Important: Taxes & Duties quoted by you will be taken for cost evaluation for order placement and no change will be entertained at a later stage except in the case of revision made by the Government. Annexure –VI

SIL – SPECIAL TERMS AND CONDITIONS

The following Special Conditions without any deviation need to be adhered to:

1. The tender is in two Bid System. Price bid of only that bidder will be opened who qualifies in Tecno-commertial bid. 2. Check list must be filled up and enclosed by vendors in Techno Commercial Bid. 3. Quantity distribution shall be made in the ratio of 70:30 between L1 & L2. However, SIL reserves the right not to place whole order on L2 if they do not match their rates with L1 and this quantity (30 %) shall be switched over to L1. 4. Price Variation shall be part of Techno Commercial Bid and the price will be reviewed in every 06 months. The price variation formula shall be as per Annexure- VIII enclosed (Refer Annexure-VIII) In Case L1 vendor request for increase in the prices as per price variation formula during half-yearly review and the rates asked by L1 vendor becomes more than existing L2 rates, then their pending Qty. will be shifted on L2 source .In other words, L1 vendor shall always maintain their rates lesser than that of L2 source. 5. The payment terms shall be 45 days direct credit from the date of receipt of material at SIL. 6. The supply shall be strictly as per SIL Specifications. 7. The delivery term shall be “FOR SIL Store “ only.

8. All updates, amendments, corrigendum etc. will be posted on website as and when

required, until the tender is opened. There will be no publication of such updates, amendments, corrigendum etc through news paper or any other media. 9. In case of response by startup enterprise without prior turnover and prior experience, the suitability on quality and technical specification shell be evaluated under vender development route of the company and if found suitable shall be considered for participation in the future tender.

MINIMUM QUALIFYING CRITERIA FOR VENDOR SELECTION (Techno-commercial Bid)

1. Only following vendor will be considered in present tender.

I. M/s Everest Kanto Cylinders Ltd II. M/s Maruti Kuatsu Cylinders Ltd.

III. M/s Rama Cylinders IV. M/s Worthington Nitin Cylinders Ltd.

Note: since Scooters India Ltd has taken Type approval from ARAI for above vendors. On the following criteria. 1. Vendors should be regular manufacturers & OEM supplier for subject production

items of this tender to reputed automobile manufacturers or general

engineering/manufacturing companies during the last consecutive five financial

years.

Vendors must enclose OEM supplier proof (Copies of purchase order / invoice for

supplies made to OEM’s to substantiate above.

3. Company Profile and brochure should be invariably attached with the tender

documents. Also furnish details of manufacturing and testing facilities and

infrastructure for the enquired items, which may be subjected to verification by SIL

team.

4. vendor should have valid certification for manufacturing and supply the CNG

cylinders ( copy of certificate to be enclosed)

5. Vendors should have minimum annual turnover of Rs. 3.4 crore rupees. The

During previous two financial year i.e. 2015-16 & 2016-17 copy of audit balance sheet

& profit-loss account statement/ certificate issued by CA for turnover of last 02

financial year’s i.e. (2015 - 2016 and 2016 - 2017) etc. confirming the turnover.

6. Offers of only manufacturers shall be entertained. An undertaking certifying that

bidder is manufacture of item to be enclosed.

7. Integrity Pact duly signed & stamped to be enclosed along with the techno

commercial bid..

Note: New vender will be routed through SIL development policy.

Annexure-VIII

PRICE VARIATION FORMULA:

The base price in Rs/tonne of Rounds of Ex-VSP,Vizag of RINL(Rashtriya Ispat Nigam Limited) as per their website (www.vizagsteel.com) as on the tender opening date shall be taken into consideration as a REFERENCE PRICE for all the items from sl.no.1 and 2, which shall be subsequently compared w.r.t the prices prevailing of Rounds of Ex-VSP,Vizag of RINL as on date of price revision demanded (increase / decrease) by the vendor / SIL, as the case may be ,on half-yearly basis from the P.O. date. The percentage increase / decrease in the basic price of Rounds shall be applied uniformly in the ratio of 1:1 over the basic prices of subject end products quoted in Rs/unit in Price Bid.

NOTE:

1. No increase shall be considered on account of labor and overheads, etc.

2. Prices shall be reviewed only once in six months period and will be considered only if

variation is beyond +/- 5%. In case of escalation beyond 10% of the material cost for one

whole year, the same shall not be allowed.
