(3) Planned Aircraf t Assignments f o r New Units
1. PURPOSE. Expansion of the Naval Aeronautical.0rganization during F isca l Year 1952 hag been authorized by the President. The purpose of t h i s plan i s t o d i r ec t a phased and orderly expansion; it modifies reference (a).
2. ASSUMPTION, It i s assumed f o r purposes of t h i s plan t h a t h o s t i l i t i e s i n Korea w i l l continue through 30 June 1952. Redeployment a f t e r t he end of Korean h o s t i l i t i e s w i l l be the subject of another aviation plan.
3. THE PLAN:
a,.. Accomplish the planned expansion i n accordance with the schedules contained i n the enclosures hereto.
b. Increase the p i lo t t ra in ing r a t e in an orderly manner t o a t o t a l output of 2200 students per year (program proper).
c. Expand the Naval A i r Technical Training Program t o provide a monthly output of 3120 fqAct School graduates f o r t he .'avy and Marine Corps.
d. continue C I C t ra in ing a t NAS Glenview a t maximum capacity u n t i l such time as NAAS Glynco is operative. I n i t i a t e C I C t ra in ing a t NAAS Glynco during F i sca l Year 1953.
e. Increase the a i r c r a f t and personnel allowances of ZP squadrons t o f i v e a i r c r a f t per squadron.
f. Increase t h e a i r c r a f t and personnel allowance of VC squadrons (except HATWING-ONE) t o provide detachments f o r neur a i r groups concurrently with the act ivat ion of groups. HATWING-ONE reorganization has been directed separately*

g. Increase a i r c ra f t and personnel allowances of HS-1 and HS-2 t o provide fo r operation of all HS detachments f o r cruisers and battleships. Provide HS-3 and HS-4 with a i r c ra f t and personnel allowances fo r ASW operation from CVE- c lass & w a f t carriers.
h. Decrease ' a i r~ ra f t and personnel allowances of all VF and VA squadrons of FSSEX class Air Groups (CVG) t o 16 planes per squadron in Fiscal Year 1953. Six CVBGs with 18-plane VF and VA squadrons wil l be retained in the Atlantic Fleet.
i. It is not planned t o c a l l t o active mil i tary service any reserve aviation uni t s as such. However, t o provide of f icers f o r the expanding forces, individual off icers w i l l be called to active mil i tary service as follows:
(1) Volunteers from the Organized Naval Air Reserve
(a) 120 C e r i e r p i lo ts i n January 195:: (b) 100 Multi-engine p i lo t s in February 1952 (c) 120 Carrier p i lo t s i n March 1952 ( d ) 120 Total p i lo t s i n April, May and June 1952
(2) 600 volunteer of f icers from the Volunteer Naval A i r Reserve commenc- ing i n March 1952 -
(3) 1319 aviation off icers from the Marine Corps Volunteer Reserve during the second half of Fiscal Year 1952
j. Train vaLunteer p i lo ts called t o active service i n accordance.-'with the preceding paragraphs a t home Reserve Stations prior t o fur ther assignment.
4. WM)RMATION. Specific a i r c r a f t and personnel allowances wi l l be issued i n the nonnxlmanner. It i s expected tha t during Fiscal Year 1953, a i r c r a f t allow- ances of VP squadrons w i l l be increased from nine to twelve a i rcraf t , and ZP squadrons wi l l be increased t o six a i rc ra f t with appropriate increases i n personnel allowances.
5. WOMMENDATIONS FOR CHANGES AND IMPROVEMENTS, Fleet Conrmanders are requested to submit recommended Home Ports fo r aviation uni t s scheduled herein for activation and t o recommend any other changes tha t would increase the readiness and efficiency of the Naval Aeronautical Organization.

1. This enclosure shows the planned d r c r a f t assignments to the hew uni t s indicated i n enclosure one, Any changes i n the below l i s t e d a i r c r a f t assignments w i l l not be promulgated as changes to t h i s plan but w i l l be reflected i n OPNAV Notice 03110.1 ( ~ r e y Book) and OPNAV Notice 03U0 (Blue h o k ) and/or by c o d - cations with commands concerned,
2. A l l a i r c r a f t l i s t e d below f o r t ransfer from Chief of Naval Air Reserve Training t o Comrnander, A i r Force Atlantic Eleet o r Commander, Air Force Pacif ic Fleet w i l l be transferred in the month shown i n the l e f t hand column. Tnr, additional Marine helicopter sq~adrons which a re planned ( ~ ~ ~ ) 2 6 3 and 363) cannot be equipped with a i r c r a f t u n t i l after June 1952. It i s estimated tha t the f u l l allowance of f i f teen each fo r these two squadrons w i l l be filled from new production HRS-2s by 31 October 1952.
3, The activation schedule requires a reduction in VF type a i r c r a f t i n the allcrwances of Chief of Naval A i r Reserve Training. Additional a i r c r a f t of the follcwing types w i l l be substi tuted in the Naval Air Reserve u n t i l VF types again become available: AD-lQ, AD-2Q, TE3M-333, TBM-3Q, and SNJ.
