year of Friendship” between the two nations and this year also marks the 60th anniversary of the establishment of diplomatic relations between the two countries. Pakistan and China will celebrate the Friendship Year at the leadership, government, business and people to people levels.

Roots School System (RSS) has also marked year 2011 as the “Year of Pak-China Friendship” and has planned to organize discussions, art competitions, debates, music contests and many more special events during the year.

Executive Director Roots School System Mr Faisal Mushtaq said youths on both sides of the border would strengthen the already strong relationship between Pakistan and China. Education is the common factor that can playa key role in unifying the youths of the two nations.

Those who attended the ceremony also included Dr. Javed Leghari - Chairman Higher Education Commission, Mr. Hasan Javed - Additional Secretary Asia Pacific Ministry of Foreign Affairs, Mr. Mushtaque Rasul Chaudhry CEO Roots School System, renowned TV anchor Dr. Shahid Masood Mr. Huan Xilliang, Deputy Head of Mission at the Embassy of China in Islamabad as well as teachers and students. The students of RSS presented folk dances of China and Pakistan.

ISLAMABAD: Chinese President Hu Jintao has said that China-Pakistan ties have withstood test of time and change in international situation and became model for countries that have different social systems but coexist in harmony and enjoy friendly cooperation. In a message of felicitation on the festive occasion of the National Day of Pakistan, he said, “I wish to extend, on behalf of the Chinese people and in my own name, warm congratulations and best wishes to your Excellency and through you to the people of Pakistan.”He said over the past 64 years since the founding of the Islamic Republic of Pakistan, diligent, brave and intelligent Pakistani people have made unremitting efforts and scored remarkable achievements in the course of safeguarding national sovereignty, achieving economic and social development and contributing positively to the regional peace and progress.

Hu Jintao said, “We are pleased to see all these, and believe that your country and your people will make greater success on the road of maintaining stability and achieving development. ISLAMABAD: Chinese Premier Wen Jiabao greeted Prime Minister Syed Yusuf Raza Gilani on Pakistan Day falling on March 23.In a message sent to Prime Minster Gilani, the Chinese Premier said Pakistan is a great country with a long history and splendid culture, and has made important contributions in promoting regional peace and development. He said in recent years, the government and people of Pakistan overcame various difficulties by responding positively towards the challenges of global financial crisis and devastating floods.He said Pakistan government committed itself to promoting political stability and economic development, and scored remarkable achievements. He said China was gratified to see all these achievements.

Ambassador performs flag hoisting ceremony to mark Pakistan Day celebrations

BEIJING: Pakistan’s Ambassador to China Masood Khan performed the flag hoisting ceremony here at the Embassy to mark Pakistan Day celebrations on Wednesday. On the occasion national anthem was also played.Ambassador Masood Khan on the occasion read out the messages of President Asif Ali Zardari and Prime Minister Syed Yusuf Raza Gilani issued on the occasion.The students of Pakistan Embassy College Beijing (PECB) attired in colourful dresses and holding national flags presented national songs.The Pakistani residing in Beijing, officials of the Embassy, their families and other distinguished guests attended the ceremony. ISLAMABAD: Prime Minister Syed Yusuf Raza Gilani said on Saturday that Pakistan-China friendship was reflection of the close relations between the leadership and the peoples of the two countries. The 60 years of close bilateral ties have witnessed strengthening of relations to the level of dependable strategic partnership which will be mutually beneficial for the peoples of the two countries, he added. The Prime Minister was talking to Ambassador of Pakistan in China Masood Khan, who called on him here at the PM House.The Prime Minister directed the Ambassador to ensure that his forthcoming visit to China in May was thoroughly prepared to make it result-oriented.He further asked him to prioritize the areas and projects of cooperation with China in coordination with the ministries and departments concerned of the Government of Pakistan and the Principal Secretary to the Prime Minister, before his visit with the view that it achieves tangible results.The Ambassador briefed the Prime Minister on the progress of cooperation in various fields between the two countries.He apprised the Prime Minister that Chinese were keenly looking forward to his expected visit to their country in the near future

BEIJING: Pakistan and China discussed expansion of cooperation between the two countries in trade, investment and financial sectors. Both sides also agreed to conduct a study on the specific opportunities for the Chinese investors in Pakistan.Ambassador Masood Khan who held a meeting with Vice Governor, China Development Bank (CDB) Wang Yongsheng also discussed and reviewed the implementation of the bilateral projects that were decided during the visit of Premier Wen Jiabao to Pakistan in December last year.

APP learnt here Saturday that in the meeting held Friday both sides have decided to develop a coordinated mechanism for this purpose.The Vice Governor of the CDB assured the Ambassador of the commitment of the bank to enhance cooperation with Pakistan.He said that the focus of CDB was on implementation of projects under the Five Year Development Programme on Trade and Economic Cooperation as well as the agreements signed during Premier Wen Jiabao’s state visit to Pakistan in December 2010.The emphasis, he said is on projects of power, infrastructure, alternate energy and banking sectors.Wang said that CDB would strengthen the role of Pakistan-China Joint Investment Company including its exposure in Pakistan and tap full potential by generating its investment in various projects.Both sides also agreed to hold a series of activities in the year 2011 which has been designated as the “Year of China-Pakistan Friendship”, to warmly celebrate the 60th anniversary of the establishment of China-Pakistan diplomatic relations.

No in-action to be allowed in implementation of Pak-China decision: Minister

Meanwhile, the meeting also discussed the opening of Pakistan’s National Bank of Pakistan Branch in China under the prevalent procedure in the Chinese Banking laws.Under the bilateral trade, China is to send more trade missions to Pakistan, and Pakistani traders to be given access and free space in trade exhibition in the cities of Kashghar, Urmuqi, Kensing and Chengdu. The Finance Minister asked the concerned officials to give a comprehensive report on the development in this regard.The other subjects which have been discussed in detail are Pakistan’s market access by considering grant of unilateral tariff concession to 228 Pakistani products, launch of second phase of the Pak-China Free Trade Agreement, in the first quarter of 2011, the Establishment of Pakistan China Entrepreneurs Forum, and exploring possibility of establishing trans-border economic zones.It may be recalled that during last visit of the Chinese Premier to Pakistan, new air routes between Pakistan and China were also agreed to be opened. Both the sides expressed their satisfaction over the pace of progress in the affore mentioned projects and hoped that if there is any laxity from any quarter shall be overcome with collaboration and coordination with the line ministries and corresponding agencies.

ISLAMABAD: The Federal Minister for Finance and Economic Affairs, Dr. Abdul Hafeez Shaikh said that no in-action by line ministry (implementation department) would be allowed in the implementation of the decisions agreed between Pakistan and China during the last visit of Chinese Premier to Pakistan.This he said while chairing a meeting with Chinese delegation led by Chinese Ambassador to Pakistan Mr. Liu Jian to review the progress in the implementation of the mechanism for the number of projects in which China has pledged to extend technical and financial asssitance to Pakistan.In the post flood Reconstruction Programme, the Chinese Government has pledged to support Pakistan in the reconstruction of a number of projects which included the Grant for Highways and Agriculture, Transport, Energy and Communication, Establishment of China-Pakistan Agricultural Technology Zones, Upgradation of Karakarum Highway and Reallignment of Ataabad Lake, Disaster for Preparedness and Response System and Environment and Ecosystem.The meeting also deliberated upon the progress in the operationalization and implementation of the agriculture related component under the Economic and Technical Cooperation and reviewed the progress in the finance and banking sector, and the members of the meeting were apprised that the ICBC Industrial and Commercial Bank of China is coming to Pakistan to open its branches in Karachi and Islamabad.

Pak-China cooperation in mass media reflects strong bonds of friendship: President CRI

BEIJING: President China Radio International (CRI) Wang Gengnian has said that cooperation in the field of mass media of Pakistan and China reflects the strengthening of bonds of friendship between the two countries. He expressed these views while holding meeting with Pakistan’s Ambassador to China, Masood Khan here.He pointed out that CRI’s Urdu and English FM broadcast in Pakistan which as been started in five cities of Pakistan since January is gaining wide popularity.

He said this year is being marked as the year of friendship between Pakistan and China. To get insight into Pakistan’s rich culture and civilization, CRI, he said, would lead a Chinese media delegation to Pakistan later this year.He expressed the confidence that further exchange of delegations and cooperation between the media outlets of Pakistan and China would strengthen the friendship between the two countries. Ambassador Masood Khan said that China has made great progress in the last three decades and has now become the second biggest economy in the world. He further said CRI has taken many important steps in the international arena in the past few years and Pakistan is determined to fully cooperate with CRI in this regard. He said Pakistan-China friendship has been strengthened by the effective role played by the mass media in both the countries. Pak-China FTA expansion in JuneISLAMABAD: Pakistan and China will discuss expansion of Free Trade Agreement (FTA) between the two countries in the coming June with an aim to boost bilateral trade.“The concerned officials from Pakistan would visit Bejing in June and hold detailed discussions with their counterparts on the issues of eliminating the tariffs and prepare a comprehensive package for the implementation of the second phase of the FTA,” a top official of the Ministry of Commerce told APP.

The first phase of the FTA is scheduled to end on December 31, 2012, which will be followed by the second phase from January 2013, the official added.The respective organizations of the two governments have finalized the modalities for the negotiations for the implementation of second phase of the FTA during a two-day long session held in Islamabad during the second week of this month.According to Ministry of Commerce sources, both the countries will eliminate tariffs on around 90% products, both in terms of tariff lines and trade volume within a reasonable period of time on the basis of consultation and accommodation of the concerns of both the countries.Meanwhile, Joint Secretary Commerce Rehmatullah Khan told APP that during the upcoming discussions on FTA, efforts would be made to minimize the trade gap between the two countries.According to trade data, the overall trade between the two countries in 2010 was $8.67 billion, showing an increase of 28 per cent. Chinese exports to Pakistan stood at US$6.9 billion, showing an increase of 36 per cent while its imports from Pakistan were recorded at US$1.78 billion, showing upward trend of 37 per cent, he added.“During the recent negotiations, both the sides have realized that the growing trade gap needs to be minimized,” Rehmatullah remarked.He said that China was a huge economy and was having trade surplus with all partner countries, adding that the FTA proposals would be formulated in a way to help Pakistan boost exports to China to minimize the gap. He said that enhancing trade volume between the two countries was a healthy sign, adding that negotiations for the second phase would also deal with this particular issue.It is pertinent to mention here that Pakistan and China signed Free Trade Agreement in June 2006 which came into effect from July 2007. The FTA was aimed at reducing tariffs on each other’s imports in two phases.

China’s Xinjiang eases rules to attract more in-bound investment

BEIJING: Northwest China’s Xinjiang Uygur Autonomous Region will allow lower-level economic planning agencies in the region to approve foreign investments of up to us$ 100 million, the authorities in Urumqi said Monday.Xinjiang’s prefecture and municipal-level development and reform commissions and state-level development zone management are currently empowered to approve foreign investments of up to US$ 30 million , according to the regional development and reform commission of Xinjiang.A spokesman for the commission said the change in the rule, effective this year, would “greatly simplify approval procedures and make Xinjiang’s business opportunities more attractive to foreign investment”.According to government figures, Xinjiang had 2,146 foreign-invested businesses at the end of 2010, mostly in the food processing, mining, wholesale and retail, accommodation and service sectors, among others. Last year saw increased foreign investment flow to the fields of manufacturing, power, storage, postal and transportation.

China’s opening-up policy impetus to world economy: commerce minister

BEIJING: China's opening-up policy in the coming five years to 2015 will provide a new impetus to global growth, China’s Minister of Commerce Chen Deming said here Sunday.“China will continue to strengthen its engagement with the world with greater courage and determination as the country’s opening-up policy in the past decades has generated huge opportunities for both China and the rest of theworld,” Chen said at the China Development Forum 2011.China will continue its policies to make it more attractive to foreign investment while encouraging local enterprises to “go global” in the 12th Five-Year Plan period (2011-2015), Chen said.“China always welcomes foreign investment to play a constructive role in its development and share its prosperity,” he said.He said the elimination of favourable tax breaks for foreign companies was aimed at creating a level playing field for all companies.He also promised transparency and fairness in its market policies for foreign companies to encourage innovative competition.With more Chinese enterprises going overseas, Chen urges foreign governments to improve investment environment and provide equal market access to the Chinese.“In 2010, China’s outbound direct investment hit 59 billion U.S. dollars,which equals to 60 percent of the foreign direct investment in China. In the next five to 10 years, China will gradually strike a balance on the capital flow,” he said.The 12th China Development Forum runs from March 19 to 21 in Beijing and its theme this year is “The Ongoing Transformation of China’s Growth Pattern.”

Paksat-1R satellite being developed to replace Paksat-1

Islamabad: Pakistan Telecommunication satellite Paksat-IR is being developed in China to replace the currently in-orbit leased satellite Paksat-1. The development of Paksat-1R satellite is progressing according to schedule and the satellite would be launched as per plan, said a press release issued here Thursday.The timely development and launch of the satellite is important as Paksat-1 is reaching the end of its service life next year.The government realises the significance of this project of national importance and has, therefore, been meeting its financial obligation and would continue to provide funds to the project, despite the many financial constraints it facing

Cabinet okays talks with China for purchasing 6 submarines

ISLAMABAD: The Federal Cabinet on Monday gave go ahead to the Defence Ministry for holding talks for purchase of six state-of-the-art submarines from China to boost its under-sea warfare capabilities. Minister for Information and Broadcasting Dr Firdous Ashiq Awan told reporters after the Cabinet Meeting, that Beijing had offered to sell submarines to Islamabad. The Ministry of Defence would hold talks for the purpose. Dr Firdous said that at this stage it was not possible to share details as the process of preparation of the project’s feasibility had yet to be started

Ambassador Masood Khan gets World Peace Promotion Award

BEIJING: Pakistan’s Ambassador to China, Masood Khan has been given an award for World Peace Promotion at a ceremony held here on Monday.He is one of the seven Beijing based envoys who received this award.The award was conferred by China’s renowned Home & Abroad News Press which serves as a resource for think-tanks and scholars in China.

On this occasion Ambassador Masood Khan said that Pakistan and China enjoy time-tested and all-weather friendship. “Our two nations strive for peace, security, prosperity and happiness in our neighborhood and the whole world”, he noted.Ambassador Khan said that Pakistan-China friendship has been a model of trust, harmony and solidarity for other nations. Chinese navy joins "Aman-2011" multi-national naval exercises

The "Aman-2011" multi-national naval exercises were formally inaugurated in the waters near Karachi, Pakistan on the morning of March 8.

Organized by the Pakistan Navy, "Aman 2011" will include participation by ships, airplanes or Special Forces from 12 countries including China, the United States, Britain, France and Pakistan.

Han Xiaohu, commander of the PLA Navy's Eighth Chinese naval escort taskforce, said that the Chinese Navy has dispatched two missile frigates, two shipborne helicopters and 70 special force members to participate in the exercise.

Han noted that this exercise includes port-shore special force anti-terror drills, shooting practice, maritime rescue mine clearance. He also said that the Chinese Navy will join the exercise and coordinate with participating warships as well as participate in organizing and controlling them.

China to achieve major breakthrough in full convertibility of Yuan in 5 years

BEIJING:China will achieve a major breakthrough in full convertibility of the yuan over the next five years, Hu Xiaolian, said deputy governor of the People’s Bank of China.“Conditions for the yuan’s convertibility under the capital account are improving and the fast development of yuan-based cross-border trade settlements will help push the process forward,” the China daily Saturday reported Hu as saying.However, no detailed timetable has yet been set.China is actively pushing the internationalization of its currency by allowing its companies to make overseas investments in yuan. The central bank is also considering giving foreign companies the green light to make yuan investments in China.However some economists warned that under current market conditions a more convertible yuan could lead to substantial appreciation of the currency and huge capital inflows.“China needs to make its exchange-rate regime more flexible to ward off those risks,” said Chen Daofu, senior economist of the Financial Research Institute at the State Council’s Development Research Center.

China to spend two thirds of central budget on people’s livelihood in 2011

BEIJING: China will spend two thirds of central budget on improving the people’s livelihood this year, Finance Minister Xie Xuren said last month.The funds will be used to boost education, health care, social security and job creation, Xie told a press conference.The government will also use the money to improve agriculture, water conservation, transport and environmental protection, he said.China’s central budget hit US$ 827.6 billion this year, a rise of 12.5 percent over that of last year, according to the 2011 budget draft submitted to the on-going parliamentary session.

Electric cabs start plying on Beijing roads

BEIJING, March 2 (APP): A fleet of 50 electric cabs has started operation in suburb areas of the Chinese capital Beijing.The cabs, manufactured by the Beijing-based Foton Motor Group, will mainly operate in suburban Yanqing district where the government has set up a recharging hub and 25 recharging posts at street sides, city traffic officials said Tuesday.Each of the electric cabs can run 140 kilometers on full battery and saves more than 30,000 yuan on fuel per year, a spokesman with the Foton Motor Group said. The cut on carbon dioxide emission by shifting to the use of an electric cab equals to planting 1,100 trees.Beijing plans to use 5,000 new energy-powered vehicles for public services by 2012 and provides cash incentives to individuals who buy new energy-powered private cars.Beijing now has more than 4.76 million cars on the roads.The Chinese government introduced policies in 2010 to boost the development of new energy vehicles, including electric vehicles, hybrid electric vehicles and fuel cell vehicles. According to a development blueprint released in September last year, China aims to have more than 500,000 new energy vehicles on the road by 2015 and 5 million by 2020. In the meantime, China will build 4,000 electric vehicle charging stations over the next five years and another 6,000 before 2020

The committee was informed that 2300 MW Wind and Solar Energy Projects in Pakistan will start working in 10 years. He further informed that Hydro China invested in 3 mega power plants including 50 MW project in Gilgit Baltistan. Another development regarding the power plants is that CIEW has initiated working for 1000 MW hydel power generation and 2000 MW through solar energy in Punjab. In the initial phase the government of Punjab is preparing a feasibility project data to start these mega power plants in the region and a contract of 1000 acre land is already on the finalization stage.

Rasul Khan Mahsud President National Transmission & Dispatch Company of Pakistan informed about a framework agreement in relation to a development finance cooperation agreement worth $3550 Million with China Development Bank. He told that the cooperation will be held within the areas of power and electricity in relation to establish National Grid and the MOU would be matured during the next 5 years. The power plants will be set up Gaddu and Kutch areas with the capacity of 37.5 MW and 35 MW simultaneously. He further added that two more projects of capacity 9 MW and 35 MW are pipelined under the support of Ministry of Water and Power. The basic feasibility report has been submitted to the planning commission.The committee suggested to sharing the document with them to expedite the projects with the chairman of planning commission.A memorandum of understanding between Pakistan Space and Upper AtmosphereResearch Commission and China Great Wall Industry Corporation was signed to provide cooperation on Pakistan Remote Sensing Satellite System (PRSS) Programme between the two parties. As the result, Pakistan would be able to detecting its independent satellite earth analysis with the support of Chinese counterpart. In this regard a pool of 100 Chinese scientists is working for the up gradation of the satellite system of Pakistan. The project is under the stage of budget approval. An import stone business company Harris Trading Company dealing with China Artex Corporation FUJIAN CO and will export dimensional onyx blocks worth$ 20 M within 2011. The representative informed that the main issue to access the mining areas rich in black gold is poor security arrangements. Pakistan, China discuss expansion of cooperation in trade, investment, explore new avenues

BEIJING, March 26 (APP): Pakistan and China here discussed expansion of cooperation between the two countries in trade, investment and financial sectors.Both sides also agreed to conduct a study on the specific opportunities for the Chinese investors in Pakistan.Ambassador Masood Khan who held a meeting with Vice Governor, China Development Bank (CDB) Wang Yongsheng also discussed and reviewed the implementation of the bilateral projects that were decided during the visit of Premier Wen Jiabao to Pakistan in December last year.

China to shake world with its robust economy: Dr. Reed Islamabad: Once China was a sleeping dragon but now it has started ‘shaking’ the world with its robust economy, flourishing civilization and rich culture that derives its strength from Confucianism, said Prof. Dr. James Eldin Reed, an internationally recognized historian and educationist. Pak-China Center’s control to be decided after devolution of culture ministry

ISLAMABAD, Mar 8 (APP): The control of Pak-China Friendship Center will be given to Capital Development Authority (CDA) after the devolution of the Ministry of Culture.An official from the Ministry of Culture told APP that cabinet division has decided to give the center’s control to CDA in case the ministry will be handed over to provinces.While Chinese government will look after the functioning and maintenance of the Pak-China Friendship Center till one year after its completion.The implementation of the government’s decision is pending till the devolution of culture ministry and its attached departments, the official said, adding that project was completed in December 2010 and handed over to government of Pakistan and the ministry of culture but its functioning and maintenance is still with Chinese Government till December 2011.The center was inaugurated by Chinese Premier and Prime Minister Syed Yusuf Raza Gilani while it was constructed with the cost of Rs 3 billion.It occupies over 12 acres of land and houses a colossal 800-seat auditorium, exhibition centre, conference rooms, banquet halls, dance and art centre, function areas, 60 five-star residential accommodation with a coffee shop and special dining rooms.The center, which was a gift from the Chinese government for the people of Pakistan, would jointly be used for cultural exchanges, displays, conferences and other shows that are expected to strengthen the friendship and cultural ties.However, an official from the civic body said that CDA Chairman ImtiazInayat Elahi has directed to make its rules and regulations and the center will be taken after the devolution of the culture ministry.The government has directed CDA to take control of the center but the decision of complete control is still pending, the official said

He said that the friendship between the two countries was an example to the rest of the world. He said that China had helped Pakistan in natural calamities and other testing times. Ambassador of China in Pakistan, Liu Jian, Punjab Assembly Speaker Rana Muhammad Iqbal Khan, provincial ministers, advisors, Members of National and Provincial Assemblies, intellectuals, columnists, senior government officials and people from various walks of life were also present. He said the Chinese nation had achieved a remarkable progress through its hard work and commitment and China had become the second largest economy of the world. He said that China has achieved a prominent status in the world through austerity, proper setting up of priorities and tireless efforts and the credit for all this achievement goes to the senior Chinese leadership. He said he would visit China next month on the invitation of the Chinese Prime Minister during which agreements of cooperation would be signed in energy, infrastructure and other sectors.

Chinese Ambassador Liu Jian said that Pakistan and China had exemplary relations and their friendship was higher than the Himalayas and deeper than oceans. He said that China would continue to cooperate with Punjab in energy, infrastructure and other sectors.

Earlier, the Chinese ambassador held a meeting with Chief Minister Shahbaz Sharif and discussed matters of mutual interest. He also expressed his best wishes for the early recovery of Quaid Pakistan Muslim League-N Mian Muhammad Nawaz Sharif. He gave a cheque of Rs 3 lakh to the chief minister as a token for the provision of computers in Daanish schools.

GCU CELEBRATES SIXTY YEARS OF PAK-CHINA FRIENDSHIP

The strong and time-tested friendship between Chinese and Pakistan governments need to be applied at the people-to-people level, said the Chinese Ambassador to Pakistan, Liu Jian.

Jian stated this while addressing the celebrations of 60 years of Pak-China friendship held at the Government College University (GCU), Lahore. Provincial minister Chaudhry Ghafoor, GCU Vice Chancellor, Prof Ikramul Haq, Pak-China Bureau Chief Executive Officer, Zaffaruddin Mahmood, and a large member of government dignitaries, eminent old Ravians, former Pakistani diplomats and international relations experts attended the celebrations.

Jian said that the Pakistani premier would visit China in May and this visit would hopefully take Pak-China friendship one step forward. He said that a Chinese delegation comprising mainstream leaders is also scheduled to visit Pakistan by the end of this year.

Talking about strengthening the people-to-people contact, the Chinese ambassador said that the youth is the hope of both the countries. He said the objective of celebrating 2011 as the year of friendship is to hand over the 60 years of Pak-China friendship to the next generations. He repeated the words of Chinese premier that “Pak-China friendship is higher than the Himalayas, sweeter than honey and deeper than the ocean.”

Commentary: China's development strategy in world's eyeBEIJING, March 15 (Xinhua) -- Experts around the world are busy reading China's new Five-Year Plan, a detailed national development strategy for the coming years with both domestic and global significance.A spotlight on the plan is the result of globalization and China's growing economic strength and its efforts in leading the global recovery after the hit of a decades-worst financial crisis.Elizabeth Economy, a C.V. Starr senior fellow and director for Asia studies, said in a recent publication that how China balances its economic and social priorities and its success in meeting economic targets "has enormous implications for the rest of the world."Concluding its annual parliamentary session, the National People's Congress (NPC) of China on Monday endorsed the 12th Five-Year Plan for National Economic and Social Development in 2011-2015, which proposes that China should take scientific development as the theme and accelerate transformation of the pattern of economic development as the main thread.The plan also urges to ensure and improve the people's livelihood, and promote long-term, steady and rapid economic development and social harmony and stability."By 2015, China will be a fairer, greener society," Reuters said in an article last week on why the world should heed the plan.The article highlighted in particular China's goal of building 10 million homes for low-income people in 2011 and 36 million by 2015.It quoted Andy Rothman, a strategist with Asia's leading brokerage and investment group CLSA, who said he was "completely convinced that they're going to spend a hell of a lot of money on affordable housing this year."Meanwhile, British daily The Guardian considered China's pledge of building houses for the poor a chance for others as well."The size of the market means that the world needs to be paying attention because what happens in the Chinese property market affects everything from steel outputs in Brazil to iron ore exports from Australia," it quoted Duncan Innes-Ker of the Economist Intelligence Unit as saying.Also in the new Five-Year Plan, the world media have noticed China's will to continue opening up and sticking to the "going global" strategy to boost mutual investment, as well as its wish to promote dialogue and cooperation with major powers while advancing ties with other developing nations.The Wall Street Journal took China's economic links with Japan and Brazil as examples."In Japan, the largest maker of construction equipment Komatsu Ltd drew 2.3 percent of revenue from China a decade ago; today it gets 19 percent," the newspaper said Friday in an article on China's rising economic interactions with the world.It also mentioned the plan of Eike Batista, Brazil's richest man, to build a superport worth 2.6 billion U.S. dollars for China-bound tankers.Meanwhile, in its latest volume, Foreign Affairs magazine has anticipated a more confident and constructive China as a partner in the world.Indeed, as China seeks common development and prosperity with the world, it is acting soundly to rebut the allegation that it is "eating other's lunch."As peace and development remain the world's major themes, it is widely believed that China's new development blueprint for the coming five years will not only bring new momentum to its own growth, but also contribute to world peace and common development

Commentary: China is our valentine Mian Saifur Rehman:

LAHORE:: Chief Minister Punjab Mian Shehbaz Sharif has given us three good lessons, one at micro level and the other two at macro level. The venue of these lessons, as usual, was his Nine Zero Secretariat known for good gatherings. This time, the occasion was 60th anniversary of Pak-China friendship.

As for the lessons, at micro level, the CM has made us review the English spelling of his name. Hitherto most of the national English dailies have been writing his name as Shahbaz Sharif. In fact, it is Shehbaz and not Shahbaz. But even this matter is not that much micro if one were to give due consideration to the meaning of the Urdu word Shehbaz which means the eagle that flies high and keeps an eye ( or a constant vigil) on everything happening- or moving under the sun.

The other two lessons that are indeed eye-openers for us, are that no power on earth can stop a nation from reaching its destination if the nation does hard work with prudence. And the third one is that China is our valentine.

I m rather excited over this discovery and have started analyzing the whole matter in depth. I have arrived at the conclusion that China is our true valentine, given its unequivocally proven sincerity for Pakistan. And what reinforces its position of Pakistan s valentine is its humility. Yes, humility. Has any powerful or less powerful leader of China ever exuded even an iota of arrogance or conceit even at the time of extending maximum help to Pakistan, may it be in the Indo-Pak wars or may it be during any catastrophic condition like earthquake or devastating floods. Never ever have we experienced any superiority complex, let alone dictation, from our Chinese well-wishers. To quote Shehbaz Sharif, all the help coming from Chinese friends has always been without political strings or conditionalities.

Commentary: China is our valentine

This is unprecedented. One is left to think over and over again what makes the Chinese so much different and unique, rather superior, from others? If this sincerity is adjudged on the basis of prevailing patterns of diplomatic relations, the high degree of cordiality between Pakistan and China appears to be incredible.

Isn t it in conflict with the modern-day diplomacy which takes more and gives less especially in the present unipolar world?

But when someone objectively studies Pak- China relationship, one is left amazed over the deepest immense love that Chinese people have for the people of Pakistan and vice versa though Chinese love surpasses that of Pakistanis. However, of late, Shehbaz Sharif has rekindled this love from Pakistani side by giving a special significance and fragrance to this bond of mutual trust and respect by cutting the cake of 60th anniversary of Pak-China friendship at his Secretariat.

And China s deputy head of mission present over there was so warm in his exchange of pleasantries with Pakistani friends that it gave us the feeling of a symbiotic relationship as among siblings.

The Chinese Ambassador, His Excellency Liu Jian, reaffirmed these friendly ties in his speech calling the Pakistanis real brothers and reproducing a quote from the Chinese President in which the latter is said to have described Pak-China relations as sweeter than honey.

Isn t it inspiring? Yes, indeed it is. But aren t we going to reciprocate this love in an appropriate manner which just can t be confined to mere cutting of cakes?

Of course, the best way to reciprocate this love is to learn from the Chinese model which is by all standards a wonder of the 21st century.

Taking cue from Shehbaz Sharif s patriarchic advice proffered to us Pakistanis on the same occasion, I would like to lay emphasis on one thing and that is the quality of leadership.

I endorse Shehbaz Sharif s opinion that not even the one-party rule in China could create problems in that country.
