LOUISVILLE, Ky. (AP) The cost of a study into howdrivers will react to tolls in the Ohio River Bridges Project isburgeoning and is now nearly 10 times the amount allocatedby the Kentucky Transportation Cabinet. Invoices obtained by The Courier-Journal of Louisville
show state officials have paid Wilbur Smith Associates ofColumbia, S.C., $765,218 to date and the total cost is nowabout $1 million. The newspaper obtained the documenta-tion under the Kentucky Open Records Act. The cost has mushroomed from the initial allocation of
$127,214, records show. The company said the study was broadened to include a
computer model showing greater detail that is expected tocounter flaws that have skewed past estimates on toll roadselsewhere. The study is needed for the Louisville and Southern
Indiana Bridges Authority to determine toll rates for the newbridges. It will provide traffic and revenue forecasts, which
investors typically review before buying bonds to pay for tollroad construction to assure enough funding will be producedto pay the bonds off with interest. Although forecasts in other studies haven’t materialized,
Kentucky Transportation Secretary Mike Hancock andWilbur Smith officials say the study under way is different. For instance, planners are using cameras to contrast local andthrough traffic, measure the amount of trucks compared topassenger vehicles and determine traffic flow at differenttimes of the day. “There are some large decisions that are going to get made
over the next year,” Hancock said. “And we just need thebest possible information we can have in terms of what thetraffic is most likely to be, so we’re making those decisionsfrom a position of strength.”
Cost Climbs With Wider Study of Ohio River Toll Bridges
CLEVELAND (AP) Ohio Turnpike employees makeabout 17 percent more than workers doing similar jobs at theOhio Department of Transportation. The Plain Dealer newspaper reported May 15 that turn-
pike employees made, on average, $62,700 in 2010.Transportation department employees made about $53,300.The turnpike number excludes toll collectors, who have nocounterparts at ODOT. Ohio Turnpike Commission Chairman Joseph Balog said
the salaries are justified because the turnpike offers betterservice and maintenance than ODOT-maintained roads. But Sherri Warner, a legislative agent for the Ohio
Trucking Association, said keeping turnpike worker pay inline with ODOT pay could reduce turnpike expenses andkeep tolls lower or delay increases. Gov. John Kasich has proposed leasing or selling the turn-
pike, saying a lease to a private operator could yield $2.5 bil-lion.
