Natural Gas in Vehicles in Europe –challenges and possibilities
Brussels, 15 September 2016

NGVA Europe focus
S e p t e m b e r 2 0 1 6
Natural gas as an automotive fuel offers important benefits to consumers, the environment and to the economy as a whole. It provides a quick and cost-effective way to meet key objectives of the EU, including decarbonising road transport and improving air quality in cities. Natural gas contributes significantly to the diversification of Europe’s energy supply.
Natural gas vehicles (CNG and LNG)
NGVA Europe 3
Cleanest combustion on e-gas
Garbage collection – quiet truck
CNG distribution and LNG long-haul trucks – a solution for all
CNG buses – cleaner air for all Delivery vehicles – no limits

Key figures:- 2014 CEF call funded
CNG and LNG road projects with nearly €50 Mio (picture)
- 2015 CEF call funded NGV projects (mainly LNG) with over €30 Mio

Real Driving Emissions (RDE)
NGVA Europe 1212
European Parliament confirms RDE tests:
• First step, NOx “conformity factor” of 2.1 (110%) for new models by September 2017 and for new vehicles by 2019.
• Second step, down to a factor of 1.5 (50%), by 2020 for all new models and by 2021 for all new cars.
• SCR systems on new diesel models will lead to higher costs, several mass market models will not be offered as diesel versions. ⇒ CNG will play strong role to
bring down CO2 emissions

European Strategy on LNG and storage

CNG LNG
TRAN opinionRapporteur: Cláudia Monteiro de Aguiar (final vote on report on 26 September)
“The use of LNG in heavy-duty vehicles and shipping can reduce emissions of various pollutants (SOx, NOx and particulate matter) and, in the case of shipping, can allow the sector to meet the requirements of environmental legislation by decreasing the sulphur and nitrogen content in marine fuels used in the Emission Control Areas; notes that LNG, and in particular CNG, is also a viable solution for public transport which helps to reduce air and noise pollution.”
“Calls on the Member States to ensure implementation of Directive 2014/94/EU on the deployment of alternative fuels infrastructure…”

Decarbonisation strategy – challenges & opportunities
20
“The widest range of options is currently available for passenger cars and buses, and solutions are rather straightforward for rail through electrification. In the medium-term, advanced biofuels will be particularly important for aviation, as well as for lorries and coaches. Natural Gas is expected to be increasingly used as an alternative for marine fuels in shipping and for diesel in lorries and coaches. Its potential can be increased significantly with the use of bio-methane and synthetic methane (power-to-gas technologies). “
ACTIONS:• Definition of low and zero emission vehicles• RED II • Review of Clean Vehicles Directive (CVD)• CO2 targets for cars and light commercial vehicles• CO2 emissions from HDVs (VECTO model)• New pricing proposal (energy content of different fuels)• Car labelling• Revision of Clean Vehicles Directive (CVD)• Introduction of Real Driving Emissions• Renewable fuel mandates• Taxation, polluters-pay-principles Fair and efficient pricing missing
