Population 10%
SouthlandsubmittedthatthecriteriafordecidingtheamounteachProvincialUnionreceivesunderthepopulation criteria is flawed particularly when compared to the measure used for other criteria.
Southland contend that it is unfair to say that any Provincial Union with a population of less than100,000personsshouldreceivenoscoreunderthiscriteriawhereasaProvincialUnionwith100,000ormorestartsat5%.ThisisatoddswiththelogicusedforPlayingHistorywhereitisadecreasingscale with all Provincial Unions still receiving a score. Player Numbers – 15%

Financial Performance and Position – 30%
It was argued by Bay of Plenty and Northland that the NZRU should somehow take account ofchanges to the financial position of Provincial Unions from 2007 to 2008 or otherwise recognise any restructuring that had occurred to improve the financial position and future financial performance of ProvincialUnions.
