State Set to Widen Segment of I-71 North of Columbus

COLUMBUS, Ohio (AP) The state plansto start work on widening a section ofInterstate 71 that can slow the drive betweenCleveland and Columbus.

The highway in each direction narrowsfrom three lanes to two for 27 mi. in countiesnorth of Columbus. The addition of extralanes has been approved by an Ohio

Department of Transportation panel that setspriorities for road projects.

The work will be done in three stages,with construction expected to begin nextsummer. The Columbus Dispatch reports thefirst phase got a green light Dec. 9 and is esti-mated to cost $46.9 million, to be paid forthrough gas taxes and federal grants.

Wetlands Restoration Project Impacts Ohio FarmlandDoug Putnam’s wetlands restoration proj-

ect was typical of the more than 10,000 cur-rently under way throughout the UnitedStates — that is, until it took on a new mean-ing and purpose.

The 65 acre farm owned by Putnam andhis family is located on the north side of stateRoute 385, two miles west of Roundhead,Ohio, in Hardin County. At times it had beenrented out as a pasture for cattle, but, “It didnot lend itself to crop farming,” Putnam said.“From the high end to the low end the prop-erty dropped 33 feet.”

In March 2007, the Putnam tract wasapproved for the Wetlands ReserveProgram, a voluntary program offeringlandowners the opportunity to protect,restore and enhance wetlands on their prop-erty. With technical and financial supportprovided by the USDA Natural ResourcesConservation Service, the goal is to establishlong-term conservation and wildlife prac-tices and protection.

Outdoor MemorialJust as work was about to begin, the

Putnams’ only son, 27-year-old Bryan, diedunexpectedly. At that point the wetlandsproject was dedicated as a memorial toBryan.

“It became a labor of love for me,”Putnam said.

The Putnams laid out the initials “BP”with wetland features, including two serpen-tine trenches that hold water and form theouter perimeter of the initials.

Work began in the summer of 2007 whenPutnam repaired and replaced existingdrainage tile that was in the field, followedby the building of 13 ponds to attract migra-tory waterfowl and provide aquatic vegeta-tion. December rain filled the ponds.

The next spring more than 5,000 treeswere planted. Next the property was seededwith annual and perennial ryegrass, orchardgrass, bluegrass, timothy and red clover. In

the fall of 2008, Putnam leveled the drainagetile trench backfill with a dozer blade, fol-lowed by fine grading and preparation forseeding with a soil conditioner.

5600 Is ‘Big Help’AToolcat 5600 utility work machine, pur-

chased from Bobcat of Lima, was usedextensively to complete much of the project.

“This was my first experience withBobcat equipment and I couldn’t be morepleased,” Putnam said. “The Toolcat 5600compares favorably with all the equipment Ihave ever used. It was a big help. It allowedme to do things that no other piece of equip-ment will do.”

He used the utility work machine toremove trees, grade with the dozer blade,finish grade with the soil conditioner, pickup shrubs with the grapple bucket and trans-port supplies with the pallet fork.

He expected the development of the proj-ect to continue for several years, with theutility work machine playing an importantrole in future construction and maintenance.

Connecting investments in new roads, bridges, bus routes,rail lines and airport access to the creation of new jobs andeconomic development, Ohio’s Transportation ReviewAdvisory Council (TRAC) is recommending $167.6 millionin new funding commitments for several multi-modal proj-ects across the state.

The TRAC — the bi-partisan independent committee thatassists the Ohio Department of Transportation (ODOT) inselecting its largest investments - unveiled its 2011 draft list-ing of major new construction projects this morning inColumbus.

The TRAC is proposing that ODOT invest more than$74.6 million in new engineering, design and right-of-waycosts for projects still in the planning stages across the state.Some of these new state funding commitments add to invest-ments already being made by local communities.

Among the largest projects to receive new funding are $27million to continue design of the new Brent Spence Bridgecarrying Interstates 71 and 75 over the Ohio River inCincinnati and $20 million for detailed design work on theState Route 7 Chesapeake Bypass to help ease congestionand spur economic development in Southern Ohio.

The TRAC is also proposing to invest more than $90 mil-lion in new construction, including $35 million for the firstphase of the Cincinnati Streetcar plan, a project that wouldconnect the city’s two largest employment centers ofUptown and Downtown with electric streetcars operating onfixed rail.

Also being proposing is $15 million in new funding tohelp the Stark Area Regional Transit Authority build the newMahoning Road Transit Corridor in Canton; more than $13million to partner with the Lucas County Engineer on build-ing a new and safer railroad-roadway underpass at a high-traffic location on McCord Road in the Toledo area; andmore than $14 million on a similar railroad-roadway under-pass on State Route 58 in Wellington.

Other projects proposed for additional construction fund-ing include $6 million to widen U.S. Route 42 inStrongsville and more than $7 million to add bus lanes onU.S. Route 6, U.S. 20 and State Route 2 in the Clevelandarea.

To improve Ohio’s logistics connections for shippingfreight, the TRAC is also proposing new engineering anddesign work on a multi-modal freight rail extension to the

Dayton International Airport and a new roadway connectorfrom U.S. 23 to the growing Rickenbacker Airport andIntermodal Terminal south of Columbus.

The TRAC also voted to FAST TRAC construction of athird travel lane on I-71 in Morrow County. FAST TRACwas introduced earlier this year by the TRAC as an invest-ment tool to cut red tape and consider important transporta-tion projects on an “as needed” basis, instead of the typicalfour-year planning horizon.

ODOT hopes to award a design-build contract on the first

phase of this I-71 project in the next several months —worthapproximately $46.9 million — meaning construction on thenew third lane in each direction between State Route 95 andthe Richland County line could begin as soon as next year.

ODOT and the TRAC will now begin to accept publiccomments on the recommended funding in the 2011 DraftTRAC Project List, with a vote to finalize the list expectedin March.
