EXECUTIVE SUMMARY The metrics reported in this document demonstrate the success of the NOAO program and its effective evolution. A large fraction of the astronomical community (and a very large fraction of the optical/IR community) looks to NOAO to provide unique or highly-sought-after capabilities, strictly on a peer-review basis. Specifically, the metrics in this document show:

Oversubscription rates are healthy and have remained healthy for all telescope categories,

even while access (the number of nights available on any particular telescope) has evolved (Section 1). Internally, this metric is used to guide decisions about capabilities that NOAO chooses to offer.

In the context of the ground-based O/IR system, many capabilities offered by NOAO are

unique or complementary, or represent the only peer-reviewed access to capabilities that the community finds very desirable (Sections 1.5).

NOAO provides important access to researchers from a set of diverse institutions—large

and small, private and public—from nearly all U.S. states and territories, including, notably, many institutions that have their own facilities (Section 2.4). This fact derives from the effort to develop complementary and unique capabilities. Usage of NOAO facilities is highly dominated by U.S. researchers (Section 2.1).

NOAO capabilities play a vital role in U.S. education in astronomy. Many students, including undergraduates, gain observing and research experience at NOAO facilities. We estimate that, on an annual basis, as many as 40–50 Ph.D. theses in astronomy rely on observing data obtained on NOAO telescopes, and these observations are not limited to the large telescopes. This represents a substantial fraction of the Ph.D.s granted each year by U.S. universities (Section 2.2).

The NOAO-developed and -supported infrastructure provides added value to tenant facilities (Section 6 here and Appendix C in our Senior Review submission http://www.noao.edu/dir/ seniorreview/srnoao.pdf). Many types of partnerships exist between NOAO and the community, including collaborative observational programs, sharing or provision of software, and services for data management or proposal processing.

The NOAO outreach program is both active and diverse (Section 7). Emphasis on creating educational programs to train teachers has resulted in dramatic leveraging of the resources invested.

1.1 Proposals Received by Telescope and Semester (2000A –2005B)

The charts on the following pages depict proposal and subscription data over 12 semesters for each of the eight telescopes, telescope groupings, or special programs through which NOAO allocates time,1 namely:

(1) TSIP/FIP Telescopes: The telescopes of the private (non-federally-funded) observatories that provide limited public access under the Telescopes System Instrumentation Program (TSIP) and its predecessor, the Facilities Instrumentation Program (FIP). Currently, these include Keck I, Keck II, Hobby-Eberly Telescope, MMT, Magellan 1, and Magellan 2. Note that not all of these telescopes are available to public access in any given semester, and that only a dozen or so nights are available on each telescope. [Charts (1)a–(1)e]

(2) Twin Gemini Telescopes: Gemini North and Gemini South. The U.S. community has access to approximately 50% of the science time on each of these 8-meter telescopes. [Charts (2)a–(2)e]

(3) Mayall 4-meter Telescope at Kitt Peak National Observatory (KPNO): The U.S. community has access to 80% of Mayall time; 20% is assigned to the University of Maryland [Charts (3)a–(3)e]

(4) WIYN 3.5-meter Telescope at KPNO: The U.S. community has access to approximately 40% of the time on WIYN [Charts (4)a–(4)e]

(5) Blanco 4-meter Telescope at Cerro Tololo Inter-American Observatory (CTIO): With 10% of available time granted to Chilean proposers through their own allocation process, the U.S. community has access to approximately 90% of Blanco time. [Charts (5)a–(5)e]

(6) SOAR 4.1-meter Telescope at CTIO. NOAO will have access to approximately 30% of the time on this telescope when it is in full operation. A small number of shared-risk proposals were solicited starting in semester 2005A. [Charts (6)a–(6)e]

(7) KP Small Telescopes: the KP 2.1-meter and the KP 0.9-meter on which 10% of the time is available through NOAO. At the start of the period of these metrics, time was also available on the Coudé Feed. [Charts (7)a–(7)e]

(8) CT Small Telescopes: the CT 1.5-meter, the CT 1.3-meter (formerly the 2MASS telescope), the CT 1.0-meter, the CT 0.9-meter, and the Curtis Schmidt. The first four of these are now run by the SMARTS consortium; NOAO has access to 25% of the time on each. Not all of these telescopes have been available in every semester; the Curtis Schmidt is no longer available for public access. [Charts (8)a–(8)e]

The numbers for “Nights Available for Science” on each telescope (with the exception of Gemini data which is estimated by the International Gemini Observatory at the start of each semester) are those that were actually scheduled for scientific observations.

Spreadsheets showing the 12 semesters of data collected for this report are also included .
