Health Concept, Inception Meeting, 19-20 December 2013, Tokyo, Japan
• Project period
• 2013 to 2018 – five years
• Project area
• Asia an the Pacific Region
• Overall goal
• To reduce the impact of outbreaks of zoonotic
diseases in the region
OIE/JTF Project for Control and Prevention of
Zoonoses in Asia Under One Health Concept
Project Objective and Components
Overall objective
To strengthen capacity of Veterinary Services and
enhance collaboration between Veterinary Services
and Public Health Sector of member countries in Asia
for controlling zoonoses
Three components…
Project Objective and Components
Component 1:
Assessment of HPAI Control Measures
Component 2:
Preparedness to Zoonotic Influenza
Component 3:
Strengthening Rabies Control
Assessment of HPAI Control Measures1
OBJECTIVES:
To provide Members
with options of effective
HPAI control measures
with related data or
evidence.
EXPECTED OUTPUT
Report of evaluation,
study and analysis
Providing models or
options for HPAI
control measures with
evidence
Assessment of HPAI Control Measures1
Proposed activities
• Evaluation of AI control measures adopted in Asia
• Study the lessons learnt from AI vaccination
• Comparative analyses for economic and social
impacts of AI control measures
• Preparing options for AI control measures
including application of vaccine (in combination
with other measures, exit strategy etc.)
• Extension/dissemination of the output through
workshop, seminar, training etc.
1Activities for Jan. – July 2014
• Hold the 1st WG Meeting
• Search and collect relevant scientific papers,
reports, literature etc with the assistance of
experts
• Organize expert group meetings or field studies
when necessary and considered effective
• Prepare activities for August 2014 – July 2015
Preparedness to Zoonotic Influenza2
OBJECTIVES:To improve pandemic
preparedness of Members
by promoting effective
surveillance and
strengthening diagnostic
capacity under multi-
sectoral collaboration
EXPECTED OUTPUTPromote effective surveillance of
AIV in LBM, wild birds, SIV
Strengthen capacity for diagnosis,
detection and/or forecasting of new
strain of influenza virus with
zoonotic nature
Improve pandemic preparedness
of members under multi-sectoral
collaboration
Preparedness to Zoonotic Influenza2
Proposed activities• Surveillance of AI virus (LBM, Wild Birds….)
• Surveillance of Swine Influenza virus
• Provide models for improved management in LBM
• Isolation, identification & characterization of AI/SI viruses & store the
samples in the virus bank of Hokkaido University
• Virological and human serological analyses of AI/SI virus
• Enhance information exchange and sharing amongst members,
including lessons learnt from emergency response to new influenza
virus
• Explore the possibilities to build up Regional Information Network
• Promote contingency planning and pandemic preparedness under
multi-sectoral collaboration
• Organize relevant workshops/seminars/training
2Activities for Jan. – July 2014
• Hold the 1st WG Meeting
• AIV - Field study and monitoring, in collaboration with Hokkaido Uni. and selected
members on the effect of various operational measures in LBM combined with AIV
surveillance
• SIV - Active surveillance on pig farms, with isolation, identification and
characterization of SIV, followed by virological and human serological analyses (Under
the contract with NIAH)
• Study on lessons learnt from incidences like H7N9 and
other zoonotic cases
• Training in collaboration with RL/CC
• Expert group meeting to support above activities
• Prepare activities for August 2014 to July 2015
Strengthening Rabies Control 3
OBJECTIVES:To strengthen Members’
capacity for mass dog
vaccination and dog
population management
as well as to enhance lab
network and information
sharing
EXPECTED OUTPUT
Strengthen capacity for
mass dog vaccination and
dog population control
Enhance lab network and
information sharing
Improve public awareness
Strengthening Rabies Control 3
Proposed activities
• Review of rabies status and rabies control measures in
member countries
• Capacity building for diagnosis and surveillance of rabies
with vaccine handling and evaluation
• Capacity building for dog population management including
animal identification and movement control
• Study on the practices and implications of rabies control in
wildlife
• Organize scientific meetings for lab researchers
• Setting up a library of materials for public awareness raising
• Organize relevant workshops/seminars/training
3Activities for Jan. – July 2014
• Hold 1st WG Meeting
• Collect information regarding status, existing activities,
strategies, etc
• Follow-up, monitor/evaluate activities in Members, including
countries provided with rabies vaccine from HPED
• Capacity building in collaboration with relevant institutes in
the region
• Collect materials, tools etc. for public awareness raising
• Study on specific issues associated with wildlife for some
countries
• Prepare activities for August 2014 to July 2015
