How many times have you heard or thought to yourself,“why did I join this organization, I haven’t seen an increase inmy business, or where is the value in my membership”? Myanswer is simple: “What did you expect to get out of yourmembership when you joined the Polk County BuildersAssociation?” The most common answer I heard over theyears is “more business”.

My response to those thoughts are this; Would you go out on adate with someone without knowing anything about them, orwould they want to date you without knowing anything about

you? Membership is more than just writing a check once a year. You need toprovide other members of your association with the opportunity to meet youand to learn more about your company, your products, and services. Oncethey are familiar with you and your company, then they will think of you whenthey or someone else they come into contact with needs your services orproducts.

The process is a two way street. Builders will call associates when they needproduct or services. Associates will refer builders and other associates whensomeone asks them for their assistance. Through successful interactions, youstrengthen relationships and your business grows in the right direction.

But, when you fail to renew your membership, you lose out! You lose theopportunity to network with prospective customers at the association func-tions. You lose the ability to access the largest housing industry informationstream, starting at the local, state, and national level. You lose the connectionto voice your ideas and thoughts on the most current government affairsissues that will affect your business and livelihood.

Your membership plays a huge role in the success of your local, state, andnational housing industry. Strength is in the numbers. We have accomplishedmany great achievements over this past year at the local and state level andour membership is moving in the right direction. I encourage you to get cre-ative with your involvement in membership gatherings to increase your partici-pation and contacts. Even if you don’t have time to make it to every gatheringor meeting, the cost of belonging to the Polk County Builders Association isless than a cup of coffee a day. Remember your membership supports safeand affordable housing here in Polk County.

We have several fun and exciting events in the coming weeks, and I hope tosee a good turnout in support of our association. I also wanted to remindeveryone of the FHBA Fall Conference in Bonita Springs this month. MarcBoney has been awarded a distinguished honor in our industry and will beinducted into the FHBA Hall of Fame.

In closing, realize that starting off every morning (not just with a cup of coffee)with the support of PCBA will also help get your company through the day andhelp others ride-out these very difficult times in our housing market.

Friday September 24th was the perfect day for the PCBA Annual Fall Golf Tournament at Cypresswood in Winter Haven.

Golfers enjoyed an afternoon of golf, followed by food, beer, soft drinks and an awards reception with refreshments.

Golfers had three watering holes to choose from for food, beer and soft drinks. Watering holes were sponsored by RepublicServices, Joyner Lumber, and Mulling Insurance. Hot dogs, hamburgers, and pulled pork sandwiches were in abundance.

Mulling Insurance walked away with the Best Watering Hole Plaque. This award was voted on by the golfers them-selves! Kent Longo of Mulling Insurance said they will be back for the Spring 2011 Golf Tournament to defend theirtitle. Congratulations to Kent and Mulling Insurance!

The raffle prizes for the awards reception were awesome thanks to the solicitation efforts of Lucas Martin of Adams Homesand Dean Brown of Whirlpool. PCBA gave away refrigerators, microwaves, golf balls, hats, golf shirts, rounds of golf at localcourses, gift certificates for meals, building tools and gift cards to local businesses. NAHB Members to Advise EPA on New Storm Water Regulations

Several NAHB members have been selected to serve as advisors to the U.S. Environmental Protection Agency as it begins toprepare new regulations for storm water management of sites where builders have completed their work. The members includeDave Carter of David C. Carter Consulting in Winter Haven, Fla.; Rob Weintrub of Ammons Development Group in Wake Forest,N.C.; Tom Farasy of Terra Verde Communities in Burtonsville, Md.; Bobby Bowling of Tropicana Homes in El Paso, Texas; Matt

Belcher of Belcher Homes in St. Louis, Mo.; Carl Harris of Carl Harris Company in Wichita, Kan.; and Jeffrey Parisi of Parisi Construction Co. in Verona, Wis.They, along with other industry representatives and local government stakeholders, will serve on a panel that will provide advice and recommendations on min-imizing the financial impact of the proposed rule on small businesses. EPA employees and representatives from the Small Business Administration and theOffice of Management and Budget will also serve on the panel. The first meeting takes place next month in Washington.

In mid September, the Foundation had its annual Future Builders of America teacher/sponsor meeting, to kick off the startof the new school year. We had a great response with seven teachers in attendance, along with John Small and Brian Gripp,of Workforce Education from the Polk County School Board District office. The teachers were anticipating a good year withsome 200 students signing up as FBA members. The highlights for this year’s program will be our trip to the InternationalBuilder’s Show in January and, of course, our FBA Leadership camp, which will be held in early spring.

It was exciting to see the enthusiasm and appreciation from the teachers represented and reminded me of how effective wehave been with the Foundation. The Polk County Builders Association has always been a strong supporter of the commu-nity and a catalyst for economic development. In 2004 under the direction of PCBA President Brian Waller the PCBAFoundation was created, which gave an outlet to focus our charitable efforts. Through significant contributions from Joel andBob Adams of Highland Homes and Greg Masters of Southern Homes, as well as on going support from our membershipand the PCBA Board; we have been able to take our community support to a new level. Some of the significant endeavorsinclude:

Establishment of the Future Builders of America (FBA) program in Polk County schools with 13 schools chartered, and over1000 students enrolled since its inception.

For the past seven years running, Polk County Chapter has been host to the FBA Leadership camp in Haines City, an inten-sive 3-day hands on and in class training camp that serves 70 -80 high school students from around the state, teachingthem life and leadership skills.

Annual Blueprint and Model Competition in the Polk County high schools. This competition is in its sixteenth year, recogniz-ing excellence in the high school computer drafting classes. Every year the Foundation gives away thousands of dollars inprize money to the winning students and their teachers.

When the International Builders Show (IBS) is held in Orlando, PCBA Foundation organizes a one day field trip for the FBAstudents, to participate in the opening ceremony and view the trade show. In 2007, nearly 800 FBA students, from aroundthe state, were recognized by former Secretary of State Colin Powell.

In 2007 FBA students assisted in the construction of the Noah’s Ark Home in downtown Lakeland. The Noah’s Ark projectwas built to house three developmentally challenged young adults, giving them an independent lifestyle. FBA student chap-ters participated in many aspects of the construction of the home. The project was so successful, that enough funds wereavailable to assist in the construction of a second home.

PCBA successfully lobbied for the passage of legislation developing Construction Academies, in the public schools. Thatlegislation gave rise to an academy at Kathleen and Frostproof High schools.

Each year, the Foundation awards scholarship funds for students pursuing college courses or vocational education in theconstruction industry. With matching funds from the state Foundation over $100,000 in scholarships has been awarded sofar.

In 2009, FBA students assisted in the design and helped to build the Winter Haven Community Park Pavilion, replacing athen non code compliant structure with a safe, attractive meeting place for retiree's, in downtown Winter Haven.

In 2009, the Foundation funded the construction of the “Go Green Showcase Home” which received national recognition asthe first Gold Level NAHB ANSI rated home and won an Aurora Award, at the Southeast Builders Conference (a 13 statecompetition), for the Best in Green Building. The home was used for multiple industry and community educational seminarsand tours.

In 2010, PCBA Foundation received the Polk Works Partnership in Excellence Award for their work with the young LeadersProgram and the creation of the Go Green Education Series.

As space limits me to the “short list” of accomplishments; I will end this with a big thank you to all thosethat have made this possible. Please keep up the good work, help out with contributions and come out sup-port our Clay Shoot and our Road Rally Scavenger Hunt; it makes all this possible.

In 2007, the PCBA awarded my son Nick a $500 scholarship when he graduated from LHS. As an update, he is a senior at UFpreparing to graduate with a Bachelor of Design/Architecture and is currently preparing his portfolio to be forwarded with hisapplications to graduate schools around the country.

Because of Foundations such as the PCBA, young people like my son are able to pursue their dreams. We often hear about the issuesin our society that are lacking; falling short…but rarely do we hear of the good things that are being done to help our youth today. WHAT’S HAPPENING AT STATE AND NATIONAL?If you’re like me, your day is filled with “re-inventing” your company, or making those marketing calls to getbusiness cranked back up again. Hey, I even got my Facebook page updated. Who says you can’t teachan old dog new tricks?

Tackling the day to day chores to keep a company going can be challenging, and at the same time a veryrewarding experience. Concentrating on the short term items is important, but sometimes makes it easy toforget about some of the big picture issues that will affect our industry next month or even next year.

The PCBA does a super job of tackling the many issues that often have an immediate impact on our busi-nesses. The larger, sometimes more complex issues that hit us from the state and national level are oftennot so visible, but critical to our success, none the less. That’s where the Florida Home BuildersAssociation (FHBA) and the National Association of Home Builders (NAHB) comes in. Your PCBA partic-ipation includes membership in both those organizations.

While most members list both networking and government affairs as reasons for belonging to PCBA, thevalue of our state and national memberships is largely in their advocacy for our industry. In Tallahasseeand Washington, we have two teams of very talented professionals who monitor, educate, and lobby thestate and federal bureaucracy.

At the state level, FHBA is working hard on Amendment 4, state building codes, new stormwater rules, sep-tic tanks regulations, Growth Management legislation, and the requirement for residential sprinklers. Wait,you didn’t know that sprinklers are required in all single family home construction…..well they‘re not,thanks to state legislation that FHBA pushed to keep them voluntary.

Those “No on 4” signs and billboards you see out, the paycheck stuffers, many are purchased by FHBAand other like minded statewide organizations. The state DEP is proposing the most complex re-write ofstormwater rules in 20 years, and the FHBA has engineers and attorneys around the state reviewing andcommenting. FHBA and its’ member volunteers have been working for several years on pushing the stateto come up with affordable, easily maintained, septic tank systems for a higher level of nutrient reduction.The number of building code amendments proposed each year is staggering, and we have one of the fore-most experts in the state reviewing them, making sure any changes are cost efficient and practical.

In Washington, the NAHB is dealing with extending the FEMA FloodInsurance program, extending the Homebuyer Tax Credit, pushing foreasier A-D & C loans for developments, among many others. The HomeMortgage Deduction, counted on by our parents and grandparents, isnow under assault as a potential “Revenue Enhancer” in Congress.NAHB is gearing up for a major battle to keep the deduction in place.

UNDERSTANDING YOUR AIR CONDITIONING SYSTEMCONTINUED

4. BASIC INFORMATIONTons = How air conditioning systems are sized. It is based on 12,000 BTU’s (British ThermalUnit) of cooling = 1 ton of AC. In the most energy efficient homes 1 ton of air conditioning willcool up to 1200 square feet. In older homes, less efficient construction required 1 ton of cool-ing for every 500 square feet.

SEER = Seasonal Energy Efficiency Rating. Your air conditioning system is tested and ratedbased on the amount of BTU’s of cooling produced for the amount of electricity it takes to pro-duce that cooling. The higher the SEER rating, the more efficient the system. Florida Codecurrently requires 13 SEER minimum (2010). A basic rule of thumb is for each SEER higheryou gain approximately 10% savings on your cooling costs.

5. THERMOSTAT AND TEMPERATURE CONTROL:•Using ceiling fans generally allows the temperature to be set 3 degrees higher with the

same comfort.•Each degree you raise your temperature during the cooling season can save up to 7%

of your cost.•Use the “auto” fan setting rather than the “on”. The “on” setting allows unconditioned

air to leak into your ducts creating humidity issues plus you spend an extra $25 permonth on your electric bill.

•Do not push the temperature setting below the temperature you desire. It will not coolany faster and may damage your system.

6. HEATING: Your system will either have a gas furnace or an electric heat pump connected in the samesystem for your heating requirements. Usually a simple switch on the thermostat controlswhether you heat or cool.

UNDERSTANDING YOUR AIR CONDITIONING SYSTEM

1. YOUR HOME AS A SYSTEMLike the human body, your home is a system of parts that interact with and affect each other.As Florida Building Codes have become more stringent or as builders achieve ENERGYSTAR qualification for their homes, many parts of your home have improved. With eachimprovement such as high quality windows, increased levels of insulation, sealed ducts andtighter construction, the air conditioning requirements decrease. The crucial factor to under-stand is your air conditioning system was designed specifically for your home’s cooling needstaking into consideration all the energy improvements your builder has included.

2. WHAT TO EXPECT FROM YOUR AIR CONDITIONING SYSTEMA properly designed air conditioning system in Florida is based on “design temperatures”established by the experts in the field. Every city in America has an established design tem-perature based on weather data. The design temperature is the temperature that is equaled97.5% of the time. For our area the design temperature during the cooling season is 91*. Thedesign is also based on your home being cooled to 75* @ 50% relative humidity. Your systemruns more efficiently during the 97.5% of the cooling season when the temperatures are in thedesign range. It is crucial for you to understand operating cost increase, long term comfortdecreases and moisture problems increase when load estimates are based on record-settingweather conditions. What this means to you is when weather conditions are in the design tem-perature range your system is designed to run 20 minutes per hour. During the hottest daysof the season, those days that exceed the design temperature, your system is designed to runcontinuously. Imagine jumping in your car on an extremely hot day and turning on your AC.The longer you drive the cooler it feels. AC systems actually cool better, run more efficientlyand control humidity better the longer they run. Over sizing your system will cause it to “shortcycle” turning off too quickly not allowing it to remove the humidity causing you to feel cool butclammy. In air conditioning, bigger is not better, a properly designed and installed system iswhat’s best for your home. Many moisture and mold problems in FL are due to improper siz-ing of the HVAC systems.

3. THE FLORIDA BUILDING CODEThe Florida Building Code as well as the EPA’s ENERGY STAR for new homes requirementfor your air conditioning sizing is the same. Your system’s design may not exceed the actualload requirements plus 15%. This standard is based on the best research the air conditioningindustry has done. You will have the most comfort and efficiency on an annual basis with yoursystem installed to the code requirement. Research shows that oversized equipment increas-es initial costs, operating costs, drains utilities, decreases overall comfort and may causemoisture issues.

PROFESSIONAL WOMEN IN BUILDINGINVOLVEMENT IS THE KEY TO SUCCESS

The first networking events for Professional Women in Building Council, through the NAHB were held in September and both turnedout to be a huge success.

PWB is an NAHB council dedicated to promoting professionalism and supporting its members with networking and educationalopportunities, legislative awareness and outreach, professional and personal development. It’s the premier organization that pro-vides strategies and solutions for women in the building industry.

Kathie McDaniel, VP of Sales at Highland Homes is the State of Florida Trustee and is spearheading the efforts to expand the mem-bership in the state of Florida. Currently there are no local councils, so all members are considered Members at Large. The break-fast event was held on September 1st in Polk County and several women from building, lending, title and insurance were in atten-dance to support the group and learn more about this powerful organization.

On September 8th, Kathie had an evening event, where over 20 people gathered from all areas of the industry including propertymanagement, the Polk County Builder's Association staff, designers, builders, retailers, developers, sales people, title, mortgagelenders and more. The event was fun and informal and gave everyone a chance to pitch their company in an effort to network witheach other.

The next event will be held in early November and the goal is to pull from Orlando and Tampa HBA's to bring in more attendees inpreparation for the International Builders Show (IBS) in January.

Kathie McDaniel was representing the State of Florida at the Fall Board of Directors in New York City the week of September 22ndand is expected to bring back more positive news and information about membership, education and scholarships to be presentedto everyone at the local level. PCBA'S FIRST FRIDAY WAS FANTASTIC!! Our very first participation in First Friday was a huge success.

Twenty three PCBA members took part in PCBA's sponsorship of First Friday on October 1st in Munn Park.

First Friday is sponsored by the Downtown Lakeland Parternership on the first Friday of each month. A typical crowd for October is 4, 000 people.The crowd for October 1, 2010 was huge. I talked to many regular attendees who said the crowd was larger then usual.

The streets around Munn Park are closed and the streets are filled with displays featuring Downtown Lakeland Partnership members, an antiquecar show, and local performers and artist.

This event is advertised heavily in The Ledger, Time Out, on the net, by blast email and in the Downtown Lakeland Partnerships own publication of20,000 copies. PCBA advertised it to our members through email, mail and a phone campaign.

The feed back about the First Friday survey we sent out to our members has been almost 100% positive.

Danielle Fence had such a good response, that they think we should do this event twice a year! Other members who responded positively wereStinsons Home Design Center, Ernie White Construction, Magnify Credit Union, The Lighting Hut, and Catharines Classic Kitchens. Counter

Effects by Roger actually wrote a contract the Monday after First Friday. They have also written a second contract. Ronnie's Carpets have alsoreported sales as a result of First Friday. Mark Boney, Travis Resmondo Sod, received a lead a week after this event and Solar Source said theywere very happy with the leads they received as a result of First Friday. Lennar Homes said they would definately be back for another First Friday.

Our next First Friday will be in November of 2011. This was our first attempt at an event of this kind. We will be fine tuning the way we do First Fridayin order to attract more of PCBA's members to be a part of this event. We also need to attract more people into the park. One of the things we wantto do to attract more people into the park, is to have some type of give away/raffle prize near the fountain in the center of the park.People will have to go to the center of the park to register to win. Please let us hear from you with your ideas.

FLORIDA HOUSING HALL OF FAME INDUCTS PCBA’S MARC BONEY

For a career selflessly devoted to helping his industry peers succeed, PCBA Past President Marc Boney of HighlandCity was inducted into the Florida Home Builders Association’s Housing Hall of Fame on October 23, 2010 dur-ing a ceremony held at FHBA’s Annual Fall Conference in Bonita Springs.

On its 20th anniversary, the Hall of Fame welcomed its 57th and 58th members. In addition to Boney, BondedBuilders Warranty Group CEO Whit Ward was a 2010 inductee.

Boney accepted the honor from Hall of Fame Board of Governors Chairman Robert Harper (another PCBA PastPresident) as President Bill Branham and a delegation of PCBA members looked on with great pride.

“It’s an individual honor for Marc but it’s a great source of joy for all PCBA members to receive the recognitionthey so richly deserve,” said Branham.

Among his many accomplishments during a 30-year career, Boney orchestrated one of the greatest grass roots cam-paigns in FHBA history, leading to comprehensive legislative reform of Florida’s workers compensation system and$600 million in savings for Florida’s construction industry.

In addition to serving as its President, Boney was twice named PCBA’s Builder of the Year for his dedication toindustry, association and community.

He personally recruited more than 300 association members, making him one of PCBA’s all-time Spikes andrenowned ambassadors.

Devoted to helping others, he was one of the first builders in Polk County to embrace Habitat for Humanity andpersonally built three Habitat homes for deserving families.

By far his most intense passion is fighting for affordable housing and against over-regulation of the building indus-try.

He inspired a study called “The Hidden Price Tag” to illustrate how excessive regulations add unnecessarily to thecost of housing…and he took bold stands against impact fees and mandatory sprinklers.

His biggest personal and industry triumph came in 1993 when he orchestrated one of the greatest grass roots cam-paigns in FHBA history… leading to comprehensive legislative reform of Florida’s workers compensation system.

In his acceptance remarks, Boney thanked his wife Jane and daughter Kate for their support and called FHBA a “fam-ily” and a “team” that consistently works to make things better for people, their communities and the economy.

The Florida Home Builders Association set its priorities for the 2011 Legislative Session during the recent FallLeadership Conference in Bonita Springs.

Chaired this year by Tony Martin of Orlando and in 2011 by Ed Dion of Tallahassee, the Governmental AffairsCommittee considered and debated over 17 issues that are anticipated to impact our industry. The six thatemerged as top priorities are:

GGrroowwtthh MMaannaaggeemmeenntt//DDCCAA SSuunnsseett RReevviieeww:: Sunsetting the Department of Community Affairs and thereenactment of the favorable provisions of Senate Bill 360 (that was recently invalidated by a legal challenge)are front and center this session. The fact that the DCA may be abolished is meaningless if changes to Florida’sGrowth Management system are not accomplished. Key provisions in SB 360 addressed lessening concurren-cy mandates in urban areas and allowing local governments more decision making without state oversight.Bottom line: Growth management should not be a barrier to economic development in Florida.

SSaaddoowwsskkii AAffffoorrddaabbllee HHoouussiinngg ffuunnddiinngg:: Last session saw the last-minute failure to pass a key FHBA leg-islative objective to remove the cap that restricts the amount of funds available to purchase affordable hous-ing. In addition, advocating for stopping the sweeping of funds to general revenue continues to be a priority.

SSeeppttiicc TTaannkk SSttuuddyy ((PPhhaassee IIIIII)) ffuunnddiinngg:: FHBA will work to secure the final year of funding to assure thesuccessful completion of the alternative passive septic tank design study for nitrogen reduction. The projectresults are needed to head off governmental mandates of overly expensive and unneeded engineered-designedsystems.

SSeeppttiicc ttaannkk iinnssppeeccttiioonn pprrooggrraamm:: The passage of Senate Bill 550 in 2010 established the requirement of aseptic tank inspection once every five years. Unfortunately, the state agency responsible for developing theprogram has over-reached, causing significant public out cry for repeal. A reasonable and cost-effectiveinspection program is important to head off even more unnecessarily extensive septic tank regulation andincreased costs otherwise on the horizon.

RReegguullaattoorryy SSttrreeaammlliinniinngg:: Last legislative session saw the passage of House Bill 1565 which was vetoed byGovernor Charlie Crist. FHBA supports reenactment of this bill which would finally establish a restriction onstate agencies adopting costly rules without review and ratification by the Legislature.

HHoommee IInnssppeeccttoorrss:: This priority focuses on grandfathering of state-licensed, Division I contractors as a HomeInspector. Contractors would be provided with an opportunity to obtain a home inspector license based on theirgood-standing status with the Department of Business and Professional Regulation.

FHBA leaders and staff will be forming and/or participating in thedevelopment of coalitions on each of the above issues.

Ultimately it will be the strength of our members that will lead to asuccessful 2011 Legislative Session, including maximum memberparticipation in the Legislative Action Visits set for April 13-14, 2011 inTallahassee.

AL ZICHELLA TAKES REINS AS NEW FHBA PRESIDENT

Naples builder-developer Al Zichella was installed as President and the Florida Home Builders Association presented its annual achieve-ment awards during FHBA’s Fall Leadership Conference in Bonita Springs.

Zichella, who succeeds John C. "Chuck" Fowke of Brandon as President, is Vice President and Construction & Development at KDMerick & Co. in Naples and a 30-year veteran of the construction industry.

Bradenton plumber Bill Smock was elected Second Vice President, succeeding Tampa land use attorney Judy James. Other advancingSenior Officers are Dave Carter of Lakeland to First Vice President/Treasurer and Bud Swindell of Sarasota to Third Vice President.Suzanne Graham of Port Charlotte will serve a second term as Secretary.
