FiatThe #1methane car maker has sold, justin the Italian market, from January toNovember 2008, 40,000 Panda NaturalPower; 10,500 Multipla NP; 7,000Punto Classic NP; 3,500 Grande PuntoNP and 1,000 Doblò NP.The new modelin the Fiat NGV family, the Grande Punto NP, waslaunched on last 14th of October andhas already received around 10.000orders.It is said that 5% of the whole Fiat production (2,000,000 vehicles/year)are methane-fuelled.

OpelThe Opel Zafira CNG Turbo 1.6 litremodel was designed to run on naturalgas, bio-methane or any combination ofthose two. The car can reach a maximum torque of 210Nm and220km/h. The natural gas fuel consumption is 5.3kg/100km with144g/km of CO2 emission. The combined driving range of CNG orbiogas and gasoline is 520 km, of which370km is fuelled by natural gas/biomethane. The van will be available forsale on this January 2009. FromJanuary to September last year, Opel soldover 75,000 NGVs in Germany, Sweden,

Austria, Italy and Switzerland. About 26% ofall CNG vehicles registered in Europe the firstnine months of 2008 are compact vans.

Mercedes Benz andToyota: hybrid technologyIn September 2008, Mercedes Benz presented a draft study of the EconicNGT in Hannover, Germany. The vehicle ispowered by a combined natural gas andelectric drive. With NG hybrid enginesthe vehicle can achieve a reduction in fuelcosts up to 60 % in comparison with adiesel engine. The combination withhybrid drive could increase the drivingrange by 30%. Also, Toyota unveiled the Camry HybridCNG powered during a show in LosAngeles, USA, last November. The carcombines a 2.4 liter four-cylinder CNG-engine and a hybrid powertrain (electricmotor and generator) and a combineddriving range of 400 km. A pair of type 4CNG cylinders (composite) with a capacityequivalent to 30 litre gasoline areinstalled in the trunk.

GermanyAs reported by NGVA Europe, theFederal Ministry for the Environment,Nature Conservation and Nuclear Safetyhas announced that

European NGV Newsenvironmentally-friendly vehicles that comply with EURO 4 or 5 emissionnorms will be exempt from motor vehicletax from January 2009. The tax is nowcalculated based on CO2 emission as perthe current EU emission standards.Owners of vehicles that meet EURO4norm are entitled to a full year tax waiverwhile those who have EURO5 compliancevehicles are exempt from the motor taxfor two years.

SwedenThe Swan, world leader in eco-labelling,has granted an eco-label for Swedishmethane for vehicles. According toFordonGas, Swedish methane is the firstautomotive fuel in the world to bear theinternationally recognised Swan eco-label. Swan-labelling places demands on everything from the selection of rawmaterials (originated from certified andsustainable cultivation of raw materials,or from waste and residual products andproduced in an ethically correct manner)to combustion in engines (reduced greenhouse gas effect, not leading tohealth problems, comply with a thresholdvalue for energy consumption). The methane that has now receivedSwan licensing consists of 50% renewable biogas.

OpelIl modello Opel Zafira CNG Turbo 1.6 litro èstata disegnata per funzionare a gas naturale, biometano o qualsiasi combinazione dei due combustibili.L’automobile può raggiungere una coppia diavviamento massima pari a 210Nm e220km/h. Il consumo di gas naturale è di5.3kg/100km con un’emissione di144g/km di CO2. La portata combinata diguida di GNC o biogas e benzina è di 520km, di cui 370km di gas naturale/biometano. Mercedes Benz e Toyota:tecnologia ibridaNel mese di settembre 2008, MercedesBenz ha presentato un progetto di studiodella Econic NGT di Hannover, Germania. Ilveicolo funziona con la combinazione di gasnaturale e guida elettrica. Rispetto a unmotore a diesel, con motori a gas naturaleibridi il veicolo può raggiungere fino al 60%di riduzione dei costi dei combustibili. Lacombinazione con la guida ibrida potrebbeaumentare la portata di guida fino al 30%. GermaniaCome riferito da NGVA Europe, il Ministerofederale per l’ambiente, la protezione dellanatura e la sicurezza nucleare ha annunciatoche i veicoli ecologici che soddisfano lenorme di emissione EURO 4 o 5 sarannoesentati dalle tasse sui motori a partire dalmese di gennaio 2009. Attualmente latassa è calcolata sulla base di emissioniCO2 secondo gli standard dell'UE in vigoreconcernenti le emissioni. Ai proprietari diveicoli che soddisfano la norma EURO4 èconcessa una deroga della tassa di un anno,mentre i titolari di veicoli che soddisfano lanorma EURO5 saranno esentati dalla tassasul motore per 2 anni.

SveziaLa Swan, leader mondiale del label ecologico,ha conferito un marchio ecologico per ilmetano svedese per veicoli. Conformementea quanto dichiarato da FordonGas, il metano svedese è il primo combustibile perautomobili al mondo al quale viene attribuitoil marchio ecologico Swan, riconosciutointernazionalmente. Per l’ottenimento delmarchio Swan è necessario provare tutto,dalla selezione delle materie prime (provenientida coltivazione certificata e sostenibile o daprodotti di scarto o residui e prodotti in modoeticamente corretto) fino alla combustionenei motori (effetto serra ridotto, che noncomporta problemi per la salute, conformea un valore minimo di consumo di energia).Il metano che ha ottenuto la licenza Swancontiene il 50% di biogas rinnovabile.

Laut FordonGas ist schwedi-sches Methan der erste Kraftstoff derWelt, der mit dem international anerkannten Swan-Label ausgezeichnetwird. Das Swan-Label kontrolliert alleProduktionsauflagen, von der Auswahl derRohstoffe (aus zertifiziertem und nachhaltigem Anbau oder aus Abfall undRestprodukten, unter ethisch korrektenProduktionsbedingungen hergestellt) biszur Verbrennung im Motor (reduzierterTreibhauseffekt, kein Verursachen gesundheitlicher Belastung, Erfüllen einesGrenzwerts für Energiekonsum). FiatLe constructeur numéro un de voitures augaz naturel a vendu uniquement sur lemarché italien, de janvier à novembre 2008,40.000 Panda Natural Gaz Power, 10.000Multipla NP, 7.000 Punto Classic NP, 3500Grande Punto NP et 1.000 Doblô NP. Lenouveau modèle de la famille Fiat NGV, laGrande Punto NP , a été lancée le 14 octobre dernier et a déjà engendré près de10.000 bons de commande. Il a été annon-cé que 5% de la production totale de Fiat (2.000.000 de véhicules par an ) sont desvéhicules au méthane.

Opel L’Opel Zafira CNG Turbo 1.6 litre a étéconçue pour rouler au gaz naturel, au bio-méthane ou encore avec une combinaisonquelconque de ces deux gaz. Le couple maximum est de 210 Nm et la vitesse maximum est de 220 km/h. La consommationde gaz naturel est de 5,3 kg/100 km avecune émission de 144gr/km de CO2. Le rayond’action combiné du CNG/Bio-gaz et l’essenceest de 520 km, dont 370 km au gaz. Ce vansera disponible en janvier 2009. Mercedes Benz et Toyota :technologie hybrideEn septembre 2008, Mercedes Benz aprésenté un avant-projet de l’Econic NGTà Hanovre, en Allemagne. Le véhicule estmotorisé à l’aide d’un système combinéde gaz naturel et d’électricité. Avec unmoteur hybride au gaz naturel, le véhiculepeut atteindre une réduction de 60% enfrais de carburant, comparé au diesel. La combinaison avec la conduite hybridepourrait augmenter le rayon d’action de 30%.Toyota, également, dévoila la CamryHybrid CNG au cours d’un show à LosAngeles aux USA en novembre dernier.Le véhicule combine un moteur 2,4 litres4 cylindres CNG avec un train hybride ( moteur électrique et génératrice) susceptible d’un rayon d’action de 400km. Une paire de 4 cylindres CNG (composite) d’une capacité équivalente de30 litres d’essence est placée au centre.

AllemagneComme rapporté par NGVA Europe, leMinistre Fédéral de l’Environnement, de laConservation de la Nature et de la SécuritéNucléaire a annoncé que les véhicules

propres qui satisfont aux normes d’émissions Euro 4 ou 5 seront exemptésde la taxe de roulage à partir de janvier2009. Cette taxe est actuellement calculéeen se basant sur les émissions de CO2 parrapport aux émissions standards actuellesde l’Union Européenne. Ceux qui possèdentun véhicule qui rencontre la norme Euro 4sont enregistrés comme bénéficiaire decette disposition pour un an tandis que ceuxdont le véhicule répond à la norme Euro 5sont exempt de la taxe pendant deux ans.

SuèdeLe Swan, leader mondial en éco-label, aoctroyé ce label au méthane suédois destiné aux véhicules. Selon Fordongas, leméthane suédois serait le premier carburant automobile au monde à porter ceSwan eco-label reconnu internationalement.Le Swan- labelling place les exigences surtout, de la sélection des matières premières(originaires d’endroits certifiés et de qualitédurable, ou d’ordures et de produits résiduelsélaborés d’une manière éthiquement correcte)à la combustion dans les moteurs( effet deserre réduit, ne conduisant à aucun problème de santé, satisfaisant à unevaleur limite de consommation d’énergie).Le méthane qui vient de recevoir ce labelSwan contient 50% de biogaz renouvelable.

Zweden“The Swan”, wereldleider op het gebiedvan eco-logo’s heeft een eco-logo

geschonken voor Zweeds methaan voorvoertuigen. Volgens FordonGas is Zweedsmethaan de eerste automotieve brandstof ter wereld die het internationaalerkende “Swan” logo gaat voeren. Swan-labeling plaatst de vraag naar alles,van de selectie van ruwe materialen(afkomstig van gecertificeerde eenduurzame behandeling van ruwe materialen, of van afval en residuproducten,geproduceerd op een ethisch correctemanier) tot verbranding in motoren (verminderd broeikaseffect, niet leidendtot gezondheidsproblemen, binnen degrenswaarde van energieverbruik). Demethaan, die nu de Swanlogo licentieheeft, bestaat voor 50% uit hernieuwbaar biogas.

Since it s formation in 1986, IANGV andthe NGV industry has come a long waysince then – from about 400,000 NGVsto 9M now. I am confident we will beachieving 20M before too many years pass.

IANGV started as an association of individual companies with NGV interests.With the passage of time, the growth ofthe NGV industry and the formation ofnational and regional NGV associations,IANGV has largely become an association of associations. This logical progression has come about because the NGV industry in thevarious countries has recognised thatthe most important decisions affectingthe NGV industry are made at thenational level. Decisions about standards and regulations, tariffs andincentives etc tend largely to be madefor the country concerned. Hence theneed for strong national associations.But this reinforces the need for aneffective international association to beinvolved in activities which by necessityhave to be conducted at the international level.

IANGV’s most significant contribution to date has firstly been activities associated with preparation of international standards and regulations.In particular, the activities following theRoundtable on Harmonisation ofRegulations, Codes and Standards inJanuary 2007 will help the NGV industry become more cost efficient.We are now just starting to see theresults of recommendations made atthe Roundtable, for instance a draftLNG tank standard will shortly be circulated. The second significant contribution of IANGV has been the biennial international conference.NGV2008 in Rio de Janiero was a greatevent. The 12th and 13th conferences

Indeed, provision of information is a keydriver of growth. The development ofthe IANGV web site and NGV Globalsince 2005 has demonstrated thegreat demand for high quality informa-tion. This is best expressed by the fact thatthere nearly 100,000 visitors everymonth to the IANGV web sites.

IANGV is clearly vulnerable to the economic forces confronting the worldat present. The resources available tothe NGV industry and IANGV depend onthe financial successes of the compa-nies and organizations active in the NGVindustry. CNG is regarded by our mar-kets as a cheap fuel and this attitudecarries over into the level of financialsupport received by IANGV and otherNGV associations. The challenge is forIANGV and all the NGV associations tocarefully manage this period so that weare in a position to capitalize on the undoubted supportNGVs will receive now and in the futurebecause of the environmental benefitsCNG offers.

Through IANGV, the NGV industry needsto develop relationships with other relevant international organizations. We have excellent arrangements withthe International Gas Union (IGU),International StandardizationOrganization (ISO) and United NationsEconomic Commission for Europe(UNECE). These 3 organisations areprobably the most important for theNGV industry. But we also need to haverelationships with other organizationssuch as World Bank, InternationalEnergy Agency, United Nations

We need to be aware however that thecurrent economic conditions may inducea slowing of growth and be well prepared to adapt to a lower growthrate. We need a strong, sustainableNGV industry in order that all memberscan profit in every way while adapting tochanging conditions

Development Program. These agencies have the ability to greatly support and assist the growth ofNGVs, especially in developing countries.

For many years NGV industry has beengrowing at the rate of 15 – 20% per yearand shows no sign of slowing.

medio ambiente, uno de cuyos principales problemas esla contaminación debida al transporte: el gas natural esuno de los combustibles menos contaminante, por locual impulsamos su utilización.

® EMT, la Empresa Municipal de Transportes de Madrid,cuenta ya en su flota con 351 buses GNV y es compromiso del Alcalde que la cifra ascienda a 700.

® FCC, la empresa que se encarga de la limpieza de laciudad, impulsa la totalidad de sus alrededor de 500camiones a gas natural. Esto fue posible porque en elpliego licitatorio la Ciudad pidió utilizar un combustiblemás amigable con el medio ambiente.

® Al ser el metano un combustible que genera menorpolución cuenta con un reducido impuesto a la circulación y estamos estudiando nuevas ayudas parahacer aún más atractivos los combustibles menos contaminantes: apuntamos a cambiar los taxis (17.000)y los vehículos de carga y descarga -unos 50.000- hacia tecnologías más limpias.

® Hoy son pocas en Madrid las estaciones de carga degas natural siendo las más importante las de FCC y EMT, pero estamos trabajando para impulsar su desarrollo.

Todo lo anterior -concluyó Ana Botella- constituye unaclara demostración de que el Ayuntamiento de Madrid yel Area de Gobierno de Medio Ambiente fomentan el usodel gas natural en el transporte, por lo que apoyamos larealización de GNV2009 Madrid, evento que la Capitalde España acoge con particular satisfacción.

® The City Council has pledged to protect the environment, facing one of its main issues which is pollution produced by transportation: natural gas is oneof the cleanest fuels, that is why we promote its usage.

® EMT, Madrid Municipal Transport Company, alreadyhas 351 NGV buses in its fleet, and the Mayor is committed to raise that number to 700.

® The 500 trucks that belong to FCC, the firm in chargeof the city street-cleaning, run on natural gas. This waspossible thanks to the Council requesting in the bidterms that the fuel were environmentally-friendly.

® Since natural gas for vehicles is a cleaner fuel, it islevied with a reduced road tax and we are studying newaids to make eco-friendly fuels even more attractive: weaim to switch taxis (17,000) and light-duty and heavy-duty vehicles (around 50,000) to cleaner technologies.

® To this day, there are few NG refueling stations inMadrid, the most important ones belonging to FCC and EMT, but we are working on fostering theirdevelopment.

All the above mentioned -Ana Botella concluded- constitutes a clear proof that the Madrid City Council and the Government’s Environment Department encourage natural gas use in transport, a good reason to support GNV2009 Madrid organization, an event that the capital of Spain hosts with special satisfaction.

The world is going through afinancial crisis: will this negativelyaffect the NGV industry or willthe crisis perhaps assist a morerapid adoption of NGV as a cheaper fuel alternative? What isSwagelok’s view?The largest current growth areas forNGVs are in emerging economieslocated in Asia, South America, andEastern Europe. In order to achievelong term stability in their transportation sectors, these emerging economic regions have adopted balanced energy portfolios that do not dependheavily on conventional fuels such as gasoline and oil.We see that domestically supplied fuels such as naturalgas, ethanol, and other bio-fuels are making up muchhigher percentages of these national energy portfolios. This allows these regions to depend less on foreign energy sources and also, in some cases, allows them tosell their surplus oil for a profit.

Looking back, most of these developing economic regionsstarted their alternative fuels journey in 2001 and2002, when the price for a barrel of oil was well belowthe levels that we are seeing today. These nations haveinvested considerably into their refuelling infrastructuresfor the long term, and as a result we are still seeing considerable interest by consumers who are buying alternatively fuelled vehicles.

In addition to strong economic drivers, most emergingeconomic regions also benefit from positive environmentaleffects by switching to cleaner burning alternative fuels.The GDP is directly affected, since the health care burden is reduced because workers are healthier andmore productive as a result of breathing cleaner air.

It is important to note that even though these regionsare experiencing harder economic times, their nationalgrowth rates are generally much higher than those ofthe western economies. Therefore market growth isprobable even in recessionary times.

Let‘s forget about the crisis and talk about NGV:what is good about it and what are the challengesinvolved with a faster expansion of this environmentally friendly fuel?From a positive perspective:A big part of the acceptance of NGVs stems from thecomprehensive performance, safety, and installationstandards that are readily available. The ECE R110 andR115 regulations, the ANSI NGV3.1 standard, and theISO 15500 group of standards have been specificallydesigned for NGV applications. Swagelok has been amember of these standards development committees forseveral years and is committed to see these documentsremain state-of-the-art in defining performance and

safety. The industry benefits from these established andwell-tested standards. Globally, we see that most of these standards are beingadopted (in whole and in part) at the national level bymost regions of the world. In general, this global standardization has decreased the acceptance time ofNGVs by consumers, and the documentation requirements for domestic and international suppliers,which allows them to rapidly provide approved products.Consumers engaged with the alternative fuels aftermarket benefit from this because they can nowchoose to buy from a wide variety of approved and certified products for retrofitting their vehicles, knowingthat they will be getting the best performance and valuefor their money.

Some challenges that we have moving forward:The NGV market is beginning to globally move away frombeing aftermarket supplied to OEM supplied. This is verypositive because it will allow for greater consumeracceptance of Compressed Natural Gas (CNG) as popular transportation fuel. But, as more automobileOEMs produce more factory built NGVs, the industrystandards will need to be revised to match the innovationdemands of these OEMs. There is a risk that the speedwith which our global standards associations operatemay inhibit innovation by these OEMs.

To offset that risk, international and regional NGV associations need to better align and partner with theirlocal NGV OEMs to better understand what changes willneed to be made to these industry best practices.These associations then need to work with their nationaland international standards representatives to ensurethat the needs of the OEMs are being addressed in anurgent fashion. This alignment between the standardsorganizations and the NGV OEMs is critical to achievethe handsome vehicle population forecasts.

Tell us please about Swagelok’s expectations for thisindustry in 2009.Swagelok expects that 2009 will offer many opportunities for growth and that new regions andopportunities will continue to open up as the price of oilstabilizes. We would also expect to see continued infrastructure expansion in areas that have already committed to CNG as a popular vehicle fuel. As a result,Swagelok will continue to develop a comprehensive basket of products, product training, and services inorder to support our customers and the industry as awhole.

ball valve (2-way and 3-way) to include a higher temperature rating. The 83 series ball valve now has a120° C rating and can be placed in all areas of the vehicle, including the engine compartment.We also have gained ECE R110 approval on our 4SKseries ball 2-way valve. Now, NGV system designers andfabricators can include this manual shutoff valve in theirfuel line routings. This valve is made from premiummaterials that have demonstrated extraordinary performance in CNG applications. Vítkovice Holding Group commemoratedits 180th anniversary last December inOstrava City, Czech Republic. Businesspartners and clients from the different 8divisions of the holding as well as TheGVR were invited to the event. Variousconferences were held in conjunction. TheCNG division’s conference on 2-3December 2008, was opened by Eng. JanSv tlík, Chairman of the Board ofVítkovice Holding a.s., followed by a presentation by Martin Bursík, CzechRepublic Minister of Environment and various speakers including Manuel Lage,General Manager of NGVA Europe. Afterthe 1st day conference, there was a visitto the company’s plant for the grandopening of a new seamless steel cylinderfacility followed by a big celebration duringday two.

Vítkovice Holding GroupVítkovice Holding Group has 8 pillars thatconsist of Division Steel Cylinders andVessels, Metallurgy, Heavy Machinery andEngineering, Transport Engineering,Extinguishing Technology, Steel Structures,Power System Engineering, and Services.

Vítkovice has produced high pressurecylinders since 1907. The production ofgas storage cylinders for refuelling stations started about twenty years agowhile for vehicles about ten years ago.

The Vítkovice Cylinders a.s. within theSteel Cylinders and Vessels division isresponsible for the production of seamless steel cylinder for natural gasvehicle, refuelling station segment, virtualpipelines and for technical gases. TheCNG cylinders are produced and distributed by Cidegas in Argentina and inthe company’s headquarter in CzechRepublic.

The new cylinder facilityOne focal point during the celebration wasthe opening of the new cylinder manufacturing facility that belongs toVITKOVICE CYLINDERS a.s., the steel cylinders and vessels division. The grandopening was held in its Headquarter in

Ostrava City. Following the speeches byPeter Palicka, Commercial Director,Jaromír Šiler, General Manager ofVítkovice Cylinders a.s, and Jan Sv tlík, aribbon cutting was performed by JanSv tlík, Manuel Lage, and Joerg Oldorf,director of TÜV Czech Republic. During his speech, Šiler informed that thenew production line for seamless steelcylinders would be used to manufacturecylinders of 229-406mm, 750-2500 mmlength and 250 kg weight limit. “The plant isready and waiting for new orders”, he said. The equipment used in the facility wasdesigned and made in Vitkovice’sMachinery Group. The heart of this product line is the dominance of themachinery with extrusion mass of 35Mega Newton (MN) with 2.5 MN broochingpress. All of this served by robots. Regarding safety, two ultra tests weredone on each cylinder. One afterbrooching in the draft (unfinished) product, and another one at the end ofthe production line, before painting. Othertesting procedures are also carried out in

the company VITKOVICE TESTING CENTER, located close to the new production facility. At the end of the production line, after short blasting, thecylinders are painted using the most modern painting technology. Mostly, cylinders are designed and made uponrequest, so these cylinders cannot befound in other places.

The facility is used to mainly produce CNGcylinders, but also for technical gasessuch as those for medical, H2 and fireextinguisher applications. Being thebiggest cylinder production centre of thefirm, the Ostrava plant can deliver over700,000 cylinders annually. With this newfacility, Vítkovice’s global productioncapacity increases to more than 1 millioncylinders/year, of which 400,000 made inthe Czech Republic and Argentina. Itsother plant in Poland produces cylindersfor technical gas applications only.

CNG cylinders going globalIn the CNG division, the product, beingtype 1 cylinder, is made of steel. The company manufactures variousseamless steel CNG cylinders sizes, from6 liters water capacity —for motorbikeapplication—to 150 liters for CNG tanksin trailers. The 6 litre CNG cylinders areused in Argentina, India, and Iran. Its larger cylinders are used in LDVs-HDVs, CNG storage in refueling stations, virtual/mobile refuelling stationsand gas transport (with CNG tanks intrailers). Currently, these cylinders aremainly sold in South America, and secondly in Asia. With the opening of thenew plant, Vítkovice aims to sell its

Positioning the productSo far, Vítkovice is one of the big-threeproducers of cylinders for technical gasesin the world. Despite of its success in theSouth American market with its distributor Cidegas, Vítkovice sees itselfas a new entry in the global CNG market.“With the opening of this new facility, weincrease our capacity and will enter theworld CNG market. We use the mostadvanced technology to produce ourseamless steel gas cylinders with steel billet production. Our goal is to becomeone of the leading cylinder suppliers atinternational level”, stated Šiler.

The Company claims to offer top qualityproducts and aims to supply the bestmodification for each customer/country.“Safety first! Our cylinders meet the different norms that apply in differentcountries. For example, our cylinders forEuropean clients meet the ECE R110 regulation. They are also certified by TUVSaarland as the cylinders comply with ISO11439 (for South American customers),ISO 14001, and ISO 9001. For Russiancustomer, GOST certificate was alsoreceive,” said Ivo Brabec, VitkoviceCylinders Head of Sales Department andCidegas Vice President.

Opportunity and targetsCommenting on the current NGV situationat global level, Šiler said that CNG is themain practical alternative for car producers to improve their gasoline cars.HCNG is also an interesting alternativefor the transport sector, in which thesame CNG cylinder can be used to storethis fuel. Hydrogen and hybrid vehicles arealso good alternatives but not yet considered as a practical solution at themoment as the technology is not yet widely known.

Both Šiler and Ivo Brabecsee the current economiccrisis as an opportunity. “The current global economic condition provides a big opportunityfor CNG business where people allover the world may seek for cheaperfuel for vehicles”, said Šiler.“OEM NGVs and workshop owners willeventually look for cheaper but high qualitycylinders”, added Brabec. Vítkovice is looking forward to a successful year in

2009 and expects to sell around200,000 of its CNG cylinders.

Vítkovice is also intensively working on theapplication of biomethane for vehicles. ItsR&D department is looking for a better andcheaper solution to produce biomethane fortransport. Dear Editor of The GVR,Russian National Gas Vehicle Association (NGVRUS) isthe only non profit organization on the territory of theformer Soviet Union that unites most of the NGV marketstake holders and professionally advocates the use of thecleanest, safest and cheapest commercially availablealternative to gasoline and diesel.

NGVRUS is a connecting tissue of the Russian NGV society and the origin of many initiatives that help to promote the clean fuel philosophy and develop nationaland international market. Last September Gazprom together with VNIIGAZ andNGVRUS have organized and drove the CNG Caravanfrom Saint-Petersburg via Novgorod and Tver' toMoscow. Fourteen trucks, buses and passenger carsrunning on natural gas attracted attention of local politicians, fleet managers, general public and the press.All NGVs, except for one that used Hythane (CNG +hydrogen from the on-board converter), were OEM vehicles and that fact turned the NGV Caravan into anexceptional and exclusive event. September Caravanreaped a fine crop of coverage from the national, regional and local media. Gazprom, VNIIGAZ and NGVRUS have decided to drive

another NGV Caravan from Rostov-on-Don via Krasnodarand Novorossiysk to Sochi – the capital city of the 2014Winter Olympics. The Caravan Executive Committeedecided not to change the ideological approach and inviteOEM vehicles powered by natural gas, biomethane andhydrogen. The strategic objective of the Caravan will be to promotethe unique environmental, economic and safety featuresof these fuel alternatives and promote vehicle manufacturers during the presentations along the route. The Caravan will leave Rostov-on-Don on Monday April20, 2009 arriving to Krasnodar the same day. On Tuesday morning April 21, 2009 NGVs will start toNovorossiysk. During the next day – Wednesday April22, 2009 – gas powered vehicles will drive fromNovorossiysk to Sochi. The Caravan will cover only 650kilometers but it will be politically important ecoefficientevent.

On Thursday April 22, 2009 participants will attend the18th session of the Federal NGV Commission and the10th Annual meeting of the Russian National Gas VehicleAssociation

NGVRUS and its partners will provide the participantswith free fuel, hotels (5 nights) and meals during April19 through April 23, 2008. Only two persons per vehicle will be allowed. The Caravan will also includepolice escort, and ambulance, technical support vehicleand mobile CNG refueling vehicle. Journalists and othermedia people will be hosted on board a Press Bus.

We invite you to help us collect a group of OEM NGVs. Itwould be very instrumental if your organization or NGVmanufacturer could dispatch a vehicle for participation inthe next spring NGV Caravan. It is important for globalNGV market, environment, companies and people.

Fuel prices in Europe Notes: (a): In these countries the local gauge unit is Euro/kg, the conversion factor depends on the normal density of gaseous natural gasin each country. Otherwise, the conversion factor used to convert kg toNm3 is 0.73. (b):The highest gasoline price for ROZ100 is 1,503Euro/litre. CNg price is € 0,828 to € 0,938 Euro/kg. CNG fuel energy content is 11,11 / 10 kWH/m3 (upper/lower heating value). Normal density of CNG is 0.731 kg/Nm3. (c): Normal density of CNG in Croatiais 0.753 kg/m3. CNG price in October 2005 is 0.43 Euro/kg. (d): Theexcise tax for premium gasoline is not yet incorporated. The excise taxesfor gasoline, diesel and CNG are included. Also, 22% VAT is included inthe CNG price. (e): In May 2005, CNG price is first made public in Finland.Before, CNG is only sold to private fleets. (f): CNG prices include VAT butno other taxes. Owners of diesel vehicles weighing more than 10 metrictons must pay an extra tax in Iceland, depending on vehicle weight andmilage. (g): Italian CNG's normal density is 0.72 kg/Nm3. CNG price is0.80 Euro/kg. The energy contents are: CNG=9.3kWh/m3 and 13 kEh/kg;diesel=9.7 kWh/lt; gasoline=8.7 kWh/lt. LPG price in Dec. 06 was 0.60Euro/litre. (h): CNG prices include 22% VAT but no other taxes. Ownersof diesel vehicles weighing more than 10 metric tons must pay an extratax, depending on vehicle weight and milage. (i): There is no excise dutyon CNG consumption in Poland. VAT is included in the CNG price.(i): The market was liberalised in Portugal on January 1st, 2004. CNGprice increased from 0.45 Euro/m³ to 0.55 Euro/m³. (j): There are threekinds of premium gasoline: Super Gasoline (SG) 98 octane, SG 95 octaneand Premim Gasoline (PG) 95 octane. For diesel, Serbia & Montenegrohas Diesel (D2) and Euro Diesel (ED). (k): Slovak's fuel retail prices include19% VAT. (l): The normal density of 1 Nm3 CNG in Spain is 0.796 kg; fuelenergy content (pcs) of CNG is 11.77kWh/Nm3=14.79kWh/kg; for dieselis 10.26kWh/litre and for gasoline is 9.23kWh/litre. CNG price in March06 was 0.707 Euro/kg. LNG price was 0.50 Euro/kg wi. (m): The annualroad tax in Sweden is about 500 Euro higher for diesel cars (varies byvehicle weight) than for gasoline cars. This higher road tax compensateslower fuel taxes on diesel. CNG cars have the same annual road tax asgasoline cars. (n): Biogas price inSwitzerlad in July 07was 1.00 Euro/kgand 1.15 Euro/litre for biodiesel (5% biofuel) .The normal density of biogas and CNG is 0.79 kg/Nm3. (o): All taxes included.
