bankswhichareweakandtheyneedstrengthening.DCCBs,SLDBshavetheopportunitytoplay
animportantfocustomaketheorganisationstrongeronthreereasons:
1. Staffhastobegood
2. Borrowers
3. Clients
ThereisanurgentneedforaugmentingtheCRARandreductionofNPAs.Marketshareofthe
cooperativestructureinagriculturalloanshasbeendeclining.
Dueimportancemustbegiventocorporategovernanceinordertofacilitatetheorganisation
fordevelopment. Recruitmentisanotherareawherecooperativebanksneedtoensurethat
meritoriouspeoplearetakenintheorganisation.Banksneedtomakeuseoftheconcessional
re�inanceprovidedbyNABARD for term lendingwhichwouldhelp inenhancing thecapital
formationinagriculture.CompetentBoardofDirectorsandadequatelyskilledmanpowerare
essentialelementsforsustainableviabilityoftheCooperativeCreditstructure.

In his presidential address, Chairman, NCUI expressed deep concern about the
cooperatives being neglected by successive governments continuously. He told that
cooperativesplayanimportantroleinstrengtheningtheeconomyofthecountrybutwhenever
central/statebudgetarepresentednotevenasingle line isexpressedaboutthecooperative
movement.Inthebudgetspeechthereshouldbecomprehensivedescriptionofthecooperatives.
Thereshouldbemoreandmorebudgetaryprovisionforcooperativeeducation,trainingand
infrastructuredevelopment.Cooperativesplayanimportantroleinprovidingloans,agricultural
inputtothefarmersatthesubsidisedrates.Atthesametimetheyareanimportantchannelfor
themarketingandstorageoftheirproductssothattheymaygetafairvaluefortheirproduct.
Despitethat,governmentisignoringthechannelofcooperatives.
NCUIistryingitsbesttomakecooperativesprofessionalbyprovidingeducation,training
andotherinputstoitsmemberorganisations.Cooperativewillhavetoreachatthegrassroot
levelbyitssuccessstoriessothatthewrongperceptionandideaswhichareprevailing,maybe
removed.NCUIhasalsomadesincereeffortswitheducationdepartmenttointroduceatleastone
chapteraboutthecooperativesinthesyllabusofplus2/highschoolcourse.Heexpressedsincere
thankstothedelegates,participantsandinparticulartoShriB.S.Vishwanathantohavemade
everyefforttomaketheconferencesuccessful.
Speaking on the occasion Shri Sivadasan Nair has expressed that there is a real
opportunity for the cooperativesas it isnot aprivateorganisation.He cited theexampleof
bankingsectorwherescamsaregoingonbynationalisedbanks,butcooperativebankshaveto
sufferforthesame.Duringthedemonetisation,cooperativeswerenotgiventheopportunityto
exchangethenotesayingthatthereisacorruptioninthemanagement.

MajorRecommendationsoftheConference
1. The cooperatives should be developed and established as a means of improving theeconomic,socialandculturalaspectsofapersonoflimitedresourcesandopportunitiesandaswellasencouragingentrepreneurshipandself-initiativesinthesouthzone.
2. TheStateGovernmentsshouldformulatestatecooperativepoliciestoencouragegrowthanddevelopment of cooperativeswithout effecting autonomy and independence of thecooperativesinthestateandgiveasigni�icantroletothecooperativesinthedevelopmentofthestateandthesepoliciesshouldbeintegratedinthestategovernmentplans.
3. TheARDBsshouldbepromotedasfull�ledgedbanks. Thevillagelevelcooperativesmayalsobepromotedtodepositmoneyfrommembers/villagersforraising�inancialresources.
4. Thecooperativecreditsectorshouldgivedueimportancetothehumanresourceaspectswhichmayincludeinductionofprofessionalsinthecooperativebanks,trainingthestaffandsuccessionplanetc.sothatthesebanksmayworkonprofessionallines.
5. ThecooperativesarefacingstiffcompetitionfromRRBsandothercommercialbanksintheruralareas.Inthiseraofcompetitiveenvironmenttheyneedtoequipthemselvesthroughinductionoftechnologywhichmayincludecomputerisationofbankingoperationandalsothecomputerisationofrecordssothattheyareabletodelivertheef�icientservicestotheircustomers.
6. TheSHGsareworkingoncooperativepatternandshouldbelinkedwithcooperativebankforlendingactivities.
7. The low costATMsneed to be introduced in the cooperative banking sector forwhich
necessarysupportmaybetakenfromNABARDforinstallationoftheATM.
8. InternalBook-keepingsystemofCooperativeCreditSectorrequireslotofimprovement.This will facilitate plugging a loop-hole through the internal audit department or theinternalinspectiondepartmentsothattheymayimprovetheoverallworking.
9. Startingofafarmercounsellingcentrebythecooperativebanksinthesouthernstatessothatthefarmersmaybegivenprofessionalguidanceandadviceinallthemattersthroughthesecentres.

MajorRecommendationsoftheConference

13. Thoughpreparationofdevelopmentactionplanandbusinessplansbasedontheexisting�inancial eco system is important for improving the pro�itability, good governance isessentialrequirementforimprovingthehealthofcooperatives.
14. PACSshouldbetransformedinto“OneStopShop”foralltheservices.AllthePACsshouldbefullycomputerized.ThereshouldbepropersystemandprocedureatPACslevel
15. MobileATMservicesshouldbeprovidedbyallthecooperativebanksandthereshouldbeperformancebaserewardsystem.
16. CompetentBoardofDirectorswhocantakedecisionjudiciouslyandskilledmanpowerareessentialelementsforsustainableviabilityofthecooperativecreditsector.
17. Urban Cooperative Banks must adopt the latest technology viz. CORE banking, cloudcomputing,automatedlobbybankingetc.tocompetewithPSBsandprivatebanks.
18. BettercoordinationwithStateGovernment,RBI,NAFCUBsforvariousissuesandchallengesconfrontedbytheUCBsintheregion.
19. TheStateGovernmentsinthesouthzoneandtheirlocalauthoritiesmayconsiderallottinglandtohousingcooperativesonprioritybasisandat reasonablecostandtheremainingstategovernmentsmayalsoauthorisetheirrespectivestatefederationstoacquirelandfordevelopmentandallotmentofthesametohousingcooperatives.Itis,therefore,suggestedthat themajor funding agencies like LIC,HUDCO andNHBmay enhance their share offunding to housing cooperatives. The agencies may also consider reducing the rate ofinterestontheirloanstostatecooperativefederations.
