The United Nations Entity for Gender Equality and the Empowerment of Women

2017 United Nations Regional Course in International Law for Latin America and the

Caribbean: Deadline for applications – extended until Friday, 16 December 2016

The Regional Course for Latin America and the Caribbean will be held in Santiago,

Chile, from 24 April to 19 May 2017. This course is open for candidates from Member

States of the United Nations, which are also members of the regional group of Latin

American and Caribbean States. Applications for the 2017 United Nations Regional

Course in International Law for Latin America and the Caribbean are now being

accepted. The extended deadline for applications is Friday, 16 December 2016. The

Regional Course will be conducted in English in 2017.

International Law Seminar for African Universities: Addis Ababa,

Ethiopia (19 to 30 June 2017): Urgent appeal for voluntary

contributions and call for applications

The African Institute of International Law is planning to conduct the second

International Law Seminar for African Universities at the Economic Commission for

Africa in Addis Ababa (Ethiopia) from 19 to 30 June 2017, to promote capacity building

in international law education for the benefit of the faculty members of academic

institutions and government training centres throughout the region.

The African Institute of International Law will conduct the seminar in cooperation with

the Codification Division of the United Nations Office of Legal Affairs pursuant to

General Assembly resolution 71/139 (A/RES/71/139).

The curriculum for this seminar will include: International Law (Ms. Boisson de

Chazournes), International Trade Law and Environmental Law (Mr. Mbengue), African

Union Law and Institutions (Judge Kioko), International and African Human Rights

Law (Mr. Okafor), Law of the Sea (Ms. Oral), as well as, International Humanitarian

Law and International Criminal Law (Judge Advocate General Riordan).

The seminar is subject to funding by voluntary contributions. Voluntary contributions

are urgently needed to ensure the continuation of this essential capacity building

activity to promote international law education in Africa.

Repertoire of the Practice of the Security Council

The Repertoire provides comprehensive coverage of the Security Council’s

interpretation and application of the United Nations Charter and its own Provisional

Rules of Procedure. It is prepared by the Security Council Affairs Division in the

Department of Political Affairs.

The Repertoire is designed to assist government officials, practitioners of international

law and international relations, academics and all those interested in the work of the

United Nations in following the evolving practice of the Council and gaining a better

understanding of the framework in which it operates. The latest printed volume

(Seventeenth Supplement), covering the years 2010 to 2011, is now available. For

The Committee began its consideration of this agenda item.

The Assistant Secretary-General, Controller, Office of Programme Planning, Budget

and Accounts introduced the report of the Secretary-General on the revised budget for

the United Nations Operation in Côte d’Ivoire for the period from 1 July 2016 to

30 June 2017 (A/71/599).

The Vice-Chair of the Advisory Committee on Administrative and Budgetary Questions

introduced the related report of that Committee (A/71/676).

Statements were made by the representatives of Chad (on behalf of the African Group),

the European Union (also on behalf of the candidate countries the former Yugoslav

Republic of Macedonia, Montenegro, Serbia and Albania; the country of the

Stabilization and Association Process and potential candidate Bosnia and Herzegovina;

as well as Ukraine, the Republic of Moldova and Georgia, which aligned themselves

with the statement) and Côte d’Ivoire.

processes” under the agenda item.

The Open-ended Working Group heard presentations by the following panellists:

Department of Economic and Social Affairs; Mr. Wataru Kawasaki, Programmer and

Planning Officer, Habitat III Secretariat; Mr. Rio Hada, Human Rights Officer, Human

Issues Branch, Thematic Engagement, Special Procedures and Right to Development

Division, Office of the High Commissioner for Human Rights; and Mr. Werner

Obermeyer, Deputy Executive Director, United Nations Affairs and Interagency

Relations, World Health Organization.

An interactive dialogue ensued, during which the panellists responded to the comments

and questions posed by the representatives of Argentina, Mexico, Morocco, Spain and

France.

Ageing: International Network of Prevention of Elder Abuse; American Bar

In accordance with Rule 27 of the rules of procedure of the General Assembly,

credentials for the seventy-first session of the General Assembly must be addressed to

the Secretary-General and signed by the Head of the State or Government or the

Minister for Foreign Affairs.

In accordance with Rule 25 of the rules of procedure of the General Assembly,

credentials should designate not more than five representatives, five alternate

representatives, and as many advisers, technical advisers, experts and persons of similar

status as may be required by the delegation. With the exception of the Head of the State

or Government, Crown Prince/Princess, Vice-President and Minister for Foreign Affairs

who would be listed as head of delegation during his/her presence at the session, all

other heads of delegations shall be counted as one of the five representatives.

Communications addressed to the President of the Security Council should be delivered

Speakers in the Security Council are advised that providing in advance copies of

prepared statements which they intend to read out in the Council greatly facilitates the

work of the Secretariat by permitting a sufficient number of copies to be distribut ed to

all meeting participants and by assisting interpreters, verbatim reporters and press

officers in maintaining the quality of the product delivered.

Both interpretations and verbatim records rely upon the statement actually

delivered, but copies of texts help interpreters to correctly render details and

nuances and help verbatim reporters to produce the written record more quickly.

Speakers are therefore encouraged, whenever possible, to provide copies of their

statements, as early as possible in advance of delivery, to the Conference Room Officer

in the Chamber.

Delegations are kindly requested to make 40 copies for minimum distribution to

Council members and relevant services, and 200 additional copies for general

distribution in the Security Council Chamber. Delegations wishing to make statements

available for the media are kindly requested to deliver 50 copies to the Media

Touch screen information kiosks

The Department for General Assembly and Conference Management (DGACM) invites

delegations and staff to use the two touch screen information kiosks located in the

General Assembly building to access the official meeting schedule, the Journal of the

United Nations, the Delegates’ Handbook, the Blue Book and the United Nations Staff

Yellow Pages, as well as Headquarters and Conference Room Maps. These easy to use

kiosks are located in the Delegates Lounge in the General Assembly Hall on the

2nd Floor and in the Vienna Café area in the Secretariat Building. DGACM welcomes

feedback, questions or comments pertaining to the information kiosks, which can be
