CHAPTER 1: INTRODUCTION
1. Project objectives:
Objectives of the Rural Enegy II project - Additional Financing - phase 4- Thanh Hoa Province
is:
- The sub project would focus on rehabilitating and increasing the capacity of existing
distribution lines and substations and standardizing them to 110, 35 and 22kV to enable to
them to meet the growing demand more efficiently, provide better quality and quantity of
electric power productive uses, and reduce power system losses
- The Rural EnegyII project - Additional Financing - phase 4- Thanh Hoa Province is
proposed to invest in rehabilitating, upgrading and expanding the local's power system,
improving quality of power supply in rural areas of 79 communes of 17 districts. 01 city
covered by the project area, namely: districts of Nga Son, Hau Loc, Ha Trung, Hoang Hoa,
Nga Son, Thieu Hoa, Quang Xuong, Nhu Thanh, Nong Cong, Tinh Gia, Yen Dinh, Vinh
Loc, Thach Thanh, Cam Thuy, Trieu Son, Tho Xuan, Thuong Xuan and Thanh Hoa City -
Thanh Hoa province.
The Sub-project includes 03 components, namely:
- New construction 55.558 km medium voltage transmission lines, in which:
35 kV Line: 20.509 km
22kV Line: 35.049 km
- Construction of 125 new substations with total capacity of 23,025 kVA
- New construction 107.424 km lower voltage transmission lines and Rehabilitate
75.706 km high voltage transmission lines
2. Capital sources
- Loan from the World Bank. This loan is for equipment purchase, building and
assembling.
- EVN’s domestic counterpart capital is to cover taxes, fees and others costs.

5. Natural Conditions and socio-economic status in the project area
Thanh Hoa is one province of the Northern Central Vietnam, 150km far from the capital
Hanoi. Thanh Hoa has 27 administration entities under provincial and city rank, in which
Thanh Hoa City is considered as Economic-politic-cultural –social Center of the province.
Project is invested for construction in the locality of 79 communes under 17 districts and 01
city, Thanh Hoa province. The entire area is affected by the tropical monsoon climate with
two distinct seasons:
- In hot season: very sunny and rainy. On the days having Laos’wind the temperature
can up to 40-41oC.
- In cold season: the northeast monsoon usually occurs, less rain; in the beginning of
season it usually dry season. The lowest temperature in some days may down to 5-
6oC.
- The average rainfall is about 1600 - 2300mm/year, rainfall is concentrated from May
to October according to lunar calendar. Relative Humidity is from 85% - 87%.
Although Thanh Hoa is coastal delta province, but it is surrounded by dense network of rivers
and the mountains, therefore Thanh Hoa’s terrain is divided into three regions: the midland
and mountainous areas, plains and coastal areas. The project region consists of delta and
midland communes. Topography, geology is relatively simple, convenient for transportation
of materials and equipment to construction sites by trucks and manual vehicles. Terrain is flat
advange for construction of tranformers, wire-lines as well as future operation management.
The projected communes are not located in protected zones.
Population: Population of Thanh Hoa province has 3.4 million people, the average density is
306persons/km2 including 7 ethnics mainly: Kinh, Muong, Thai, Tho, Dao, Mong, Kho Mu.
In project area there are only 13 communes under 07 districts where ethnic minorities live,
inluding: Muong, Thai and Dao.
Preliminary investigation results showed that 79 projected communes are farming communes
with area of agricultural land accounts for about 49% - 60% of natural land area, mainly for
planting rice, in addition to land groups suitable for development of food crops, forest trees,
industrial crops, fruit trees and marine aquaculture. In recent years with economic
restructuring policy, increasing proportion of industry and services, forming specialized
region for growing industrial trees, the economy of province have made profound changes:
- Growing rate is stability: 11%/year.
- Agriculture: average rice yield of whole year reached 54.7 quital/ha. Besides breeding
also developed towards form of farm combination with garden-hill economy.

- Forestry: mostly is breakwater artificial forest and artificial forests for timber such as
eucalyptus, acacia ...
- Industry - handicraft: it focus on development of traditional trades such as blacksmithing,
jewelry, construction materials production, sedge products, building and repairing boats ...
and introduces number of additional new carriers such as embroidery for export, knitting,
weaved, sericulture production, production of food mushrooms, material fungi.
- Fishery: thanks to long coastline, interlaced river system (Ma, Chu River, Hoang River,
and Nhon river ...) fish and shrimp yards with large reserves facilitate to fishing and
marine aquaculture development
- Tourism: having potential for tourism development. Tourism activities, festivals are
evenfully organized,… Tourism development not only contributes significantly to the
State budget but also facilitates to development of other support services such as transport,
post and telecommunications.
Together with the economy, infrastructure system is also progressive, in which:
- Transport: Development in both roadway, railway, waterways, such as North-South
railway line, the Ho Chi Minh Highway, national road system (1A, 45, 47 ...) and river
networks facilitate the traffic through north and south. Inter-village, inter-district road
systems are gradually upgraded and concreted.
- Education: High illiteracy rate: 93%. The high school was built with multi-storey and
durability.
- Electric and water facilities: 100% of communes have had national grid. Rivers Network
directly serves water for domestic and irrigation.
- Health: In principle national health programs are well implemented. Basic network of
medical facilities are developing and strengthening, expansion of medical services to all
classes of people.
- Housing status of DPs in the project areas can be evaluated as follows:
Mainly are four-class houses. They are permanent brick wall, tile or iron roof, paved
cement/flower-brick floors, usually they do not have a toilet inside, this type of house
accounts for about 55%.
In addition, in project area there are many unqualified for four-class ones, representing about
15%.
6. Pre-construction and while-construction activities as specified in the
implementation procedures:
Site clearance method:
- Site clearance covers mainly cutting trees off and clearing structures situated in pylon
foundations, trees with height of over 4m and buildings available in the route.
- Buildings in the route not affected should not be cleared.
- Trees with height of over 4m available in the route may be cut down before wiring.
Source and transporting materials and equipment to the site
- Different types of equipment and materials such as: Conductors and insulators are bought
in Hanoi and transported by trucks to the route center of each project component (site
storage).

- In order to ensure the storage of materials, plants and equipment and houses for workers, a
temporary camp construction project is launched in each commune, including:
+ Indoor storage for cement, equipment, electrical materials and accessories: 30m2 x 1
commune = 30m2.
+ Outdoor storage with fence to protect transformers, medium voltage conductors,
construction tools, beam, bracket and backstays: 10m2 x 01 commune = 100m2.
+ Temporary buildings for workers during construction: 50m2 x 1 commune = 50m2.
+ Indoor warehouse and temporary buildings are made from bamboo frame with
fiberboard, its roofs are covered with fiberboard and roofing felt.
+ Indoor warehouse and temporary house are made of bamboo frame and surrounded by
bamboo mats, their roofs are covered by bamboo mats and oil papers. During
implementation process, domestic water, rain water and leftover water are gathered and
released into local drainage network through temporary drain system. All wastes are
collected and disposed in the right places to ensure the hygiene and the beauty of
construction site.
Goods are transported from Hanoi to the site storage as follows:
+ Protection switchgear, insulators and cables with small packing, scattered goods shall be
transported to the site by trucks and manually unloaded.
+ Conductors with bulk quantity shall be transported to the site by the less than 5 ton trucks
and 5 ton cranes.
+ Centrifugal concrete pylon bought in the area or Hanoi shall be transported to the site by
KMAT 7.5 ton truck, each shipment delivers 6 pylon sections, loaded by 5 ton cranes. Pylons
are piled at the ending route and scattered transported to the site by combining the manual and
mechanical method.
+ Other materials such as beam, backstay, accessories, etc from Hanoi shall be transported to
the site by the 5-ton trucks and manually unloaded.
+ Cement bought in districts is transported by the 5-ton trucks and manually unloaded.
+ Sand and stone bought at the project’s district, 20km distance, shall be transported by the 5-
ton dump trucks and manually unloaded.

& flora? x The volume of affected plants is mainly rice and maize.
Details: please see Table 3.1 and Table 3.2.
Therefore impacts to the flora of Thanh Hoa are not greate and
do not affect the fauna of the province.

5. Soil erosion,
sediment generation
caused by digging
or surface water
turbidity?
x It is considered that this effect is minor because of following
reasons:
- Excavation soil volume at pole base is planned to transport to
dumping ground and leveling in areas where are permitted by
local authorities such as blind land or areas do not create
muddy soil erosion when water flows.
- Column foundation only occupies an area of 3m2. Therefore
dirty water from construction activities can be limited.
- Earth excavation must be done in the dry season
- Construction area of project (the location wire posts and
transformers) are selected on the flat area (soil class of 3-4), far
away from surface water sources, there is no intersection line
with rivers, and with depth of excavation <1.5 m they should
not cause any erosion phenomenon. That’s why drift sand,
cement to water resource which creating a sediment by soil
erosion are also limited at the minimum.
6. Dirty & air
pollution? x Dust is generated from:
- Earth excavation (especially in the dry season).
- Because of vehicles to be used for transportation of
materials and equipment. In line with with emissions are
emitted by themselve.
- Loading and unloading of materials and equipment from
the truck will generate soil and granular sand on the air.
However the effect is negligible due to:
- The affected communes by project are concentrated in rural
areas, population density is relatively low. Average workload
is not large in each commune. Construction time at each
column location is only about 3-7 days.
- Transport vehicles have been allowed for circulation by
registry offices
- Many transport activities of materials and equipment is done
by manual methods so this effect can be minimized. Only
cranes can create smoke and noise, but this effect can be
minimized.

7. Noise and
vibration? x - Many activities of the project can generate noises: vehicles,
construction equipment (hammers, drilling equipment,
crane); generator ... However:
The project takes place entirely in rural areas, the houses
are far each other, so noises impacted directly to
households, businesses, temples ... is small.
Many construction activities can be done by manual
methods so the effects of noise can reduce.
Construction at night-time is quite limited, it mainly be
constructed during the house owners away from home
8. Soil, air or water
pullution due to use
harmful materials
including PCBs.
x - PCBs substance has been banned using for equipment,
electrical materials long time ago.
- The project shall not replace old transformers, electrical
equipment.
- Substances such as oil, chemicals emitted from vehicles and
construction machinery is very small because the number of
vehicles, construction machinery is not large and guaranteed
about safety and meet the technical requirements that shall not
impact to the environment.
9.Obstructing
traffic? x Construction activities are mainly impacted to traffic at the
inter-communal, inter-village roads.
Most of inter-commune roads are relatively small. However
projected communes do not much work so that appearance of
the vehicles to be mobilized during the construction phase will
obviously increase the traffic density but they will cause less
congestion
In addition, unloading and transportation of materials from
storage to the construction site will be done by manual
methods. This will help avoid traffic congestion on major
communal roads
10. Damage roads
and bridges? x Most of inter-hamlet, inter-commune roads in project area are
concreted, under good conditions. Material transportation
activities with high frequency and big load shall damage or
degrade the roads and bridges, however mainly happened at
communes under greate construction work and the roads are
poor quality.
Moreover, transportation of some materials by manual methods
will contribute to restrain above mentioned impacts

11. Impact to

x - There are about 15-20 workers taking part in construction
period, in which around 50% are local people to be hired
for doing some manual jobs and they will comeback home
after work, the remaining workers will live in construction
camps and this will generate amount of daily waste water
and wastes. Therefore, this amount of waste water and
waste is relative small (it is estimated about 30 liter of
water and 1kg pf waste/person/day).
Need to apply mitigation measurements to prevent from
pollution of surface water, loss hygene at surrounding.
12. Conflic between
worker and local
people?
x With the time of 2 months for construction activities at each
zone shall not avoid conflict between workers and local people.
Social impacts generated by workers at adjacent residential
areas are usually considered as potential negative impacts.
Beside those social impacts there also one impact declining on
cultural aspect, it is impact to custom, tradition and living way
of residential areas where the project passing through.
However, these impacts can minimize if we can apply
appropriate measurements.
13. Impact to
cultivation? x Lands affected by project are agricultural land for plating rice
and corn. That’s why construction of project obviously affect
to cultivation and capacity of crops on occupied lands.
The affect can be minimized, due to:
- Providing suitable compensation option.
- Construction only carried out within 2 months at each
construction location, after completion of construction
temporarily occupied lands will be reinstated as previously.
14. Impacts because
of non-compliance
with labour safe
rules?
x This impact can be considered as negligible because the
workers are all trained about labour safety and fully equipped
by safety uniform as well as means to ensure safety for wokers
at site.
However labour safety shall be strictly supervised in order to
avoid any unfortunately risks.

- Wire-line is designed, constructed in accordance with current
standards of Electric Industry (Wire-line is design according to

(Electromagnetic Field ) < 5kV/m), in which calculations about
harzards of electromagnetic field and standards to ensure
electric safety, operation safety is calculated to avoid any
hazards,
- Prior putting into operation, all safety factors must be ensured
by testing, tests and accepted by the Employer, Constractor,
Operation Unit therefore operators and local people shall not
be affected by electromagnetic field,
- During the operation phase safety issues at minority families
for the first time using electricity should be also concerned to
limit the risk of electric shock accident, however, this effect
is very small and can be avoided if people are well trained on
how to use electricity safely
17. Cutting trees X - There are some small impacts in clearing time which serve
for ensure safety of operation as regulated. However cut-
trees on the route are taken into account in construction
stage. Clearing process only implemented for trees having
height smaller than 3m far from wire-line. In route corrior,
do not prohibit plating food crops with low height at around
of post-base and must far from edge of pole foundation at
least 0.5m.

CHAPTER 4: ENVIRONMENTAL MANAGEMENT PLAN
4.1: The project’s social impact management:
Information and communication program:
Basic information includes:
a) Population survey and statistics include:
- Name and number of people in a household.
- Number, types and area of damaged houses
- Number, types and area of damaged residential land lot
- Number, types and area of affected agricultural land
- Number and types of affected crops and trees
- Affected business including architectural structures, land and other assets.
- Affected profitable assets: percent of total affected assets
- Quantity and classification of other fixed assets affected by each sub-project, and
- Temporary damages for profitable assets
b) Certain socio-economic survey of DPs: Age, gender, nation, qualification, occupation,
income source and total income of whole household.
c) Public news release at the Site regarding (a) bidding package, (b) contractor, (c) detailed
construction plan and (d) hotline to solve claims on social and environmental issues.
Public news release during project preparation through community consultancy meeting
and mass media.
Claim and compensation mechanism
Claims and questions relating to any aspects of RP, including determination of unit
price and quantity of lost assets shall be solved in accordance with following steps:
Step 1: If any person claims about any issue of the resettlement and life recovery
program, he may present directly or submit a written claim to authority persons of the
commune. The CPC shall settle such questions within 15 working days since the claim
is received.
Step 2: If claimer is not satisfied with decisions in Step 1, his claim may be submitted
to district People’s Committee or CRC within 15 working days since the date of
receiving the decision in step 1. The DPC or CRC shall make decision within 15
working days since the date of receiving the claim.
Step 3: If the claimer is still dissatisfied with decision of the district authority, he may
lodge the appeal to the PPC or the district CRC within 15 working days since the date
of receiving decision of DPC or district CRC. Within 15 working days, PPC or PCRC
shall decide such claim.
Step 4: If he is still dissatisfied with decision released by the provincial authority, he
may file the appeal to the district court within 15 working days since the date of
receiving decision made by PPC or PCRC.
DPs are completely exempted from administrative and legal fees and charges.
Monitoring and evaluation system
Power companies and concerned PMUs work closely with corresponding DPCs/CPCs
at the management units and independent supervision unit to launch regular
monitoring of Compensation and Resettlement Plan Performance. Findings shall be

recorded in the quarterly report to submit EVN, power companies and concerned
provincial power companies.
Internal inspection and monitoring include:
- Verifying that basic information about DPs, evaluating lost or damaged assets,
compensations, benefits of resettlement and life recovery are conducted in accordance
with the regulations of the corresponding Policy Framework and RP.
- Monitoring that RP is conducted as designed and approved.
- Determining that financial resources to implement RP are provided to PMUs in due
date with full quantity to fufill the objectives; Such resources are properly used by
PMUs as prescribed in RP.
- Archiving all claims and questions and ensuring that such claims are solved as
scheduled.
Independent supervision: Independent units or independent consultancy units employed
by PCs under EVN shall conduct regular monitoring and external evaluation in addition
to RP performance. Independent organizations may be schools, research institutions,
NGOs or independent consultancy companies with professional staffs and Terms of
Reference (TOR) accepted by World Bank.
In order to verify information provided to internal control and supervision report of
corresponding power companies, employed external supervisors shall visit sample,
approximately 20% of affected households in the concerned province in 6 months since
RP is conducted to:
- Determine whether procedures on involvement of DPs, compensation work,
Rights of recovering new life are conducted in accordance with policy
framework or not; and
- Evaluating whether objectives of policy framework on improving or at least ensuring
living standards and income of DPs are satisfied or not.
- Collecting quality criteria of socio-economic impacts on DPs when the Project is
conducted.
- Recommending amendments during RP performance in case it is possible to put
forward principles and objectives of policy framework.

Construction activities near the hospital must be limited with working hours from 07:00 to
11:00 in the morning and from 14:00- 17:00 in the afternoon. The period from 11:00 to 14:00
is the tea break of officials and patients to be kept quiet.
More attention should be made when clearing construction camps
The Contractor must ensure to store columns and construction waste at required places
It is required to fully provide the safety equipment and training programs to workers to
minimize labor accidents, etc, especially for local workers because they neglect about labor
safety.

Site Environmental Management Plan to the Power Company in project provinces. This Site

- List progress of settling each issue implemented by the Contractor
