The Boating and River Communi-ties lost a great friend on August 19th. 2017 with the passing of Dick Anderson. Dick loved the river valley, and was a lifelong boater. He was an avid hunter and fish-erman, and cherished his days duck hunting in the river bottoms. For 32 years, Dick has owned and operated Leo’s Landing in Prescott, WI., a river landmark. Always quick with a story and a fix-it master, Dick will be greatly missed by the boating community.
Our condolences go out to Dick’s loving wife Jan, and son Colton who will continue running Leo’s Landing. Dick was 63.

Issues To Consider WhenPurchasing Shoreland PropertyThe first and most important consideration is todecide what you want from the shoreland prop-erty: a wilderness retreat to get away from peopleor a friendly rural neighborhood to enjoy natureand water-related activities. Before you decide ona particular piece of shoreland, it is a good ideato spend some time in the area and to gathersome information about the water body and sur-rounding resources. Various government agen-cies have this type of information: local
government units, the DNR, county extension of-fices, and the district offices of the Natural Re-sources Conservation Service.
Local Zoning Ordinancesand Shoreland PropertyIn addition to establishing minimum lot size,building setbacks, and sewage treatment require-ments, local zoning ordinances also establish"land use" or "zoning districts." These are thesame types of zoning districts that are commonin cities, such as residential, commercial, and in-dustrial districts. Before you purchase shorelandproperty, you need to confirm that your intendeduse (e.g., seasonal cabin, year-round home, re-sort, marina) is compatible with the zoning ordi-nance.
Physical CharacteristicsTo Consider• LOT SIZE - The lot should be large enough toaccommodate your intended use and complywith the local zoning requirements. Those lotsthat have been created since the statewide shore-land management standards took effect are largeenough for most residential uses and complywith local zoning requirements. However, thereare many lots that were created prior to the
shoreland rules that may be substantially smallerthan the new lot size requirements. These sub-standard lots may still be bought and sold, butthey may be too small to accommodate a struc-ture or a sewage treatment system. If you areconsidering buying such a lot, you should care-fully review your intended use and the limita-tions of the property.
• LOT SHAPE - Although the size of the lot maymeet zoning requirements, the shape can restrictthe use and location of structures. Long, narrowlots or pie-shaped lots may make it impossible tomeet some of the requirements for setbacks, lotwidths, and sewage treatment systems. Carefullyconsider the compatibility of a lot shape withyour intended use.
• TOPOGRAPHY - Land surface elevations areimportant for several reasons. First, the lotshould be high enough so that the dwelling willnot be flooded by water level fluctuations. Thesite should be able to accommodate the lowestportion of the building, including the basement,at least 3 feet above the highest known waterlevel. In nonsewered areas, the site must also ac-commodate an on-site sewage treatment systemif the structure includes running water. The bot-tom of the sewage treatment system must be at
