MAJOR OBJECTIVES OF THE ATHLETIC PROGRAM

The purpose of the school athletic program is:

1. Provide the very best for our student athletes, challenge them in athletics and academically and support the mission of our schools and District.

2. To improve the image of the school district, the individual school, and the athletic program.

3. To strive always for excellence that will produce winning teams and individuals.

4. To serve as a laboratory where students learn how to cope with real-life problems and situations which will include:

a. Academic success

b. Physical and emotional growth and development

c. Acquisition and development of individual skills

d. Team play with the development of such commitments as loyalty, cooperation, fair play, and other desirable social traits

e. Directed leadership and supervision that stresses self-discipline, self-motivation, excellence, and the ideals of good sportsmanship that make for winning and losing graciously

f. A focus of interest on activity programs for student body, faculty, and the community that will generate a feeling of unity and pride

g. Achievement of initial goals as set by the school in general, and the student as an individual

h. Provisions for worthy use of leisure time in later life, either as a participant or spectator

i. Grooming, appearance, and behavior that serve to make each individual and team an outstanding representative of Oklahoma City Public Schools

CODE OF ETHICS

It is the duty of all concerned with school athletics to:

Emphasize the proper ideals of sportsmanship, ethical conduct, and fair play

Eliminate all possibilities which tend to destroy the best values of the game

Stress the values derived from playing the game fairly

Show courtesy to visiting teams and officials

Respect the integrity and judgment of sports officials

Achieve a through understanding and acceptance of the rules of the game and the standards of eligibility

Encourage leadership, use of initiative, and good judgment by players on the team

Recognize that the purpose of athletics is to promote physical, mental, moral, social, and emotional well-being of the individual players

Remember that an athletic contest is only a game not a matter of life or death for the player, coach, school, official, fan, community, state, or nation

SEXUAL HARASSMENT/RACE/GENDER/NATIONAL ORIGIN

OR DISABILITY DISCRIMINATION

District policy prohibits: unwelcome sexual advances; requests for sexual acts or favors, with or without accompanying promises, threats or reciprocal favors or actions, or other verbal or physical conduct of a sexual nature, including, but is not limited to: lewd or sexually suggestive comments, off-color language or jokes of a sexual nature, gestures, slurs and other verbal, graphic or physical conduct relating to an individuals sex; or any display of sexually explicit pictures, greeting cards, articles, books, magazines, photos or cartoon, which adversely affect a students performance. Victims shall be referred to the school counselor or principal. Perpetrators may be reported to the police. Any student or group of students, who have been the victim of sexual harassment or harassment based on race, color, gender, national origin, religion, disability, age, or for any other reason, will immediately report the incident to the principal.

The District does not discriminate, on the basis of race, color, gender, national origin, religion, disability, age, or any other reason in providing access to any of its services, programs or activities. Additionally, the District does not tolerate harassment based upon race, color, gender, national origin, religion, disability, age, or any other reason. Any student, who believes that he or she has been a victim of discrimination or harassment, will immediately report the incident to the principal.

If the incident is not resolved at the building level, the student may file a complaint with Student Services at 587-0438.

Review job description, refer any questions to Site Athletic Coordinator (SAC) (evaluations are based upon performance as it relates to job description)

Evaluations: Head coaches will be evaluated at the conclusion of each sport coached by their principal or their designee. When necessary, assistant coach evaluations will be completed using input from the head coach.

Attend annual OCA Clinic and all three regional meetings. Note: Attendance at all three Region 8 Meetings is required for payment of a head high school coachs dues by the District.

Attend professional development opportunities that promote professional growth in the coaching area.

Attend all District athletic meetings

Athletic Files: It is the responsibility of the head coach to verify the following is included in each students athlete file:

Maintain highly organized and productive practice sessions

Organize and promote summer programs (team camps, summer workouts, etc)

Develop pride, teamwork, and a winning attitude among student athletes

Provide and exemplify leadership and discipline

Maintain open communications with athletes, parents, school personnel, media, and administration

Supervise athletes at all times

You are expected to accept the challenge of developing and maintaining an excellent athletic program. We expect to see improvement during the school year. We need improvements in all areas.

What a Site Athletic Coordinator

Expects of the Coaches

In these days of larger numbers of well-trained applicants and of stronger emphasis on credibility and accountability, the need for precise job description specifications has become obvious. At the same time, there is also a need for precise criteria against which accomplishment can be measured. Thus it becomes expedient to consider what a Site Athletic Coordinator does expect of his/her coaches. Several areas follow:

Professional and Personal Relationships

First, there is the area of professional and personal relationships the person-to-person oriented activities. These might well be considered as five basic concepts:

Rapport

A coach must develop a good rapport with any number of individuals and groups with team personnel, with the student body, with the members of the professional staffs involved (grounds, insurance, medicine, police, and etc.), with the community as a whole, particularly with the spectator and support constituents, with the media representatives, with the corps of officials, and with the corresponding coaches of the league and district of which the school is a part. Under no circumstance does this become a mere popularity contest, but there is no denying the value of good public relations where winning and losing, and success and failure are concerned. Image is a matter of importance. Good rapport is invaluable.

Cooperation

The Site Athletic Coordinator expects a cooperative effort among all individuals associated in any degree with the comprehensive program. Coaches must work hand-in-hand with the Site Athletic Coordinator, the Principal, and with other members of the staff. Limited budgets, expanded activity program schedules, and heavy demands on overtaxed facilities make cooperation the magic word. The ability to stay loose and a good sense of humor are important attitudes. Being able to share it out does much to lighten the problems load.

Leadership

Under the heading of leadership is any number of specific items. A coach must have pride, diligence, enthusiasm, enjoyment; all are parts of a professional pride that should be exhibited by any coach. Personal appearance, dress, and physical condition all should be exemplary. Such things as sitting up the practice, developing time integrity, and building attitudes are very important.

(2.2)A coach should be in control at all times. Language, actions, and emotional displays come under close scrutiny, both in practice and in scheduled contests. A coach is also responsible for every facet of discipline. Good discipline is exemplified through the behavior of participants throughout the season (at home and away) and even to a degree for the conduct of the crowd (especially where the student body is concerned). The quality of leadership provided very often makes all the difference.

Improvement

A coach must constantly take advantage of opportunities presented for self-improvement. Attendance at district meetings, rules clinics, special workshops, clinics in specific fields, and in-service training is a must. Membership should be maintained in professional organizations, coaches associations, and other related organizations. Keeping abreast of current literature in professional journals, newspapers and magazines, and utilizing enrichment material available in other media forms is also encouraged. Oklahoma City Public Schools coaches are expected to attend at least two out of the three annual OCA Regional meetings and sports specific meetings. Meetings are held in November, January, and May of each year; reminders are sent out in advance. Attendance at these meetings is taken into account when paying a coachs annual OCA dues. Coaches must attend all Oklahoma City Public Schools athletic meetings and mini-clinics. Our profession is continually changing and staying current is a prerequisite for continued success.

Coaching and Techniques

An additional performance category also must be taken into consideration. This is the area of expectation concerned with coaching and techniques in the assignment itself. Included are the following criteria:

Uses sound and acceptable teaching practices, runs well-organized practice sessions

Completes pre-season planning well in advance of the beginning of the season

Adheres to a highly efficient and technically sound program of injury prevention. When injuries do occur, follows a prescribed routine and maintains good communication with patient, doctor, and parents.

Constructs a well-organized game plan so that problems are anticipated and kept to a minimum

Develops a sound system for equipment accountability, including seasonal inventory, repair and reconditioning, and replacement needs. Purchasing should be accomplished within the bounds of the purchasing procedures and within the allocated budget.

Keeps assistant coaches, student managers, and statisticians well informed as to what is expected, cooperates with maintenance staff, transportation personnel, and others similarly involved in the overall program.

No written word, no spoken plea, can teach our youth what they should be, nor all the books on all the shelves, its what the teachers are themselves.

Coordination of School Activities for Proper School-Parent Relations Section 2.4

Most of the ill will between the school and community can be traced to improper communications. The following check list is designed in an effort to alleviate the major portion of these misunderstandings.

1. Have you made it clear to all involved concerning the exact departure time and location for events? This should be done at least one full day prior to the planned event.

2. Have you made it clear to all involved of the expected time and location of return from events? This should be done at least one full day prior to the planned event.

3. If the participants are to bring a sack lunch, have you made this clear to all involved? This should be done at least two full days prior to the planned event.

4. If you stop for participants to purchase refreshments, have you made this clear to all involved? This should be done at least two full days prior to the planned event.

5. If you make an unscheduled stop on the way home from an activity, this will cause considerable delay in your return. Is it worth the poor community relations to stop and delay the planned return time?

6. Upon your return, do you have telephone facilities so students will be able to call home under your supervision?

7. Do you plan to stay with the students upon their return until all have departed? (This should be a definite YES)

8. Do you check the school bus following your return to see that it is presentable and vandalism has not taken place? (Prevention is the key!)

9. Do you communicate with your site athletic coordinator and building principal well in advance concerning athletics? Also, please check with your building principal regarding the students that will not be counted as absent.

10. Have you sent home the following information:

a. Schedules of games and practices

b. Location of games and practices

c. Names and phone numbers of coaching staff

NOTE:Answers to all of the above questions should be YES with the exception of number five (5), which should be answered NO.

Actions to Avoid Section 2.5

During the past several years, plaintiff/defense lawyers have raised all of the following situations in some way, somewhere, as possible examples of negligence on the part of the physical educator/coach and/or athletic administrator. This collection of situations to avoid unfortunately is not all-inclusive and seems to grow with each passing year.

The avoidance of the following situations can decrease the chances of becoming involved in litigation, and lower the chances of a student getting injured.

1. Not supervising the locker room

2. Permitting a player to officiate a game because an official did not show

3. Leaving activity room doors open

4. Giving your keys to students

5. Have students move equipment beyond their capabilities

6. Permitting horseplay

7. Taking that last phone call instead of supervising the arrival of the next class

8. Letting one teacher supervise two classes because a teacher is absent or must leave for a coaching responsibility

9. Placing a student in the role of supervisor at a practice or gym class

10. Not establishing specific rules of safety prior to the event

11. Emphasizing the outcome of the game over the experience

12. Not getting involved

13. Not properly preparing a class physically. How many of us have skipped or cut short the warm-up time in order to get into the game phase of the class?

14. Permitting unequal competition

15. Physically overextending a student

16. Not following the prescribed curriculum

17. Not having a prescribed physical education or athletic curriculum

18. Not requiring medical examinations prior to participation

19. Not preparing students/players for a specific activity at hand

20. Bypassing fundamental skills

21. Failing to warn people about the potential danger of an activity

22. Not continually reviewing and/or updating the safety checklist

23. Not having a safety checklist

24. Not having an emergency plan

25. Not supplying appropriately sized mats for the activity

26. Permitting activity on a wet, slippery floor

27. Lack of special attention to the atypical child. (I.e. what do you do with the overweight student in the tumbling class?)

28. Leaving balls/equipment on the gym floor during activities/games. (2.5)

29. Permitting people to participate in inappropriate attire (such as not wearing tennis shoes)

30. Using correct equipment in improper manner (such as 2 or 3 people on the diving board)

31. Not taping wrestling mats

32. Participating in improper area (like hallways, locker rooms, or parking lots)

33. Leaving equipment out on the field

34. Progressing too quickly

35. Inadequate lighting in the gymnasium

36. Not correcting an unsafe situation immediately

37. Teaching/coaching an activity you know nothing about

38. Not teaching the safety requirements for an activity

39. Hiring unqualified personnel

40. Not in-servicing personnel

41. Lack of special training for personnel in high risk sports

42. Not supervising informal activity areas, such as the playgrounds

43. Permitting non-physical education teachers to use gyms for recess and free play without establishing prior guidelines

44. Not maintaining written records

45. Not posting safety rules in conspicuous places

46. Permitting running up stairs, in the street unsupervised, in snow, on mud, etc.

47. Failing to check field/equipment on a regular basis

48. Not ensuring you have mat protection both behind the main basketball court backboard as well as behind your cross court backboard

49. Testing the ability of a student before teaching him/her the necessary skills. (Are there football coaches who evaluate a players tackling ability before teaching one how to tackle?)

50. Permitting players to stay around for some extra practice after you and your staff leave

51. Having equipment reconditioned by uncertified or disreputable companies

52. Permitting players to travel by car (and transporting teammates) to games/ practices

53. Complacency: Having a No one will ever sue me attitude

Avoiding the above situations is not the total answer to the litigious explosion in athletics, but it is a good start.

DESCRIPTIONS

Oklahoma City Public Schools

TITLE:Site Athletic Coordinator

REPORTS TO:Director of Athletics/Building Principal

JOB GOALS:

To initiate, implement and enforce policies and procedures of the District and OSSAA.

To serve as a liaison for the District Director of Athletics between the students, faculty, coaches, sponsors, building administrators, and community agencies.

To assume responsibility for establishing and coordinating all athletic events in cooperation with the District Director of Athletics of high schools and middle schools.

To improve upon the competitiveness and winning ways of individuals and teams involved in athletics and other extracurricular activities, in our high school program. NOTE: Middle schools - to teach specific skills that relate to the sport that he or she is coaching that result in student athletes achieving their potential academically, athletically, socially, and morally.

To assist the District Director of Athletics in the administration of the athletic program by coordinating the high schools and middle schools programs.

PERFORMANCE RESPONSIBILITIES:

1. Serve as liaison with the Director and building principal for the implementation of policy and practices.

2. Plan and coordinate, with the approval of the Director, the program of events for the athletic department.

3. Responsible for appropriating and maintaining control of athletic budgets as provided by the Districts athletic department and school activity accounts in cooperation with each schools financial secretary.

4. Assist the Director and building principal with recruiting, interviewing and selection of athletic coaches.

5. Responsible for evaluating all coaches in building and feeder school.

6. Responsible for care of all athletic facilities and equipment, submitting work orders, working with coaches and district ground department on fields, and other duties as needed.

7. Responsible for working in cooperation with the head coach of each sport to work within the allocated budget for each sport at each school.

8. Responsible for working in cooperation with the head varsity coach of each sport to prepare and recommend to the Director the purchase and repair of equipment and supplies.

9. Responsible for insuring that all head coaches submit an inventory and maintain proper storage and care of equipment and supplies.

10. Responsible for arranging contracts with other schools for athletic contests and for game officials, with approval of the Director.

11. In cooperation with building principal, responsible for ensuring eligibility of all student athletics.

12. Assists building principal in the preparation of hosting athletic contests. This would include advance sales, hiring/arranging workers, ambulance service, physicians services, public address system, pre-game and half-time activities, program selling, new media, and etc.

13. Assists building principal in the preparation of travel to non-home events including transportation, meals, hotel accommodations, and etc.

14. Completes and submits end of year summary report for all athletic programs to the athletic office at the conclusion of the school year.

TITLE:High School Head Athletic Coach

CLASS:Coach, Extra Duty

SCHEDULE:In Accordance with the Negotiated Agreement

REPORTS TO:Site Athletic Coordinator/Building Principal

POSITION DESCRIPTION:

The head athletic coach assumes the extra duty of providing coaching leadership in a specified area of the schools athletic program. As a part of that leadership responsibility, the head coach delegates responsibility for specific tasks to the assistant coach (es), and must be a member of the Oklahoma Coachs Association (OCA).

JOB GOALS:

To develop a winning record as a coach and a winning program that results in student athletes that achieve their potential academically, athletically, socially, and morally.

QUALIFICATIONS:

The head athletic coach must be employed by Oklahoma City Public Schools and must know the policies, rules and eligibility requirements of the specified sport as well as the Oklahoma Secondary Schools Activities Association rules. The head athletic coach must have completed Care and Prevention of Athletic Injury (or comparable) training. The head athletic coach must have the same workday as a high school teacher. Other necessary qualities include: ability to assume delegated responsibilities as directed by the site athletic coordinator, the ability to tolerate criticism, the ability to inspire the staff to help carry out the responsibilities assigned, and an attitude that will assume all players a fair opportunity to be a part of the athletic program.

PERFORFORMANCE RESPONSIBILITIES:

1. Accepts total responsibility for the specified sports program from grades nine (9) through twelve (12).

2. Assists the principals and site athletic coordinator in the selection of assistant coaches for that sport.

3. Assist the site athletic coordinator in monitoring performance of assistant coaches in his/her charge.

4. (3.3)Provides the following to the site athletic coordinator before the season begins:

a. An eligibility list of players for certification purposes

b. A complete schedule of events for the year

c. Proof of physicals and insurance forms on each player before the players first participation

5. Accepts responsibility for the enrollment, physical conditioning and supervision of players in that sport

6. Makes systematic grade, attendance and behavior checks on players to ensure their remaining eligible

7. Arranges after school and/or Saturday study tables or tutoring for players when needed

8. Supervises athletes during all games/matches and until the building and facilities are locked and secured after the conclusion of an event.

9. Provides the site athletic coordinator with a list of students who complete the season in good standing for forwarding to the counselors

10. Assists students to be academically eligible to compete in college athletics

11. Assist student athletes with college selection

12. Submits end of season report with requested information to the site athletic coordinator and the districts athletic office within 1 week after the conclusion of the season.

13. Works with coaches at other levels and other schools to develop a consistent program in which student athletes try out for teams

14. Accepts responsibility for teaching proper behavior, conduct and decorum on and off the athletic field or court.

15. Attends meetings, workshops, and clinics sponsored through the District and/or OSSAA and/or OCA.

16. Assist in scheduling and ensure team participation in all OSSAA regional events and in a schedule as follows:

17. Ensure minimum student athlete participation numbers are maintained as directed by the District Director of Athletics.

20. Coaches whose seasons occur during scheduled breaks in the regular school year are required to schedule practices and/or games that cover a minimum of 50% of all breaks that occur during that season (i.e. 10 day break = 5 days of practice and/or games). All players and parents should be notified of these expectations before the season begins.

21. Is present and on time for all events, including practice, unless excused or when an emergency arises

22. Serves through the complete season for one (1) sport before beginning a new one

WORK YEAR, SALARY AND BENEFITS:

This is an extra duty assignment, which will expire at the end of the assignment period and is therefore not protected by continuing contract law. Compensation will be based upon the provision of the Negotiated Agreement.

CLASS DEFINITION:

An extra duty assignment made by the site athletic coordinator and principal to assist the head athletic coach in providing an athletic program in a specified sport.

POSITION DESCRIPTION:

The assistant athletic coach assumes the extra duty of assisting the head athletic coach in the total program of the specified sport. The assistant athletic coach reports to the head athletic coach and carries out the tasks assigned to that position, and are encouraged to become a member of the Oklahoma Coachs Association (OCA).

JOB GOALS:

To develop a winning record as an assistant coach and a winning program that results in student athletes that achieve their potential academically, athletically, socially, and morality. Obtain bus drivers certification.

QUALIFICATIONS:

The assistant athletic coach must be employed by Oklahoma City Public Schools and must know the policies, rules and eligibility requirements of the specified sport as well as the Oklahoma Secondary Schools Activities Association rules. The assistant athletic coach must have completed Care and Prevention of Athletic Injury (or comparable) training. The assistant athletic coach must have the same workday as a high school teacher. Other necessary qualities include: ability to assume responsibilities as delegated by the head coach and the site athletic coordinator, the ability to tolerate constructive criticism and a commitment to give all players a fair opportunity to be a part of the athletic program.

POSITION DESCRIPTION:

The head athletic coach assumes the extra duty of providing coaching leadership in a specified area of the schools athletic program. As a part of that leadership responsibility, the head coach delegates responsibility for specific tasks to the assistant coach(es), and must be a member of the Oklahoma Coaches Association (OCA).

JOB GOALS:

To develop a winning record as a coach and a winning program that results in student athletes that achieve their potential academically, athletically, socially, and morality. Obtain a bus drivers certification.

QUALIFICATIONS:

The head athletic coach must be employed by Oklahoma City Public Schools and must know the policies, rules and eligibility requirements of the specified sport as well as the Oklahoma Secondary Schools Activities Association rules. The head athletic coach must have completed Care and Prevention of Athletic Injury (or comparable) training. The head athletic coach must have the same workday as a middle school teacher. Other necessary qualities include: ability to assume delegated responsibilities as directed by the site athletic coordinator, the ability to tolerate criticism, the ability to inspire the staff to help carry out the responsibilities assigned, and an attitude that will assume all players a fair opportunity to be a part of the athletic program.

PERFORFORMANCE RESPONSIBILITIES:

1. Accepts total responsibility for the specified sports program from grades 6 through eight.

2. Assists the principal and site athletic coordinator in the selection of assistant coaches for that sport.

3. Assist the site athletic coordinator in monitoring performance of assistant coaches in his/her charge.

Provides the following to the site athletic coordinator before the season begins:

a. An eligibility list of players for certification purposes

b. (3.8)A complete schedule of events for the year

c. Proof of physicals and insurance forms on each player before the players first participation

4. Submits end of season report with requested information, to the site athletic coordinator. Accepts responsibility for the enrollment, physical conditioning and supervision of players in that sport.

5. Makes systematic grade, attendance and behavior checks on players to ensure that remaining eligible

6. Arranges after school and/or Saturday study tables or tutoring for players.

7. Supervises athletes during all games/matches and until the building and facilities are locked and secured after the conclusion of an event

8. Provides the site athletic coordinator with a list of students who complete the season in good standing, forwarding to the counselors

9. Assist students to be academically eligible to compete in high school athletes.

10. Works with coaches at other levels and other schools to develop a consistent program in which student athletes try out for teams

11. Accepts responsibility for teaching proper behavior, conduct and decorum on and off the athletic field or court.

12. Attends meetings, workshops and clinics sponsored through the District and/or OSSAA and/or OCA.

13. Assist in scheduling and ensure team participation numbers are maintained as designated by the District.

14. Ensure minimum student athletic participation numbers are maintained as designated by the District Director of Athletics.

15. Responsible for athletic fields and facilities used.

16. Demonstrates loyalty to the athletic program.

17. Is present and on time for all events, including practices, unless excused or when an emergency arises.

18. Coaches whose seasons occur during scheduled breaks in the regular school year are required to schedule practices and/or games that cover a minimum of 50% of all breaks that occur during that season (i.e. 10 day break = 5 days of practice and/or games). All players and parents should be notified of these expectations before the season begins.

19. Serves through the complete season for one (1) sport before beginning a new one.

EVENT GUIDELINES

THE FOLLOWING ATHLETIC EVENT GUIDELINES HAVE BEEN ESTABLISHED TO CREATE A MORE SECURE AND ENJOYABLE ENVIRONMENT FOR STUDENTS, PATRONS, AND STAFF AT ALL OKCPS ATHLETIC EVENTS.

1. THERE WILL BE AN ADMINISTRATOR FROM EACH PARTICIPATING SCHOOL AT ALL ATHLETIC EVENTS.

2. A COPY OF THE OKCPS DRESS CODE WILL BE DISPLAYED AT THE ENTRY TO ALL ATHLETIC EVENTS.

3. THERE WILL BE AN ADMINISTRATOR(S) AT THE ENTRY AREA TO MAKE DECISIONS ON DRESS CODE STANDARDS, AND TO IDENTIFY ANY STUDENT PROHIBITED FROM EVENT ATTENDANCE.

4. ANYONE NOT MEETING THE DRESS CODE STANDARDS WILL BE DENIED ADMISSION.

5. ONLY TRAINED ADULTS WILL STAFF THE TICKET SALES AND COLLECTION AT THE EVENT. WE WILL SCAN AT ALL ATHLETIC EVENTS.

These are the established athletic workers pay scale for all athletic events. This pay scale will be used at all of our district schools in a consistent manner. We will not deviate from this pay scale.

General Regulations

The Oklahoma Secondary School Activities Association (OSSAA) rules must be followed in all cases of eligibility, transfer, physical examinations, insurance coverage, starting dates, use of school equipment, etc. Each coach has the responsibility to know, inform team members and parents, and enforce school and OSSAA regulations in these matters.

Any civil law infraction or conduct by a student athlete that is determined by the head coach, school administrator, or site athletic coordinator, to be detrimental to the athletic program, school, or school district will result in counseling by the head coach and a school administrator with possible suspension.

Athletes must travel to and from contests away from the school with sponsor supervision.

A display of unsportsmanlike conduct toward an opponent or official, or use of profanity during a practice or contest, will result in counseling by the head coach and possible suspension or expulsion from the athletic activity.

Absence from a scheduled practice may result in suspension from the team.

Theft or malicious destruction of any school or individuals equipment or property is not to be tolerated and could result in suspension from the team and school

Completion of the sports season is required in order for student to be eligible for a letter or other team or individual awards. Exception injury, which limits participation. No awards will be given to any student suspended for the remainder of the season for an athletic policy violation.

Grooming plays a part in the safety of the athletes. Athletes will be expected to adhere to grooming codes that allow safety standards to be followed according to each sport. These standards may vary from sport to sport, and the head coach of each team will be charged with the responsibility of assuring that these standards are met.

Verification of the use or possession of any abusive drugs or alcohol by an athlete will result in immediate dismissal from the team, suspension for the remainder of the season in progress, probation for the next sport in which the athlete participates, and/or school suspension.

Anytime a coach is ejected from a game, meet, or contest, the coach will not be allowed to occupy his/her normal coaching position during the next game, meet or contest in which the team participates. The coach must submit a written report to the site athletic coordinator.

(4.3)A disqualified student will be ineligible until reinstated by the site athletic coordinator and a written report of details of the incident and action taken has been filed with the OSSAA and the Districts Athletic Office. The athlete may be required to sit out one (1) or more games, depending upon the ruling the site athletic coordinator and the District Director of Athletics.

Fighting or taunting (as defined by the OSSAA) will result in the players suspension for at least two (2) games. Any player who leaves the bench/ sidelines to participate will be suspended for the remainder of the season or possibly the entire year. Fighting rules are in force pre-contest, post-contest, and during the contest.

From the time a persons name appears on the official eligibility list for an interscholastic sport, he/she may not quit and join another team or compete in another interscholastic sport until after the end of the first sport season. Mid-season change of teams may be permitted under either of the following conditions:

If the person presents to both coaches involved, a doctors certificate recommending that he/she drop the first sport for reasons of health and permits participation in the second sport. The coaches and site athletic coordinator will review and make a determination on these requests.

No athlete may quit one sport and try out for another after the season has begun without the mutual consent of both coaches. If the coaches fail to reach an agreement, the site athletic coordinator will make the final decision.

Transportation

The building principal and/or the site athletic coordinator must approve all trips.

All transportation requests must be in the transportation office no less than five (5) schools days in advance. Coaches are responsible for ordering district buses.

No student drivers of cars will be allowed to drive his/her car to a school sponsored event if he/she is a participant unless the parents are passengers in the car or a parent give written permission for the student to drive to the event.

The principal and the site athletic coordinator must approve all transportation arrangements that involve students.

All athletes must fill out and return to the coach, a permission slip that has been signed by his/her parents/guardians. This should be kept on file for the entire year.

District buses must be cleaned and picked up after use.

NOTE:Because of the extreme difficulty in getting drivers for athletics during the school day, it is necessary for some coaches to be certified to drive.

Purchasing Athletic Equipment/Supplies

In purchasing athletic equipment or supplies, coaches must go through the site athletic coordinator. The site athletic coordinator will make arrangements for the purchase from either the general fund or the schools activity fund.

Coaches are not to order any equipment, supplies, or services on their own without prior written approval of the Site Athletic Coordinator. Neither the district athletics office nor any school will be responsible for orders made without a purchase order. Coaches will be held responsible for payment if procedures are not followed.

OKCPS ATHLETICS LOST OR STOLEN EQUIPMENT POLICY

The Oklahoma City Public Schools Athletic department will not consider any requests for district purchase when equipment or uniforms are lost or stolen. This includes when any school high school or middle school transitions to a new head coach in any sport. It is the Site Athletic Coordinators responsibility to make sure equipment or uniforms are stored securely at the end of the respective athletic seasons. This information should be included in each head coaches end of season report. The end of season report should be turned in to the Site Athletic Coordinator one week after the season is complete. If a new head coach is hired which will be by May 15 of each academic year, keys to that area should be limited to the new head coach and Site Athletic Coordinator. This would also include any weight equipment or equipment which is used on athletic fields.

(4.5)Oklahoma City Public Schools

Athletic Eligibility

Academic

All high school and middle school student athletes must be passing five classes at the end of the previous semester or they are ineligible for the first six (6) weeks of the next semester. For block schedules that offer 8 or more credits during an 18-week grading period, a student must earn 6 credits during that 18-week grading period. Grades are checked weekly; students must be passing all classes in order to remain eligible. Eligibility will be checked after 3 weeks (during the fourth week) of a semester and each succeeding week thereafter. For block scheduling, eligibility will be checked after 2 weeks (during the third week) and each succeeding week thereafter. To have consistency within the OKCPS athletic programs all weekly eligibility checks will be due on Thursday of each week by 2:40 p.m. via e-mail.

Attendance

Student must attend classes at least 90% of the time.

Transfer Students

Students attending a school on a transfer are not automatically eligible to participate in athletics. A hardship eligibility request must be completed through your site athletic coordinator.

Oklahoma City Public Schools athletic policy states:

Appeals of any eligibility questions may be made to the Districts athletic office and the Site Athletic Coordinator Panel.

The Oklahoma Secondary School Activities Association rules shall govern in the event any eligibility question is not covered by this policy.

Additionally, OKCPS athletic policies state:

A student, who has been granted a special transfer to attend a different high school, after having established his/her eligibility in one school, must attend the school for one year before he/she have all the rights of the schools athletic programs as covered by the Oklahoma Secondary Schools Activities Association unless a hardship waiver is granted.

All hardships will follow the following process (with all documentation in writing with copies to the affected school and the districts athletic office:

Site Athletic Coordinator panel,

Panel of Executive Directors of Student Performance, Unaffected principals, and/or the Districts Director of Athletics. (Appeals process)

Appeals for hardship eligibility must be made in writing through the site athletic coordinator or to the Director of Athletics. All hardship requests will be submitted to the Oklahoma Secondary School Activities Association for review.

MAGNET/ACADEMY/SPECIALTY/CHARTER/SCHOOL ATHLETIC ELIGIBILITY

Students in grades 7-12 who wish to attend a newly created magnet/academy /specialty/charter school will be granted athletic eligibility during the first year of the new magnet/academy /specialty/charter school.

A student athlete is immediately eligible upon being accepted to a magnet/academy /specialty/charter school as a 6th or 9th grader. Students entering the school at any other time are not eligible for one year unless a hardship is granted.

If a student leaves a magnet/academy /specialty/charter school program by his/her choice and would be eligible to continue participation at that magnet/academy /specialty/charter school, he/she is not eligible at their neighborhood (residence area) school for a period of one year unless a hardship is granted.

If a student is removed from a magnet/academy /specialty/charter school because of disciplinary problems but is academically eligible, he/she is not eligible at his/her neighborhood (residence area) school for a period of one year unless a hardship is granted.

If a student is removed from a magnet/academy /specialty/charter school because he/she is not meeting the academic requirements of the magnet/academy /specialty/charter school, but is academically eligible to participate per OSSAA guidelines, he/she is eligible upon returning to the neighborhood (residence area) school.

If a student is removed from a magnet/academy /specialty/charter school because of failing grades and is not academically eligible per OSSAA guidelines, he/she will become eligible upon returning to his/her neighborhood (residence area) school after six weeks and meeting all OSSAA academic requirements.

Oklahoma City Public Schools

NCAA Certification

The NCAA Clearinghouse for eligibility must certify any student athlete playing any sport, who plans on participating in an NCAA Division I or II program. NCAA Forms 48-H must be completed by the school counselor and student and returned to the Clearinghouse for certification. The Clearinghouse sends 48-H Forms to each schools counselor. There is a fee, payable by the student, for processing, this report covers all reports to all institutions. The student must pay the fee! It is an NCAA violation for the school, booster club, or supporter to pay the fee for the student.

Unsportsmanlike Conduct/Fighting

Fighting is defined, but is not limited to, any player or non-player (bench personnel) striking an opponent with arms, legs, feet, or other objects; or attempting to strike an opponent, regardless if there is contact with an opponent; or instigating a fight by committing an act that causes an opponent to retaliate by fighting related to an OSSAA-Sponsored activity in which the players and non-players are participating. This will be a two (2) game suspension. (See OSSAA Handbook) Anyone leaving the bench/sidelines to participate in a fight will be suspended for the remainder of the season.

Medical Personnel at Events

Contracted medical personnel at all games have the authority to make decisions involving student athletes during games at all district facilities. Their decision concerning a students condition/ability to continue to play after an injury will be final.

Guidelines for Summer Teams, Clinics and Camps

All summer teams, clinics and camps that use Oklahoma City Public Schools facilities, students, equipment or the name of a school of OKCPS will notify the SAC, School(s) Principal and the District Athletics Office. The following information needs to be included: a schedule of events (practices, games and sessions), the locations used (if an OKCPS facilities are used you must submit a Use of Facilities Form), and a proposed budget (if there is fundraiser or has a cost to students). This is for safety and the protection of OKCPS, their coaches and their students. All OSSAA Rules and Regulations regarding summer teams, clinics and camps will be followed.

If the OKCPS facilities or equipment is used, OKCPS reserves the right to charge a fee for the use of facilities or equipment. OKCPS also reserves the right to cancel any event that involves facilities, students, equipment or the name of an OKCPS school that is not in the best interest of OKCPS or the students. Failure to follow these guidelines can result in discipline action and possible removal as OKCPS coach.

Use of Facilities

No outside organizations or individuals may use District facilities without a contractual agreement. This includes all Oklahoma City Public Schools facilities including gymnasiums and fields. The offices of Student Performance must approve all occurrences of usage including athletic clinics outside the normally scheduled school activities. NO CLINICS OR CAMPS WITHOUT DISTRICT APPROVAL. Additionally, stadium contracts must be done and requires a deposit and usage fee.

Weight Rooms

Weight room facilities should be available to all athletes (male and female). Weight training is important for all athletes! Weight rooms are to be supervised by the coach of the team using the facility. The site athletic coordinator will settle scheduling disputes.

Submission of Reports

All reports need to be submitted both electronically (via e-mail or disk copy) and hard copy (hand-in, mail or fax) to the SAC and the District Athletic Office. This includes the End of Season Reports, Coaches End of Year Report and SAC End of Year Report. All other forms are preferable submitted both electronically and paper, but is not required.

Awards and Trophies

All team trophies and awards that are awarded to a team for their performance, stays at the school awarded. This includes state, regional, district and tournament awards or trophies. Failure to follow this policy can result in discipline action and possible removal as OKCPS coach.

Cancellations/No Show

There are to be no cancellations of any event except in extreme emergency situations. The site athletic coordinator must be notified immediately in these situations. Any school canceling an event or who does not show at the event will pay for all officials.

Dress Code

Bandannas are not to be worn in practice or games. (Refer to the Oklahoma City Public Schools Student and Parent Handbook). Also, District dress codes will be strictly enforced at all athletic events.

Home Team Responsibilities

Home Team SAC and coaches may be responsible for scheduling officials, scheduling the events, picking up trophies, concessions, courtesy room (if possible), scheduling support personnel (clock keepers, book keepers, gate, security, concession workers, chain gang), and notifying the teams of the event information and possible changes.

Game Officials

The Site Athletic Coordinator and/or the coach of the home school is responsible for scheduling officials, notifying officials of cancellations or changes of times or dates scheduled events unless otherwise specified by the District Athletic Office.

Taking Care of Game Officials

The team listed as the home team is responsible for paying officials, game officials should be paid BEFORE the contest.

Provide officials with refreshments, access to restroom facilities, and a place to change.

Cancellation of Events

Officials are to be paid the contracted amount by the home school if the officials show up for the contest and it has been cancelled for reasons other than the weather and the officials were not notified before the day of the contest.

No games are to be cancelled without approval of the District Director of Athletics

(4.10)Oklahoma City Public Schools

All-City Events (Tournaments & Previews)

Tournaments and Previews are a chance to showcase OKCPS Athletics. All-City events are used to determine the city champion unless otherwise specified. All OKCPS are required to participate in All-City Events. They use a variety of formats including but not limited to single elimination, double elimination, etc. These formats are determined by input from coaches, site athletic coordinators and other people involved. OKCPS District Athletic Office will control the formats and overall directions of All-City Events.

Tournament Responsibilities

SAC and Coaches may be asked or assigned to run tournaments and/or, season of sports or events by the OKCPS District Athletic Office. This may include scheduling officials, scheduling the event (brackets), picking up trophies, concessions, courtesy room (if possible), scheduling support personnel (clock keepers, book keepers, gate, security, concession workers, chain gang), and notifying the teams of the event information.

Seeding for High School All-City Tournaments and Previews

The coaches will complete and submit the Coaches Ranking Form to the OKCPS District Athletic Office one week before the event unless otherwise specified by the District Athletic Office. The following formula will be used to determine seeding for the event.

The ranking of each coach plus the record of the teams ranked best to worst by winning percentage. If the event happens at the beginning of the season the teams records from the previous year will be used. The teams are then ranked with lowest to highest composite score. If there is a tie composite score, the following tiebreakers will be used first head to head and second a coin flip.

Failure to submit Coaches Ranking Form will be result in your team being placed in the lowest seed for the event. If there are multiple coaches choose not to submit the Coaches Ranking Form on time, they will be ranked first by order received and secondly by random draw.

Seeding for Middle School All-City Tournaments

The coaches will complete and submit the Coaches Ranking Form to the OKCPS District Athletic Office after the completion their last regular season game unless otherwise specified by the District Athletic Office. The following formula will be used to determine seeding for the event.

The records of the teams will be ranked best to worst by winning percentage to determine the seeding. If there is a tie record the following tiebreakers will be used first head to head, second the coaches rankings and third a coin flips.

Head coaching assignments are based upon student participation as listed above. All coaching allocations are considered tentative until the District Director of Athletics verifies student participation, which meets the minimum number, established for continuation of the program. Verification will be documented on eligibility lists and attendance rosters at the end of the first week and again at the end of the second week of a sports season. At the point which you no longer qualify for a team the salary will be prorated. Extra coaching allocations must be approved by the District Director of Athletics. Additional coaching allocations will only be considered when an additional schedule is submitted with the request.

Heat Procedures and Regulations

The education and implementation of extreme heat guidelines will not prevent all heat illnesses, but will enable us to minimize these problems. The key is to educate our coaches, athletes and parents in strategies to prevent heat related illnesses. The following procedures will be followed by all coaches in the Oklahoma City School District to help keep our athletes safe.

Procedures for practice when Heat Index reaches 105 or higher:

Players and parents educated on hydration and urine charts readily accessible

Weigh-ins before and after practice

Cooling Stations will be set up when possible (Tent, Ice Towels, etc.)

Heat Index will be monitored by Principal or Site Athletic Coordinator

Pre-School Practice Heat Acclimation Procedures

Practices are not to exceed 2 hours in length

No practice from 12:00 6:00

Water breaks every 30 minutes

Open water policy during practice

On a double-practice day, neither practice will exceed 2 hours in duration, and no more than 4 total hours of practice in the day. Warm-up, stretching, cool-down, walk-through, conditioning and weight-room activities are included as part of the practice time. The practices must be separated by at least 3 continuous hours in a cool environment.

Heat Procedures When School is in Session

Specific heat conditions will determine activity restrictions during practice according to the following: (Note: Heat Index is the temperature the body feels when heat and humidity are combined. A 103 degree temperature combined with 35% humidity would create a heat index of 111.7)

105 degree Heat Index

Football

Football teams will be in shorts and shoulder pads, with water breaks occurring every 30 minutes. Each break will be 5 minutes of total rest time with helmets off. Practice will not exceed 2 hours of total heat exposure. Open water policy during entire practice. No post-practice conditioning!

Full pad workouts will have water breaks ever 20 minutes. Each break will be 5 minutes of total rest time with helmets off. Practice will not exceed 1.5 hours of total heat exposure. Open water policy during entire practice. No post-practice conditioning!

(4.18)Athletes should be allowed to remove helmets while not in contact drills.

Cross Country Workouts/ Mens and Womens Track

Long distance runners have to stay on campus and/or within a park where they can be seen by the coaches. Athletes cannot run routes where a coach cannot see the athletes running. Water breaks will occur every 30 minutes with a 5 minute total rest time. Practice will not e
