Introduction

Challenges to international competition horse movement are well known

They are overcome – in principle – in the EU EU registered horse Accredited Third Countries

Are there opportunities for global harmonisation?

Here is a proposal!

Some key issues regarding sanitary regulations

Countries often request more measures than contained in the OIE Code

Countries often request measures that are not contained in the OIE Code

Countries request measures for diseases that do not affect horses (e.g. FMD)

Example : Equine Viral Arteritis

Example: Equine viral arteritis (12.9.) Recommendation for import of stallions: no clinical signs 28 d prior &

on day of shipment and 1. Isolated 28 d and blood tested <21d prior to shipment with

negative result or 2. Test at 6-9 mths of age

If positive: retest after 14 d and vaccinate /revaccinate or 3. Isolated and tested within 7 days with neg result & vaccinated &

isolated for 21 d after vaccination & revaccinated or 4. If tested positive : test mate with 2 neg. mares and test at time of

mating and 28 days later: result to be negative or Semen tested negative 6 mths prior to shipment or Semen tested negative within 6 mth after positive blood sample and

vaccinated, revaccination OIE Manual Prescribed test: Virusneutralisation in serum or semen Additional recommendations for castrates and semen

Proposal

CONSIDERATIONS A certain number of sport horses (FEI and racing)

are under constant veterinary supervision They are “athletes” of high performance They move frequently internationally between

continents They enter countries on a temporary basis for

competition purpose only, not for breeding They are kept in bio-secure environments at home

and at event location

They can be defined as a

SUB POPULATION of the global equine population

Proposed name

HHP horse (High health, high performance horse)

Definition of the HHP sub-population

They have to meet the following criteria: 1. HEALTH criteria Animal is disease free of OIE notifiable diseases Undergoes a vaccination scheme, recognised

globally: • Consisting of a set of “core” vaccinations plus region specific vaccinations

2. PERFORMANCE criteria to enter, maintain and exit membership a) ENTRY capable to perform at FEI horse: disciplines levels to be decided on, but inc Championship / Games level Race horse: at Group / Graded races?

b) MAINTENANCE FEI horse: continued proven ability to perform at these levels Race horse: continued proven ability to perform at these levels c) EXIT FEI horse: inability to perform at these levels Race horse: dito

3. IDENTIFICATION & TRACEABILITY Passport Micro-chip Sub-population membership 4. CERTIFICATION Accreditation of usual residence and venue of competition to be compliant with

Biosecurity Guidelines - general

This is the framework within which the sub-population concept is embedded

It gives the basic assurance that the HHP horse comes from a healthy environment, competes at a healthy environment and returns to a healthy environment without carrying the risk of infection

Equine disease free zones (EDFZ)

Public – Private – Partnership (PPP) Putting in place the HHP sub-population concept

is largely the responsibility of the equine industry Veterinary Services shall recognize the sub-

population as a “compartment” (OIE Code) and establish special measures for their temporary importation

Certification required for limited number of diseases harmonized disease relevant minimum residence and quarantine periods

Outlook

Once the HHP sub-population concept with its key elements: Animals meeting membership criteria Locations meeting biosecurity criteria is set up: travel conditions for HHP horses are facilitated OIE concept of “compartmentalization” is applied Equine Disease Free Zones for equestrian events are generally accepted
