I. EXECUTIVE SUMMARY: 

 

It contains the results of the study of investigation corresponding to period 2008 -2009 of the

Program PERii - Nicaragua; It presents the success in the development, implementation and

appropriation of the program in the majority of the member Universities of the CNU in his first

stage of subscription. This job was accomplished thanks to a properly planned and coordinated

partnership with all the Directors of the Libraries along with the PERii coordination. This job

allowed the Libraries to included in their POA the actions of development of PERii to; fortify the

knowledge in the new technologies, develop local and national competency, promotion,

identification of needs and fortification of technological infrastructure and the formation of one

PERii team in each Unit of Information. In order to understand the impact of the use of the data

bases, it was taken as reference the reports of the INASP in relationship to the EBSCO data base

(the only calculated data), technical bibliometrics were applied that include a qualitative and

quantitative analysis of the data for the analysis of the actions by each University, this presented

to us: Comparative statistics per year; periods were consolidated; Obtained were consolidations

from sessions, the searches and uploading done by each university; monthly averages, maximum

and minimum were applied in relation to the potential users; it includes the cost benefit. According

to the survey population, the most commonly used data bases are: EBSCO, SPRINGERLINK;

ASABE; TAYLOR and WILEY/BLACKWELL. Also it presents the appreciations of the Directors of

the libraries in relation to the work of the PERii coordination during this period.

The work party of this consultancy is thankful to the PERii Coordination and for the attention and

information given to us, and is also thankful to the Directors of the Libraries University for the

II. ANTECEDENTS:  

The Program for the Fortification of Access and the Production of the Information of Investigation (PERii) is executed by the Universities that integrate the National Council of Universities (CNU). It arises as an initiative of the Agrarian National University (UNA) in 2006 with the aim of accompanying and fortifying the access of the information for investigation within the Nicaraguan System of University Investigation. In year 2007 the project is initiated for presentation to the CNU for its management of financing and initiates its execution in April of the 2008 with the support of the International Network For the Availability Scientific Publications (INASP) and with financing from ASDI/SAREC.

The general mission of the project is to “Fortify the capacities of the National System of Libraries and the National System of Investigation, through access to electronic resources of up-to-date scientific information and quality that allow for harnessing the impact and relevance of the investigation in the national scope, besides fortifying the national investigation of magazine mechanisms of publication and on-line publications”.

As specific objectives have the following: 1. To provide access to high quality electronic resources to the investigators; 2. To develop abilities in the personnel of the libraries; 3. To fortify the TIC used to support the access to these electronic resources of information; 4. To fortify the national production of investigation of the publication mechanisms of magazines and on-line publications; and 5. To increase the presence of Nicaraguans through publications of investigations and through open access publication.

III. JUSTIFICATION

With this library study we are trying to evaluate the use of the PERii data bases to count information that justifies new subscriptions or renovation of the electronic resources of PERii. The evaluation of the impact of the program in the first stage of subscription will allow us to know the successes and difficulties that the libraries have had in the promotion and appropriation of PERii within universities and to realize an improvement plan in second phase and actions for sustainability of the program.

IV. OBJECTIVES General Objetive: To know the impact or degree of appropriation that PERii program has had in the nine universities of the National Council of Universities in order to guarantee an effective access to the electronic resources of information in participating institutions and to optimize the use and take advantage of the resources that are offered through PERii.

Specific objectives: • To realize a bibliometric study of the use of the data bases of PERii with emphasis in those of

subscription character in order to have reliable and updated information for the subscription or renovation of the information resources.

• To evaluate the impact of this program in first stage of subscription of the electronic resources within the member universities of the CNU.

V. USED METHODOLOGY: The work methodology is descriptive analysis. A bibliometric treatment was realized, qualitative and quantitative, with the purpose of understanding the impact that PERii has had in the use of the data bases in his first stage of Subscription 2008-2009 in the University Community and what future actions can be implemented so that it improves the handling and use by all users within the participant Universities in the Study. Variables and indicators were defined based on the objectives of the study for the design of the instruments of work for the compilation of information: The following Instruments of Work were elaborated and approved:

Interviews and documentary review:

This technique was used so that the investigating team valued the qualitative and quantitative aspects in each Unit of Information of the Universities in this study. In this phase diverse documents were reviewed, among them: Information, operative plans of the PERii program; qualification plans; strategies of promotion provided by the Coordination of PERii and by each of the Directors of the Libraries.

Population survey:

Surveys in all the Units of Information visited were applied to identify the knowledge, handling and use of the scientific data bases by the PERii program. These were applied to Educations and to Investigators, Librarians, Users and of Tic´s.

Work party:

The Work party was made up of one Library Consultant with ample experience in the handling of scientific information in the sector, a Librarian with experience like technical assistant and a Computer science technical support with experience in PERii.

Form of work: This methodology was based on a continuous coordination and interaction between the consulting equipment, counterpart, coordinator of the PERii Program and the work party of the Units of Information selected, Directors, Librarians among others, guaranteeing commitment and institutional participation.

Development plan of the Consultancy:

The Consultancy was developed in 3 stages of work:

Stage 1: Planning of the Work: In this stage the Consultancy elaborated and put under the approval of the Coordination of PERii, the Plan of Execution for the visits, the design of the instruments. Definition of the sample.

Stage 2: Execution of the consultancy: In this phase the Plan of Visit, all the process of interviews were executed along with the collection of information.

Previous to the stage of information compilation, the average of the amount of samples to take from each instrument was defined: DIRECTORS 9 GLOBAL, EDUCATORS 20 by University; LIBRARIANS 3 by University (following the university population); USERS 30; TIC´S 2.

For the process of the data we used Excel. 5 Databases were designed on SPSS, those that were used for the entering and analysis of the compiled information with the work instruments for their had process: data base from directors; data base of educators; data base from librarians; user data bases and data bases from Tic´s. Excel has been used for the statistical treatment.

Stage 3: Information analysis and Elaboration of the Closing report of the Library Study. In this stage, an analysis and process of all the collected data that was supported by of all the instruments and information offered by the Universities. The final report was then completed in writing.

VI. UNIVERSE OF THE STUDY: The Universe of work includes 9 universities and 11 Units of information, members of the National Council of Universities (CNU) in the Capital, Department and Independent Regions:

 VII.  RESULT OF THE STUDY: 

 Previous to the analysis of the Investigation, the work and profits impelled in period 2008-2009 by the Coordination of PERii, with a view to the implementation, development and appropriation of the program in each one of the Universities that comprise of the Partnership PERii Nicaragua were done. For this it is presented in a synthesized way, the general chronology of the actions per periods:

• Knowledge, organization and appropriation • Presentation of the program to each one of the Authorities, Academics and Investigators and

Library personnel. • Presentation to the System of University Libraries, SIBIUN. • May 2008, participation in international meeting INASP, allowed knowing INASP, their

programs and coordination of PERii operations- Nicaragua for beginning of the process and execution of the program.

• Accomplishment of the process of evaluation of the Electronic Resources of Databases on the Universities.

• Accomplishment of the process of valuation of the Electronic Resources proposed by INASP for Nicaragua, for it all the keys to the Databases were guaranteed for validation by each one of the Universities and according to each profile.

First Latin American Regional Encounter of PERii Coordinators. • Use and Handling of the Resources of Electronic intelligence sent to librarians. • Process of Registry of Data bases in the Universities realized in each one of the Universities

through the Directors, each University selected databases of interest and accepted the conditions.

• 27 - 01 of November 2008. International Use and Handling of the Resources of • Electronic Information, directed to Investigators of the Universities. • 22 and 29 of October 2008. Use and Handling of the Resources of Electronic intelligence sent

to Librarians of Universities. • Diverse activities of improvement, in congresses, librarian encounter among others. Diverse

improvement materials were designed and distributed, coverage through mass media among others.

• The Webpage was created of the PERii program. • Acquisition of 15 computer equipments for distribution to the Universities with the aim of

fortifying capacities. • Excellent communication with INASP for the accomplishment of all the activities PERii -

Nicaragua.

The Coordination of the PERii program after two years of arduous work in teams with the Universities and the support of the Authorities of the CNU, has fortified knowledge through development of capacity at all the levels of the university community; realized activities of promotion; fortified local technological infrastructure capacities in each one of the Units of Information that allowed to implement and create appropriate conditions for the development of Information services when integrating the scientific sources of intelligence of the electronic resources PERii like an opportunity for the fortification of its collections and putting it to the service of the diverse users between Students, Investigators, Educators. With the present library study, the uses of the PERii databases are evaluated, along with the impact and the degree of appropriation in each one of the Universities. It is the product of the information provided by each of First Directors of the Libraries.

7.1  APPROPRIATION AND IMPACT OF PERI PROGRAM IN FIRST STAGE OF SUBSCRIPTION 2008 2009 IN UNIVERSITY LIBRARIES CNU NICARAGUA. 

The appropriation and impact in relation to the handling and use of the electronic resources of PERii Databases in its first stage of subscription, occurs insofar as each of the University Libraries that conform the Group PERii Nicaragua, they coordinate action of leadership with academic authorities, they elaborate and implement their own strategic plans of development directed to the establishment of these services, organized, develop competency, promoting at all levels, Librarians, Investigators, Educators and Users. The product of all these coordinated tasks is evidence of the result of promotion, infrastructure qualification, fortification of technological infrastructure and the use of electronic resources in each one of the Units of Information, fortifying the educational process of learning in all the community.

For Nicaragua it is considered a great success the development, implementation and appropriation of the program in the majority of the Universities of the CNU, this has been thanks properly planned teamwork and coordination with all the Directors of the Libraries.

Achievements that have helped the appropriation:

First of all, the University Authorities have returned their glance towards the Libraries and have supported the process of development and implementation of the PERii project in the field of the investigation in the University community at all the levels. PERii comprises of the Academic Programs.

Secondly, the Change of Culture has allowed the use of these technological tools of information that are to the service of all the community, in all the Universities, which has come to support and to enrich the educational learning process in the processes of research giving it greater quality.

Thirdly, the work in coordinated teams and of all the Libraries has allowed to combine efforts, to optimize resources, to identify the weaknesses, strengths, threats and opportunities to fortify the local technological infrastructural capacities and to plan strategies for the future.

Fourthly, the Development of Competency in all the Universities at all the levels within Librariarians, Educators, Investigators, and Tic´s. This has allowed Librarians to become enabled in offering the Service of Databases like PERII, while also promoting and enabling Educators, Investigators and Users.

Fifth: PERii has fortified the Information services of the University Libraries while offering to the community new sources and resources of information of agreed quality to the development of Educators, Investigators, Students and Postgraduates.

• The  results of a  survey of 2008  teachers and  researchers from  the  UNAN  LEON,  resulted  in  53%  of  teachers surveyed  these  databases  have  served  as  technical support  to  teaching,  32%  for  research,  9%  for  project formulation and 6% for curriculum management. 

• The expected impact and you are working with the UNAN LEON, is that these information resources (PERii Program), are cited  in  the macro and micro of  the different careers offered by the UNAN LEON, to be referred to as potential information  resources  to  be  used  by  academics  and students to develop academic programs.

SYNTHESIS,  DEVELOPMENT  AND  PERSPECTIVES  OF  THE  ORGANIZED  ACTIONS  AND EXECUTED BY THE UNIVERSITY LIBRARIES OF THE PERII PARTNERSHIP‐ NICARAGUA:   o UNAN-LEON, Have integrated in the Development plan of the Library the actions of PERii, as

much in promotion as in training, according to this have managed to mainly have an excellent appropriation and impact in the services in teaching and in investigation through the promotion and training directed to different levels and specialties, in addition they realized evaluations that reflect the advance. For it, they count on PERI teams, that is conformed by the first responsible for the library system integrated by 9 specialized libraries. They count on 5 computers donated by the PERii, these have been insufficient for the population of 15.900 users that use the system within the libraries but they have helped in the development of the program.

Future perspective: According to that expressed by Director Morales, within its perspective, they have as a goal “to obtain that the resources of information, PERii, be mentioned in the macro and microprogrammings of the different branches that make up the UNAN-LEON, so that they are referred to as potential resources of information to be used by academics and students for the development of the different academic programs”.

o Central American University-UCA , has obtained an excellent and effective impact of appropriation with the support and coordination with Academic Authorities; within its Development plan the Library has including actions and strategies of development of the PERii program; they have organized a PERii team which has allowed the development of competency, fortifying the knowledge of the Library personnel in the handling and use of the information to educators and students and sharing with the group the development of tools that have helped the integration of the data bases; effective promotion at all the levels. PERii has supported with 5 computational devices that have helped to fortify the service areas of PERii within the Library.

Future perspective: • To maintain the subscriptions of Databases of higher use on the University. • Fortification of infrastructure and Human resources of the area of Technology of

Information. • To give to pursuit to the promotion and improvement and support of thematic lessons

directed by and for investigators, educators, masters students, students of fourth and fifth year that allow for the increase in the statistical use of Databases

• To give pursuit to the continual learning of the students.

o National University of Engineering-UNI. They count on the support of the authorities and Tic´s (Diti) and of the area of Investigation and Postgraduate work. Within its Development Plan it has integrated the development component and impulse of the Program, counts for it with PERii equipment, has directed their actions of capacity mainly to the directors, educators and Library personnel; they have managed to have appropriation and impact resulting from the developed actions, this is reflected in the statistics of the library study, they need to fortify this process towards the students and to give continuality to educations. PERii, has supported with 5 computers for services of Electronic Resources; they have promised to direct its activities to enable users. Future perspective: • To maintain the subscriptions of Databases of higher use in the University. • To extend the bandwidth • To give continuity to the activities of promotion and Improvement directed in order to

stimulate the use of the Electronic Resources of PERii. • Creation of the PERii Room. • To give continuation to the learning of Educators, Investigators and students. • Realization of the monitoring and evaluation of the use of the data bases.

o Agrarian National University, UNA. It has managed to maintain an excellent coordination in

the sector, at internal level it has obtained an appropriation of the PERii Program from the authorities and impact in the use of the data bases; they have an excellent PERii team, with trained library staff. Within its Development plan it has integrated the continuing of future actions of fortification of the PERii Program through training directed to educators and students, besides fortifying the promotion that helps to increase the use of the contained electronic resources within the data bases. UNA as coordinator of the PERii Program has impelled the use of these resources in the member libraries of the CNU. They have realized monitoring of the use of the data bases at internal level.

o National Independent University of Nicaragua-UNAN MANAGUA. They count on the

support of the authorities and Tic's; they have enabled a PERii team that supports all the activities, inside its Development plan have included actions directed to the updating of the library system, training of educators and students, realize improvements of the services. PERii, has fortified its local capacity with technological infrastructure with 5 computers, these are insufficient in relation to the student population of 27.542 users that use the system; they have realized monitoring of the use of the data bases; they are on their way to having an appropriation of the program through the creation of a strategy that gives to a greater impulse to the improvement and capabilities for educators, investigators and students to have a greater impact, count on conditions for it.

Future perspective: • To maintain the subscriptions of Databases of higher use on the University. • To give continuation to the promotion of activities and of improvement directed in order to

stimulate the use of the Electronic Resources of PERii. • To give continuation to the capabilities of Educators, Investigators and students.

• School the International Agriculture and Cattle Ranching, EIAG- RIVAS. Knowledge

exists and support of the principles authorities of the University, there have been no appropriations of the Program, does not count on support a PERii equipment; they are not integrated within the Development plan of the Library strategic program that allows it to impel actions of improvement nor of improvements that entail to impel the use of Databases from the Educatators, Investigators and Users; they have received support of the Coordination of PERii for the fortification of the installed equipment like a Server and equipment and capacitation; they work with great obstacles related to bandwidth; the Library does not have the direct support of Computer science; lack of human resources; it requires an effective support that helps it to impel and implement actions that allows it to project these services in an integral way to all University community. No type of statistics was able to be accomplished by a consultancy due to all the same obstacles.

Future perspective: • To maintain the subscriptions of Databases of higher use on the University. • Organization of the PERii Group • Elaboration of a strategic plan of impulse and appropriation of the Program PERii

(Promotion, Qualification at all the levels) on the use of the Electronic Resources of PERii.

o Catholic Farming University of the Dry Tropic, UCATSE- ESTELI. It counts on support of

the highest authorities, knowledge exists , although they have not had a total appropriation of the Program, has advanced in the promotion and training, this been has directed mainly to educators and investigators; the PERii Program, has been supported with computers to fortify the technological capabilities, nevertheless these are not in the reading room by due to lack of security and unsuitable conditions, neither does it count on a PERii equipment that supports and impels the development of the Program; it does not count on a permanent computer science technical support that helps to project in an integral way these services towards all the University community. For 2010 a strategic Plan has been elaborated. It needs support directed to the establishment of effective strategies that help in promoting the program and training of students.

Future perspective: • To maintain the subscriptions of the data bases of high use in the University. • To give continuity to the activities of Promoting and improvement directed to stimulate • Use of the Electronic Resources of PERii. • To give continuation of training to Educators, Investigators and students.

o Universities of the Independent Regions of Nicaragua. URACCAN-PUERTO CABEZAS.

They have the support of university authorities, count on a Plan of global Work for the improvement of the resources of PERii information in all the System of Libraries (BLUEFIELDS, SIUNA, New Guinea) the libraries elaborate their own one strategy that have allowed them to carry out an excellent work of improvement and training of library personnel, educators and students; 4 Servers and 9 computers for the organization of the information services in the majority of the Libraries of the System have had an effective support of the PERii Program directed to the fortification of technological infrastructure in the majority of the libraries within the Library System (3 in Bluefield’s, 2 in Port, 2 New Guinea and 2 in Siuna); serious limitations exist related to the connectivity and bandwidth; energy; limitations of access to some data bases, among others. They have been appropriated, but they need technical support to solve the limitations.

Future perspective: • It is proposed to realize subscriptions of the databases of higher use within the University. • To give continuation to the activities of promoting and improvement directed in order to

stimulate Use of the Electronic Resources of PERii. • To realize the training of Educators, coordinators of specific majors and investigators and

students. • To install the servers who were received through the PERii project for the Libraries of

URACCAN so that it allows to extend and to fortify the training in the libraries in relation to access to the information.

• To improve the bandwidth • To solve the problem of the IP. • To coordinate action with the areas of investigation, postgraduate and computer science.

o BICU-BLUEFIELDS. Have the support of the university authorities, does not show if within

the Plan of Work they have included the PERii actions, nevertheless they have talks with them and give training to new students and teachers, they make use of Database; the PERii equipment is conformed by the Director and one computer science specialist who has been contracted for technical support to the library; The technological infrastructure through PERii Project has been fortified with servers, and computers, in the case of the servers, they have not up this date been installed yet, these will be used for the services of Electronic Database of PERii; the Library counts on a the use of a cyber; they have energy deficiencies that makes difficult the use of Databases. They need much technical support to obtain one effective appropriation of the program directed to training and promotion. They count on a blog from where they promote the services of Databases PERii, and lack page Web.

Future perspective:

• To subscribe data bases according to the academic profile • To give continuation to the activities of promoting and improvement directed in order to

stimulate Use of the Electronic Resources of PERii. • continue with the training of new students entrance and users of fourth and fifth year for

the elaboration of its theses, Education and investigators. • To put at the disposal of educators two teams for gratuitous service of the PERii

Resources.

o BICU PUERTO CABEZAS:

BICU PUERTO CABEZAS works of way coordinated with BICU-BLUEFIELDS.

They count on support of the authorities, show that if, they have included within their plan of action the promotion, improvement and training of PERii. They have done promotion but it is not well articulated, the training is minimum according to the offered data have thus far been theoretical and customized; The technological infrastructure on the part of PERii have been supported with computers, the authorities have supported as well with the acquisition of 10 machines and preparation of the reading room for the service of the electronic resources; they have serious difficulties with the bandwidth and the service of energy, this limits the projection to them towards the university community. They have not managed to have an appropriation, are working for it. Future perspective:

• To subscribe data bases according to the academic profile • To give pursuit to the activities of promotion and improvement directed in order to

stimulate the Use of the Electronic Resources of PERii. • To continue with the training of Educators, Investigators and students.

d) Once the second phase of the PERii Program has been finalized, there are the Universities with capacity to renew the Subscriptions:

The 100 % of the Universities indicated their desire to renew the subscriptions, because the electronic and scientific data bases of PERii have come to benefit the investigators, educators and students. Nevertheless they must consult with superior authorities. A recommendation on the matter is that previous to the renovation of one of the subscriptions of the data bases a selection should be done in accordance to the profile of each university, selecting those that are more useful and in Spanish.

  7.3 ORGANIZATION OF THE INFORMATION SERVICES IN THE CONTEXT OF THE RESOURCES PERii. 

 “THE UNIVERSITY LIBRARIES MUST OFFER PRODUCTS AND SERVICES ACCORDING TO THEIR MISSION AND  ITS VISION AND TO RESPOND TO THE NEEDS OF INFORMATION OF ACTUAL AND VIRTUAL USERS. THE SERVICES AND 

PRODUCTS MUST BE IN ACCORDNACE TO THE ADVANCEMENT OF TECHNOLOGIES” ¹.  

The University Libraries based on its standards and in accordance to the goals proposal by the PERii Project, have had an evident achievement in the advance and organization of the Information services directed to create conditions for promotion/improvement, training and search of scientific information in the data bases PERii, accordance to the technological advances. This has been the result of the work Coordinated and in teams that conform to the

group of participant universities in project. In the period between 2008-2009 due to the excellent work carried out at the beginning of the project, this allowed the identification weaknesses and to create a strategy of institutional fortification, appropriation of knowledge, promotion directed to the use and handling of the PERii resources. PERii, has come to fortify the Information services from all the participant University Libraries, when counting on the data bases in scientific and specialized electronic resources in diverse thematic offered to users of the university community; The Libraries have had appropriated, the knowledge offered by PERii to offer, to orient, to promote and to enable Educators, Investigators, Users.

The Information services in each Unit of Information are the most sensible area facing the attention of all type of Users. The Librarians are a fundamental part in the process of appropriation of the Electronic Resources of PERii, can be confirmed that in 100%, they have been trained in the new technologies of information, this has allowed to offer an effective direction to users, educators and investigators. According to the analyzed data of the surveys they demonstrate to us that the users recognize that librarians are the one that have promoted the databases the most.

The information services are offered in cases from the computer room, Rooms of References; newspaper archive; Cyber; Reading rooms; through the Internet, Radio network where educational investigators and users can access to the Web, along who those that have their authorized IP. One of the disadvantages is that it is only possible to gain access from one of the University Locations.

• 90% of the Universities have page Web where access to the PERii data bases are found, in the case of the BICU, a Blog due to the problem of lacking a server (installation pending).

• They offer customized attention, supporting to user and indicating to the user the

procedure of access into the system online according to the profile of his career or specialty in the case of educators and the investigators

• The Service Department coordinated with direction, the area of technology or

computer science executes activities of induction for the users of first year and training directed to Educators, Investigators , Pregrade and Post-grade

• They promote through Banners, pamphlets, email and other resources.

This is due because the majority of universities have oriented its training only to educators and investigators.

The Librarians present the Services of PERii through different means: No. 1 graph. Means through which what one knows of the PERii database 

 

The tools through which the Librarians presents the use of the databases are through training that is equivalent to 20%; Banner or posters 19%; Page Web 18%; by email or electronic mail 13%; Internet 10%; Steering wheels 9%; Pamphlets; 6% other 5%. The 39% of the Librarians showed that yes, it takes statistical control of the use of the PERii database, 61% said that they do not take any local control of the bases but that can know the use that the users realize by means of accounts of Google statistics, or another system implemented by the unit of Information.

The data base EBSCO is the unique one that has and provides the statistical system for knowledge of the use of the data base, by magazine and unloaded article etc., has facilitated passwords to all the universities.

In both surveys, we observed that the EBSCO data bases are used; it has articles in Spanish and is multidisciplinary.

   STUDENTS 

• Up-to-date Scientific accessibility to Information, reliable that it has diversity of specific subjects published in quality sites to enrich the development research, support in academic classes and jobs.

• It facilitates the search of information. • There are good amounts of interest in different types from subjects. • The benefits of the PERii databases are many, because they are multidisciplinary where

are many scientific articles, updated subjects of much interest for the students, educators and other users.

• Greater information and handling of new subjects at universal levels. • Up-to-date information, articles of great interest, great amount of information according to

the needs of each one of the subjects, possibilities of sharing information with colleagues, complete articles can be uploaded, to enrich knowledge gained.

• It allows us to obtain present data that is taking place at the moment andsee by where it

currently is or investigations in areas of interest can be conducted. • It allows the students to be in contact with the international scientific community, that is to

say, it allows to be abreast with scientific articles that are published, technological advances and other sources of information of interest to realise investigations

• The unique benefit is the knowhow that is acquired using these bases of information and

where it happens to be that the majority of these data bases give subjects and concepts of investigations in summary, or reference which generates a little dissatisfaction in the asked for information but, in many occasions the searched subject is found with good information which logically is beneficial.

of the Library • Integration of access to Databases through the Webpage, statistical information,

configuration of software (translator) in PC. • Construction of the Conditions for the connectivity of the equipment and the server

and its respective maintenance, guaranteeing that the computers that educators and students use are in good state.

Result of the interviews with the Directors; surveys to Librarians, Educators and Students, there were found diverse limitations that were identified as most relevant.

I.) RECOMMENDATIONS TO LIBRARIANS FOR IMPROVMENTS IN SERVICES OFFERED IN THE USE OF THE DATABASES 

 

• Technical Attendance on the part of the Coordination of the PERii Project to solve the problem of access to the data bases that cannot be entered.

• Support to TIC´S personnel of the URACCAN to the Libraries located in Port Cabezas and Bluefield’s

• The Data bases have many thematic ones of quality but they would have of being in Spanish for a greater use.

• Provide to the Universities more equipment to cover the demand of students in the locations.

• Greater support on the part of the University authorities of the University • Guarantee change of the IP in the statistics of IP dynamics, this is one of the

obstacles that we have had to be able to accede to Databases. • Training on the part of suppliers of the data bases in the strategies of information

searches • Recondition the premises, so that all the users have access to the data bases, since

they contain good information but they are limited • That the Services of all the Databases associated to the PERii do not have a cost to

the users. • More publicity; To improve technical conditions and environments; • Increase the bandwidth • To send to each educator in a personal manner a document or pamphlet according to

their specific area of study those bases that can be useful to them for their classes in summarized form their content or subject matter.

• Coordinar with the Academic Secretary of Faculties a divulgement of Data bases and a brief explanation of its content according to each subject.

• Elaboration of guides or step by step on the use and a handling of each data base • Strengthening the technological infrastructure, human resources for wider

dissemination and training to the entire university community • Maintain weekly training sessions (Fridays), including educators, students and library

personnel • Help to the users in the use and handling of data bases. • Permit the access through the homes using system VPN; to perfect the search

integrating all the Databases • Improve the connectivity of Internet; Implementation of a System VPN • Assign a person to provide information about databases, because sometimes they

7.4 TRAINING AND PROMOTION IN PARTNERSHIP PERII NICARAGUA.  

“THE  GLOBALIZATION  AND  THE  GROWTH  OF  KNOWLEDGE  HAVE  CAUSED  THE  PROGRESS  AND DEVELOPMENT  OF  THE  NEW  TECHNOLOGIES  OF  INFORMATION,  THAT  AT  THE MOMENT  THEY FORM PART OF THE LIFE OF THE SOCIETY IN DIFFERENT SCOPES AND APPLICATIONS, EMPHASIZING AMONG THEM THE SURROUNDINGS OF THE EDUCATION, SPEAKING NOT ONLY OF AN EDUCATION CONCERNING  CLASSROOMS  BUT  TRANSGRESSING  UP  TO  THE  VALUES  AND  CUSTOMS  OF  A CHANGING AND DEMANDING SOCIETY WITHIN ITS ENVIRONMENT”. ² 

 

The PERii strategy with the effective support of the CNU and in alliance with the universities that conform the PERii-Nicaragua Partnership for the Training and Promotion in his first and second phase of the project, was directed to the appropriation of knowledge by academic authorities, formation and development of competency in the use of new technologies of information 100% for Libraries and TIC´s referring to Use and Handling of the Scientific and Technical Resources of Information content within PERii databases. This allowed the fortification of information services in each Library; to identify and to fortify the technological infrastructure needs (equipment and bandwidth); development and execution of strategies of promotion and increase of knowledge. According to the plans, programs and statistics given to this consultancy by the Universities, trainings been have directed in approximate 90% towards Librarians, educations and investigators, as of the 2010, are directing their action to give to pursuit to the promotion and trainings towards the educators and students, it is hoped we to surpass the impact in the use of the Databases to that of 2009.

The actions of trainings organized by the coordination of PERii, executed with the participation of the Universities in periods 2008-2009 they are detailed in point number IV of this study. In this point, the information detailed is generated from surveys and general actions conducted in each University according to information given by some.

On the trainings received by the TIC´S:

• Administration and optimization of bandwidth, for the data bases PERii • Training for the computer science individuals of the universities in the use of a

statistical generator. • Use and handling on the PERii data bases . • Applications in LINUX.

How have trainings to improve the bandwidth of Universities:

• There has been an efficient flow of information (Connectivity and access).

• It has contributed in improving the search for software that monitors the web, to obtain

the bandwidth, has had a better control of the access of Internet equipment, giving priority in the services to the areas needed other than development abilities on the operating system Linux.

• In some Institutions different criteria are being used with different units for normalizing

the bandwidth.

• The bandwidth has been extended by the necessity of consumption in the locations and in February 2010 advantage was taken to extend from 1MB to 1,5 MB.

• At this moments is in application process since they did not have servants for this purpose, have acquired at the moment it

How educators orient the Students in the Use and Handling of PERii Databases:

The 43% show that it orients the student to realize investigations; the 28% through self study; the 29% for assignments and 2% for entertainment.

 

  Recommendations and/or Suggestions from Educators:

1. More extensive and more practical training with them or the present counselors, to student, educators, investigators, among others, not only to users such as positions managers use should be continuous

2. To extend and to continue the training of personnel who work in the centers of

documentation and libraries with the aim of increasing the multiplications.

3. Lack of research attitude.

4. Make greater disclosure of the faculties at the use of databases.

5. To incorporate to the main page (Web) of each university the data bases containing more in Spanish, Update of connections, since often the documents are not and it is not possible to be download complete texts.

6. To be able to reach from homes or from any other place, because at the moment the

access is only available in the universities.

7. To improve the bandwidth since the access network is very slow, this will contribute to improve the service of access, not to have many restrictions with the investigations of complete scientific text.

8. The obstacle that it more infers in the access to the information is the language

reason why it is asked or to make available Data bases in Spanish, starting off whom the translators are not reliable in 100%.

that they may offer this knowledge to students to add better service in the process of education, and to the Tic´s better use of new technologies and its applications in the Library’s Service .

• It has allowed the supply of new electronic resources as a novel service of the library,

to have statistical data by data base and with the commitment to enable to the students and other members of the College Community.

• That the Library personnel understand new search tools , thus like implementing

strategies to supply the information resources that they offer through PERii project, equipping personnel with new knowledge and fortifying its process of formation that in a constant manner is realising over this new context where information, the users and the technology play an essential role in the work that is being realized from the Units of Information.

Librarians: 1. These trainings have allowed the development of abilities in the handling of the

data bases of scientific information. Also to carry out new rolls to librarians (to transmit knowledge).

2. Because they have themselves appropriated the handling of the data bases and

this way are apt for the training of educators and investigators. 3. Abilities for the search and retrieval of information in the Librarians and computer

science specialists. They have been realized through the action of formation of users in all the levels but especially for the educators.

4. They have benefitted the Library personnel because they have appropriate

handling of the data bases and this way are apt for the training of educational and investigators.

5. The library personnel have become rich in subject knowledge of novel librarian

scope, the computer science specialists have approached closer to our world. That is to say, we are modernizing ourselves with effective and reliable information.

TIC´s:

1. Fortification of knowledge and the putting in practice of this knowledge and the putting in practice of this knowledge for control and improvement of the Services of the data bases of scientific information.

2. PERii, by means of the TIC´s, offers greater knowledge to us, as much in the bases

that have economic cost like as those that are offered for free and these last ones allow us to carry out tasks to smaller cost. Also we have the qualifications that have benefitted us in the extension of knowledge and in the handling of the information, we have received many training sessions on the handling of data bases, congresses, and informational alphabetization.

3. One of the main benefits has been in relation to the strategies of information

searches, evaluation of knowledge and criteria of the data bases in which to subscribe. To extend knowledge in relation to the subject organizational Alphabetization and Monitoring and Evaluation of Data bases.

 

A general vision of the training sessions executed during 2008-2009 by Libraries that make up the PERii consortium, it excludes those Units of information that do not relate to the information provided by this consultancy

According to the evaluation of the PERii project for the 2009, the Resources of Information are known by all the educators and they work with students using the PERii data bases, multiply the training sessions on Use of Bases for educators, students and Postgraduates. It was not presented/displayed the training plan nor statistics to be represented.

 

PROMOTION ACTIVITIES:

The training in the use and development of information technologies plays an essential role to reduce cultural differences of the societies, the lack of knowledge and the dispersion of existing technology.

Considering the previous PERii in coordination with the Partnership of Universities, there has been created a strategy of promotion/improvement at all the levels in all the Universities, for it has designed diverse materials of Promotion and activities that have allowed in short time to present the Project and produced the projected impact.

Each one of the Universities have developed their own strategies, also it has designed and put the data bases on their own Web pages.

The Evaluation of the Electronic Resources of PERii Databases on Nicaragua through library indicators have allowed us to obtain results and objectives of great interest for the project with the purpose of understanding the statistical impact by Universities in the use higher used databases; the needs related to promotion and training; the areas of Interest in all the University community with the purpose of having an ample vision that allows to take action to University Authorities related to the subscription and sustainability and impulse during 2010 from the project, at the same time will help to improve management. For it, 2008 statistics were taken from reference in the first place, 2009 of Nicaragua provided by the INASP also the statistics from EBSCO databases, these were the unique ones provided for the study. All the Universities show that it has been impossible to obtain from the rest of the editorials statistical data from subscribed Magazines with access. Of their part the Libraries have innovated and made the control of visits to the pages through Google Statistic. The Universities that take this control are: UCA (innovated and it promoted between his members); UNAN-LEON; UNAN-MANAGUA; ONE; UNI- (histat) SYSTEM; BICU; URACCAN; UCATSE; EIAG-RIVAS do not take any control. In view of which these accountings, not all the libraries have applied it on the same date, and they do not reflect major’s data from those visits which we will avoid in this process.

The Universities that realised MORE sessions were UNAN-LEON with 39%; UNA with a 17.9%; UNAN- MANAGUA 12,6%, UCA with a 12% and UNI with 8.7%.

Those with LESS realized Sessions were URACCAN with 5.9%; UCATSE with 2.1%; BICU with 1.2%; EIAG data are not had.

As average value 76 monthly sessions were realised; 468 monthly searches and download a total of 80 monthly articles between pdf and HTML by all the Universities during the 15 months.

According to the data provided by EBSCO UNAN-LEON excels in realizing more sessions, Searches and down loadings of articles (pdf and HML).

EIAG reference is not had, but the University that had a number of lower Uses was BICU.

Note: BICU realized a doubling of sessions during the 2008 that in the 2009. It is necessary to take into account that BICU has serious difficulties of ENERGY, and are on way to improve its technological infrastructure for present year 2010.

VIII. IMPACT THAT PERii HAS HAD IN RELATION TO THE STANDARDS OF THE NICARAGUENSE- SIBIUM SYSTEM - SIBIUN

1. According to the standard No.1 related to the administration and organizational structure,

PERii, allowed along with the Processes of Self-evaluation that the libraries be under one suitable organizational dependency, since many nowadays depend on the Academic Vice Rectory. Consequently, in the plans of annual development of the Universities they included the PERii actions that the Libraries execute every year.

2. PERii has come to give an answer to standard No.3 fortifying in a maintained way the

management of knowledge and it generated libraries and technological competency in human resource that work in the Libraries, as well as in instances of information technologies of the same.

3. It has fortified the collections of the University Libraries by means of access to scientific

Information through sources of intelligence offered by PERii, exceeding indicators g, i and j, standard no. 3 referring to periodic publications.

4. Through PERii according to standards no. 4, 5, 6 and 7 the budget of each university as far as

a reorganized structure has been fortified and has amplified spaces; acquisition of collections of up-to-date information and putting it to the service of users; improved technological infrastructure by each library providing (equipment, improved the width of band), has provided resources for the development of competency and promotion.

IX. APPRECIATIONS OF THE DIRECTORS OF THE UNIVERSITY LIBRARIES IN RELATION TO THE

SUPPORT AND COORDINATION OF PERII NICARAGUA.  

1. Excellent, since it has offered its support to us in all the fields, as much as in the training as in the obtaining of computer science resources for the Libraries and technical availability on the part of experts in the matter.

2. The national Coordination of PERii has been very good in this period and has demonstrated an

excellent management in the execution of the project. In addition, always it has maintained a fluid and efficient communication with all the members involved in the project.

3. I consider it excellent, despite needs for more human resources in order to work better. 4. Excellent, since by its managements we have obtained good training on library tasks,

equipment, and support whenever it is required, the work of the Coordination is simply exceptional.

5. The support has been excellent since she is a very positive person and enterprising and if we

worked at her rate nobody would remain behind and all the universities would have the opportunity to develop with updated technical scientific information with this base just as it is used in all the countries of the world.

6. It has been very good in our case we considered that it has been considered by the same

conditions of the University; nevertheless we required more technical support (Tic´s support).

7. Excellent, it has been equipped to us with precise information, the attendance has been very good and through careful treatment we have managed to fulfill the proposed objectives and to overcome barriers that we did not believe could be obtained.

X. CONCLUSIONS  

That the management of the Coordination for the development of the Program PERii Nicaragua has developed an excellent work in teams during the 2008-2009, directed to the fortification of knowledge; development of competency; fortified local technological infrastructure capacities; implantation of strategies of promotion at all the levels. The support of the authorities has been obtained at the university, this has made possible that the process of development and implementation of the PERii project as a success. The work of PERii has provided the change of culture towards the use of the technological tools of information having fortified the learning and educative process. 77 % of the success is due to the development, implementation and appropriation of the program in the majority of the member Universities of the CNU in his first stage of subscription, this has been thanks to a work in teams properly planned and coordinated with all the Directors of the Libraries along with the PERii coordination. This work allowed that the Libraries include in their POA the actions of development for PERii, to fortify the knowledge in the new technologies, development of national and local competency, promotion, identification of needs and technological infrastructure fortification and the conformation of a PERii team in each Unit of Information. 33% of the libraries need technical continuity until they obtain this appropriation. 90% of the Library personnel are trained in information technologies to promote, to orient and to enable students, educators and investigators in the use of the PERii data bases . That the trainings been have directed towards the library personnel, Tic´s. The level of users that have become trained are mainly Educators and Investigators, the study reflects very little towards the students, this has only been true concerning induction. There has been an excellent promotion to foment the use of the PERii data bases, in 90% Universities 10% through blog and by other means of promotion through Web pages and physical means such as pamphlets, Banners and others. The Impact in the use of the EBSCO data base stand out most with the following Universities: By sessions, UNAN-LEON; UNA; UNAN-MANAGUA and UCA. By searches, UNAN-LEON, UNI and UCA. By unloaded summaries, UCA, ONE and UNAN-MANAGUA, and by downloaded articles (PDF and HTML), UNAN-LEON, UNA, UCA and UNITE Managua. According to the study a greater use is reflected in periods of demonstrations and training distributed as much by the coordination of PERii like at the local level in each one of the Universities. The data base more used by the students, educators and investigators is the EBSCO data base, for being multidisciplinary, and for having data in Spanish. According to the surveys the rest is: SPRINGERLINK, ASABE, TAYLOR AND WILEY/BLACKWELL. 100% of the Universities indicate their desire to renew their subscriptions, according to a profile of each University, selecting those that are most used. Between the most important discovered limitations, they are: Lack of equipment for those libraries with greater student population like the UNAN-MANAGUA and the UNAN-LEON; training directed to educators, investigators, and the student community and continuity; lack of permanent promotion that foments the use of the data bases, especially directed to students; the English language is one of the great obstacles; lack of direction to the user; lack of human resources for those smaller units of information like EIAG; UCATSE, BICU and URACCAN; lack of budget in all ; problems of bandwidth that improves the access and use of the data bases; problems with power and lack of Internet, BICU and URACCAN; necessity of technical support in the independent regions that that help with the installation of equipment donated by PERii and advising to solve problems of IP and others that prevent the development of the program, in the case of EIAG, advising that allows it to create a promotion strategy to have the awaited impact in use of the data bases.

XI. RECOMMENDATION

1. Based on the evident gains of the PERii-Nicaragua Project in this first stage of subscription the CNU along with the University Authorities continue their excellent endorsement to the development and implantation of scientific information services in the PERii data bases in each one of the Libraries.

2. That the PERii coordination offer technical advising to the Universities that have majors

problems like the Independent, North and South Regions (BICU and URACCAN) that it help it to solve installation problems of equipment and connectivity that helps to fortify them.

3. To support to Universities like EIAG, UCATSE, BICU in the creation of strategies of fortification

of leadership, promotion and of training to foment the use of the data bases. 4. To elaborate an integral plan of agreed continuity with the entire PERii- Nicaragua partnership

that it includes from 2010 permanent training and promotion directed to the users of the different majors/careers with theoretical and practical methodology.

5. To fortify the Tic´s capacities in Universities like UNAN-LEON and UNANMANAGUA according

to its student population. 6. To give to continuity actions with a view to the fortification of the areas of directed promotion

and training: 1. To the professional update training of librarians, that includes action of demonstrations offered by the suppliers of the data bases in information search strategies, training. 2. Realization of permanent training to educators and investigators that includes theory and guided practice. 3. To create strategy of training directed to students of different levels and specialties, to retake the UNAN-LEON experience as exemplar.

7. To give permanent continuity to promotion at all the levels and through any means to foment

the investigation habit that allow a greater impact in the use of the PERii data bases . 8. To integrate the PERii data bases in the main Web pages of each University, this would help to

have a greater vision at all the levels of the university community. 9. That for future subscriptions it is taken into account the profile from each university and those

of higher use according to the study, taking into account that one of the main obstacles have been due to language.
