that Mary Jacoby has beennamed the credit union’s busi-ness development officer for theregion south of Lewisville Lake.

Before being hired byDATCU, Jacoby was director ofmajor gifts for ChristianCommunity Action of Lewisville,according to a news release. Shebrings more than 20 years’ expe-rience in the banking and credit

industry to her new position,which she began Monday.

Jacoby earned her bachelor’s

in marketing from theUniversity of Texas at Arlingtonand her associate degree in fash-ion merchandising from TarrantCounty College. Jacoby is a 16-year resident of Flower Mound,where she lives with her hus-band, Perry, and daughter,Emily.

DATCU also announced thatone of its employees, ElizabethCrews, celebrated her 30th

anniversary with the mainbranch Tuesday. Crews is loanoperations assistant in the lend-ing department. A party wasthrown in her honor.

Salon LaPage colorist MistyPowell recently became aRedken Certified Haircolorist.

Powell, 33, said she had totake an intense test to verifyher skill level in order to

become certi-fied. She hasworked atSalon LaPagesince 2004.

The salonopened lastsummer at2900 WindRiver Lane, Suite 140, in theUnicorn Lake retail develop-ment.

Corinth sets aside fundsfor emissions models

CORINTH — The CityCouncil agreed to spend $4,000of a $15,000 contingency fundon several natural gas emissionsmodels, to be completed by SageEnvironmental.

Council members BruceHanson and Randy Gibbons,who also serve on the council’sgas well committee, said thework should help the committeeas it rewrites the city’s drillingand production ordinances toprotect the health, safety andwelfare of residents.

Hanson told the council thathe’d learned that the TexasCommission on EnvironmentalQuality recently proposed newrules for oil and gas productionequipment.

The rules, which wereunveiled this week, should gointo effect in February.

City inundated withgas code feedback

Denton city leaders werebombarded with letters and e-mails opposing new natural gasdrilling regulations in the daysleading up to the July 21 vote, aDenton Record-Chronicle analy-sis found.

The correspondence shows theextent to which residents of Rob-son Ranch, pushed by the devel-oper of the south Denton retire-ment community, tried to lobbycity leaders to exempt the devel-

opment from new regulations.And while gas industry repre-

sentatives vigorously attackedthe code changes in a series ofpublic meetings, the documentsshow that few offered writtenfeedback in the days surround-ing the vote. The city receivedonly three letters from industryrepresentatives, all of whomheartily objected to aspects ofthe proposed ordinance.

The Record-Chronicle asked,under the Texas PublicInformation Act, to review allletters and e-mails received bythe city manager’s and mayor’soffices on the code changesbetween July 7 and Aug. 6. Thecity released correspondencefrom residents and industry rep-resentatives, but city attorneysare asking to withhold someinternal documents they say areexempt from release under thelaw. That request is pendingbefore the Texas attorney gener-al’s office.

Beth Marie’s openssmall shop at UNT

A new location of BethMarie’s Old Fashioned IceCream and Soda Fountain hasopened at the University ofNorth Texas.

The ice cream shop serves 27ice cream flavors, includingMean Green Pistachio, and willbe a miniaturized version of thetwo Denton stores.

The other Beth Marie’s loca-tions, which located on thedowntown Square and atUnicorn Lake, serve up 65 fla-

vors at any one time, he said. University officials

approached the owners of BethMarie’s about the UNT location,he said.

City OKs improvementsto embattled shelter

SANGER — The City Councilapproved a budget amendmentfor $15,000 worth of improve-ments to the animal shelter,after touring the facility.

The city is expected to spendsomewhere between $15,000and $20,000 upgrading thefacility to bring it into compli-ance with state laws.

The building needs repairs,better insulation and new ken-nels, Mayor Thomas Muir said,along with a separate room forcats.

The city also is constructingan outbuilding for euthanasia,although Muir said that cityleaders hope few animals wouldneed to be put down — now orin the future.

Denton does legwork on pedestrian bridge

Denton residents may be ableto influence the design of aplanned pedestrian bridgeacross Loop 288 near GoldenTriangle Mall.

The city hosted a meeting atthe Civic Center to gather feed-back on the proposed bridge,which would allow people towalk, jog or ride bikes over Loop

288 along the Denton BranchRail Trail. The pedestrian bridgewould run along the east side ofa railroad bridge under con-struction at the loop betweenColorado Boulevard and BrinkerRoad as part of the DentonCounty TransportationAuthority’s A-train passengerrail project.

The pedestrian bridge wouldbe designed to offer safe passageover Loop 288, a six-lane statehighway, for trail users. City offi-cials hope to build stairways tothe bridge on each side of thehighway so shoppers at nearbyretail stores could use it, too,Bob Tickner, the city’s superin-tendent of parks planning, said.

The rail trail closed a year agoto allow construction of the A-

train, a 21-mile passenger railline that will link Denton to theDallas Area Rapid Transit sys-tem in Carrollton, with five sta-tions along the way. The route,expected to open in June, is fol-lowing the former Missouri-Kansas-Texas Railroad corridor,which in the Denton area servedprimarily as a hike-and-biketrail for most of the past decade.

City officials hope to build andopen the pedestrian bridge bythe end of 2011, he said.

“Ben Graham was thesmartest man I ever knew.”

Benjamin Graham wasone of the greatestinvestors in history.

Every $100,000 investment byGraham in 1926 turned intomore than $23 million by 1955.What makes this 230-foldreturn even more astonishing isthat his career span included the1929 stock market crash and theGreat Depression.

Known as the “Dean of WallStreet,” Graham establishedinvesting as a discipline involv-ing systematic analysis ratherthan wild speculation. As aprofessor at ColumbiaUniversity, he taught his value-investing principles to studentswho also went on to becomelegendary investors (mostfamously, Warren Buffett).Graham educated them to viewstocks as ownership stakes inbusinesses. They had real,intrinsic value based on thecompany’s assets, profits andbusiness prospects, and werenot merely ticker symbols ran-

domly fluctuating in price.Graham particularly relished

“net-net” bargains, which hedefined as stocks that were trad-ing at discounts to their net cur-rent asset value (NCAV) — acompany’s current assets minusits liabilities. To illustrate: Let’ssay a company has $50 millionin liquid assets such as cash andinventory, and owes $10 millionto the bank and to its suppliers.Its NCAV would be $40 million.If the company has 5 millionshares outstanding, NCAVwould be $8 per share.

If someone bought the wholecompany for less than $8 pershare, they could simply liqui-date the company and pocket aquick profit. If the business was

operated profitably rather thanjust liquidated, it would poten-tially be worth much more.Net-nets can be amazing bar-gains!

Graham achieved outstandingreturns with net-nets in theyears following the GreatDepression. But in recentdecades, such net-net bargainsbecame very scarce as companyfinancials became more widelyaccessible. The sorts of compa-nies that pop up on net-netstock screeners today are oftenobscure Chinese Internet com-panies or dubious cash-burningbiotech outfits. I wouldn’t touchsuch speculations with a 10-footpole.

However, the financial crisisand market turmoil made stocksmuch cheaper. Last year, mybusiness partner and I discov-ered a rare gem: an electronicsdistributor whose stock wastrading at a significant discountto its NCAV. We typically avoidthe electronics and high-techindustry because of its fast-changing and unpredictablenature.

As a net-net, however, this

company largely sidesteppedsuch objections, since its assetswere solid, consisting mainly ofcash, accounts receivable (fromcreditworthy customers) andinventory (mostly returnable tovendors at cost). We also exam-ined the company’s major ven-dors, which were mostly publiclyheld companies with improvingfinances and promising businessprospects, lending further credi-bility to our net current assetvaluation.

While the company’s salesand profits had declined signifi-cantly in the recent downturn,we were pleased to see the com-pany had maintained excellentcash generation by deftly man-aging its inventory levels andcutting costs, while paying downmuch of its debt. As the overallindustry recovered from reces-sion, the company reportedimprovements in orders andprofit margins, especially inAsia. We decided to invest,since this company was tradingvery cheaply, at half-off its netcurrent asset value.

Our analysis and patiencethrough market volatility was

rewarded in less than one year.A larger distributor recentlyacquired the company — fortwice our entry price! While wemade a handsome return, theacquiring company was actuallymaking a shrewd investmenttoo. It bought the electronicsdistributor for the price of its“hard” tangible assets such as itselectronics inventory, and effec-tively got the “soft” intangibleassets, such as intellectual prop-erty and customer relationships,for free. Plus, as it merges thecompany into its own opera-tions, it will squeeze out ware-house and overhead costs andimprove its profits.

The key to this success storywas simply finding a decentbusiness trading at a ridiculouslycheap price — at a discount toits NCAV. Our investment the-sis did not require some suckerto pay some silly price for ourbusiness in order for us to makemoney. We just spent the timeapplying Graham’s lessons totoday’s marketplace.

— or S.H.O.P.— campaign. Thepurpose of the campaign is tospread the word about the im-portance of shopping in Denton.

The news has been filled thepast few months with storiesabout area cities that have hadto make serious cuts in pro-grams and some who have hadto let employees go. To balancethe city’s budget, we have to cutexpenditures and increase rev-enues. Unfortunately, our salestax revenues have been down forthe past few years. People arespending less, which is why weneed to consider shopping inDenton when we make our pur-chases.

When you shop here on pur-pose, you support your commu-nity in two ways.

First, you are supporting yourlocal business owners. When wehave strong, healthy businesses,they are able to provide morejobs and purchase more fromother local businesses.

The second way you supportthe community is through thesales tax generated from yourpurchase. Each time you spendmoney here — on dining, retail,entertainment and more — youare charged 8.25 percent salestax. A portion of that sales tax(1.5 percent) goes into the city’sgeneral fund to support vital

community departments such aspolice, fire, streets, libraries andparks.

Keep in mind, shopping heremeans not shopping online.When we shop online, no localsales tax is collected.

Denton is becoming a retaildestination. We attract shoppersfrom outlying areas, who arepaying sales tax on their pur-chases in Denton. Of course, thereverse is true as well — whenwe shop in other cities, we’resupporting that city’s growth.

Remember to purchase what-ever you can in Denton. It’s theright thing to do.

As part of its grand opening,customers who open a checkingaccount with direct deposit atthe new branch are automatical-

ly entered into a drawing to winan Apple iPad. According to anews release, the contest willcontinue for four weeks, and anyname that is not drawn will goback into the pot for a chance towin the following week.

Council takes standagainst power line route

Denton City Council memberson Tuesday said they won’t sup-port a route for a new high-volt-age power line that crosses theGreenbelt Corridor — a stancethat drew applause from acrowd of area residents fightingto protect the natural area.

Council members voted todeny a resolution proposed bycity staff that would have sup-ported Oncor’s use of an existing

transmission line crossingthrough the Greenbelt for a newtransmission line. They askedstaff members to return nextTuesday with a new resolutionopposing any crossing of theGreenbelt, which connects RayRoberts and Lewisville lakes.

Officials with Denton Countyand cities including Aubrey,Pilot Point and Sanger havealready passed resolutionsopposing routes through theirjurisdictions.

The 345-kilovolt transmissionline project includes up to 95alternate routes in four counties.The Public Utility Commissionof Texas is expected to decidethe final route by March 7.

The new line is part of a$4.93 billion project to bringmore wind power from thePanhandle and West Texas to

Schlumberger Ltd., a leadingworldwide oil services company,plans to set up a centralizedmaintenance facility at a busi-ness park on Interstate 35W insouth Denton, said StephenHarris, the North Americancommunications manager forthe company, in a written state-ment.

The company will providemaintenance, remanufacturingand testing of equipment at theDenton location, he said.

When Denton City Councilmembers approved the taxincentives agreement in Augustwith Tuscaloosa, Ala.-basedGrand Mesa LLC, which pur-chased the building for its client,not all council members knewthey were giving tax incentivesto Schlumberger.

But Mayor Mark Burroughssaid the decision to offer a taxincentives agreement didn’t reston the company’s name.

Cencor Realty Services andThe Weitzman Group are over-seeing Golden Triangle Mallwith plans to revitalize the prop-erty and bring in more name-brand retailers.

The Dallas-based sister com-panies were hired to manage theDenton mall and handle leasingas of Sept. 1 by JPMorgan Chase& Co., which purchased the mallfollowing foreclosure proceed-ings in July.

“It’s a good sign to have some-body of that caliber who is incharge of the mall,” said LindaRatliff, the city’s economic devel-opment director, referring toWeitzman and Cencor, whichhave locations in each of thestate’s major cities.

Golden Triangle Mall’s on-sitemanagement team of eight wasrecently transitioned from Feld-man Mall Properties Inc. toCencor.

“We’re excited about the tran-sition,” said Matt Ludemann,manager of Golden TriangleMall. “Obviously, we’re going tosee some good things as wemove forward.”

Jim Greenfield, Cencor’s sen-ior vice president for propertymanagement in the Dallas-FortWorth area, said that the mallhas a lot of potential and isalready successful, citing its 97percent occupancy rate andsteady traffic.

Interstate 35E and SouthLoop 288 “is the start of a powercorridor in Denton,” Greenfield

said, “so we think there is a greatfuture for the mall.”

“Our goal is to keep bringingin stronger tenants and workwith existing tenants,” he said.

Passersby may notice theparking lot repairs alreadyunder way and recent repairs tosignage — the first steps to reno-vating and updating the look ofthe mall, Greenfield said.

“Our first initiative is to workon strengthening the interiorand work on bringing back asmany shops into the mall as wecan,” he added.

The mall was recently sold atauction for $19.4 million toArizona-based En PertignusHolding Corp., a wholly ownedsubsidiary of JPMorgan Chase &Co., the bank that had previous-

ly opted to foreclose on a $24.6million lien against the Dentonmall, officials said.

In corporate documents filedin Arizona, En Pertignus officialssaid the company was formed totake the title of a foreclosedproperty and sell it.

Several factors, including the765,000-square-foot mall’sretail mix, the structure’s ageand the global economic down-turn, likely contributed to themall’s foreclosure, local businessofficials said.

Having local management aswell as updating the look willhelp disperse perceived competi-tion that has hurt the mall inrecent years, he said.

The new management compa-ny hasn’t changed the day-to-day

business for owners inside themall, said Rick Cheatham, ownerof Dance and Costume World, a30-year Denton business housedin the mall property.

Retailers recently receivedmemos from mall managementoutlining mall procedures andrules, such as employee dresscode, keeping mall hours andlighting, he said. But theyseemed standard, he said.

“They just kind of emphasizedthey want people to follow therules … but I haven’t noticed anyreal big change,” Cheatham said.

Despite its age and ongoingconcerns about a nearby proper-ty’s proposed outdoor shoppingcenter, Golden Triangle Mall isstrategically located in the NorthTexas region, officials say.

“There’s good activity at thatmall,” Greenfield said. “We’regoing to show it’s much better toshop in air conditioning thanoutdoors in Texas.”

There were 578 homes post-ed for foreclosure for theupcoming October auction, a19 percent decrease comparedwith the same month last year,according to data releasedfrom Foreclosure ListingService Inc.

But the monthly decrease inforeclosure postings isn’t par-ticularly exciting, said BonnieBrown, a spokeswoman for theAddison-based company.

The year-to-date foreclosurepostings for Denton County areworrisome, she said. Figuresshow an increase of 10 percentcompared with last year, whichis higher than any otherDallas-Fort Worth county.

The number of foreclosurepostings in the four-countyDallas-Fort Worth areaincreased 4 percent to 53,107postings for the year, accordingto the data.

The housing market likelywon’t recover until after themortgage resets settle out,sometime in 2012, Brown said.

Budget approved withtax, utility rate hikes

Denton City Council membersvoted to adopt a $594.4 millionbudget that includes a tax rateincrease and higher utility rates.

The 7-0 vote — which camewith little discussion — culmi-nated months of “difficult” workduring a tight budget year,Mayor Mark Burroughs said.

The budget for the 2010-11fiscal year, which starts Oct. 1,includes a 3.5 percent propertytax rate increase. That’s expectedto add $43 to the annual tax billfor a house valued at $152,891,the average value in Denton.

Also, the average resident willpay an extra $5.30 a month inhigher water and trash rates.

The budget avoids layoffs andreduced service hours for cityparks, libraries and recreationcenters. Instead, the city willleave about 22 open positionsvacant, which will save an esti-mated $1.5 million but likelyresult in reduced service levels,officials have said.

Also included in the budgetare utility customer service

hours at City Hall East whichwere reduced to 8 a.m. to 5 p.m.weekdays, eliminating eveningand Saturday hours added whenthe city closed its customer serv-ice office at Golden TriangleMall last year.

Krum leaders chuggingalong with depot plans

The Krum economic develop-ment corporation has commit-ted $35,000 to build an Amtrakrail depot in the city, if it canalso obtain a federal matchinggrant.

City leaders have been in talkssince 2008 about a possible stopfor the Heartland Flyer passen-ger train.

The train runs on theBurlington Northern Santa Fetracks between Fort Worth andOklahoma City. It makes nostops between Fort Worth andGainesville.

Krum Mayor Terri Wilsonsaid Krum has chosen two possi-ble sites for a station just southof the railroad’s intersectionwith McCart Street.

Wilson said town leadersexpected to learn by the end of

September whether they willreceive the federal grant.

Such a rail stop in Krumwould generate enough traffic toboost the city’s sales tax revenueby 10 percent, she said.

Wilson said Krum’s proximity

to Denton would be beneficial.She cited a study by the organi-zation Passenger Rail Oklahomathat estimated a stop in Krumwould increase ridership on theline by 5 percent.

Some national economistssuggest holiday sales couldrange from 2.5 percent to 3.5percent above last year’s shop-ping season — a season thatbegins with Halloween, encom-passes Black Friday and ends inJanuary with the post-Christmas sales.

Predictions from a nationalstandpoint are the strongest inseveral years, according to IanPierce, director of corporatecommunications with CencorRealty Services, which is nowoverseeing management atDenton’s Golden Triangle Mallwhile its sister company, The

Weitzman Group, handles leas-ing.

“Since the D-FW area is oneof the strongest economies inthe country, we would hope tobe doing better than that goodnumber here,” he said.

With job growth and anunemployment rate lower than

national figures, the combina-tion could prove fruitful for theupcoming season.

“I’m not saying it’s going to begreat, but it’s certainly lookingbetter than what we were look-ing at in holiday 2009 or 2008.So everything’s moving in theright direction,” Pierce said.

As employers continue to addjobs and consumers’ personalincome increases, the NorthTexas region is on the recoveryside of the recession, says TerryClower, an economist with theUniversity of North Texas’Institute of Applied Economics.

One problem, however,remains: low consumer confi-dence across the nation.

“How this translates into thenext three months, that’s hard tosay,” Clower said. “I wouldexpect that local folks feel a littlemore confident about spending.”

Early economic predictionsfor Halloween show Americansspending an estimated averageof $66.28 on costumes, candyand decorations — up from$56.31 last year and just under$66.54 in 2008, according to aNational Retail Federationreport released in September.

ICSC-Goldman Sachs’ chainstore sales index for the weekending Sept. 25 improved 0.4percent on a sequential week-over-week basis, while salesmomentum accelerated 3.6 per-cent year-to-year.

The national trends, coupledwith increased sales tax alloca-tions locally, portend a betterseason for Denton area busi-nesses, officials say.

According to statistics com-piled by the Texas comptroller’soffice, the 2010 payments toDenton coffers — at $16.42 mil-lion — are up 11 percent fromthe $14.76 million allocated dur-ing the same period last year.The most recent allocationsshow a 15 percent hike year overyear.

“There for a while, we wereseeing big drop,” said LindaRatliff, the city’s economic devel-opment director. “Over the lastfive months, we’ve seen it pickup but at least it has been onthat positive trend.”

In recent months, a spate ofnew restaurants have openedtheir doors in Denton — fromindependent eateries to chainrestaurants such as FreebirdsWorld Burrito. Others will soonfollow, including new Chick-fil-A and Whataburger locationsand several new additions nearthe city’s downtown Square.

In addition, the city could seea boost in sales tax from theopening of Denton’s first Sam’sClub and a second Walmart —both anchor stores in the newRayzor Ranch Marketplace atU.S. Highway 380 andInterstate 35.

“I think we’re starting to seethat things are picking up inDenton,” Ratliff said. “People aregoing to be cautious. They aregoing to spend more but maybenot as much as before [the eco-nomic downturn].”

The multimillion-dollarRayzor Ranch development, onwhat used to be Rayzor familyproperty, is well on its way tofilling up the northern section ofthe 410-acre area. Updatedplans for a town center on thesouthern side — complete withan entertainment district and anumber of retail clothing shops— are expected to be revealed inthe near future, with plans toopen in late 2012.

The new management of

Golden Triangle Mall — the visi-ble anchor of the South Loop288 retail shopping corridor —hopes to reveal plans soon forupdating the 30-year-old mall.Currently, the mall is 97 percentoccupied, and officials with themanagement companies hope todraw more nationally knowntenants.

A plus for the 2010 shoppingseason will be the lack of orange

cones and construction equip-ment following the years-longwidening of Loop 288’s south-western section near the mall —a project that backed up trafficand limited accessibility to thecity’s only indoor shopping cen-ter.

Matt Ludemann, manager ofGolden Triangle Mall, says thegoal for the upcoming season is5 percent growth in retail sales.

“We anticipate it will be agood holiday season, but there’sstill a lot of uncertainty in theenvironment,” he said.

We have expand-ed our rewards programs andour unique services to our cus-tomers,” Schiada said in an e-mail. “We listen to what the cus-tomers are looking for andsearch for smaller, independentmanufacturers that can fill thoseneeds. We have reached outmore on social networks andbecome more involved in com-munity efforts.”

The longtime businesswomansays estimates from nationaleconomists appear to be on tar-get, from her perspective.

“I believe consumers are stillbeing careful with their financesand have some fear of thefuture; however, we havenoticed an increase in spending,”Schiada said.

Ratliff agreed.“We were at a place in Denton

where we had so much retailleakage going on — people going

to Lewisville, Frisco or whereverto shop,” she said. “We have themarket here already, so we’re see-ing the stores open right here.”

In the 41 years since its doorsfirst opened, J.T. Clothiers hasseen several market fluctuations,Tritt says.

“It’s been a rough couple ofyears, but I’m cautiously opti-mistic,” he said, adding that hehears the talk of economic con-cerns about the future but alsobelieves Texas is lucky.

“I hope this Christmas andthis season will be better,” Trittsaid.
