New Pawtucket DPW chief: Th is is where the rubber meets the road

By ETHAN SHOREY, Breeze Online News EditorPAWTUCKET – William “Bill” Ankner, the city’s new and highly experienced director of public works, hit the ground running on Monday, quickly getting up to speed on maintaining and building local infrastructure. Ankner, 69, said he looks forward to using what he’s learned over 40 years in jobs at all levels to keep Pawtucket moving in the right direction. Mayor Donald Grebien tapped him for the job in large part due to his experience on transportation infrastructure initiatives, and he was “delighted” to say yes, said Ankner. Th e former head of the Rhode Island Department of Transportation under Gov. Lincoln Almond said he and his wife of 48 years, Joan, previously enjoyed their time in Rhode Island and look forward to making a new home here. Previously a North Smithfi eld resident, Ankner said he’s worked with mayors and town managers in a variety of jobs at the state level, but the “local level is an area that is where the proverbial rubber meets the road.” It’s the place “where you can get a number of things done fi rsthand,” he told Th e Valley Breeze. Pawtucket taxpayers can expect an employee who isn’t “looking for my next great career,” said Ankner, but someone who will try every day to improve community life in the city. Th e key job of any DPW director is to determine the areas “of greatest risk to the mobility and safety to our public,” and deliver services that protect residents, he said. He promised to do the “best I can for the citizens of Pawtucket” to “improve the transportation system” in the city. Ankner said that one of his strengths is in maximizing assets when money is limited, a skill that will be put to the test in Pawtucket, where repairs to many public buildings and facilities were delayed for years. When money is short, it’s even more important to take an “asset management approach” to public roadways and buildings, he said. Th e best way to save money over the long haul is to have a good preventative maintenance plan in place for everything from buildings and roads to vehicles.

Aft er the plows come the potholes

City touts cellphone app for residents to report holesBy John Hill Journal Staff WriterPROVIDENCE — Aft er spending three days asking people to stay off the streets so work crews could clear snow, city offi cials want everyone out there again, looking for potholes. Mayor Jorge O. Elorza dramatized a new road repair eff ort Monday, joining a Public Works Department crew that was patching a pothole on Blackstone Boulevard. Dressed in a wool hat, a blue fl eece jacket — with an orange ’P’ pin on his chest — and dungarees, Elorza looked more like a member of Local 1033 of the Laborers International Union than a chief executive. Elorza helped rip open a bag of commercial grade asphalt patch and spread the black material into the foot-wide pothole near Upton Avenue. Aft er using that strictly low-tech approach, Elorza called on residents to use the city’s PVD311 cellular phone app to report any potholes they see. By signing on to the app and clicking its pothole option, the app can use the phone’s GPS feature to send the pothole’s exact location to the city’s public works system. Public Works Director Michael Borg said the department’s goal is to have each reported hole fi lled within 24 hours. A version of the online pothole reporting form is available on the city’s website as well. City Services Director Andy Jacques said the app lets the sender transmit a photograph of the pothole as well, which he said helps the Public Works Department determine how much fi ller they will need. Th e app also has options for snow-plowing requests and for reporting graffi ti, housing code violations, rodents, missed trash pickups and damaged sidewalks. Since it was unveiled in March 2016, replacing an earlier version of the app, Jacques said the city has responded to 497 pothole-elimination requests. Emily Crowell, Elorza’s director of communications, said in the two years that the administration has been using cellphone apps to solicit pothole reports, vehicle damage claims against the city from potholes have dropped 80 percent.
