New Delhi: In a significant move to boost India-Vietnam ties, union defence minister Nirmala Sitharaman inaugurated the first representative office of the state-
owned defence equipment manufacturer Bharat Electronics Ltd (BEL) in Hanoi.
Sitharaman handed over the symbolic key of BEL’s representative office in Vietnam
(VIRO) to Gowtama M.V., chairman and managing director, BEL, on Wednesday.
Hanoi was hosting the Vietnam-India Defence Industry Business Meeting at Hotel Melia. P. Harish, Indian ambassador to Vietnam, Ajay Kumar, secretary, defence
production, and other senior officials of the Indian and Vietnam defence forces were
present at the event.
VIRO is located near the Indian Embassy in the Vietnam capital. BEL is a defence electronics company that has been playing a key role in manufacturing of defence armaments, including air defence and surveillance radars, missiles, cockpit and flight
control systems for India’s indigenous light combat aircraft.
In recent years, it has been “fast expanding its global presence, and putting its best
foot forward to give a thrust to exports worldwide, especially in South-East Asia, including the Republic of the Union of Myanmar, Indonesia, Malaysia, Thailand and
the Philippines,” a BEL statement said.
“Spotting a niche market in Vietnam, BEL has now set up its first representative
office in Vietnam to address export business opportunities and to provide unstinted
product support and services to users in the region,” the statement said.
“The representative office will aim to promote BEL’s exports in areas such as weapons systems, radar systems, naval systems, military communication systems, electronic warfare systems, combat management systems and coastal surveillance
systems,” it added.
In recent years, India has been strengthening its political, economic and strategic ties
with Southeast Asian countries, signing defence cooperation pacts with Philippines, Malaysia and Indonesia. This comes against the backdrop of an aggressively rising
China. Since 2014, India has refashioned its “look East” policy to “Act East” policy.
India and Vietnam have been in talks for the sale of Brahmos cruise missiles, jointly
produced by Russia and India, to Hanoi.

'BEL is fast expanding its global presence, putting its best foot forward to give a
thrust to exports worldwide, especially South East Asian countries like Myanmar,
Indonesia, Malaysia, Thailand and Philippines,' the company said in a release.
It said spotting a niche market in Vietnam, BEL has now set up its first representative office for addressing export business opportunities and to provide unstinted product
support and services to users in the region.
This office will aim to promote BEL's exports in areas such as weapon systems, radar
systems, naval systems, military communication systems, electronic warfare systems,
combat Management system and coastal surveillance system, it added.

Sitharaman said Wednesday that there is immense potential to be explored by Indian defence industry in Vietnam in
areas of co-production of platforms, spares, repair and overhaul services.
Inaugurating the Bharat Electronics Limited (BEL) liaison office in Hanoi,
Vietnam at the Business Interaction organised by FICCI, Sitharaman handed over a symbolic key to Mr. M.V Gowtama,
CMD, BEL.
The interaction was held between the defence sector companies from India and
Vietnam, and senior officials of Vietnam’s military.
The FICCI led Indian delegation saw participation by leading members from both
private and public sector of the Indian defence industry looking to enter the Vietnam
market.
In her keynote address, Sitharaman said that the sprit and mood of her discussion with the Defence Minister of Vietnam had been very forward looking and
encouraging.
“There is immense scope in the co-production of platform, spares, and repair and overhaul services”, she said.
Citing BEL as an example, she said that the opening of offices of Indian defence companies highlights the seriousness of the commitment to doing business with
Vietnam.
India has enjoyed robust defence cooperation with Vietnam, as both India and Vietnam largely rely on Russian military hardware, there has been significant bilateral
cooperation between the two nations.
This includes MRO services for Vietnam’s MiG aircraft, providing the Vietnam People’s
Navy with submarine training, and providing technical training for vessel construction. India and Vietnam have agreed to take forward a proposal for training
of Vietnam Air Force personnel on Su-30 aircraft.
Vietnamese Deputy Defence Minister of National Defence, Senior Colonel General Be
Xuan Trong was also enthusiastic for the future Indo-Vietnamese relations, saying that “Bilateral defence relations between the two countries was finally getting its
due”.
He invited Indian companies to set-up business in Vietnam with the intent of not just
supplying to India and Vietnam but also to the other countries.
Parvathaneni Harish, Indian Ambassador to Vietnam, said that the defence industry
requires a particular focus and it traverses both economic and security aspects.
He noted that the Vietnamese companies have developed an interest in Indian businesses looking at Vietnam for electronics, maritime, aerospace sectors. Bilateral
interactions such as the one set up by FICCI have strengthen the comprehensive

and electronic warfare. Moreover, to reap the benefits from India’s growing defence
segment, BEL plans to invest Rs1,000cr for greenfield and brownfield expansion.
Bharat Electronics Ltd is currently trading at Rs116.35 down by Rs2.95 or 2.47%
from its previous closing of Rs119.30 on the BSE. The scrip opened at Rs118.50 and
has touched a high and low of Rs118.80 and Rs116.20 respectively. So far 15,48,371
(NSE+BSE) shares were traded on the counter. The current market cap of the
company is Rs29,068.55cr.

defence company in Vietnam.

inauguration happened during an Indo-Vietnam defence industry business meet
being held at Hotel Melia, Hanoi," the Navaratna defence Public sector Company said
in a tweet on Tuesday.
On her arrival, "Smt @nsitharaman was received yesterday at Noi Bai International Airport, Hanoi, Vietnam by Shri Parvathaneni Harish, Ambassador of India to Vietnam
& other senior officials," said the ministry of defence in a tweet. She was also given
the ceremonial reception in the city.
