Council’s Long Term Plan
Council has now completed its deliberations after receiving over 500 submissions to the ten year plan.
Together, we managed to keep the average rates increase for this year at 6.05%, which was the best
result we could manage, in light of the fact that 4.9% of that was compulsorily placed on us by the
Government.

The highlight for me was that Council agreed to keep the savings generated by the move to South Roads
contracting in the budget to improve the roading network . This has been a major bone of contention
with farmers throughout the District. For various reasons, there have been sections of road that have
lacked sufficient maintenance to keep them to a good standard.
A review of the network is being carried out, so feedback is vital to make sure we keep our roads to a
good level. To that end, we need those of you who are living on or near roads that have dropped in
quality, to please let WDC know, so please ring the 0800 108 081 or email Council and register your
concerns so that these roads are brought to our attention.
I was very impressed with the huge participation in the planning process, by our ratepayers. With over
500 submissions, we received some excellent ideas and positive feedback on the difficult issues we are
facing. The big message was fiscal constraint, aligned with the fact that we must support community
facilities to maintain our strength as a well-rounded community.
One of the excellent submissions that stood out for me was Jan Thomas’ (Omarama Hot Tubs), who gave
a very strong submission in support of maintaining the District’s Information Centres. She had all the
relevant stats at her finger tips and drove the message home with a real passion! Cathy Ferguson (Ahuriri
Community Board Chair) and Roger Smaill (Ladybird Hill Vineyard) were by her side offering moral
support.
I would like to acknowledge the huge effort put in by Council Officers in this process. They have been
working extremely hard to get the whole process through without any hiccups. They also cooperated
very effectively with us, despite the fact that we were chopping away at their budgets at every
opportunity.
Kurow – Otematata – Omarama -Ohau
There has been a lot going on with the four towns. When I can, I attend their respective Residents
Association meetings and from what I have seen, they are very active and are achieving some impressive
results for their communities as follows;
The Upper Waitaki Society (Kurow) has been working on the playground area, with the result that they
have now got a playground that is enjoyed by the children in their area. They are also carrying out other
projects to assist with the Kurow town upgrade. Calum Reid (Ahuriri Community Board Rep) has thrown
himself into all the projects that enhance Kurow, with the result that all the volunteers have a key
person to go to with ideas and issues with Council.
The Otematata Residents Assoc (ORAI) has been carrying out some upgrades to their
sports/playground, with skateboard jumps etc. They have also been doing some magnificent work with
the Otematata Wetlands Walkway project, which has been widely recognised as a scenic walk icon. This
group has been recently nominated for the Trust Power Community Awards. This is a national award and
to be nominated is a great and well deserved honour! Graham Sullivan (Ahuriri Board Rep), has pushed
this project and all things Otematata, with all his might!
Omarama Residents Assoc. (Omarama Inc) has also been pushing hard with the Community Centre
upgrade project. We currently have $390,000 to call on, which was a big achievement boosted by the
generosity of Otago Community Trust and the Meridian Community Fund. We needed to get to at least
1/3 of the total funding required to get a chance to approach the Lotto Commission for the rest. We
achieved just over ½! We hope to hear from the Commission by early July for the results, fingers
crossed!
Even though I am married to her, I will put a plug in for Glenys, who has set aside over 300 hours of hard
slog to draw up summary financial projections, numerous reports and feedback information to potential
funders. Hank Verheul’s advice and guidance on building issues has been a vital ingredient in our success
so far.
Ohau Residents Association has been working away over the years, by organising replanting programs,
eradicating wilding pines, reviewing the village lighting to allow night sky viewing, finalising their Civil
Defence emergency plans as well as completing their noticeboard project. Congratulations to Eileen
McMillan for being the lynchpin of the community.
I have attempted to illustrate the depth of our community and the huge amount of voluntary activity
that goes on unnoticed, behind the scenes. I have just taken a small snapshot of what I see is going on in
our ward. I have missed a lot of individuals, who are too numerous to mention, who have and are
contributing to the betterment of their towns.
Finally, a small plug for our Community Board members. There has been quite a lot of comment
regarding Community Boards and whether they are relevant in today’s climate of fiscal restraint.
I have already made reference to Graham Sullivan and Calum Reid who are zealots for their towns.
We also have Barry Shepherd who is the Board’s expert on water issues and has spent a huge number of
hours as Chairman of the Upper Waitaki Water Management Group, which is tasked to work alongside
all stakeholders (who use water for commercial and/or recreational reasons) to enhance the water
quality of our waterways and protect our biodiversity. This is a big ongoing task and requires constant
travel away from home and of course the endurance to withstand the pressures of running numerous
meetings and presentations to affected parties.
Michael Blackstock spends a lot of his time looking out for the elderly in our area. He is a strong advocate
for the RSA and puts a lot of time and effort in to ANZAC day commemorations. His knowledge of local
history also has valuable input to the Board.
Cathy Ferguson (Community Board Chair) is the go-to person for all of the above. She works with all the
groups and ensures that I am aware of any problems that have arisen and supports me in my
representations to Council as well as chairing the board meetings. As I am the only Councillor for a large
geographical area, I would find it impossible to deal with day to day Council issues without Cathy toiling
away with the community issues. We both have phones that run hot from time to time, so her assistance
is vital to me.
I think we get a good bang for our buck with the Board members. They get paid peanuts for a lot of hard
slog at times.

Ahuriri Community Board
Next meeting Monday June 11th at Kurow Community Hall at 3.15pm. Our 6 weekly cycle of meetings has
changed to a Monday as Tuesday is a big meeting day for Councillors and Waitaki District Council staff.
Our meetings always start with a public forum, so if you have any concerns come along.
The Board gave a submission at the LTTP hearings last week and I also submitted on my concerns about
the large rate increases we are going to be looking at in Omarama. Water and waste water upgrades have
contributed mainly to the increases but a 13 - 20% increase is very hard for residential and commercial
ratepayers to manage. Was good to see a few locals give written submissions and Jan Thomas presented
an excellent verbal submission on retaining the I Site funding.

Waitaki Women's Wellness in association with Kurow Winery are hosting a PINK RIBBON BREAKFAST on
the 8th of June at 10am at the winery. Guest speaker Jo Bailey, writer, will talk positively on the journey of
surviving breast cancer. Tickets $20 each are limited to this European style breakfast cooked by our
resident French chef.. Get a car full together, put on your best pink and come and have some fun. All

The Omarama Search and Rescue The Omarama Search and Rescue would like to that the Omarama community for all the support received
in the recent and extensive and successful search for David PALMER up the Ahuriri valley. We would like to
make special mention of the Oasis Café for all of their support in supplying food (and fairy bread!) for us
during the Operation and for the donations of food during the continued searching after the main search
(and funding) had been scaled down. Also a Big thanks to Bean for his support, going far beyond his call of
duty and assisting us on his days off with more searching. The Community’s Support was very much
appreciated by all SAR members. There are so many others who have assisted us in many different ways
from dropping food off for us, encouragement the use a resources and equipment, the list goes on. Thank
you all!

Korey Patrick and Bailey Dyson have been pestering poor Craig Dawson about a Community Skate Park . Unfortunately
the budget is tapped out due to the extension of the Community Centre.
However Craig suggested the boys start the ball rolling with some fundraising.
So far we have situated donation buckets at the Four Square, Mobil,Challenge, GlenCraigs and Oasis Cafe.
This project will benefit all children of Omarama and surrounding areas, also the influx of visitors and criby’s that
arrive over the towns busy season.

UPPER WAITAKI POLICE NEWS
Well, what a month, my own fault for moaning things were quiet.
As you are all aware a major Search and rescue (SAR) operation was undertaken in the Ahuriri Valley, on
the 6th May, for missing tramper David Palmer. At its peak there were over 60 searchers and two
helicopters being used. On the 19th May 2012 members of the Omarama SAR group located David at the
bottom of a creekbed, the matter is now with the Coroners office.
I can't express how proud I am of the Omarama community, example: Air force personnel who were with
me at the time, were blown away when a young lady came out of the four square with a bag of groceries
and handed them to me to donate to the searchers. Family members were also welcomed to the town, and
shown empathy and respect from all they were in contact with. They mentioned on more than one
occasion, how great the community support had been.
I thought about having a list of special mentions thanking you all, but know if I did, I would run the risk of
missing someone out, so you know who you are…Thank you.
As for the Omarama Search and Rescue members…well done, thank you for putting your lives on hold
and assisting in the search, over 450 hours I believe you put in. That’s a lot of time away from your
family's and work, which we all know means wages. To be the ones to return David to his family meant a
lot to me and I know to you as well.
Winter is almost here, so remember to make sure your windows are clear of frost and de-fogged prior to
leaving home, pretty obvious why. Be wary of shaded areas on the road that may still be frosty, and of
course drive to the conditions. Beware the crazy tourists that don't worry about any of the above!!
I have received some feedback from my survey, but there is still a lot of forms out there. One thing that
has been brought to my attention is that people still don't seem to be getting the message about drinking
and driving. One local has learnt the hard way a couple of weeks ago, don’t be the next. I am going to be
making a concerted effort in both Omarama and Otematata in the upcoming months, anyone stopped will
be breath tested, so don't moan if you get snapped.
I have recently been informed that one of our residents cats has injuries consistent from that of a "Gin
Trap". I was of the understanding these were outlawed, but did some research in case I was mistaken…I
wasn't, they are illegal to use within or near a dwelling house…that means town, so if you have one set, in
your property within the town boundary, get rid of it or you could face a fine of up to $25,000! I have
attached a wee excerpt from the website for your information. (See next page).
Lastly there has been the theft of quite a few sheep from Otekaike, there is nothing to say these guys won't
come up this way, so Farmers be wary, if you can secure your gates as best as you can, and keep an eye
out on each others stock, would be appreciated. If you see anyone suspicious, try to get a car rego and
good description of the persons, and ring me asap, day or night.
