  • Friends,

We have an exciting international program ahead of us in the coming months. We start

off next month with a visit to Durban for a joint NSI meeting with the Society of

Neurosurgeons of South Africa Congress 2017 from 3rd to 6th August. Next there is the

XVI WFNS World Congress of Neurosurgery in Istanbul from 20th to 25th August. In

October NSI partners the CNS in their Annual Meeting in Boston from 7th to 11th

October. I do hope that you have made your travel plans to participate in these

important events in which NSI is a partner.

On the domestic front we had a very successful 2nd Superspecialty CME at Gopalpur on Adult Neuro-

Oncology. This was attended by around 70 young members of our Society. We had Dr Sujit Prabhu assisting

our own senior members in conducting this CME. We do intend to continue this endeavor which is becoming

    very popular.

Hectic preparations are on for the NSICON 2017 at Nagpur from 30th November to 3rd December. The

theme of the meeting is “Innovation and Indigenisation”. Dr Lokendra Singh and his team are striving to

have an innovative and unique conference – so do block your dates.

We are in the third year of our term and elections are due for the whole executive committee this year.

Notice for elections has been issued – those desirous of contributing towards the Society are welcome to file

    nominations and participate.

As always do feel free to contact any of the office bearers regarding any suggestions and changes that you

desire. We will do our best to meet your aspirations.

    Warm regards.

Ashish Suri, Bhawna Sharma, Malla Bhaskara Rao, N Muthukumar, Paritosh Pandey, Suresh Sankhla, Vinay Goyal, K

    Sridhar, Lokendra Singh

    Central Office: Navneet Arora

Dr. Deepu Banerji welcomed all the members to the midterm EC Meeting 2017 and hoped that they had gone through

the agenda with the annexures. He then handed over the proceedings to the Secretary - Dr. V. P. Singh.

    2017/MEC/01 - Obituary

Dr. V. P. Singh informed the council of the sad demise of Dr. K. V. Mathai earlier this year. His demise is a huge loss for the

neuroscience fraternity in our country. The council stood in silence for a minute as a mark of respect for the departed

    soul.

2017/MEC/02 - Approval of minutes of the EC Meetings held at Chennai in December

Dr. V. P Singh informed that the minutes of both the EC meetings along with those of the General Body Meeting have

been circulated to all the members and published in the newsletter. He asked if there were any modifications or

suggestions by the members. The minutes were passed unanimously being proposed by Dr. Daljit Singh and seconded

    by Dr. R. C. Mishra.

    2017/MEC/03 - Secretary's Report

Dr. V. P. Singh presented the Secretary's report. The NSI membership during the Chennai meeting stood at 2596

members including 1931 full members and 665 associate members. Subsequently we have added 48 new full

members including 26 members who converted from associate to full membership. We also have 66 new associate

members. So our membership now stands at 1979 full members and 705 associate members giving a total of 2684

members. Dr. Suresh Nair remarked that efforts should be made to find the email addresses of those 500 full members

whose email addresses are not available. Dr. V. P. Singh instructed Mr. Navneet Arora to circulate the list of members

whose emails are not available to all the EC members so that efforts can be made to update them. Dr. V. P. Singh further

informed the council that there are around 142 associate members whose membership has expired. They will be

requested to convert to full members and if no

response is received, their membership will cease. Dr. Suresh Nair requested for the list of associate members whose

    associate membership has expired.

Concern was expressed that the number of associate members joining the society is less and efforts must be taken in

the educational institutions to create awareness among trainees. Members also discussed ways to increase full NSI

memberships. It was discussed to make a flyer to inform regarding the benefits of becoming NSI members. There was a

suggestion to start skills course for private practitioners in national institutions. Various steps were discussed for the

same. It was decided to form a membership subcommittee consisting of Dr. R. C. Mishra, Dr. Suresh Nair, Dr. Suresh

Sankhla and Dr. Malla Bhaskar Rao – who would spearhead efforts to co-opt new members.

On the academic front the instructional and foundation course were held in Chennai in January this year under the

mentorship of Dr. V. Sundar. The next set of courses would be held in Delhi with Dr Manmohan Singh in charge on 29th

and 30th July 2017. The second Superspecialty meeting would be held in Gopalpur, Odisha on the 15th and 16th of

July. The topic would be adult neuro-oncology and Dr Sandip Chatterjee would be the course coordinator. Intas

Pharma would be the main sponsors of the meeting this year also. It was decided not to register the applicants who

    had attended last year.

On the international front the Society of Neurosurgeons of South Africa are hosting the friendship meeting with the

NSI in Durban from 3rd to 6th August. There is an enthusiastic response from our members and a NSI delegation of ten

members led by our President Deepu Banerji would be participating. This would include NSI office bearers,

representatives from Nagpur who are hosting the reciprocal visit, and members from the EC as well as general

members. Dr. V. P. Singh informed that the people who have represented NSI in the previous delegations are not

included in the delegation. This would be followed by the World Federation of Neurological Surgeons meeting from

20th to 25th August in Istanbul. NSI would be represented here by Dr. Suresh Nair and Dr. V. P. Singh. Dr. Deopujari

would be an alternate delegate. The joint CNS – NSI meeting would happen in Boston from 7th to 11th October. Dr. R.

    C. Mishra informed that the CNS officers have actively involved the NSI members in the scientific committees. Dr.

Mishra proposed that the CNS be invited as the friendship society for the 2020 NSI Conference and this was accepted.

Dr RC Mishra has arranged some finances to help NSI full members in non practising jobs and it was decided to provide

grants of 1000 US Dollars to those who fulfil the criteria. We have had fruitful discussions with AANS for the friendship

meeting in Jaipur next year and Dr Rick Boop and Dr Anil Nanda are coordinating the effort from the AANS side and Dr

Deopujari from the NSI side. So far the AANS has not confirmed the time of the reciprocal meeting.

Regarding our NSI books initiative: the book on Paediatric Epilepsy Syndromes is already printed and the Hand book of

Clinical Scenarios is in the final stages of printing. The book is being sponsored by Intas and they would also be

distributing the books to all the NSI members. The work on another book on Neuropathology is under way with Dr.

Chitra Sarkar, Dr. Geeta Chacko and Dr. Vani Santosh being the Editors. This should be ready by December.

A new NSI app is being developed and Dr. Paritosh Pandey presented it to the members. The cost of the mobile

application would be Rs. 1,50,000/- and the ongoing cost per year would be Rs. 15000/- plus taxes. It was decided to

develop the mobile app in all three formats. The matter of internet security was also discussed. The NSI website is also

being revamped giving it a new look. Mr. Navneet Arora presented the prototype to the council. The council was

appreciative of both the NSI app and the website.

    2017/MEC/04 - Treasurer's Report

Dr. P. Sarat Chandra appraised the council regarding the financial status of the society. The Treasurer's Report is

attached as an annexure. It was decided to transfer the surplus amount from the NSICONs of Coimbatore and

Hyderabad to their organizing committees as soon as possible. The matter of auditing the accounts of the NSI

Conference was discussed– whether they should be audited only by the NSI auditor or both the organizers and the NSI

auditor. It was decided that auditing the accounts twice would not serve any purpose and the local organizing

committee would get the accounts audited by the NSI auditors only.

2017/MEC/05 - Financial issues / CA – Filling of returns, change of address & submission of details to Charity

    Commissioner

The Chartered Accountant of the NSI was invited to the EC to give clarifications on various matters specially of filing of

income tax, service tax and TDS returns. He informed that the ITR of 2015-16 and 2016-17 financial years had not been

filed. There has also been delay in filing the service tax returns resulting in some penalties. Concern was expressed on

the delay in filing various returns and the CA was requested to expedite the matter. The Treasurer was requested to

follow this matter urgently. The CA was also told that any delay in receiving any clarifications on financial matters

should be brought to the notice of the Treasurer urgently and speedily resolved.

The matter of filing the constitution amendments and the change of office bearers report with the Charity

Commissioner was then discussed. It was not clear when this was last done and it was decided to appoint a lawyer

from Mumbai who would look after the same.

    2017/MEC/06 - CME Convenor's report

Dr. N. Muthukumar presented the CME Convenor's report and informed that the format of the CME has remained the

same as in the previous two years. However, as per the decision taken during the previous EC meeting, in view of the

poor attendance of neurologists for the CME, the neurology and neurosurgery sections will be combined together into

one session only without any parallel sessions. The CME will consist of invited lectures, symposium on Endoscopic

neurosurgery, Controversies in spine surgery and cranial surgery sessions and a "How I do it" Video session. Both

controversies sessions will involve delegate participation with voting pads as was done in the previous two years. The

CME will conclude by 5 PM to enable the organizers to prepare for the Inauguration ceremony.

The matter of one day registration for neurologists was raised. This matter has already been discussed in the previous

EC meeting and not found feasible. Dr. Vinay Goyal informed that the neurologists are not interested to write articles

for the CME book and suggested that the articles be published as a Neurology India supplement. This was not

accepted. The "Progress in Clinical Neurosciences" will follow the same format as in the previous years and Intas

Pharma would be again sponsoring the CME Book.

    2017/MEC/07 – Editor's Report

Dr. Sanjay Behari, Editor Neurology India informed the council that the third issue of the year shall be out for

distribution in a couple of days. All the issues are now always out in the first week of every issue date. A new layout has

been implemented this year for the journal and the first page of every article is now colored and every original article

now has a key message. Neurology India submission guidelines are also being updated. The supplement on epilepsy is

ready and Dr. Malla Bhaskar Rao the editor of the supplement has arranged sponsorship of Rs. 3 lacs from Zydus, Braun

    and GE MRI suite.

Dr Behari further informed that the impact factor of the journal according to Thomson Reuters is 1.4. He requested all

the EC members to motivate NSI members to quote recent articles from Neurology India in any article they publish. He

informed the council regarding the details of web access of the journal by the members, the details of manuscript

submissions and acceptance rates. For the current year 387 articles were submitted of which 45 articles were

accepted, 93 rejected and 249 articles were still under review. He further informed that two mails are sent to all the

members telling them of the new issue. Those members who have not received the journal are sent copies by the

    Editor.

He further informed that the two books published under the NSI books initiative would be distributed to all the

members free of cost. There are plans to publish a book on "Neuroscience Institutions of the Country" compiled from

"Citadels Sculpting Future"; a book on "Eminent Neuroscientists of India" by Prof. PN Tandon, Prof. Sunil Pandya, Prof.

Gourie Devi; and a Supplement on Movement disorders with Prof Milind Deogaonkar and Dr. Sanjay Pandey as editors.

He proposed that term of editor of Neurology India should be for 5 years: one year as subeditor, three years as Editor,

and one year as Editor with a sub-editor. This was not accepted as it could be changed only as a constitutional

amendment. He also proposed that the best 2 videos submitted to Neurology India website should be awarded every

year. This was kept in abeyance as the video library was not fully active - Dr. Suresh Sankhla and Dr. Ashish Suri were

nominated to promote the video library. The matter of starting webinars was also discussed. The EC authorized Dr.

Sanjay Behari to go ahead. The members appreciated the efforts of Dr. Sanjay Behari and passed the Editor's Report

    unanimously.

Dr. V. P. Singh read out the report sent by Dr. V. Rajshekhar on the Board of Education activities for the year. The 11th

NSI Instructional and 5th Foundation Courses were held in Super Specialty Hospital, Chennai on 28 and 29 January

2017. More than 35 candidates attended the Instructional Course and nearly 30 attended the Foundation Course.

Both courses were well appreciated by the candidates. The 12th Instructional Course and 6th Foundation Course is

scheduled to be held in AIIMS, Delhi in the last week of July 2017. Dr. Manmohan Singh is the local coordinator.

There are repeated requests from the candidates to increase the frequency and duration of the courses. The matter

was discussed and it was suggested that the number can be increased to three per year from next year onwards by the

    next chairman.

The 2nd Superspecialty CME is scheduled for 15 and 16 July 2017 on adult neuro-oncology in Gopalpur. The co-

ordinator of this course is Dr. Sandip Chatterji. The foreign faculty would most likely be Dr Sujit Prabhu. Intas Pharma

would continue to support the CME fully.

Dr. Deepu Banerji informed regarding the curriculum of the NSI fellowships which are being planned in three sub-

specialities: a. Stereotactic and Functional, b. Epilepsy, c. Neurovascular intervention. He informed that they had

received the proposed curriculums for all three from Dr. Paresh Doshi, Dr. Bhaskar Rao and Dr. Shakir Hussain

respectively. More work is required to mould it in a uniform standardized format. The matter was discussed in detail

and it was decided that the Board of Education would circulate the fellowship curriculum to all its members and then

    follow up on the same.

2017/MEC/09 – Private Practitioners' Forum Report

Dr. Suresh Sankhla informed that the Forum's session at Chennai was attended by about 60 members and the subject

was "Sponsorships in Medical Practice and MCI Guidelines". There was active participation by the audience who felt

that sponsors play a very important role in the medical education activities. MCI regulations are unclear on the

subject. They felt that as MCI is not taking any firm steps on the issue, NSI should come

forward and take the initiative and form guidelines on sponsorships. Dr Sankhla was authorized to go ahead with this

initiative. He wanted the forums to be advertised better through signages and slides in between sessions. He further

informed that two topics were being considered for this year's session - generic medications or professional security

of the doctors. It was decided to discuss security issues in Neurology and Neuro Surgery practice in the forum session

    at Nagpur.

2017/MEC/10 – Young Neuroscientists Forum Report

Dr. Paritosh Pandey informed that the young neurosurgeons forum on "Neurosurgical training in India: pitfalls and

expectations" was attended by more than 150 members. This was to assess the level of satisfaction among the

students and young neurosurgeons regarding their training, and understand the limitations of present methods of

training in both MCh and DNB courses. After much deliberation during the session, following points emerged, and the

audience wanted to send these points to the Executive committee of NSI.

    1. Instead of one final exam deciding the pass/fail status of the candidate, there should be stepwise examination, with

separate exams for basic neurological exams, operative sessions and recent advances at different stages in their

    residency.

    2. Exposure to all the fields and subspecialties of neurosurgery must be assured. If a particular subspecialty is lacking in

an institution, the head of that institution should ensure that their residents get that exposure from some other

    institution.

    3. There must be regular feedback from the faculty to the students.

    4. There should also be a feedback from the students on their teachers, and students must identify the shortcomings

of their training program, and voice their expectations and needs clearly to the program directors.

    5. NSI should ensure basic uniformity in the training, and should lay down minimum training guidelines, including

minimum operative experience in both courses.

    6. There should be visits of residents to different institutions, so as to give the trainees maximum exposure.

    7. The residents welcomed the various fellowship programs run by the NSI and wanted the expansion of the

    educational activities by NSI.

It was discussed that NSI does not have the power to implement these suggestions but the same can be circulated

among the different institutions requesting for implementation.

Dr. Paritosh Pandey then informed that the next Young Neuroscientists Forum topic would be "Future of

Neurosurgery: use of technology". He further informed that apart from the above, the online activities are going on,

and there is good participation in the same.

    2017/MEC/11 – Legal Cell Report

Dr. Daljit Singh, Convener of Legal Cell informed the EC that the first Legal Cell forum meeting was very well received

with two sitting High Court Judges and one member of the State Health Commission participating. There was

enthusiastic audience participation and the hall was small for the big turnout. It was suggested that the forum

conveners should contact the organizing secretary well in advance regarding the capacity of halls required

for each session. He further emphasized that the Legal Cell can be advertised through newsletters and mass mails

regarding its functions and members can contact for any legal issues. The members of legal cell can then form an

opinion and place the same in the court of law. It was decided to have a legal cell page on the NSI website.

2017/MEC/12 – Women in Neurosciences Forum

Dr. V. P. Singh informed that a Women in Neurosciences forum was started by NSI with Dr. Suchanda and Dr Bhawna as

convenors. However some women members wanted to form their own separate society. He has communicated to

them that NSI is willing to include the forum as a part of NSICON only if they are a part of NSI and not as a separate

society. He further informed that he is awaiting the decision of the women neurosurgeons.

2017/MEC/13 – Website Educational Content Report

Dr. Malla Bhaskar Rao informed that in spite of several attempts, the proceedings of the Instructional & Foundation

Courses held at Jaipur and Chennai were not submitted. Also the orations during the NSICON2016, Chennai were not

recorded and hence are not available for archiving on the website. He had also not received even one response from

anyone regarding the case of the month. It was decided that Dr. Bhaskar Rao should coordinate with the education

course coordinators and the organising secretary of the NSICONs to get the educational contents for the website. He

proposed to put up a few images of neuroradiology before CT & MRI era sent by Prof. S. Balaparameswara Rao and the

video of Dr. Ramamurthi prepared by Dr. K. Sridhar on the NSI website.

2017/MEC/13 – Life Time Achievement Awards

Dr. V. P. Singh informed the council that he had received five nominations of whom it was decided to confer the lifetime

achievement awards to Prof. Dr. C. U. Velmurugendran, Prof. Dr. S. Athiappan, Dr. Ranjit Nagpal and Prof. Dr. V. P.

    Mondkar.

    2017/MEC/14 – Pre-Conference Workshop, CNS Simulation Report

Dr. Ashish Suri informed that the response for the five pre-conference workshops conducted during NSICON 2016 in

Chennai was very good and all were well attended. This year there would be only one pre conference workshop - the

NSI-CNS Simulation Workshop with 4 modules and 5 work stations each. He felt that now we could conduct the

workshop with one or two CNS faculty. It was decided to continue the collaboration with the CNS. The matter of the

advance module for the simulation workshop was also discussed. The EC also suggested another workshop on

endovascular module and this was accepted.

    2017/MEC/15 – NSICON 2017 Orators / Scientific Program

Dr. Suresh Nair informed the EC that this year the Baldev Singh Oration would be given by Prof. William T. Couldwell

and Ramamurthi Oration would be delivered by Prof. Edward Benzel. Dr. Suresh Nair informed that there would be five

parallel halls for the scientific program including the Neuro Nurses Program. He further informed that he planned to

have debates during the morning sessions from 7:45 to 8:45.

Dr. Deepu Banerji appraised the EC regarding the conduct of the symposiums. Dr. Lokendra Singh requested if the

organizing committee can have some part in the scientific program. He was informed that he can make suggestions

regarding the same to the Chairman, Scientific Committee.

Dr. K. Sridhar, the organizing secretary for NSICON 2016 informed that despite the unfortunate events before the

conference, the conference went very well with more than 1350 delegates participating including Neuro-nurses. The

registration fee collected was Rs 1.46 crores and the sponsorship was of Rs 2.68 crores. So a total of more than Rs 4

crores was received and some sponsorship amounts are still to come. The total expenses were approximately Rs 3.1

crores. He informed that the expenses were increased due to the cyclone. He then informed that the accounts would

guidelines could be used against members in medicolegal cases. Dr Deepu Banerji mentioned that guidelines are just

recommendations and are not binding. It was resolved that the guidelines once decided would be made available on

the website and adopted only after due consideration. Dr. Sankhla reported that a small meeting on Head Injury was

arranged during the Chennai conference, in which many interersted members were invited. It was felt, in that

meeting, that head injury prevention initiative should be taken by NSI along with other like minded societies. It was

of the same from CNS so far. The council requested Dr R C Mishra to follow-up so that the draft may be circulated

amongst the council and be ready for signing during the Boston meeting. It was decided to continue the collaboration

with the CNS. Dr V P Singh clarified that the President of the CNS or his nominee and the CNS NSI Simulation workshop

faculty only have to be hosted during the NSICON and they would reciprocate. Regarding the SANS module Dr Mishra

informed that he had requested CNS to reduce the cost of the SANS module but nothing has been communicated so

    far.

Dr V P Singh informed that the last GB had decided that for continuing the named awards a fresh corpus of Rs10 lakhs

will have to be given by the sponsors of the awards. Amongst all the awards only the address of Ciba Geigy could be

traced out – to whom a letter had been sent but with no reply. For the others viz. Herbert Krause and Dr K K Bisaria

awards, no addresses could be found. Dr Sridhar proposed to ask Dr Kalyanaraman regarding the Herbert Krause

    the members.

    2017/MEC/22 – Letters for discussion

Dr V P Singh read an email from Dr Justin from UK who has setup a conference listing website - which he wants to link

with the NSI website. This was not accepted.

There was a proposal from Docplexus which is a commercial site to join hands with NSI. Members were of the opinion

that the Society doesn't need to be associated with it or any other similar commercial organization.

There was another letter from Dr Deepu Banerji regarding the proposal from Clinical Neurosurgery journal to have the

annual conference neurosurgery abstracts printed in one of the quarters. The advantage is that our abstracts will be

study the financial deal proposed by them.

2017/MEC/24 – Any other matter with the permission of the chair

Dr K Sridhar emphasized that there should be a detailed document which needs to be signed by the organizer of

NSICON and NSI. At present there is a brief document which is insufficient. Dr V P Singh proposed to work on the same

in association with Dr K Sridhar and present in the next meeting.

Dr Deepu mentioned that there should be a cap on the time of all agenda items. This was not accepted as it was felt

that no EC member should be denied their say.

Dr Deepu Banerji thanked Dr Hemant Bhartiya and his team for providing gracious hospitality for holding the council

meeting. The President then thanked all the members for their active participation to the deliberations of the meeting

    and closed the meeting.
