Who We Are Mission: Reduce exposure to secondhand smoke

through the promotion of strong voluntary policies that lead to reduced tobacco use and increased tobacco-free living throughout Maine.

Vision: A state where all can live free from involuntary exposure to secondhand smoke.

How: Providing technical assistance, resources and initiatives to promote policy and environmental change.

Page 6: November 6, 2012 - Potential HMP Workplan Objectives Connected to BEC Initiatives

Why Promote Comprehensive Tobacco-Free Initiatives Tobacco use remains the leading cause of preventable

disease and death. There is no risk-free level of exposure to secondhand

smoke – even brief exposure causes damage that can lead to series disease and death.

Creating tobacco-free areas changes the social norm around tobacco use and promotes tobacco-free living.

Nonsmokers who are exposed to secondhand smoke increase their risk of developing heart disease by 25-30% and for developing lung cancer by 20-30% US Surgeon General Reports 2010, 2012

PTM Objective 3: Increasing the SF MUH Buildings Strategies:

PTM 3.1: Guide tenants to effectively advocate for smoke-free rental units based on the negative health consequences of secondhand smoke and their right to breathe clean air.

PTM 3.2: Assist landlords, community action programs, and/or tenant associations to develop and implement smoke-free policies.

PTM 3.3: Engage local asthma educators, healthy homes practitioners, COPD educators, and persons with asthma and/or COPD to advocate for inclusion of smoke-free policies in residential buildings.

PTM 3.4: Review and/or revise smoke-free policies to eliminate “grandfathering” of existing smoking units.

PTM 3.5: Work with owners and managers to review enforcement of newly developed smoke-free policies, revising as necessary to assure effective implementation.

Maine SHS Policy Disclosure Law An Act To Improve Awareness of Smoking Policies in

Maine Rental Housing. Took effect – September 2011.

All property owners must notify tenants (or potential tenants) in writing, of whether smoking is allowed on the premises and if so, where.

Great smoke-free housing talking point when working with both residents and property owners/managers.

Worksite Objective 1.3 Offer technical assistance and resources to worksites to

assist employers in implementing a written smoking or tobacco use policy that meets or exceeds Maine law.

What to consider: Health care organizations and institutions of higher

learning are usually among the largest employers in a community – addressing tobacco use on these properties will help make your community healthier!

BEC has resources to address tobacco-free hospitals and colleges/universities.
