PREFACE Forty-five landfills reported more than one billion gate cubic yards of remaining capacity as of January 1, 2011, down 5.4 percent from a year ago. It should be noted that this figure included capacity from four inactive facilities in Fairview, Harrisburg, Jerseyville and Streator as well as a landfill in Greenville that closed in 2010. The figure for remaining capacity also included capacity from one landfill expansion permitted during 2010 at Laraway RDF, Elwood/Joliet. Since the last reporting period of calendar year, between the time frame of January and June 2011, the application for an expansion at Veolia ES Zion landfill in Zion was approved. Rochelle’s landfill expansion proposal was approved on July 18, 2011. As of June 30, 2011, landfill expansions were still under review at landfills in Decatur, Rochelle, Rockford and Milan. None of this capacity was reported as available on Jan. 1, 2011. In 2010, 43 active landfills in Illinois accepted more than 46.1 million gate cubic yards of municipal waste for disposal. No new landfills opened in 2010. During 2010, however, three of these 43 landfills closed. Landfill closure during 2010 occurred at Bond County Landfill, Greenville, on March 31st; Clinton Landfill #2, Clinton, on June 15th; and Salem Municipal Landfill #2, Salem, on October 15th. Inspections of waste management facilities are conducted by personnel from Illinois EPA’s seven regional field offices and our delegated partners. Our delegated partners include 17 counties, Ambraw Valley Solid Waste Agency and the City of Chicago. They have our Agency’s authority delegated to them to inspect landfills, transfer stations and compost sites in their jurisdictions and to investigate citizen complaints about illegal dumping of waste. Nonhazardous Solid Waste Management and Landfill Capacity in Illinois: 24th Annual Report (2010) Section 4 of the Illinois Solid Waste Management Act requires the Agency to “publish a report regarding the projected disposal capacity available for solid waste in sanitary landfills. . . . Such reports shall present the data on an appropriate regional basis. . . [and] shall include an assessment of the life expectancy of each site.” This legislative mandate explains why the main body of this report is organized by seven Illinois EPA administrative regions and why landfill capacity and life expectancy are emphasized in text and landfill specification pages in the regional sections. State-wide Data Overview In calendar year 2010, 43 Illinois landfills accepted more than 46.1 million gate cubic yards of solid waste, half of one percent (0.5%) more waste than was accepted during 2009. Some of these landfills were not active during the full year; and three landfills closed during the year. Eleven (11) percent of that waste amount was accepted from 12 other states. All landfills are required to report amounts of out-of-state waste accepted. Twenty-two (22) of the 43 landfills (51 percent) accepted 5.0 million gate cubic yards of waste from other states. Landfill capacity decreased by 5.4 percent year to year Capacity remaining reported by 45 landfill owners and operators as of Jan. 1, 2011, declined by 5.4 percent. This total of more than 1.0 billion gate cubic yards of available capacity was down more than 60 million gate cubic yards from data reported a year earlier. Based upon waste disposed in calendar year 2010 and capacity remaining on Jan. 1, 2011, there are 23 years of landfill life remaining. Banned wastes to include electronics after Jan. 1, 2012 Trucks arriving at a landfill are inspected for prohibited nonhazardous wastes and for hazardous wastes that Illinois bans from disposal in landfills, including: bulk liquids, landscape wastes, lead acid batteries, potentially infectious medical waste, used motor oil, white good components and whole tires. Beginning January 1, 2012, computers, monitors, televisions and printers will be banned from landfill disposal. Under the new law passed in August 2011, the list of items required to be recycled is expanded to include keyboards, portable music devices, scanners, videocassette recorders, video game consoles and more will also be banned from disposal in landfills.

Loads are weighed and details about them are recorded. They are then taken to the exposed portion of the active cell, which is known as the working face. Inactive landfills may be allowed to “temporarily close” Streator Area Landfill #3, Streator, had a permit application that was withdrawn from Agency review on Mar. 5, 2010 for a horizontal expansion. The operation has been temporarily closed since 2005. On Apr. 28, 2006, RCS Landfill Inc., Jerseyville, also became inactive, for business reasons and continues inactivity, but reports capacity. Saline County Landfill, Harrisburg, also ceased accepting waste on June 7, 2006. The operator declared to Illinois EPA that it was “temporarily closed,” and still is during the current year. Spoon Ridge Landfill, Fairview, has been temporarily closed since 2008. The total number of Illinois landfill operators that reported available capacity to Illinois EPA, as of Jan. 1, 2011, was 45. This total includes the four temporarily closed landfills named above and one landfill in Greenville that became inactive for business reasons on March 31, 2010. Permanent landfill closings affect local capacity Two landfills reached their capacity limit and closed their gates during 2010. In Region 4, Clinton Landfill #2, Clinton, ceased accepting waste on June, 15, 2010. This site closed after the Clinton Landfill #3 opened across the street. In Region 6, Bond County Landfill, Greenville, closed on March 30, 2010. Salem Landfill, Salem, one of the few city-owned and operated landfills, closed on October 15, 2010. All other landfills in the state were open into 2011, including the newer facilities of Atkinson Landfill, Atkinson and Clinton Landfill #3, Clinton, which opened in 2009. Capacity is down 60 million gate cubic yards, documented on Jan. 1, 2011 In a year that brought a decline in landfill capacity of 5.4 percent, five regions reported capacity declines ranging from 1.2 to 19.5 percent. There was more than a 60 million gate cubic yard decline from year to year. However, two regions reported an increase of available capacity. Region Two’s capacity increased the most at 13.1 percent. Region Three reported an increase in capacity of 1.2 percent. How to Check Status of Bureau of Land Permit Applications on the Internet Permit application forms are found on-line at http://www.epa.state.il.us/land/forms. Once the Agency receives a permit application, the Bureau of Land, Permit Section (Section), proceeds with the review. One of the databases available to everyone on the Internet is the Solid

Waste Unit’s web database search. With this database, one can determine the status of permit applications that have been submitted. A Solid Waste Unit web database search located at http://epadata.epa.state.il.us/land/solidwaste is designed to inform the public about applications submitted, or permits obtained from the Bureau of Land (BOL). The Section issues permits for the management of non-hazardous waste at landfills, transfer stations, compost and waste storage, treatment, processing and recovery facilities. On the search results page, the log number is linked to a brief description of the application. The main identifiers for applications are: 1. Any part of the BOL name of the site 2. The closest city to the site or 3. The county where the facility is located Choose search method from “Active” or “Inactive” applications:

"Active" means an application is pending for the site. "Inactive" means that there are no applications currently pending, but there may be applications for which the Section has taken final action (issued, denied or withdrawn).

Further searches may be made by city, county or site name. For more help in using this database search, contact the BOL Permit Reviewer on call at 217-524-3300.

Public versus Private Ownership and Operation of Landfills in Illinois The City of Salem was the last municipality to both own and operate a landfill. Their Public Works Department still operates a compost site at the landfill location. There are, however, cities that still own landfills in the state, but do not operate them. For example, in Region 1, Northwestern Illinois, the City of Rochelle owns the landfill located there; and in Region 3, Peoria/Quad Cities, the City of Peoria jointly owns the Peoria City/County Landfill No. 2 landfill with the County of Peoria. There are also counties that own and/or operate landfills. Whiteside County owns the Prairie Hill RDF in Morrison, in Northwestern Illinois (Region 1). Will County owns Prairie View RDF in Joliet in the Chicago Metropolitan Area (Region 2) and Knox County located in the Peoria/Quad Cities area (Region 3) both owns and operates their own landfill; also the County of Peoria jointly owns the Peoria City/County Landfill No. 2 landfill with the City of Peoria.

The rest of the landfills in the state are privately owned. Region One: Northwestern Illinois Landfills All seven landfills in Northwestern Illinois Region remained open throughout 2010. Four landfills in Region One were in the top ten rankings of all the State’s landfills in terms of waste receipts in 2010. Veolia ES Orchard Hills Landfill Inc., Davis Junction, ranked first in the state by accepting more than 6.8 million gate cubic yards; Winnebago Landfill, Rockford, was second, accepting more than 5.1 million gate cubic yards; Prairie Hill RDF, Morrison, was seventh, receiving more than 2.2 million gate cubic yards; and Lee County Landfill Inc., Dixon, was eighth with more than 1.5 million gate cubic yards of municipal solid waste accepted for disposal. Region One’s seven active facilities received more than 16.5 million gate cubic yards of municipal waste in 2010. The waste receipts for 2010 showed that more than 1.2 million gate cubic yards waste was received than the year before. The waste receipts increased year to year by 7.9 percent. Out-of-state waste accepted from California, Iowa and Wisconsin LandComp Landfill, Ottawa, reported accepting waste from the State of California. Prairie Hill RDF reported accepting waste from the State of Iowa. Veolia ES Orchard Hills Landfill Inc. accepted waste from the State of Wisconsin. All together this total of 181,231 gate cubic yards amounted to one percent of the total waste accepted in the Region’s landfills. Capacity decline of 19.5 percent reported as of Jan. 1, 2011 Capacity available for waste disposal in the region declined by 19.5 percent from 2009 to 2010, by a total of more than 55.3 million gate cubic yards. The capacity available in the region is reported on Jan. 1, 2011 by Illinois landfill operators to be more than 228.6 million gate cubic yards. This region was one of five in the State reporting declining capacity. Also reporting declining capacity were Region Four: East Central Illinois; Region Five: West Central Illinois; Region Six: St. Louis Metropolitan East and Region Seven: Southern Illinois. Fourteen years of capacity remain for region as of Jan. 1, 2011: three landfills rank in top ten listing of largest landfills This region is second in the state behind Region Three: Peoria/Quad Cities, in remaining capacity, with a 21.9 percent capacity share. Veolia ES Orchard Hills Landfill reported almost 90.2 million gate cubic yards of space available as of Jan. 1, 2011, making it third in the state in capacity rankings on that date. Lee County Landfill Inc. reported the fifth largest capacity, at 58.7 million gate cubic yards. Prairie Hill RDF reported more than 45.6 million gate cubic yards of capacity available and ranks eighth. The Region’s seven landfills may provide 14 more years of waste disposal capacity for the region, which ties the amount of years available in Region Two: the Chicago Metropolitan Area.

Region Two: Chicago Metropolitan Landfills Fourteen years of capacity remain for Region Two based upon current waste disposal rates. This is the least number of years of remaining landfill life of all the regions, and the same number of years remaining is shared by Region One: Northwestern Illinois. The other regions ranged between 18 and 56 years, for a statewide average of 23 years. On Jan. 1, 2011, capacity at the six Chicago Metropolitan Region’s landfills was almost 92.2 million gate cubic yards, which had increased 13.1 percent from the previous year. The capacity as reported by landfill operators was up by almost 10.7 million gate cubic yards. Prairie View Recycling and Disposal Facility (RDF), Wilmington, has 55 percent of the capacity available locally. It is ranked seventh in the State, in terms of available capacity. One active landfill is located in Cook County River Bend Prairie Landfill, Dolton, is the single active landfill located in Cook County. Waste accepted declined by fifteen percent in 2010 The volume of solid waste buried in 2010 in Region Two declined by 15.4 percent from the previous year. The region’s six landfills received more than 6.5 million gate cubic yards of waste — which amounted to 14.2 percent of all waste disposed in landfills in Illinois that year. That amount was almost 12 million gate cubic yards less than the previous year. Top 10 ranking for Prairie View RDF: The most active landfill in the region Prairie View Recycling and Disposal Facility accepted more than 2.6 million gate cubic yards of waste for disposal in 2010. This landfill ranked fifth of the 43 landfills reporting during 2010. However, in the case of this landfill, waste is only accepted for disposal from municipalities located within Will County’s borders. Out of state waste receipts: from three States: Indiana, Iowa and Wisconsin accepted at four landfills in the region A total of 1.4 percent, equating to 93,279 gate cubic yards, was accepted from three states, Indiana, Iowa and Wisconsin. Veolia ES Zion Landfill accepted six percent of its waste from Wisconsin. River Bend Prairie and Laraway RDF, Elwood/Joliet, both received three percent of their waste from Indiana. Environtech, Morris, received less than one percent of its waste from Indiana and Iowa. A total of 1.4 percent, equating to 93,279 gate cubic yards, was accepted from the three states of Indiana, Iowa and Wisconsin.

Horizontal expansion at Laraway RDF approved in 2010 A horizontal expansion of 18.2 million gate cubic yards is proposed at Laraway RDF located in Will County. The Agency still had this permit application under review until May 2010 when it was withdrawn by the operator. This application became integrated into the RCRA Part B Permit; No. B-141-R and was approved by the Illinois EPA on June 21, 2010. The amount of 18.7 million cubic yards was then reported in the capacity figures as of Jan. 1, 2011. Veolia ES Zion’s vertical expansion approved in June 2011 Veolia ES Zion’s proposal to expand the landfill vertically by 1.7 million cubic yards was approved by the Illinois EPA on June 3, 2011. This capacity was not included in the owner/operator reported amount on Jan. 1, 2011. Closure of landfills means less waste accepted in region This region has faced several closures in recent years, as landfills fill to capacity.

Region Three: Peoria/Quad Cities Landfills

Nine landfills in the Peoria/Quad Cities area reported more than 258.8 million gate cubic yards of capacity remaining at the beginning of 2011. Total capacity was 3.0 million gate cubic yards more than the amount that was reported the previous year. Total capacity in the region increased 1.2 percent from the previous year.

These landfills in Region Three accounted for 24.8 percent of the more than one billion gate cubic yards of disposal capacity remaining statewide on Jan. 1, 2011.

Fifty-six years of landfill life remaining

The most years of waste disposal remaining were 56 years in the Peoria/Quad Cities region. The Southern Illinois Region had the second most landfill life remaining of 47 years and Northwestern Illinois and Chicago Metropolitan Region were tied for the least, at 14 years.

Waste disposal amounts increased by 7.9 percent

The Region’s eight landfills active in 2010 reported accepting more than 4.6 million gate cubic yards of waste for disposal. However, in Region Three, 336,256 more gate cubic yards of waste was received than during 2009, up 7.9 percent. Twenty nine percent of waste receipts came from eight other states Of the 46.1 million gate cubic yards of solid waste disposed in landfills in Illinois in 2010, 11 percent was imported from 12 other states. For Region Three, 29.2 percent of its waste receipts originated from eight of these 12 states. Almost a million gate cubic yards of out-of-state waste was disposed at three of the Peoria/Quad Cities area landfills.

Sixty (60) percent of the out-of-state waste accepted at Quad Cities Landfill, Phase IV, was from Iowa and Wisconsin. Thirteen (13) percent of the waste accepted at Upper Rock Island County Landfill came from Iowa. PDC #1, Peoria also accepted waste from Iowa, and Wisconsin, as well as Indiana, Kentucky, Minnesota, Missouri and Nebraska.

All landfills remain open into 2011

All active landfills in the region expect to remain open into 2011. However, the PDC #1 Landfill, Peoria is close to closure, and plans to cease accepting waste during 2011.

Spoon Ridge Landfill has ranked first in capacity for 13 years

The State’s largest landfill, Spoon Ridge Landfill, Fairview, has 51.5 percent of the landfill capacity in the region, translating to 12.8 percent of the State’s capacity. The facility has been the state’s largest landfill since Jan. 1, 1998, but has been inactive from June 2008 through 2010.

Region Four: East Central Illinois Landfills Almost 7.5 million gate cubic yards of waste was accepted in eight East Central Illinois landfills during 2010. This figure has increased more than 1.2 million gate cubic yards from the previous year, a difference of 19.2 percent. The region took in the second most amount of waste of all the regions (waste share of 16.2), with the exception of Northwestern Illinois, Region One (waste share of 35.9). Livingston Landfill, Pontiac, took in 58.2 percent of the Region’s waste receipts, and was third in the State’s rankings in terms of waste receipts. Livingston Landfill accepted more than 4.3 million gate cubic yards of waste for disposal. This landfill was the only one in the region to appear in the top 10 listing for active landfills. Livingston Landfill received less than one percent of its waste receipts (117 gate cubic yards) from Indiana and Iowa. Waste was also received from three other states at four landfills

Four of the Region’s landfills accepted a total of 44,765 cubic yards of waste from three states besides Illinois. Waste imported into the East Central Illinois region came from Indiana, Iowa and Wisconsin. Waste haulers from Indiana sent waste to landfills in Danville and Hoopeston. Indiana’s waste amounted to four and seven percent respectively of the waste received at these two landfills owned by the same company, presumably because of their proximity to the Illinois-Indiana border.

Livingston Landfill accepted less than one percent of its waste from the states of Iowa and Indiana.

Clinton Landfill #3, Clinton, a new landfill in 2009, also accepted waste from Indiana and Iowa, as well as Wisconsin. Out-of-state waste amounted to four percent of Clinton Landfill #3’s total waste receipts in 2010.

Clinton Landfill #2 closes in June 2010

On Jan. 8, 2010, the modification number 9 to its permit was approved to allow the reconfiguration of Clinton Landfill #3 into two units: 22.5 acres will be the Chemical Waste Unit in the southwestern corner and the rest would be considered the municipal solid waste unit.

Clinton Landfill #2, across the street, ceased accepting waste on June 15, 2010. It stayed open for almost a year after Clinton Landfill #3 was permitted to open.

Available capacity down 3.2 percent Available capacity reported at eight landfills in the region on Jan. 1, 2011 totaled slightly more than 190.2 million gate cubic yards. The region was third highest in terms of capacity remaining amount of waste of all the regions (capacity share of 18.2), with the exception of Region Three: Peoria/Quad Cities which reported 24.8 capacity share and Northwestern Illinois, Region Four (capacity share of 21.9). Streator Area Landfill #3, Streator, again reported capacity at the year’s beginning, though it has been inactive since 2005. A total of 6.2 million less gate cubic yards of landfill capacity was available in East Central Illinois at the beginning of 2011. This figure amounted to a 3.2 percent decline in capacity year to year. Still, 26 years of landfill capacity remain for the East Central Illinois Region; which is the same number as third ranked Region Five: West Central Illinois; but behind first ranked, Region Three: Peoria/Quad Cities at 56 years; and second ranked Southern Illinois, at 47 years of landfill life remaining. Two landfills rank in the top 10 list for available capacity

Together, 14.5 percent of the landfill capacity available in the State is found at Livingston Landfill, which also ranked second in the State’s capacity rankings and at recently opened Clinton Landfill #3 which ranks sixth.

Temporarily closed landfills may still report capacity

One landfill did not accept any waste during 2010 because it was temporarily closed. Streator Area Landfill #3 became inactive in 2005, that was while the landfill’s vertical expansion was under construction.

The operator of Streator Area Landfill #3 has also withdrawn the submittal of a permit application for a horizontal expansion for 4.7 million additional cubic yards air space. Final closure activities, such as final cover construction is underway at this time, with completion of the construction activities expected in 2011.

Region Five: West Central Illinois Landfills Region Five’s four active landfills accepted more than 1.5 million gate cubic yards of waste during 2010. This volume was 179,530 gate cubic yards less than 2009’s total waste disposed of in landfills. This figure amounts to a 10.4 percent decrease, which was the second lowest of the four regions reporting less waste accepted in 2010. Statewide, waste disposed in landfills was up less than one (0.5) percent.

Waste disposed in landfills in West Central Illinois (Region Five) during 2010 amounted to only 3.4 percent of the state’s total, the lowest in the state. Regional waste acceptance rates range from 3.4 in this region to 35.9 in Region One: Northwestern Illinois.

Out of state wastes accepted by one landfill

Pike County Landfill was the only facility to accept waste from other states. Seven percent of its waste receipts came from the two states of Iowa and Missouri. This out-of-state waste amounted to only 1.7 percent of the total waste received in the region.

Capacity down 1.2 percent in region

The Region has the fewest operating landfills located in any region: four that reported 1.2 percent less available capacity from the year before, down 483,000 gate cubic yards.

This region has the lowest capacity share of all the regions: 3.9 percent. Regional capacity ranges from 3.9 in this region to 24.8 in Region Three: Peoria/Quad Cities.

Capacity declined in five regions (Northwestern Illinois, East Central Illinois, West Central Illinois, Metropolitan East St. Louis and Southern Illinois) as of Jan. 1, 2011 at rates ranging from 1.2 percent in this region to 19.5 percent in Northwestern Illinois.

Regional landfill life three more years than statewide average: 26 years

As a region, West Central Illinois is tied for the third most landfill life remaining at 26 years with Region Four East Central Illinois. Peoria/Quad Cities (Region Three) has the most at 56 years, Southern Illinois (Region Seven) at 47 years both have more years of landfill life remaining. On the low end, Region Six: Metropolitan East St. Louis is in fourth place with 18 years remaining and Region One: Northwestern Illinois and Region Two: Chicago Metropolitan Area both are tied at fifth place with 14 years remaining. The whole state has 23 years of landfill capacity left when dividing waste acceptance amounts by capacity remaining.

Jerseyville’s landfill is temporarily closed

One landfill was temporarily closed in 2009 and 2010, RCS Landfill Inc., Jerseyville. It has been temporarily closed since 2006, when intermediate cover, including seed and straw, was applied. A plan for temporary suspension of waste acceptance was approved by Illinois EPA during this time. This landfill will continue to report capacity to Illinois EPA each January 1st, until it re-opens or closes permanently.

Four landfills are open; RCS Landfill Inc. nearing closure

All four active facilities in the Region expect to remain open into 2011. However, RCS Landfill Inc. has reported to the Illinois EPA that during the construction seasons of 2010 and 2011, the site will be undergoing final cover construction and grading, in preparation for site closure during 2011.

Region Six: St. Louis Metropolitan East Landfills

During 2010, five St. Louis Metropolitan East facilities received 15.6 percent of solid wastes disposed of in landfills statewide. This was the third highest amount disposed of in landfills behind Region One Northwestern Illinois which reported 35.9 percent waste share and Region Four East Central Illinois at 16.9 percent.

The amount disposed in 2010 decreased by 12.6 percent from the previous year. More than 7.2 million gate cubic yards of wastes were disposed of in landfills in the St. Louis Metropolitan East area in 2010. Figures differed by 1,040,223 gate cubic yards from year to year.

Three landfills rank in top 10 listing for waste receipts

Roxana Landfill Inc., Roxana, had the distinction of ranking fourth in the state in terms of large quantities of municipal waste disposed in landfills during 2010. Milam Recycling and Disposal Facility (RDF), East St. Louis, ranked sixth and Cottonwood Hills RDF ranked ninth. These three landfills together accepted 15.5 percent of the waste that was disposed of in landfills in the State. This figure is also 99 percent of what was brought into the region’s landfills.

More than 45.7 percent of wastes disposed in the region came from six other states Of the more than 7.2 million gate cubic yards of waste accepted, almost 3.3 million gate cubic yards originated outside Illinois.

Three Region Six landfills received 45.7 percent of their waste from these six states: Iowa, Indiana, Kansas, Kentucky, Missouri and Ohio.

Three landfills that accepted waste from other states and out-of-state percentages follow: Cottonwood Hills RDF, Marissa, (79 percent of receipts at the site were from Missouri); Milam RDF (41 percent of receipts at the site were from the Iowa, Kansas, Kentucky, Missouri and Ohio) and Roxana Landfill Inc. (34 percent of its waste receipts came from Indiana and Missouri).

Bond County Landfill, Greenville, and Salem Municipal Landfill #2, Salem, were the only active facilities in the region that did not accept out-of-state waste. They only reported for a partial year as they ceased accepting waste during 2010.

The total percent of out-of-state waste accepted from 12 other states in all Illinois landfills during 2010 was 11 percent, down just one percent from the previous year.

Landfill capacity decreased by 5.1 percent

On Jan. 1, 2011, Region Six’s four landfills reported that capacity had decreased by more than 6.9 million gate cubic yards, providing 5.1 percent less capacity this year. Landfill operators reported 18 years of landfill life in the region. This is next to the least amount of landfill life remaining in a region, ; only two regions have less. Both Regions One 1: Northwestern Illinois and Two 2: Chicago Metropolitan have 14 years of landfill life remaining. Statewide, there are 23 years of landfill life remaining.

The more than 89.7 million gate cubic yards of capacity reported by fourth-ranked Cottonwood Hills RDF on Jan. 1, 2011 is 68.8 percent of the landfill capacity available in the region, and is also 8.6 percent of the capacity available in the state.

Not all landfills in the region remain open into 2011; two close in 2010 However, the operators of Bond County Landfill, Greenville, ceased accepting waste on Mar. 31, 2010. The landfill was active up to that date. The site still reported capacity remaining as of Jan. 1, 2011. Salem Municipal Landfill also closed in Oct. 15, 2010. The landfill was active up to that date. The operator, the city of Salem’s Public Works Department reported zero capacity remaining at the beginning of 2011. Region Six covers the following nine counties: The counties of Bond, Clinton, Fayette, Madison, Marion, Monroe, Randolph, St. Clair, and Washington are located in Region Six: St. Louis Metropolitan East.

Region Seven: Southern Illinois Landfills

Region Seven’s five active landfills accepted just less than 2.2 million gate cubic yards of waste during 2010. This volume was down 3.5 percent, or 80,267 gate cubic yards less than 2009’s total. One landfill was temporarily closed during 2008, 2009 and 2010.

Southern Illinois Regional Landfill Inc., DeSoto, accounted for 55.3 percent of the waste disposed in landfills in the region during 2010, yet it was not in the State’s top 10 listing.

Four landfills accepted waste from six other states: Arkansas, Indiana, Kentucky, Missouri, Minnesota and Tennessee.

Out- of-state waste came to four landfills from five states

The percentage of imported waste for the region is 1.0 percent, considerably less than Region Six (St. Louis Metropolitan East), where out-of-state waste comprised 45.7 percent of total waste disposed in landfills. The state-wide average of imported waste for 2010 is 11 percent.

Of the 1,209,135 gate cubic yards of waste received by Southern Illinois Regional Landfill Inc. in 2010, 344,372 gate cubic yards, or 28.5 percent, came from the states of Arkansas, Kentucky, Missouri and Tennessee. An amount of 51,089 gate cubic yards (22.8 percent of its waste stream) came to Perry Ridge Landfill, DuQuoin, from Minnesota and Missouri.

Two other landfills also accepted wastes from other states. Sumner Landfill Inc. accepted 63,032 gate cubic yards or 17.8 percent of its waste from Indiana. West End Disposal Facility, Thompsonville, accepted 9,162 gate cubic yards, or four percent of its waste, from Kentucky.

Only Wayne County Landfill Inc., Fairfield, did not accept any out-of-state waste in 2010.

Landfill capacity decline reported as 4.4 percent As of Jan. 1, 2011, the region’s landfills reported a total capacity of more than 102.8 million gate cubic yards, more than 4.7 million gate cubic yards less than the previous year. The capacity declined 4.4 percent.

Five other regions reported decreased capacity at the beginning of 2011: Region One (Northwestern Illinois) reported a 19.5 decline; Region Six (St. Louis Metropolitan East) reported a 5.1 percent decline; Region Four (East Central Illinois) reported capacity was down 3.2 percent; and Region Five (West Central Illinois) reported a 1.2 percent decline. Waste disposal capacity available in the state’s landfills declined by 5.4 percent.

Tenth-ranked Southern Illinois Regional Landfill Inc., has more than 43.0 million cubic yards of capacity available. It is the only landfill in Region Seven to rank in the top 10 list for capacity. Two landfills sold in October 2010 to Allied Waste/Republic Services In October 2010, Veolia ES Solid Waste Inc. sold the two facilities located near Fairfield and Sumner to Allied Waste/Republic Services. The changes in ownership must be registered with the Illinois EPA with transfer of ownership and operating rights within 90 days of purchase. The names of the facilities were changed to drop the company name. Saline County Landfill still temporarily closed, and will remain so

At Saline County Landfill, Harrisburg, part of Unit II has been initially developed, but is not ready for waste acceptance. The operator reported in 2010 that the site was to remain inactive until business conditions made the site economically viable.

Landfill life is 47 years remaining

Life remaining at the Southern Illinois landfills is 47 years. Only Region Three, the Peoria/Quad Cities area has more life remaining: 56 years. The range of landfill life is from 14 in both the Northwestern Illinois and Chicago Metropolitan areas to 56 in Peoria/Quad Cities area.

Region Seven covers the following 22 counties: The counties of Alexander, Clay, Edwards, Franklin, Gallatin, Hamilton, Hardin, Jackson, Jefferson, Johnson, Lawrence, Massac, Perry, Pope, Pulaski, Richland, Saline, Union, Wabash, Wayne, White and Williamson are located in Region Seven, Southern Illinois.
