Chairperson We would like to acknowledge this land that we meet on today is the traditional lands for the Kaurna people and that we respect their spiritual relationship with their country. We also acknowledge the Kaurna people as the custodians of the greater Adelaide region and that their cultural and heritage beliefs are still as important to the living Kaurna people today.

OFFICER’S RECOMMENDATION Item 5.2 – Youth Development Report (CC16/56)

That the Gawler Youth Advisory Committee recommends to Council that the amended Eligibility Criteria, and Guidelines and Application Form for both the Gawler Youth Artist Sponsorship Program and Gawler Youth Sports Person Sponsorship Program be adopted. BACKGROUND At every Gawler Youth Advisory Committee (GYAC) meeting a Youth Development Report is provided on activities under taken since the last meeting. COMMENTS/DISCUSSION 1. GYAC and Youth Leadership Program At the commencement of 2016 a Youth Leadership Program was established by the Youth Development Officer (YDO). The Program is available for all GYAC members and Youth Volunteers. The intention of the program is to:

a) Strengthen and bond the youth team. b) Build the capacity of the youth team. c) Encourage young people to develop their personal leadership skills.

There are two elements to the Leadership Program:

1) Four full days of leadership development offered to GYAC members and Youth Volunteers.

a. First – Bonding day at beginning of a year. b. Second – Goal setting. c. Third and Fourth – Leadership development days focused on specific

topics. 2) One-on-one mentoring opportunities for GYAC members.

Prior to this meeting the GYAC will continue to participate in the one-on-one mentoring session with the focus on goal setting:

a) Personal b) Education or career c) Community

Through these sessions GYAC members are encouraged to set their goals and to use the strategy provided by Nathan Want at the Youth Leadership Day in April 2016. To date the Leadership Program has delivered the following outcomes:

a) Andrew Welch attend the National Halogen Youth Leadership Conference. b) Ryen Archer and Daniel Niutta attend Youth Parliament. c) 12 young leaders have been identified and invited to be apart of aspects of

the Youth Leadership Program. These young people have previously not been involved with GYAC.

d) 3 new GYAC members have been recruited directly from the invited young leaders who have attended Leadership Program.

e) 4 young people have expressed their interest in applying to join GYAC. f) Regular contributions and communications from young people involved with

the Leadership Program to GYAC and GYAC members. g) Numerous young people have completed or made significant steps towards

successfully completing their personal, education, career and/or community goal/s.

On Tuesday 11 October 2016 the fourth Youth Leadership Day will be held. Attendees will participate in a one day Cultural Awareness Training, delivered by Dale Giles of TAFE SA. Participants will receive a certificate of attendance from TAFE SA which is an asset to their resume.

2. The Bunyip Now Generation Column

The Generation Now articles are thought-provoking articles submitted monthly by Gawler Youth Advisory Committee members.

Thank you to Andrew Welch and Meg Eichmann for their recent articles for the 10 August 2016 newspaper. Both articles are included in this report and can be viewed at Attachment 1. Angus Millikan is scheduled to write the 14 September 2016 article.

3. Gawler Connect

An update on the Gawler Connect will be provided by Council staff at the meeting.

4. Youth Portal

The Youth Portal (http://youth.gawler.sa.gov.au/) was developed with funding received for the Federal Government Digital Inclusion Project. It was designed by young people from the GYAC, for young people within our local community. The purpose of the portal is to provide up to date information around local:

a) Events. b) Programs. c) Services. d) Clubs & Groups. e) Youth Resources.

The spike in visitors to the Youth Portal in January reflects the summer initiatives run during January and advertised on the Youth Portal including: outdoor cinemas, skate park workshops and skate competition. The increase in April is reflective of National Youth Week activities in Gawler and their promotion on the Youth Portal. The June peak in visitors is due to the presence of the July school holiday programs on the portal and strategies used by staff to promote the portal and educate the community to use this resource to keep up to date with programs and services within the community. July page views have spiked by almost a quarter higher, likely due to visitors viewing more pages as they become increasingly familiar with navigating the site and the broad range of content available. 5. October School Holiday Update School holiday workshops are designed to encourage youth participation, build capacity in our young people, promote health and wellbeing and provide more opportunities to young people in our community. National Mental Health Week falls during the second week of the school holidays. This has been taken into consideration as the YDO has been exploring a number of activities/workshops to be held during the October School Holidays:

a) Barista Basics Training Course b) EMU Tree Music Workshops c) Urban Art Workshops d) Youth Mental Health First Aid Course e) SAFE Talk Training

6. GYAC Youth Development Program and Library Partnership The YDO and Team Leader, Library Services (Chiah Mayne) will facilitate an open discussion about possible future partnership opportunities between young people, GYAC and the Library Service.

7. YMCA Skate Park Event

Council is taking part in the South Australian - Skate Park League (SA-SPL) which is delivered by YMCA Action Sports (YAS). The 2016/17 League is made up of eight local government regions with high quality skate facilities. The SA-SPL is a series of interconnected skate park activations that:

a) Celebrates and recognises skills of action sports enthusiasts b) Creates a national development pathway for action sports c) Trains and empowers local communities to manage events

Participants are encouraged to attend multiple SA-SPL competitions, with participation award points being tracked on a state ladder, and additional points won for placing in competitions. State winners of the SA-SPL are offered the opportunity to participate in a national competition. The Gawler event will be run on Saturday 19 November 2016 at the Gawler Skate Park, Clonlea Park. YAS has in place a volunteer program encouraging young people in our community to get involved in various aspects including competing and event volunteering. Promotional material for the league is currently being developed. Other activities that will be run aside this event will be conducted by Council, other local groups and service providers these activities will include:

a) Service providers stalls b) BBQ & drinks c) Urban Art activity d) StreetSUPsa – Stand up paddle board

8. Gawler Youth Artist Sponsorship and Gawler Youth Sports Person Sponsorship

Programs

At the two previous GYAC meetings, members were requested to consider the Gawler Youth Artist Sponsorship and Gawler Youth Sports Person Sponsorship Programs Eligibility Criteria and Guidelines with the view to increase the number of cut off dates throughout the financial year. This provides more accessibility to young people to possibly attend art workshops/ programs or sporting competitions.

At the 1 August 2016 GYAC meeting staff provided an overview of when various state and national competitions happened for a number of sports throughout the year. This highlighted there is not any clear consistency across sports and competitions.

Moved by Cr P Koch Seconded by Deputy Mayor D Hughes Motion No: 2016:08:330 That Council adopts the recommendation from the Gawler Youth Advisory Committee made at item 5.2 of the meeting of that Committee meeting held on 1 August 2016, being:

Motion No: GYAC: 2016:08:16 That the Gawler Youth Advisory Committee recommends to Council that 1. The three suggested locations for 2016/2017 Youth Urban Arts Program:

a) Pedestrian underpass tunnel, between Beadnall Terrace Gawler West and Marsh and Crosby Avenues Gawler South

b) Skate Park and Youth Precinct CCTV poles c) Reid Reserve under the railway bridge in the three locations identified

be approved subject to staff undertaking risk assessments for each site.

2. Quarterly application closing dates (with equal distribution of funds) apply for both the Youth Artist Sponsorship and Youth Sports Person Sponsorship Programs effective from the 2016/17 programs.

3. The Youth Artist Sponsorship and Youth Sports Person Sponsorship Application Forms be amended as discussed.

The Gawler Youth Artist Sponsorship Program Eligibility Criteria and Guidelines, with the correlating Application Form suggested amendments can be viewed at (Attachment 2) of this report. The Gawler Youth Sports Person Sponsorship Program Eligibility Criteria and Guidelines, with the correlating Application Form suggested amendments can be viewed at (Attachment 3) of this report. The amendments relate to increasing the number of cut off dates and the sponsorship amount available. Both will allow for more accessibility to the programs, and ability for more young people to receive sponsorship.
