I am enclosing a copy of the Annual Review on the working of Forest and Soil
Conservation Divisions, Government of Assam for the year 2012-2013 for your
information and necessary action.
The review highlights the working of the Divisions during the year and brings
out the shortcomings, such as defects in maintenance of initial accounts, delay in
submission of initial accounts, status of arrears and other irregularities noticed during
the course of accounting.
Kindly advise the Departmental Heads/Divisional Officers to take measures to
bring about an overall improvement in maintenance of initial accounts and to reduce
the arrears.
I would also request you kindly instruct the concerned Departmental Heads to
print adequate number of copies of this Review Note and send a copy thereof to each
Divisional Head so that follow up action can be taken by the latter.

ON THE WORKINGS OF FOREST AND SOIL CONSERVATION DIVISIONS
ASSAM
FOR THE YEAR 2012-2013
INTRODUCTION
This Annual Review on the working of the Forest and Soil Conservation Divisions
of the State of Assam for the year 2012-2013 has been conducted by the office of the
Principal Accountant General (A&E) Assam, Guwahati.
Annual review note on the workings of Forest and Soil Conservation Divisions is
prepared with the object of presenting annually a broad picture of the working of the Forest
and Soil Conservation Department of the State.
The review is intended to draw the attention of the Government and the Controlling
Officers to the shortcomings, delays, extent of arrears and defects in the maintenance of
accounts and also to enable them to take corrective steps to avoid such irregularities in future.
Many of the defects and irregularities pointed out in the earlier reviews/reports
persist, which is indicative of the inadequacies of action taken by the Departmental
authorities to rectify and prevent their recurrence. Further, fresh defects and irregularities are
noticed. This shows the absence of an effective control mechanism.
Appropriate action, therefore, are called for from the authorities so as to ensure strict
adherence to rules and codal provisions and serve public interest better.
This review is supplementary to the matters relating to the Departments, dealt in the
Reports of Comptroller and Auditor General of India.
The defects and irregularities pointed out in this review are only illustrative and not
exhaustive.

(ACCOUNTS)
PARA 1 : ORGANIZATIONAL SET UP The Principal Chief Conservator of Forests, Assam has the overall control over the
Territorial, Social Forestry and Wild Life Divisions.
The Divisions of Soil Conservation Department function under the administrative
control of the Director, Soil Conservation Department, Assam.
The concerned Divisional Forest and Soil Conservation Officers supervise the work
of the Forest and Soil Conservation Divisions.
The total number of Forest and Soil Conservation Divisions during the year
2012-2013 were 147, Forest 114 (One hundred& fourteen) and Soil 33 (thirty-three). The
total numbers comprises both NTA (non tribal area) and District Council Areas of Forest and
Soil Conservation Department.
PARA 2 DELAY IN RECEIPT OF DIVISIONAL ACCOUNTS.
(i) As per codal provisions, the monthly accounts of the Forest and Soil
Conservation Divisions are to reach the office of the Principal Accountant General
(A&E) Assam, Guwahati not later than the 10th
of the month following the month to
which the transactions relate. However, delay in submission of accounts happened
routinely, and upto the eight months. Annexure “A” of this report exhibits the
position.
(ii) Due to the delay in submission of accounts, a large number of Divisional
accounts had to be excluded from the compilation of monthly accounts by this office.
Consequently, the consolidated Monthly State Civil Accounts could not depict the
true financial picture of the functioning of the Department.
(iii) The extent of exclusion of divisional accounts during the year 2012-2013 is
shown below: - ( NTA and District Council.)

From the above tabular information it would be seen that the exclusion of Forest
& Soil conservation accounts during 2012-2013 was 17 to 64 days.

In spite of repeated correspondence with the Departments, periodical meetings
and telephonic contacts with officers at various levels, no improvement has been noticed
in this regard.
The matter relating to delay in submission of the monthly accounts by the
Division needs to be investigated by the Divisional Officers as well as by higher
authorities.
Corrective action is called for from higher authorities in this respect.
PARA 3 DEFICIENCIES IN THE COMPILATION OF DIVISIONAL ACCOUNTS
The general defects noticed in most of the monthly Divisional accounts as pointed out
in the earlier review persisted in the accounts of 2011-2012. Further fresh defects have been
noticed during 2012-2013. The following is an analysis of the major shortcomings thus
noticed:-
i) As per Assam Financial Rules (AFR) no cheques should be drawn until it
is intended to be paid and only the minimum cash required should be drawn and
if it is found at any time that the balance in hand is larger than required, the
surplus should be refunded into the nearest treasury. But it is observed that some
of the Divisions are keeping large amount of closing balance at the close of the
year. For example, it is seen that in the monthly accounts of 03/13 submitted by
(1) D.F.O.S.F.,Division, Guwahati-29 showing an amount of ` 3,43,304/-
(Rupees three lakhs forty three thousand three hundred and four ) in form
no.-13 under Major Head 8550 in the name of Mr. Thakuria (Forest
Ranger)which amount has been lying since march, 2008. (2) Director of Soil
Conservation Division , Guwahati, an amount of ` 2,00,000,00/-(Rupees Two
cores) (3) D.F.O., S.F.Division,Guwahati, an amount of `49.20.000/-(Rupees forty nine lakhs twenty thousand) (4) D.F.O.S.F.Golaghat Division an amount
of ` 6.63.300/-(Six lakhs sixty three thousand) (5) D.F.O. Nagaon,South
Division,Hojai, an amount of `48,10,300/- (Rupees Forty eight lakhs Ten
thousands Three hundreds) (6) D.F.O. Silchar S.F Division, an amount of `
1223100/-(Rupees Twelve lakh twenty three thousand & one hundred ) (7)

Division, Bokakhat Division, an amount of ` 454500/= ( Rupees forty five
lakhs four thousand & five hundred) (20) Director, Kaziranga National
Park,Bokakhat, an amount of ` 100000/= (Rupees one lakh), (21) WPO, Lower
Assam Circle,Guwahati 24, an amount of ` 27816219/= ( Rupees two hundred
seventy eight lakhs sixteen thousand two hundred & eighteen), and (22) DFO
Forest Resources & Survey Division,Guwahati-9, an amount of ` 68000/= (
Rupees sixty eight thousand ) in the month of March/2013 as closing balance.
These are the serious irregularities to draw cheques and keep same as closing
balance at the closing of the month/year. The Govt. may issue necessary
direction in this regard to the heads of the department of Forest & Soil
Conservation.
ii) Large scale submission of Arrear Accounts at the fag of the year is found
incomplete and there were wanting relevant documents. The Govt. may
issue instructions to all the divisions to ensure timely submission of Monthly
Accounts i.e., by 10th
of the following month.
iii) As per rules, expenditures should be restricted to the budgetary provisions
allotted to the divisions. There are few divisions which have exceeded budget
provisions/incurred expenditure. The Govt. may issue instructions to take
appropriate actions against them, who have violated the established
Financial Rules and orders.
iv) The revenue collected by the Forest Division under B.T.C. area was not shown in
their monthly accounts from the year 2004-05. As for example, the D.F.O.
Kachugaon under B.T.C. area had been shown the revenue collected in lakhs of
rupees in every month prior to 9/2004. Suddenly the said division stopped
showing earning of revenue collected in the monthly accounts from 9/2004. A
comparative report of Revenue earned by the D.F.O. Kachugaon division is
shown in the enclosed Annexure “B”. Similarly all divisions falling under
BTAD (BTC) are the following the same practice. The matter is to be
investigated by the Govt.of Assam for non-booking of revenue in the
Accounts submitted by all the divisions under B.T.C. area.
v) The classification of “receipts” and “expenditure” shown in the cash abstract, as well
as in the expenditure statement (Form-14), furnished by the Division were often incomplete
and incorrect. Even the basic nature of expenditure, viz, - charged or voted, plan or non plan,
demand No. and nomenclature of primary units of appropriation were not mentioned clearly
and shown incorrectly. For proper control over any expenditure against its appropriation
during any particular year and proper budgetary control for the subsequent year, it is
necessary that the classification, as given in the budget estimates (Demands for grants), is
followed strictly.
vi) It is statutory on the part of the Divisions/Circles to reflect the allotment of funds
while incurring any expenditure against the particular Major/Minor/Detailed Heads of
Account. The Divisions have not shown the current year’s allotment of funds in their
Classified Abstracts (Form 14). This indicates that due importance might have not been given
to display the up-to-date position of expenditure against allotment, thereby, violating an
important principle of financial control.

vii) As per Article 262 of the Account Code vol. III, if a cheque drawn is cancelled, the
amount should be accounted for on the “credit side” as “cancelled cheques”, the cancelled
cheques being treated as vouchers. Simultaneously, an entry should be made on the “Debit
side”of the “Cash Book” as follows:
(a) If the cheque is replaced by a fresh cheque immediately, it should be shown as “Forest
Remittances – II cheques” and the number and date of the cheque in lieu of which it is drawn
should be quoted in the entry.
(b) If the cancelled cheque is not replaced immediately, the expenditure in payment for
which it was drawn, should be written back by making an entry of the cancelled cheque on
the debtor side as cash recovery of service payment.
The treatment of cancelled cheques mentioned in the preceding para is to be
done in the “Cash Book” of the Division only. But treatment in the “Cash Abstract” which is
submitted to the Principal Accountant General’s office alongwith the monthly account is to
be as under:-
• If a fresh cheque is issued in lieu of the cancelled cheque irrespective of the year a “plus
(+)” entry of the fresh cheque and a “minus (-)” entry of the cancelled cheque, showing No.
and date of the cheque is to be made in the “schedule of cheques drawn” which is furnished
alongwith the monthly accounts to the Accountant General’s office, so that the net amount of
cheques drawn during the current month remains unaffected. No other entry is necessary in
the cash abstract of the Division in this regard.
The Divisions are not following the above procedure, despite aforementioned
instructions issued to them from time to time; as a result this office finds it difficult to verify
the schedule of cheques drawn in a particular month by a division.
viii) It also appears that most of the divisions are not showing the revenue receipts
position upto minor head level under the head of account 0406 – Forestry and Wild
Life: 01- Forestry. This has been taken up with each of the Divisions but the position
remains the same. Apart from this, the copy of the challans (either original or
photocopy duly attested) in support of the receipt transactions as shown in the
Divisional accounts are also not furnished for verification of transactions.
ix)
ix) Complete classification upto detailed head level is absent in most of the Vouchers.
The detailed classification is most essential for correct accounting and data entry in
computer environment accounting system.
x) Many of the divisions often incur expenditure without Budget provision. This should
be avoided.
xi)
xi) The practice of preparing Cash Remittances Schedule by hand may be discouraged.
The Remittance Schedules, be it by cash or cheques may be submitted as typed neatly
with required information for correct data entry during pairing.
xii) The name of the treasury is not mentioned in the divisional cheque schedules,
which resulted in a lot of problems during cheque pairing by this office.
xiii)
xiv) The Forest deposit under Major Head 8443 –Civil Deposit, 800 Misc. deposit,
Deposits to Revolving Fund of Forest as per orders of the State Govt. and
subsequent withdrawal from the said head under the special orders of the Govt.
by using Forest Cheque for the withdrawal of the amount from the said head is not
permissible.

PARA 4. NON–SUBMISSION OF SCHEDULE OF SETTLEMENT WITH
TREASURIES
The “Schedule of Settlement with Treasuries” enables the concerned authorities to
keep watch over encashed cheques and cash in transit from the Divisions to the Treasuries.
The Divisional Officers are required, under Article 89 of Account Code – Vol.-III to conduct
monthly reconciliation of receipt and payment with the Treasuries and to intimate the results
of such reconciliation through the “Schedule of statement with Treasuries” which should
accompany the relevant month’s account. However, it is seen that Divisions are not
furnishing this vital document alongwith their divisional account inspite of repeated
reminders.
PARA 5 RECONCILIATION OF AG’s FIGURES WITH DEPARTMENTAL
FIGURES BY THE DIVISIONS In accordance with Para 8.15 of Comptroller & Auditor General’s M.S.O. (A&E) Vol.-
I, every CCO/CO of Forest and Soil Department, is required to carry out reconciliation of
monthly figures of expenditure/receipts booked by them with the figures booked by the
Principal Accountant General (A&E) office every quarterly. Accuracy and reliability of
accounts depend on timely reconciliation of departmental figures with the Principal
Accountant General (A&E) office figures.

Despite repeated reminder/letters issued from this office those controlling
officers are not attending to this office for reconciliation. The Govt. may consider for
issuing instructions to the concerned Controlling Officer to reconcile the A.G.’s figure
with those of Departmental figures.
PARA 6. REMITTANCE.
The remittance heads, which are operated in Forest and Soil Conservation Divisions, are:
(a) I- Remittances into Treasuries
(b) II-Forest Cheques
(a) I - Remittances into Treasuries
In respect of Challan drawn and remitted to the Treasuries by the Divisional
Officers, the difference between the amount of Challan drawn to treasuries (as reflected in the
Cash Abstract of the Divisions) and the amount of Challan acknowledged by the Treasuries
upto the end of the year 2012-2013 stood a debit balance of Rs.50996.11Lakhs. This may be
reconciled and the results thereof intimated to this Office. The balance is lying outstanding
mainly due to non-submission of Statement of Challan along with the monthly accounts duly
certified by the respective Treasury Officers. Immediate step needs to be taken for clearing
the outstanding adverse balances.
(b) II - Forest Cheques
Similarly, in respect of cheques drawn on the Treasuries by the Divisional Officers,
the difference between the amount of cheques drawn on treasuries (as reflected in the Cash
Abstract of the Divisions) and the amount of cheques encashed at the Treasuries upto the end
of the year 2012-2013 stood a credit balance of Rs 1330.14 lakhs. This may be reconciled and
the results thereof intimated to this Office.
