GENERAL INSTRUCTIONS
Dear respondent,
With this quesĕonnaire the OECD Public Governance and Territorial Development Directorate seeks to gather andanalyse informaĕon on risk prevenĕon communicaĕon policies and pracĕces across countries. The quesĕonnaire isbased on the framework that was presented at the 4th OECD High Level Risk Forum (document referenceGOV/PGC/HLRF(2014)7), which was circulated in advance of the meeĕng and open to comment therea├er.
It is designed to gather informaĕon that will enable the OECD to give a comparaĕve overview of riskcommunicaĕon pracĕces and idenĕfying good pracĕces across OECD countries. The understanding of riskcommunicaĕon in this document pertains parĕcularly to aspects of communica壀�on for preven壀�ng risks, notemergency or crisis communicaĕon, unless where there are linkages between the two. The quesĕonnaire reflectsthe relevant prescripĕons found in the OECD Recommenda壀�on on the Governance of Cri壀�cal Risks as well aselements of the European Union’s Council Conclusions from 13‐14 December 2011 on risk, emergency and crisiscommunicaĕon. This survey should contribute to monitoring country efforts to implement these policyrecommendaĕons.
The survey is structured in three main secĕons:
1) Ins壀�tu壀�onal arrangements for government communica壀�on about risk preven壀�on2) Design of risk preven壀�on communica壀�on strategies3) Good governance arrangements
Follow‐up interviews may be conducted (via telephone) once the quesĕonnaires have been filled‐out and wherecomplementary informaĕon would be useful.
