• Canada leads the world in share of population in tertiary education
• Also leads in rate of youth UNDEREMPLOYMENT
• Delayed milestones of adulthood
• More well-credentialed youth living in poverty
• Impacts on mental health

Public education is being criticized for not preparing youth for post-secondary choices
PS systems are being criticized for not preparing young adults for work
Employers are being criticized for not being clear enough about their skill shortages
