Funding for research and innovation

Implementing Innovation Union, a Europe 2020

flagship inniative aimed at securing Europe's global

competitiveness

Growth, jobs, and competitiveness

Proposals are evaluated by external

experts, hired by the Commission

Funding is based on competition

(proposals) –

Only the best ones will be

funded

Page 5: NMBP Nanotechnologies, Advanced materials, Biotechnology ... · 2. Food security, sustainable agriculture and forestry, marine, maritime and inland water research and bioeconomy 3

Horizon 2020: Key elements

• A single programme with three pillars:

1. excellence in science

2. industrial leadership - LEIT

3. societal challenges – SC

• More emphasis on innovation

• More involvement of industry via the industrial

deployment of key enabling technologies (KET), and

through PPPs - institutional and contractual

• Simplified access for all stakeholders

Horizon 2020 Rules

Types of action

• RIA: Research and Innovation Actions

• IA: Innovation Actions

• CSA: Coordination and Support Actions

• Minimum participation conditions

• At least three legal entities each established in a different Member State or an

Associated Country, for collaborative actions (and minimum one entity for CSAs)

Evaluation criteria

• Excellence – Impact – Quality and efficiency of the action (similar with FP7)

• Thresholds are depending on the call conditions

Time to Grant shortened

• Maximum 8 months (5 to evaluation results and 3 to Grant Agreement)

• Grant preparation rather than negotiation

(proposals are evaluated "as is" and not "what could be")

Mastering and industrial deployment of

Key Enabling Technologies (KETs)

What are KETs?

• Six strategic technologies

• Driving competitiveness

and growth opportunities

• Contributions to solving

societal challenges

• Knowledge- and Capital-

intensive

• Cut across many sectors

•Nanotechnologies

•Advanced Materials

•Micro- and nano- electronics

•Photonics

•Biotechnology

•Advanced Manufacturing

European KET Strategy:

•EC Communications

(2009)512 & (2012)341

•KET High-level Group

Page 9: NMBP Nanotechnologies, Advanced materials, Biotechnology ... · 2. Food security, sustainable agriculture and forestry, marine, maritime and inland water research and bioeconomy 3

The issues in KET development

• Europe has strong position in science and in patenting

activity

• EU actors are at top of patent ranking in each KET

• But there is a gap between the technology base and the

manufacturing base

• We need to add demonstrators, competitive manufacturing

and product development to the technologies

From Lab to Industry to Market

Page 10: NMBP Nanotechnologies, Advanced materials, Biotechnology ... · 2. Food security, sustainable agriculture and forestry, marine, maritime and inland water research and bioeconomy 3

Main priorities for KETs

• Technology development and validation, aiming at

industrial deployment of Key Enabling Technologies

(KETs)

• Strategic research agendas, roadmaps and value chains

(applications in several sectors)

• Industrial engagement / leverage

• Pilots and demonstrators

• Cross-cutting KETs (combinations of KETs and

manufacturing), 30% of KET budget

• Enabling applications in societal challenges

Page 11: NMBP Nanotechnologies, Advanced materials, Biotechnology ... · 2. Food security, sustainable agriculture and forestry, marine, maritime and inland water research and bioeconomy 3

H2020 – LEIT/KETs:

From R&D to close-to-market activities

• Use of Technology Readiness Levels (TRLs from 3-4 to 8)

• Two funding rates• 100% funding: TRLs 3-6

• 70% funding: TRLs 5-7

– Non-profit participants can claim 100% funding

• Prefinancing

• Cross-cutting KETs (combinations of KETs and

manufacturing)

• Seamless coverage provided by FETs/ERC – LEIT –

Societal Challenges

• Ground prepared in FP7 (first pilots and demonstrators,

innovation activities)

Page 12: NMBP Nanotechnologies, Advanced materials, Biotechnology ... · 2. Food security, sustainable agriculture and forestry, marine, maritime and inland water research and bioeconomy 3

Technology Readiness Levels (TRLs)

– a useful tool in development and

deployment of KETs

• NMP in FP7: TRLs 1 – 4;

in 2012-2013 up to 5-6 (pilots and demonstrators)

• LEIT KETs: TRLs 3/4 – 7; centre at TRLs 5-6

Consortium 1/2

• Build the consortium from what is expected in the targeted topic,

especially in the scope and in the impact.

• Build a well balanced consortium, credible and based on

complementarities (consortium= puzzle). Avoid a too strong

concentration of responsibilities/tasks by the coordinator (collaborative

project performed by a partnership!).

• Take into account the geographical distribution of consortium

members, their expertise, their sectors (academics, SMEs, industries,

associations,..). Ideally, at least 6 Members States or associated

countries to have a strong European added value. International

cooperation is possible as soon as we can’t find equivalents in Europe

or when it is recommended in some calls or for example for low TRLs

or for global challenges.

Consortium 2/2

• Check reputations and resources of your partners

• Choose partners with who you will enjoy to work for years and when

possible, partners with who you already worked.

• Avoid to subcontract scientific or technological essential part of the

project.

• Avoid stowaways, alibi partners, friends,…

• The consortium must cover all the value chain « from researchers

in laboratories to manufacturers, IP specialists, SSH, experts in

marketing, regulations, standards and to final users and ideally

investor» (especially important for the future proposals). It is

recommended that all of these actors are implied from the beginning of

the project.
